The main aim of the paper is to demonstrate possibilities of using the add-in program Solver in Microsoft Excel and Linear Program Solver in teaching operations research via solving an illustrative example of linear programming problem. The paper further introduces operations research as a scientific discipline and a course taught at University of Defence. Last but not least, it discusses advantages and drawbacks of introducing software into teaching of operations research. |
Testing of Pilots Abilities on Flight SimulatorsReviewed - ResearchRudolf JaloveckýVojenské rozhledy / Czech Military Review Nr. 1/2024, Vol. XXXIII. (LXV.): 127-144 The article presents more than ten years of experience in testing the abilities of pilots during flight control on flight simulators. A hypothesis is stated about the possibilities of finding common features in flight control, the basic mathematical apparatus for evaluation is presented, the flight simulators used and, of course, the achieved results are presented. 110 pilots have already been tested and a total of 2360 missions - test flights - have been simulated. Subsequent mathematical analysis provided approximately 40,000 results suitable for further statistical processing. This amount of data obtained from realistically simulated flights provides a prerequisite for defining applicable conclusions to the proposed mortgages. For the needs of subsequent certification, a proposal for the pile measurement methodology was also prepared, which summarizes both the theoretical approach to pile testing and the procedure for carrying out tests on individual simulators. Part of the proposed methodology includes an overview of the software created to facilitate the recording of data from individual missions, as well as software for own analysis of the measured data from the missions. |
Constructive Simulation in Tactical Level Planning: Options for Optimizing Engineer SupportReviewedOta Rolenec, Martin Sedláček, Martin VlkovskýVojenské rozhledy / Czech Military Review Nr. 4/2024, Vol. XXXIII. (LXV.): 51-69 This article deals with the use of constructive simulation software in the planning process of military engineer staff personnel. The possibilities regarding the implementation of MASA SWORD simulation software are demonstrated on specific data from the Engineer Support Management Course, with overlapping applications to other specialized military troops. Three scenarios were used for the simulations, which were practiced and verified during the course’s exercise. Each scenario was evaluated in silico within the simulation environment, incorporating analytical and graphical outputs. Utilizing the MASA SWORD analytical module, each scenario underwent comparative analysis using statistical tests to assess the fulfilment or failure of the assigned task. The findings emphasize the promising role of constructive simulation in enhancing military personnel training and planning process on tactical level. |

(LX.): 44-62 The work deals with the issue of engineer information, which is necessary for the planning of water crossing, and which can facilitate and speed up the proces of operation planning with the assistance of the staff members of engineer specialization. At present (2019) there is no application software development of engineer support tasks (hereinafter APV ŽEN) within the engineer command and control subsystem AČR, which would take into account the problem of water crossing by troops. The aim of the article is: to analyze the gathering of engineer information for water crossing and to describe it on a specific example of the Morava river, to identify the possibilities of water crossing by forces of AČR, to propose a map base for APV ŽEN, which will be supplemented by engineer information from Povodí s.p. and Motorway and Highway Directorate (hereinafter ŘSD) and to define measures that will support the availability of engineer information in water crossing. |

Application of Decision-Making Support Model in the Operations Planning Process at the Tactical LevelReviewedMarko Radovanović, Miša Živković, Marko CrnogoracVojenské rozhledy / Czech Military Review Nr. 1/2025, Vol. XXXIV. (LXVI.): 85-103 The paper is focused on research of military operations planning with the purpose of defining an efficient decision-making model at the tactical level for brigade-level offensive operation. Suggested model applies methods of multi-criteria decision-making – DIBR II (Defining Interrelationships Between Ranked Criteria II) and EDAS (Evaluation based on Distance from Average Solution) in order to decrease subjectivity while evaluating and ranking criteria, but also to select the most optimal course of action (COA). DIBR II method is used for the evaluation and determination of criteria coefficients, while the EDAS method enables choice between the most optimal COA. Application of simple and effective methods of multi - criteria decision - making accelerates the planning process and enables commanding officer to make optimal troop employment decision in a given operation. |
Constructive Simmulation: An Effective Tool for an Assessment of the Operational Effectiveness within the Cability Planning ProcessReviewed - ResearchJan Drozd, Josef ProcházkaVojenské rozhledy / Czech Military Review Nr. 2/2022, Vol. XXXI. (LXIII.): 54-70 The article outlines the outcome of a comprehensive researche aiming at the enhancement of decision making within the defence and operational planning processes. Both processes differ in purpose, neverthelles they are challenged by the very same problém to find solutions with maximum operational effectiveness of armed forces capabilities at minimum cost to achieve objectives. It applies constructive simulation namely the software instruments of MASA SWORD and assess its potential to support the process of capability requirements identification and validation of potential alternatives to achieve objectives. It provides reasonable evidence that constructive simulation is a valuable instrument to support the evidence based decision making within in the processes of defence planning and operations planning proces. Constructive simulation allows to identify the most suitable solutions in terms of both operational effectiveness and costs. |
Challenges of the Tactical Leader in the Context of Multinational Military Operations ProcessReviewedRobert-Marian AlixandrescuVojenské rozhledy / Czech Military Review Nr. 1/2025, Vol. XXXIV. (LXVI.): 104-119 This study explores the main challenges faced by leaders within the multinational military operations process. Based on the aspects addressed in the literature review, the questionnaire survey method will be applied to a representative sample of military personnel who had participated in various multinational activities, as tactical leaders. The findings reveal that the most significant challenges perceived by leaders include linguistic barriers, command and control (C2) issues, and differences in training, endowment, and doctrine, with planning identified as the most challenging operational phase. Statistical analysis further indicates that experienced leaders perceive these challenges more acutely, and the study outlines key solutions proposed by respondents, such as developing language skills, enhancing interoperability, and fostering adaptability as essential traits for overcoming difficulties in multinational military operations. |

(LXVI.): 136-158 Accurate meteorological data is crucial for precise artillery fire, yet its availability can be compromised in combat conditions. This study investigates the impact of limited meteorological information on artillery accuracy and explores potential mitigation strategies. By analysing upperair data from a single weather station, we simulated various scenarios of reduced meteorological support. Our findings highlight the significance of meteorological factors on artillery performance and the potential consequences of inadequate data. We developed a foundational framework for offline artillery support products, emphasizing the need for robust methods to estimate atmospheric conditions in data-scarce environments. Future research will focus on incorporating advanced modelling techniques and additional data sources to enhance the accuracy and applicability of these products. |

Strategic Defence Analysis and Setting the Future Defence Strategy: A Comparison of the Czech Republic and NorwayReviewed - ResearchJosef Melichar, Fabian Baxa, Vladimír Vyklický, Josef ProcházkaVojenské rozhledy / Czech Military Review Nr. 1/2024, Vol. XXXIII. (LXV.): 21-39 The article brings a comparison of the approaches to the strategic defence analysis (SDA) and developing future Defence Concepts (DFDC) of the Czech Republic and Norway. The countries are in a different geopolitical situation, NOR being a country with borders that are part of the outer border of the Alliance, the Czech Republic being a country surrounded by three member countries of the Alliance and one PfP country. On the basis of the comparison of the two approaches, the authors identified differences and common points of the two. Based on the findings, the discussion provides inspiration for possible enhancements in the approach of the Czech Republic to SDA to ensure the future defence of the country. All that in context of current Security developments in Europe, that have an impact on how NATO member countries might deal with Article 3 and Article 5 of the Washington Treaty. |

(LXII.): 184-193 Experienced experts in military modernization projects use a new generic implementation tool in defence planning to compile a comprehensive implementation plan for acquisitions. A software tool based on MS Excel facilitates the linking of a planning tool to create an implementation plan. The functional analysis matrix created by the software tool is suitable for the evaluation of DOTMLPFI functional areas within individual phases, especially the implementation phase and the evaluation phase. The resulting product is a checklist for the full implementation of a military project describing its life cycle with all major milestones, which respects the Czech Defence Standard and compatibility with NATO doctrine. |
Internet of Things Vulnerabilities in Military EnvironmentsReviewed - ReviewAndras TothVojenské rozhledy / Czech Military Review Nr. 3/2021, Vol. XXX. (LXII.): 45-58 IoT devices (sensors, drones, cameras) are gaining more and more emphasis on military operations. The application of IoT elements in the military environment increases situational awareness and supports the acquisition and maintenance of information superiority. The information they provide about the enemy, the area of operations, and the location and status of our soldiers and assets can contribute to the successful execution of operations at the tactical, operational and strategic levels. However, they can also pose serious threats if their vulnerabilities allow the data they collected to leak or they provide access to the info-communication networks used for the enemy. In this article, the author examined the vulnerabilities of these IoT devices using keyword analysis. After drawing conclusions from the analysis of the relevant literature, he compared the results with the general-purpose IoT threats and attacks typical of today, like distributed denial of service attacks, security, software, security and privacy issues. |
Active Measures Concept Deconstruction Through the Lenses of Information InfluenceReviewed - ResearchMiroslava PačkováVojenské rozhledy / Czech Military Review Nr. 1/2024, Vol. XXXIII. (LXV.): 40-62 This study deconstructs the concept of active measures through the prism of information influence. It understands it as sophisticated methods of influencing public opinion and political decisions, originally used by the Soviet Union and now adapted to cyberspace by the Russian Federation. In the analysis, the concept is contrasted with the general abstraction of information influence. This helps to better understand the proximity of active measures to similar concepts. We conclude that abstractions of information influence are also valid for conceptual understanding and practical examples of contemporary Russian active measures. Active measures are subsidiary to information influence, serving as tactical means to achieve the latter's strategic goals. Furthermore, the author states that the information environment is the operational theatre for active operations, cyber operations can be its manifestation, information operations support as a key component of a broader information operations strategy, and psychological operations are its critical element. |
NATO, 2% to Defense, 20% to Equipment: Cumulative Nature of Military Spending and the Role of the Economic PerformanceReviewed - ResearchJan KofroňVojenské rozhledy / Czech Military Review Nr. 3/2024, Vol. XXXIII. (LXV.): 27-43 Military spending is a widely discussed topic, especially in the current geopolitical landscape. Expenditures on "equipment" play a pivotal role in total defense spending.. However, the nature of the equipment expenditures is cumulative. Thus, when trying to estimate the capability of a state we should consider a longer period, not just one year. The aim of this article is, therefore, to offer (i) an exploratory analysis of the cumulative equipment expenditures of NATO countries between 2014-2023 and (ii) to verify - by using OLS multivariate regression - the extent to which the GDP per capita primarily drives these expenditures (adjusted per soldier), the share of defense spending from the GDP, or by the fraction of defense spending that goes specifically to equipment. The results show that the GDP per capita is by far the most powerful predictor. |

The article highlights challenges faced by military forces, particularly in the US, with significant equipment non-operable due to inefficient M&R. It emphasizes modernizing M&R through Predictive Maintenance (PM) and 3D Printing (AM). PM employs AI and data analytics for real-time monitoring and foreseeing malfunctions, signifying a strategic shift in M&R. AM significantly curtails downtime by enabling on-demand spare parts production, presenting a solution to traditional military M&R challenges. The article also underscores the economic advantages and potential for operational efficiency improvements through these technologies. However, it points out hurdles in implementing PM and AM, including high initial costs, lack of trained personnel, and the threat of counterfeit production in AM. |
Evaluation of the Annual Physical Training Examination and Possible Suggestions for Change in the Endurance Discipline of RunningReviewed - ResearchJiří Néma, Petr Lašák, Libor Wawrzacz, Vladimír PavlíkVojenské rozhledy / Czech Military Review Nr. 3/2024, Vol. XXXIII. (LXV.): 91-109 The annual examination is an integral part of the physical training system of a soldier of the Army of the Czech Republic, which assesses his physical fitness. This assessment provides dual feedback - it informs examinees of how they are performing against normative tables and each other, and at the same time, gives commanders an idea of the current physical fitness of their subordinates. This thesis focuses on the endurance event of the 12-minute run (also known as the Cooper test). Based on data from 2011 to 2021 and nearly 50,000 evaluated tests, the potential effects of age on soldiers' physical performance and appropriate adjustments to individual age limits were examined. The analysis showed that the difficulty setting for achieving the same rating differs for both genders and that there is a different decline in physical performance with increasing age than reflected in current norms. Based on these analyses, a proposal for modifications to the annual physical training test was developed and is appended to this paper. |

(LXV.): 56-76 Most experts believe that urban operations will gain importance in the future, but even though we have sufficient examples and experience at hand, we still struggle with the development of the necessary skills and capabilities. The resulting gaps are a combination of different tasking and shrinking resources in the past decades, the difficulty of training for and a mere misunderstanding of the urban environment and harmful innovations - we seem to find ourselves always in the beginning. Fighting in isolated "prisms of responsibility" requires flexible task forces with all necessary enablers at hand and well-trained commanders exercising mission command and understanding their role, task, and the purpose of action. Mastering the urban environment on all three levels of movement is a very challenging task and requires focused attention on various aspects, inter-actor interaction and interdisciplinary research and development. The development of a methodology suitable for looking into the hidden aspects and contextualizing them with current activities and future developments is key to capability development. |

(LXIV.): 66-85 This article delves into multi-domain operations in the context of future warfighting. A multi-domain approach to operations is being progressively implemented in allied nations and within NATO, as well. It should also become a core interest for the Czech Republic, even if the sea and space domains do not represent the crucial area of potential operational engagement of the Army of the Czech Republic. The complexity of operations in a complex operating environment requires mutual interaction across all operational domains. The integration of the physical and virtual spheres of operations suggests that operations planning cannot be strictly oriented to individual operational domains. The interaction between operational domains must be perceived as a sine qua non for effective planning and conducting military operations. This is also a fundamental prerequisite for the successful activity of forces in a complex operating environment. |
Use of Methods of Strategic and Decision-making Analysis in the Process of Creating Conceptual Documents of the MoD CZEReviewed - ResearchEva Štěpánková, Kristýna BinkováVojenské rozhledy / Czech Military Review Nr. 2/2023, Vol. XXXII. (LXIV.): 35-51 The aim of the paper is to determine the extent of the use of strategic and decision-making analysis methods and the specifics and barriers of their practical application in the process of creating conceptual documents in the Ministry of Defense of the Czech Republic. In the qualitative research, a semi-structured questionnaire was created for the purpose of data collection and submitted to eighteen creators of the department's conceptual documents. The obtained data were evaluated by open coding according to the grounded theory, one of the methods of systematizing qualitative data. The results show that the methods are used, but informally or in a modified form - adapted to the specifics of the department. Barriers to the use of methods, are primarily the varying level of competence of the creators, the inappropriateness of certain methods for certain types of documents, time pressure or the preference for an intuitive approach. The ideal strategy seems to be a combination of the intuitive and rational approach. |

(LXIV.): 98-118 The manner of conducting modern large-scale combat operations (LSCOs) is characterized by the increasingly frequent and diverse use of unmanned aerial vehicles (UAVs) integrated into the Command, Control, Computers, Communications, Intelligence, Surveillance and Reconnaissance (C4IRS) system. These aircraft are one of the most important types of weapons in modern LSCOs. Anyone that has the technology can process the latest information from the field and safely passes that information to the command center has a great advantage and a chance to cause great damage to units whose goal is to prevent further operational work. What is important is that UAVs must have some degree of self-protection through site selection action to reconnaissance and retreat routes. The paper presents the possibility of using UAVs for various missions in LSCOs, as well as a case study of their use in previous modern armed conflicts. |

The study was carried out by comparing the assessment of physical fitness each year 2012-2019. The monitored group consisted of 316 professional soldiers, who participated in this assessment regularly, without interruption in the same disciplines. |

(LXII.): 93-108 The term "new wars" is often used to describe how terrorist groups achieve objectives in addition to the "classic" means of intervention by states. Terrorist organizations use asymmetric methods of warfare to target the weaknesses of Western states. Consequently, conventional wars have also changed into hybrid wars. The legal status of terrorist organizations is a major problem for the rule of law. In responding to terrorist attacks, the distinction between crime and terrorism is difficult. The "war on terror" is governed by different rules and principles and is extremely difficult to wage. Conflicts last a long time and victory against terrorism is rarely possible due to the networked structure of terrorist organizations and the way they intermingle with the population. In addition to an alliance-wide approach, there is a national solution to answer these new threats in form of the comprehensive national defense in Austria. |

It examines the influence of three selected aspects - information overload, the expansion of advanced information technology and the growing importance of the cyber domain - on generating, maintaining and sharing situational awareness in planning and conduct of operations. It identifies and characterizes the respective sub-capabilities within the information area, necessary for operational headquarters to effectively provide situational awareness, and outline possible ways to develop these capabilities in terms of internal processes, technical equipment and personnel. |

In this regard, analysing the framework of the operations process and applying suitable research methodology, the main findings are related to AI's contributions in optimizing commander's decisions during the progress of planning and execution. On the other hand, picturing the AI upgrated combat power of the Land Forces is another significant result of this study. |

(LVIII.): 137-149 The paper deals with the Czech artillery application equipment for enabling more efficient execution of classical ways of some measures in case of malfunction of the field artillery automated fire control system. The first part of the paper includes an analysis of Czech artillery current software and the introduction of two developed software. This two developed software are under finishing works and they should partly eliminate the poor Czech artillery software equipment. On the basis of the synthesis of author's experiences followed from the development of two new programs PVNPG-14 and ArtyCalc there are defined key principles in the paper, that should be applied in the future development of new software for the Czech artillery. |
