It examines historical, political, and social factors that have shaped the Czech Republic‘s approach to defense and security issues. Special attention is given to the transformation of the Czech Armed Forces, the transition to a professional military model, and responses to changing geopolitical threats. The analysis also considers public perceptions of the military, the influence of historical narratives on strategic culture, and the attitudes of political elites toward defense matters. The article highlights the importance of strategic culture as an analytical framework for understanding long-term trends and the evolution of defense policy, while suggesting potential avenues for future research in the Czech context. |

The article describes the evolution of European defence, its major milestones and actors, related processes and rules, and the key tools that are now largely concentrated under the umbrella of the CSDP. Current issues of European defence, including scenarios of its possible future development, are also addressed, as well as the contribution of the Czech Republic. |

From Plan Gideon to Plan Tnufa: Israeli defense strategy and the buildup of the Israeli Defense Forces in the wider context of the Middle East after the Arab SpringReviewed - ResearchĽubomír Zvada, Jiří LachVojenské rozhledy / Czech Military Review Nr. 4/2023, Vol. XXXII. (LXIV.): 24-44 Based on the content analysis method, this study analyzes the first ever published security strategy of the Israel Defense Forces, which was published in 2015. The main objective of the paper is not only to present the circumstances of its creation and discuss the main objectives of this strategic security document, but also to outline the broader geopolitical context from which it emerged. The authors argue that the document primarily emphasized two areas - the use of force and capacity building of the Israeli military. Among other things, the publication of the strategy was intended to have a deterrent effect. In the conclusion, the authors compare the Gideon Plan and its follow-up, the Tnufa Plan, and point to the considerable importance that consensus among political and military elites has in the implementation of such a document and reflect on what lessons and inspiration can be drawn from this case in our geographic space in the process of formulating or reformulating strategic security documents. |

(LIX.): 93-104 The European Union is interested in ensuring the security of African countries in the region of Sahel because some of the threats originating from this region can potentially endanger its member states. With the deteriorating situation in northern Mali, the EU has decided to become more active in this country through Common Security and Defence Policy missions. The aim of this article is to introduce and subsequently assess the contemporary policy of EU in Mali. Particular attention will be paid to the European Union Training Mission in Mali and European Union Capacity Building Mission in Mali, which have so far produced rather mixed results. The article will also focus on the EU strategy in the Sahel region and partly on the EU counterterrorist and counterinsurgency activities in Mali. |

(LXIV.): 19-34 Russia has always had a keen interest in the Western Balkans. It was historically realised in the context of geopolitical continuities of the expansion of its territory and influence. Russia has tried to gain influence in this region for political, economic, identity and strategic reasons. However, after the start of military aggression against Ukraine in 2014, Russia opted for a confrontation in the Western Balkans where it opposes the EU and NATO expansion policies and influence of the West in this region. Key Russian leverage for spreading its influence in the region is the Serbian geopolitical design of military neutrality and the convergence of strategic interests of the two countries. Russia wants to exert a strong influence on the Western Balkans, and thus on the security of the EU. On the other hand, Serbia wants to position itself as the main actor of power in the region with simultaneous support from both Russia and the West. |

(LXV.): 77-84 States should avoid arbitrability in decision-making processes concerning foreign fighters by amending their current legislature including criminal prosecution of foreign fighters. Authorization regime similar to the one in Poland may offer higher guarantees, control and monitoring of medium to high-threat individuals whilst offering states direct targeting of prevention and mitigation policies. States should create a transparent and clear framework for evaluation of applications to travel abroad for the purpose of fighting with lawfully set discretion for state organs that will enable them to deny applications for political, social or even economic reasons. |
From the Common Security and Defence Policy to the Common Army of the European Union?Reviewed - ReviewVojtech Jurčák, Radoslav IvančíkVojenské rozhledy / Czech Military Review Nr. 1/2023, Vol. XXXII. (LXIV.): 18-34 Voices about the need to build a joint European Union army have been appearing on the European scene for several years, but recently these voices have become stronger, especially after the Russian invasion of Ukraine. Therefore, in the article, the authors deal with the issue of the possibility of creating a common European army. They draw on from socio-scientific political science approaches to current security frameworks, examine the current state, and at the same time point out that, despite the threats Europe is facing, there is still no clear plan for how such an army should be created. Considering the facts mentioned in the article, the authors state that the creation of a common European army, at least for now, seems unlikely, as a supranational model of the European army would require the transfer of sensitive national competences from the member states to the EU level. |

(LXIV.): 3-23 This study presents the perspective of Czechoslovak diplomacy on the events of the Yom Kippur War (1973) in the context Czechoslovak foreign policy towards the Arab-Israeli conflict in early 1970s. The research is based on so far rather underexplored archival sources. Despite Czechoslovakia's declared unequivocal support for the Arab side of the conflict, Czechoslovak Middle Eastern policy since the mid-1950s was not entirely unconditional in relation to the Arab countries. Internal documents of Czechoslovak government occasionally revealed criticisms of Arab representatives. The Yom Kippur War represented a significant moment in this regard, as it was a military confrontation initiated not by Israel but by the Arab coalition, posing a challenge for Czechoslovak propaganda. Simultaneously, this armed conflict presented an opportunity for Communist Czechoslovakia to further deepen its relations with its Arab allies. |

(LV.): 90-105 The article deals with the issue of creation and realization of space policy. Space programs of individual states are closely connected to decision-making processes of the (general) state (public) policy. Therefore we can raise a question which factors influence these processes and the formulation of space policy and also if they are so unique that could be related only to one particular state. The aim of this article is to focus on one of the factors influencing space policy-strategic culture. Its influence is analysed through case studies of seven nations. Each case study is divided into two parts. First, we identify relevant characteristics of the state's strategic culture. Then, we analyse whether and how the identified characteristics of the respective strategic culture influence the space policy of a state in question. This article seeks to contribute to the growing debate about space as "the next" strategic area and highlights rather overlooked reasons of space exploration. |

(LVIII.): 41-59 The research described in this paper was conducted in the framework of institutional research project Strategic Alternatives (STRATAL) within the Centre for Security and Military Strategic Studies of University of Defence in Brno, the Czech Republic. The main objective of this contribution is to assess the evolution of the Czech defence policy (CDP) since the last summer 2016. The main impetuses for the CDP evolution were provided by the NATO Summit in Warsaw, new European Global Strategy including the ambition to enhance defence cooperation among the EU member states and the pattern of dynamics in our security environment. The authors analysed the key change drivers (KCDs) and measures taken in political, military, administrative, economical and societal domain in order to evaluate the overall effectiveness of the defence policy. Finally, the authors offer several recommendations to enhance the responsiveness and preparedness of the Czech defence system and the Armed Forces both in short- and long-term time span. |

(LXII.): 168-183 The article is a creative elaboration and proposal for optimization of selected activities of the human resources management process in the Ministry of Defense, which have a fundamental influence on achieving the set goals of personnel policy of the Ministry of Defense. The article builds on the analysis of the "status quo" of the human resource management in the Ministry of Defense, carried out with the help of dimensional and stakeholder analysis, sector analysis PESTLE-M, and questionnaire survey with a sample of officers (students of career courses KVD and KGŠ). It also uses the results of capability-based scenario, on which a prediction of the future needs of personnel and financial resources is calculated and demonstrated. For selected activities of the human resources management process their possible content is discussed, as well as the effects (or the necessity to set them accordingly) of internal and external process controllers. |

(LXV.): 18-35 This study provides a summary overview of the creation and the activities of the international security architecture in the form of their two main pillars, i.e. the United Nations and the North Atlantic Treaty Organization in the Near and Middle East region. Within the framework of international security relations, this is a very unstable and conflictual region, where this instability has lasted practically since the establishment of the State of Israel in 1948. The global UN, its overall activity and importance, especially humanitarian and peace-building activities not only for the Near and Middle East region, is very beneficial, through out the Cold War period up to the present day. As a security organization, NATO is among the most important global actors influencing current international security relations. Through their activities, both of these organizations represent a essential means of ensuring world peace and security. |

Analysis of Iranian Revolution Guard Corps in the Context of its Inclusion on the List of Foreign Terrorist OrganisationReviewed - ReviewMatěj MacháčekVojenské rozhledy / Czech Military Review Nr. 2/2020, Vol. XXIX. (LXI.): 92-106 United states of America classified from 2019 Iranian revolution guards as "foreign terrorist organisation". Article analyses consequences of this step. Text in the introduction presents Guards and highlights the differences between this organization and "classical" terrorist organization. Goal of the main part of text is to analyze American steps and finds consequences resulting from it. This work concluded that though legal consequences of putting Guards on the list of "foreign terrorist organization" are small, on the other hand its practical impacts are huge. There was also found link between putting Guards on this list and new American strategy of "maximal pressure" against Iran. |

(LXV.): 70-90 This article examines the needs and problems of the modern war veterans and identifies factors that may contribute to making them a high-risk group. It uses data from two questionnaire surveys. The respondents were war veterans leaving active service and war veterans who left active service less than ten years ago. The analysis shows that participation in the mission has a negative impact mainly on the family and relationships, and that the most common problems on leaving active service are related to finances and finding a new job. Further, few factors have been identified that may contribute to a high-risky group: less than nineteen years of service, age under forty, having health restrictions due to active service and leaving service as a decision of the employer. |

(LII.): 66-75 When the Czech Republic joined NATO, some structural changes in the national security sector were expected. Actually, changes in national defence strategy were declared by national strategic documents, such as military and security strategies. In addition to it, since 2002 the Czech Republic has been taking part in Global War on Terrorism and, generally speaking, it implies higher expenditures spent on security purposes. Surprisingly, many things have remained the same. The strategic documents were mostly ignored, deep changes did not happen due to fiscal policy based on a traditional incremental budgeting. Proportions between expenditures for internal and external security were only fluctuating. |

Business continuity management system is assessed in a diagram as controlling instrument aimed at operational hazard mitigation of continuity disturbance of affected subject. A ´from Operations´ Value Added - O´VA is established as qualitative dynamic information about productivity of activities. The measures are designed in crisis scenario for quality improvement of subject´s crisis readiness. An indicator of business risk continuity slip is defined. In a connection with war conflict on Ukraine is assessed if it is Grey Rhino manifestation. |

(LXV.): 3-19 The article describes the issue of implementing the Resistance Operating Concept as part of a comprehensive approach to ensuring the defense of the state and its resilience. The basic conditions necessary for the introduction of that instrument are sought, and a comparative analysis of selected European countries that started to build a resistance movement is carried out. The article further describes the strategic definition of the resistance movement in the conditions of the Czech Republic, the legislative definition of the resistance movement and its anchoring in the framework of mental law, and the connection of the resistance movement to individual phases of the conflict. It analyzes the relationship of the resistance movement to individual phases of the conflict and categorizes the actors of the resistance movement, their roles and the methods used. In conclusion, it defines the necessary conditions for the implementation of the resistance movement into the security and defense system of the state. |

(LX.): 3-17 The EU Monitoring Mission (EUMM) is the only international monitoring presence operating in the region with the consent of the Russian Federation. However, almost 11 years in the area did not bring the desired result. The Russian Federation has strengthened its position in Abkhazia and South Ossetia with more than 20,000 troops on the ground, hardened the border and even prevented the schools from teaching children in Georgian. Following the assessment on the basis of three criteria (stabilization, normalization and confidence building), the EUMM attempts to increase the confidence building, to mediate among the actors in order to achieve a normal and a stable environment. But on the other hand, EUMM enables also the Russian federation to officialise its presence and its troops in the breakaway regions. |

The article describes the genesis of PESCO and explains its functioning, including its legal framework, objectives, the role of the main actors and the dynamics of the whole process. The purpose of the article is to demonstrate the scope and strength of the more binding commitments that the participating Member States have decided to fulfil in the name of strengthening Europe's defence under the umbrella of the Common Security and Defence Policy. |

(LIX.): 64-77 The paper analyses goals of the Slovak and German foreign and security policy focused on their role in NATO as well as on the role by forming European security and defence policy. The paper deals with potential and opportunities for more intensive and effective cooperation between Slovakia and Germany regarding their security and defence policy orientation. It finds out that there are some important NATO and EU projects and initiatives, such as "out of area" missions engagement, battle groups building, Framework Nations Concept or a new announced project Permanent Structured Cooperation (PESCO) to be used in the deepening process of Slovak-German security and defence relations. |
Analysis of Taiwan Guerilla Potential - A Real Possibility or a Naive Notion?Reviewed - ReviewRichard OubělickýVojenské rozhledy / Czech Military Review Nr. 1/2023, Vol. XXXII. (LXIV.): 35-49 Existing research about China and Taiwan deals primarily with bilateral relations, military doctrines, etc. They don't pay much attention to the consequences of the potential China-Taiwan war. The article examines conditions for emerging and activity of guerillas with paramilitant signs in the case of China's domination over Taiwan. The analysis is based on the present general, socio-economic, political, geographical, and technological environment. A substantial part of the analysis is also argumentation about the potential of urban guerilla. The article is based on data, pieces of information, polls and academic and analytical texts relevant to the main research questions. Those questions are the potential for emerging, sustainability, and effectiveness of guerilla. The article comes with findings, that argue the relatively high potential for the emergence of guerilla primarily because of the suitable environment in Taiwan and possible effectiveness and sustainability based on existing variables, which can however also limit this potential. |

(LXII.): 3-25 The article analyses the process of the NATO enlargement after 1990. It starts by a detailed analysis of the secret negotiations which have been started just after the end of the Cold War. In the light of the institutional liberalism, the NATO enlargement is a positive process which satisfied especially new member states. But in the light of the American neorealism, this process resulted into profound changes in the balance of the security threats and into a large militarisation and tension at the new Eastern frontier of NATO in a direct neighbourhood with the Russia. New military units with the modern arms systems are deployed over there and we are witnessing a growing number of dangerous military incidents. As a result, the contemporary situation needs new political negotiations between two competitors and a shift from the contemporary negative Peace towards the positive Peace. |

(LXIII.): 21-37 This paper assesses the information war in Ukraine in the context of the military strategy. An influence of the information operation (disinformation and deception) presents the strategic tool. The author pragmatically analyses the information war from the military art perspectives and as a part of the strategy used for support of the combat operations. He identifies phases of the information war in the context of the war. The author expects and confirms the opinion that the information war is led by both external actors (the USA and the Russian Federation). Their top representatives are involving in the information war because they support their own interests. This paper has been written as a neo-realist case study. The balance of power concept is in accordance with the used theory, as well as with the key interests of the external actors. |
