Prof. Dr. Josef Říha, born in 1934. He is a graduate from the Czech Technical University in Prague. After initial practice as a civil engineer he was working at the Faculty of Civil Engineering at the same university. He is instrumental in establishing and developing the theory of operational research in the field of EIA / SEA, where he developed the original methodology for multi-criteria decision analysis, named TUKP (total indicator of environmental quality). He is a member of the National Committee of the International Association for Impact Assessment. He acted as a member of a government commission for environmental impact of the nuclear power station Temelín. Currently he is a emeritus professor, independent consultant and expert in the field of EIA / SEA nationwide. He is a researcher in range of research projects and author of about 200 relevant publications.
