Ing. Mgr. Rostislav Richter, Lt.Col. (Ret.), born in 1955, Military College of Education, Bratislava; Czech University of Life Sciences (ČZU) Prague, University of Hradec Králové. Since the year 1991 - till the present, a member of the Institute of Population Protection Lázně Bohdaneč (IOO LB), pedagogical worker-senior teacher, senior officer of crisis management section, research fellow. In 1993 he introduced the topic of crisis management into state administration. He also devotes himself to the field of population protection and critical infrastructure. He was a member of solving teams for several national and European research projects, dealing with security. He published the number of vocational articles, he delivers lectures both at national and international professional seminars and courses.
