The paper deals with the process of constructing temporary bridges after the devastating floods that hit Slovenia at the beginning of August. The Czech Republic has decided to donate three TMS (heavy bridge set) bridges to the Republic of Slovenia as part of humanitarian aid. The article describes the process from the dispatch of a reconnaissance team, through the evaluation of the reconnaissance, to the construction itself. The paper is based on the experiences and observations of the author, who took part in all the processes as a direct participant.

The participation of women in the armed forces creates many challenges to their integration in a masculine-dominated mechanism. Traditionally, military service embodies the macho culture where a certain type of physical strength is required, attainable only through the male frame. The traditional military personnel model represents a young male force that is supported by spouses who stay at home but modern warfare and the inclusion of technology have opened many chances for women to be included in the armed forces. Therefore, the aim of this paper is to highlight various fields of armed forces where women in Pakistan may or may not be suitable to be integrated. The paper descriptively analyzes the participation of women in armed forces in general and in the Pakistan Armed Forces in particular. Recommendations highlight the combat operations relevant to the Pakistan Armed Forces context which women can or cannot be integrated into.

The process of procuring military equipment, technology, material, and associated services (VM) is frequently shrouded in concerns about cost-effectiveness and, in some instances, even becomes the focus of law enforcement investigations. This often leads to delays in strategic investments and exposes involved individuals to the risk of criminal charges. Additionally, there is a notable lack of capacity to impartially evaluate the overall investment's efficacy. Consequently, the "Znalec" (Expert Witness) project was initiated as a part of the defense research program. Its objective is to explore the feasibility of establishing an expert institute that could impartially assess the value of the military procurements, set a standard for evaluating these assets, and outline a training program for relevant experts. This paper specifically addresses the first objective of the project, proposing a legal framework for the expert institute based on an extensive systems analysis.

The work deals with the issue of engineer information, which is necessary for the planning of water crossing, and which can facilitate and speed up the proces of operation planning with the assistance of the staff members of engineer specialization. At present (2019) there is no application software development of engineer support tasks (hereinafter APV ŽEN) within the engineer command and control subsystem AČR, which would take into account the problem of water crossing by troops. The aim of the article is: to analyze the gathering of engineer information for water crossing and to describe it on a specific example of the Morava river, to identify the possibilities of water crossing by forces of AČR, to propose a map base for APV ŽEN, which will be supplemented by engineer information from Povodí s.p. and Motorway and Highway Directorate (hereinafter ŘSD) and to define measures that will support the availability of engineer information in water crossing.

The article deals with experience in closure of military bases in foreign operations. It follows in article Life cycle of military bases in foreign operations, published in Vojenské rozhledy Nr. 4/2009. The text of article presents current knowledge about the life cycle of military bases and general principles from the perspective of the latest NATO Handbook. The theoretical part of the article introduces weighting method of decision analysis, which compares current ways for the field bases closure. Authors describe findings from base closure Šajkovac that significantly influenced removal activities.

Currently the Army of the Czech Republic does not have any rules in determining the amount of funds for building maintenance. The maintenance is carried out irregularly and often does not solve keeping the functionality of the basic elements of the building (roof, statics, windows, sewerage, electrical wiring). Every building which is in use has to be kept in good technical condition. Only in such properties, the user can perform tasks for the security of defence of the Czech Republic properly. In terms of these facts a work target was set to create a simple method of a long term maintenance financial plan of premises owned by the Army of the Czech Republic. The crucial part of leading to the fulfilment of the objective was to create an experimental maintenance financial plan of selected premises.

The article deals with the provisional bridging systems that are being used in the Czech Republic area. The main and mostly deployed bridge sets owned by one of the Czech agencies are covered. Every bridging systems is described, along with the way of construction, deployment and a list of main advantages and disadvantages. An evaluation of contemporary usability of the bridging sets is conducted at the end of the article.

The Engineers are specialist soldiers trained in the construction and demolition of bridges, field fortifications, obstacles, roads, etc. Their major task is to support Czech missions abroad, as a part of multinational peacekeeping forces. This article is a preliminary study into the current state of applying the Czech Engineer units in operations other than war as a part of Joint Forces Peace Support Operations. There are mentioned some aspects, for example basic engineer support tasks, possible demanded future capabilities of the Czech Engineer Troops, engineer support to movement and force protection engineering. The purpose of this article is to initiate a debate about the topic and to start the brainstorming process in a broad military environment.

The article deals with the problems of current "military engineering" in Czech Army, which arose during drawing up the "Doctrine for land forces operations". The content of this article consists mainly of three parts. The first one has to characterize some doctrine development aspects from the engineer's contributor point of view. Secondly, to adduce requirements for the content of a doctrine which are consequent to NATO main military engineering documents, e.g. MC 0560, AJP-3-12(A) and ATP-52(B). Thirdly, this level has to evoke resourceful discussions on topical military engineering within military community and to contribute to the mutual opinion consensus achievement.

The process of the Lessons Learned in the Czech Armed Forces is not ideal for several reasons. One of them is the underestimation of the process by top management. Another one is the low level of awareness of the process, institutions, possibilities and importance of the Lessons Learned Process as a whole. The aim of this article is to clarify the Lessons Learned Process as a tool to support the organization. The first part of the article deals with the process of the Lessons Learned in the Czech Armed Forces including terminology. The second part of the article describes the factual implementation of the Lessons Learned in the Czech Armed Forces. It points out achievements as well as drawbacks during its implementation. In addition to that, it introduces the current Czech military publications dealing with this topic. The conclusion presents the description of some suggestions and recommendations for further development of this process.

The article deals with the integration of outside resources into the process of support Forces in Military operations. The crux of this work lies in the illustration of 'place' and the role of Civil Contracting Supports in the Combat Service system of Armed Forces. It also accentuates the sense and complexity of Combat Service Support. The article analyses the advantages. disadvantages and risks for utilizating Civil Contractors in armed conflicts. The text respects this and acknowledges the benefit from experience of the NATO Armies in this field. In the closing part the authors formulate recommendations for the later boom of 'Combat Service' theory and practice. The effect and benefit of this article lies first of all in its suggestion of criteria for the selection of contractors.

Infantry company urban operations training experience shows that effective training requires interaction of doctrine with equipment and structure of units. NATO standards must be further developed at the national level to match the technology and organization of own units. Training requires elaboration of training manuals that contain specific tactical exercises for standardized training facilities. Experienced training instructors should focus on the preparation of organic units. Transferring experience from instructors directly to organic units is more efficient than preparing individuals in professional courses.

The paper offers data on the water supply to Federal German Armed Forces (Bundeswehr) combat units in the frame of ISAF operations. It explains new concept and technology of water purification and the exploration of natural water sources for BW water filling stations. Experiences have shown that clean water is of top priority especially in field missions such as that in Afghanistan. The systems of WTC 500, WTC 1600, WTC HS (High Salinity) and WTC container systems are able to prepare up to 15.000 litres of water supply every day. They are highly mobile, of friendly use, capable to work under rough climatic conditions. Built-in recycle systems could save as much as 60 per cent of operating costs. The water prepared by German purification stations is of high quality and meet both norms STANAG 2136 and WHO standards

The fire support is an inevitable prerequisite for the success of combat forces in land military operations and artillery is its key provider. Will it be even in a future complex and uncertain operating environment? The article recalls high requirements on the current ACR artillery and with the use of the Alliance partner's findings, it points to selected aspects that might influence its capabilities development towards the future operations. The article defines artillery as an indirect fire system and clarifies its role and tasks in the framework of joint fire support. It proposes measures to increase the quality of its training and management. It discusses the issue of an operational concept and its importance for the future ACR artillery, together with introducing main trends in areas of its potential development.

The readers themselves must pass the judgement whether Kant's prerequisites of eternal peace-even for more then two centuries-are fulfilled, or not. This subject matter belongs to a relatively young field of study dealing with war and peace, the so-called paxology, the theory how peace can be maintained in the world.

The article deals with particularly topical problem, the riots with ethnic background. The present situation is compared with history illustrations and with similar recent events abroad. Author's reflections and scenarios outline a variant of state failure and its institutions, with the exception of army. He identifies respective incoming risks, among others tied with the so-called Roma question. Actually, his hypothetical solutions are not backed by the current laws of the Czech Republic. The author comes to the conclusion that army deployment might be used only as an instrument of last resort, "ultima ratio".

The article gives a short review of the catering facility problems. Firstly it divides the facility in to zones. An individual zone is described after with its specifics needs for right function. Secondly it summarizes usable construction systems usually used for catering facility installation. At the end it represents dispositional draft of facility formed from ISO containers.

The aim of this article is to provide comparison of the main indicators of military power among the individual EU countries, between the EU in total and the U.S., and the comparison of the world's biggest military powers. Current evolvement of changes in military power indicates the shift of the centre of gravity aiming prevailingly eastward towards raising and growing economical powers. Due to the differences of various input data, multiple information sources used for comparison are significantly different. In addition, it is difficult to get them for some isolated countries, the results of which are sometimes only estimated. The study also includes information on the main importers and exporters of the military equipment, as well as the estimation of future trends.

Unlike the real state of affairs, the scenarios for Europe 2010 did not presuppose the rise of financial and economy crises. Political scientists did not perceive the series of terrorist attacks, namely in Great Britain, Spain and Russia. Security questions, home security and defence, came to the foreground more then was originally expected. There are hubs of future power blocks of divided Europe. It is impossible to incorporate all the results and consequences of our presuppositions. Since we want to look into individual, particularly interesting developments, the author recommends to create several teams for individual scenarios, instead of drawing several scenarios by one scholarly team.

The paper offers new looks at the system of railroad reconstruction in crisis and emergency situations. It originates from The Operational Plan of State Territory Preparation that is implemented in harmony with The Plan of Technology Protection of Railroad. This article is a free sequel to information published in this Military Revue No. 4/2005 dealing with drafting the plan of railroad technology protection. The authors´ main purpose is to give readers basic knowledge on key changes in railroad security system and main security measurements till 2013. The protection system is intended to be more flexible and economic.

There are two great interpreters of the Napoleonic experience, Jomini and Clausewitz. Both were interested in the application of military force to achieve political goals. The article familiarizes readers with Jomini's theoretical fundamentals of operational design elements, namely the lines of operations. Jomini left a great mark on the details of strategic planning: campaign planning, the selection of the theatre of operation, the base of operation, the line of operation, and decisive points. At the end of this process of selection was the final deployment for the decisive battle. Jomini's major contribution, then, was to provide the geometry of the battle space. In his investigation of the nature of war he developed several key operational concepts. As an operational art tools they help the commander and staff to visualize the arrangement of military capabilities in time, space, and purpose to accomplish the mission. The concept of operational lines is evolved in all operational functions in terms of ongoing military missions.

The White Paper on Defence is a frame document that only points out main directions of military activities that further must be worked up in detail at all levels of defence department. This study presents all possible themes in the field of public procurements. As he set principles in the Whiter Paper correspond to those set in governmental document Public Procurements, it depends only on MoD experts to what measure they meet governmental requirements and implement them into drafted concept materials, incorporating rules for placing, assignment, rating, examination and audit.

This paper deals with various forms of Islamist threats to the Czech Republic, with specific attention paid to military issues. It defines the basic terms and describes the role of the Czech Republic in Islamist strategies. Threats of terrorism and jihadism, extremism and riots, violation of women's rights, including the so-called "honour crimes", and internal clashes within the Muslim community are analyzed. Contemporary situation of the Czech Republic can be characterized mostly as "logistic area" to Islamism. Even thought there is not an eminent danger, the intensity of several Islamist threats could be higher in the future. The primary purpose of this article is to form a basic frame for identification of prospective terrorist attacks by means of extrapolation.

Since 1990, members of ACR forces have taken part in 29 foreign missions, some of them continue even today. A total of 24,171 soldiers have participated. The authors with regret state that in spite of the fact of 20 years of foreign missions, no military manual dealing with methodology of building military bases was approved. This article tries to bridge this gap. It depicts fundamental components of military base and enumerates six principal wholes of such base, further 23 basic types of elementary sections. The article was written within the limits of defence research project "Technology Support to Projection, Construction, Maintenance and Dismatling ACR Bases in Mission Abroad, with the Use of REACH-BACK Concept", which was elaborated at the Department of Engineer Technologies, in cooperation with Department of Combat Support Management, Defence University, Brno.

This article presents trends in actual physical status of Czech population with emphasis to the military population. The battery of standard tests was used to monitor the basic health related parameters. This test battery was applied to large sample demographic groups. The results verify expected trends. Anthropometrical data show that the population reaches critical level of overweight at age of 40. Blood pressure tends to increase more rapidly after age of 45. Strength and cardiovascular fitness peaks at age of 25, followed by steady decline. Although it was predicted that military personnel should reach higher physical fitness level and lower risk factors, there were no significant difference between military and civilian population. Effect of three-month basic training on actual health status is quite positive, it improves body composition, but no special effect on overall strength. Higher levels of physical readiness were found only in small special units.

Animals have been used for military purposes from the ancient world to nowadays. Horses, elephants, mules and camels were carrying supplies and took part in battles. Dogs were trained for securing livestock and military camps. Soviet army used them as live mines during World War II. The U.S. Army explored the possibility of using bats as live incendive devices. Even the terrorists could use animals for destroying chosen targets in the same way armies used to do. The deployment of animals would be advantageous for any terrorist group because security forces would not expect this kind of attack. Up to now, there have been just a few cases of abusing animals by terrorists, e.g. for bomb laden mules or dogs carcasses which hide explosive devices. But animals could also help with the fight against terrorism, for example dogs or bluegill fish.

The article is focused on applications of the Reach-Back concept as a procedural help to the technical supervision of the investor during peacekeeping missions abroad. The fourth part of the article describes the technical supervision of the investor based on KFOR mission lesson learned. Private local construction companies perform the majority of constructional works during KFOR missions. In fact, with the use of Reach-Back concept, there is no difference between the contents of work of technical supervision of investor in peace time in the Czech Republic and during the mission in Kosovo. The study analyzes the key features of Russian policies in the late 2000s and their prospective developments. It is above all the rise of Russia's economic power, boosted by the favourable rising trend of energy prices (oil and gas) that has helped to resume again the position of one of the key world powers, obsessively pursuing its geopolitical interests in a new emerging multipolar world. This also determines its relations with other major global actors, e.g. the U.S., the EU, and China (outlined in this article). As far as military budget is concerned, it is increasing. Russia has overcome a long period of stagnancy. After 2007, they re-established strategical patrol flights off Russian territory; great effort is aimed at power projection, as a means to secure natural resources beyond Russian boarders.
