Material assets of the mobilization of Armed forces of the Czech Republic at the beginning of the 21st centuryReviewed - ReviewPetr DosoudilVojenské rozhledy / Czech Military Review Nr. 1/2022, Vol. XXXI. (LXIII.): 71-91 | DOI: 10.3849/2336-2995.31.2022.01.071-091 This article focuses on the identification of key factors of material resources in the field of equipment, armaments and military vehicles within the Czech state needed for effective mobilization. The primary goal is to answer the question of whether the Army of the Czech Republic still has adequate supplies of these key resources and whether it has the ability to increase these resources in crisis situations without significant dependence on foreign imports. The above analysis revealed mostly sufficient stocks, but at the same time significant limitations were identified in some categories, especially in their technical and moral quality (obsolescence, respectively), especially in most types of military vehicles. The issue of dependence on foreign imports concerning raw materials then changes considerably, from the minimum (combat dress) to the almost maximum (ballistic helmet) level. |

(LXV.): 110-128 | DOI: 10.3849/2336-2995.33.2024.03.110-128 The article deals with the comparison of refunds of non-material damage in public and private area. In the public area is analyzed legal regulation on health injuries in service relations, in private area is discussed legal regulation on health injuries in civil law and labour law. Particular attention will be focused on the transfer of compensation in the event of injury to the heirs - while in service relationships, such claims are extinguished by death (not transferred on the heirs), which was taken over from the 1960s legislation, in current private law, do not cease if they have been recognized or at least brought in court. The aim of the paper is a critical analysis for the current state of legal regulation and the proposals de lege ferenda (approximation to labour law regulation). The issue has increased importance for public finances and functioning of public sector and enforcement of the rule of law. |

(LXIV.): 3-23 | DOI: 10.3849/2336-2995.32.2023.04.003-023 This study presents the perspective of Czechoslovak diplomacy on the events of the Yom Kippur War (1973) in the context Czechoslovak foreign policy towards the Arab-Israeli conflict in early 1970s. The research is based on so far rather underexplored archival sources. Despite Czechoslovakia's declared unequivocal support for the Arab side of the conflict, Czechoslovak Middle Eastern policy since the mid-1950s was not entirely unconditional in relation to the Arab countries. Internal documents of Czechoslovak government occasionally revealed criticisms of Arab representatives. The Yom Kippur War represented a significant moment in this regard, as it was a military confrontation initiated not by Israel but by the Arab coalition, posing a challenge for Czechoslovak propaganda. Simultaneously, this armed conflict presented an opportunity for Communist Czechoslovakia to further deepen its relations with its Arab allies. |

As part of the study, the issue of strategic surprise was analyzed and assessed, the aim of which was to find causal mechanisms and connections between the security of state defense and the phenomenon of surprise in the conditions of the 21st century. The article deals with the issue of surprise and its impact on state defense security. It describes strategic surprise as a principled aspect with implications and impacts on state defense. It examines the issue of surprise as a principle of military art in the context of contemporary strategic thinking. |
Major Trends in the Military Budgets of the United States and the Russian Federation in the 21st centuryReviewed - ReviewJana StehlíkováVojenské rozhledy / Czech Military Review Nr. 1/2021, Vol. XXX. (LXII.): 3-20 | DOI: 10.3849/2336-2995.30.2021.01.003-020 Government expenditures allocated for defence are one of the categories comparable between countries to observe and analyse long-term trends. The paper compares the defence budgets of the USA and the Russian Federation between 2000 to 2019 with the aim to analyse potential causes of fluctuations in defence spending. The purpose of the paper is to demonstrate that military budgets are dependent on a combination of various factors such as current domestic policy, the economic cycle and global security and economic issues. The work uses significant as historical milestones to analyses their impacts on the dependent variable of military budget. As these, Operation Enduring Freedom (2001), Iraq war (2003), the inauguration of the US Presidents Barack Obama and Donald Trump, the economic crisis (2007-2008), the Russian currency crisis (2014) and the Russian annexation of Crimea (2014) were identified. |

(LXII.): 52-66 | DOI: 10.3849/2336-2995.30.2021.01.052-066 The article focuses on identifying the key factors of human resources within the Czech state needed to carry out mobilization of the armed forces in case of a military conflict. It primarily answers the questions of whether these factors are sufficient and can be used effectively in the mobilization process. It addresses the issue of military records, sustainability of military reserves and their profitability. It also deals with the influence of secondary factors on the possibilities of creating and training reserves, especially the motivation of citizens to defend the state and the physical fitness of the mobilized population. |

It examines historical, political, and social factors that have shaped the Czech Republic‘s approach to defense and security issues. Special attention is given to the transformation of the Czech Armed Forces, the transition to a professional military model, and responses to changing geopolitical threats. The analysis also considers public perceptions of the military, the influence of historical narratives on strategic culture, and the attitudes of political elites toward defense matters. The article highlights the importance of strategic culture as an analytical framework for understanding long-term trends and the evolution of defense policy, while suggesting potential avenues for future research in the Czech context. |

Within the framework of international security relations, this is a very unstable and conflictual region, where this instability has lasted practically since the establishment of the State of Israel in 1948. The global UN, its overall activity and importance, especially humanitarian and peace-building activities not only for the Near and Middle East region, is very beneficial, through out the Cold War period up to the present day. As a security organization, NATO is among the most important global actors influencing current international security relations. Through their activities, both of these organizations represent a essential means of ensuring world peace and security. |

It examines their history, their design, outlines the possibilities of their elimination, the advantages and disadvantages of possible technical solutions, and a reflection on the future of their usage. |

(LXV.): 3-19 | DOI: 10.3849/2336-2995.33.2024.04.003-019 The article describes the issue of implementing the Resistance Operating Concept as part of a comprehensive approach to ensuring the defense of the state and its resilience. The basic conditions necessary for the introduction of that instrument are sought, and a comparative analysis of selected European countries that started to build a resistance movement is carried out. The article further describes the strategic definition of the resistance movement in the conditions of the Czech Republic, the legislative definition of the resistance movement and its anchoring in the framework of mental law, and the connection of the resistance movement to individual phases of the conflict. It analyzes the relationship of the resistance movement to individual phases of the conflict and categorizes the actors of the resistance movement, their roles and the methods used. In conclusion, it defines the necessary conditions for the implementation of the resistance movement into the security and defense system of the state. |

The doctrine defines it as the main source of power that provides the actor with his strength, freedom of action and/or the will to fight. This article examines Clausewitz’s concept of center of gravity through selected philosophical perspectives and clarifies its significance in military theory and practice. It presents the doctrinal development of the concept, discusses its context, and concludes that the concept of the center of gravity remains a key doctrinal and practical element of operational art. |

It summarizes the deployment of these assets in past and present military operations, including the presentation of deployment experiences available from public sources, and examines the joint deployment of an infantry squad with an unmanned ground combat platform during an attack operation. Using a constructive simulation, it presents the results of the deployment of an infantry squad during an attack operation with and without the support of a combat unmanned ground vehicle. As part of the discussion, he develops the ideas necessary for the cooperation of the unit with an unmanned vehicle. The aim of the article is, among other things, to open a debate in the professional community about the possibilities of effective use of unmanned ground systems to support the activity of combat units in military operations. |

(LXV.): 116-129 | DOI: 10.3849/2336-2995.33.2024.02.116-129 The text is dedicated to the analysis of the legal regulation of military wills in the new Civil Code (Law No. 89/2012 Coll.). It places it in a historical legal context. However, priority attention is paid to a detailed analysis of the current legal regulation and potential issues that this regulation brings. It also briefly mentions other options for last dispositions that a soldier could use. The legal regulation of military wills in the Civil Code can be characterized as very well conceived, reflecting the reality of foreign missions. The fact that it takes the form of a public document is also significant if the relevant requirements are met. However, the question is how the application practice of the courts will approach the adjustment. |
Crowdsourcing as an Element of Strategic-Operational Intelligence. Crowdsourcing of the civilian population is introduced by the example of NATO intervention during the first civil war in Libya. The article presents its use during the intelligence process at the strategic-operational level of command and control of the armed forces. It establishes its possible definition as a collection method of the intelligence process, and as a collection method which is disjunctively separable from similar intelligence collection methods. |

(LXV.): 127-144 | DOI: 10.3849/2336-2995.33.2024.01.127-144 The article presents more than ten years of experience in testing the abilities of pilots during flight control on flight simulators. A hypothesis is stated about the possibilities of finding common features in flight control, the basic mathematical apparatus for evaluation is presented, the flight simulators used and, of course, the achieved results are presented. 110 pilots have already been tested and a total of 2360 missions - test flights - have been simulated. Subsequent mathematical analysis provided approximately 40,000 results suitable for further statistical processing. This amount of data obtained from realistically simulated flights provides a prerequisite for defining applicable conclusions to the proposed mortgages. For the needs of subsequent certification, a proposal for the pile measurement methodology was also prepared, which summarizes both the theoretical approach to pile testing and the procedure for carrying out tests on individual simulators. Part of the proposed methodology includes an overview of the software created to facilitate the recording of data from individual missions, as well as software for own analysis of the measured data from the missions. |

(LXIV.): 48-62 | DOI: 10.3849/2336-2995.32.2023.03.048-062 Laser weapons have long been the subject of debate. The article discusses the potential adoption of laser weapons by infantry units and the future of small firearms. The text analyses these weapons in selected categories that subsequently support the evaluations and the conclusion. If miniaturisation is successfully managed, the comparison reveals an interesting paradox. While laser weapons and firearms do not rival each other as distinct functionalities, given the right conditions, they can actually complement each other and compensate for any disadvantages within their respective categories. Today's complex battlefield is placing ever greater demands on small arms, pushing conventional weapon mechanisms - combined with ammunition that guarantees accuracy and lower recoil, albeit at the expense of penetration - towards the limits of further possible advancement in technology. Improved passive individual protection restricts the wounding potential of pistol ammunition, reducing it to below 150 m for rifle cartridges, while guided ammunition tends to be prohibitively expensive. Under the right conditions, laser weapons could compensate for any of these drawbacks. |

This approach is considered as a very important in terms of possible responses to the challenges having impact on current and future security environment. Respective parts of this article describe the military causes and related historical consequences based on which the mentioned command philosophy had been constructed. The relevant parts describe basic principles of Auftragstaktik, developed and implemented by Prussian and later on by German military leaders which aim is to emphasize centralized intent and dispersed execution through disciplined initiative. |

(LXI.): 75-85 | DOI: 10.3849/2336-2995.29.2020.MC.075-085 Research into the historiography of the use of Weapons of Mass Destruction involves an excursion of the study of recent problems of Chemical Corps in the literature. Four basic periods were identified in the development of the theory of Chemical Corps and the concept of the use of Weapons of Mass Destruction. 1. The First World War and the foundation of Czechoslovakia as a period of changes in the principles of military leadership due to the existence of chemical weapons. 2. The period after the end of World War II, reflection on threats in the form of the development of Chemical Corps, the take-over of Soviet doctrine and military research objectives. 3. 1990s as a period characterized by an accent on the Gulf War, proliferation of Weapons of Mass Destruction and the introduction of new technical means of Chemical Corps. 4. Beginning of the 21st century and the threat of ultra-terrorism, the development of specialized capabilities of Chemical, Biological, Radiological, and Nuclear Defence, birth of the 9th Chemical Protection Company of immediate response and literary dominance of international security issues, which outweigh force protection problems in operations. The researched articles illustrate the originality of scientific thinking and the social contribution of scientific literature to the defense sector. |
