Evaluation of the Annual Physical Training Examination and Possible Suggestions for Change in the Endurance Discipline of Running

The annual examination is an integral part of the physical training system of a soldier of the Army of the Czech Republic, which assesses his physical fitness. This assessment provides dual feedback - it informs examinees of how they are performing against normative tables and each other, and at the same time, gives commanders an idea of the current physical fitness of their subordinates. This thesis focuses on the endurance event of the 12-minute run (also known as the Cooper test). Based on data from 2011 to 2021 and nearly 50,000 evaluated tests, the potential effects of age on soldiers' physical performance and appropriate adjustments to individual age limits were examined. The analysis showed that the difficulty setting for achieving the same rating differs for both genders and that there is a different decline in physical performance with increasing age than reflected in current norms. Based on these analyses, a proposal for modifications to the annual physical training test was developed and is appended to this paper.

The use of NATO Evaluation Tools for the Assessment of the Czech Land and Air Forces Preparedness

The article deals with the method of application of evaluation tools, applicable for the evaluation of the preparedness assessment of undeclared headquarters and units of the Czech Armed Forces. As a part of the research there were analysed the approaches of the Czech Republic and NATO using of a comparative analysis supplemented by a structured interview. The results of the research confirmed the inconsistent approach to the application of standardized tools and methods for evaluation of units, which are not declared for the NATO and the EU Task Forces. Based on the results of the analysis and with the utilization of the best practice approaches, there was formulated an innovative approach to assessment of the required capabilities of all headquarters and units. The evaluation of these preparedness is carried out at the end of each Czech Armed Forces operational training cycle.

One Standard, Different Approaches: Language Assessment in the Military Context. A Visegrad countries analysis.

The article describes how one standard set for language testing is perceived in Visegrad countries and how it is transformed into designing their language proficiency tests. It focuses on analyzing the methods of how the four countries use the identical descriptors to develop their own distinct tests. In their comparison and analysis, the authors concentrate on the test format, testing methods, tester training, and assessment techniques. The gathered data have shown some similar approaches to test design and administration, however, some differences in certain aspects were also observed.

The article deals with the issue of identification and evaluation of the competencies of senior officers of the Czech Armed Forces. Paper investigates the role of the authorities responsible for military branches and military occupation specialties in the system of defining officer´s competencies. It was also examined the scope of possible application of the competency model of a professional soldier defined by the National System of Occupations in the process of career management. As a comprehensive and optimal solution, a full application of competency model is proposed. The partial application of the competency model is based only on the use of the soft competencies component. Both of these proposals are formulated primarily for the purpose of describing the job position and official evaluation. The paper also brings a number of proposals in the conceptual and normative area circumscribing and strengthening the role of the responsible authorities in the process of defining the officer´s competencies.

The aim of the article is to present a synthesis of findings from both analyses and their application while conceiving a proposal of methodology for military capability assessment of Armed Forces of the Czech Republic. The proposed approach to capability assessment stems from principles of the NATO´s J-DARTS (Joint Defence Planning Analysis and Requirements Tool Set) and EU´s SAEP (Scrutinising, Assessing, Evaluating and Prioritising Process) when the main attention was focused on the phase of matching current capabilities of force units against capability requirements, follow-on identification of shortfalls and their prioritisation. The degree of priority should primarily qualify the level of operational risk stemming from potential engagement of force units in an operation.

Constructive Simmulation: An Effective Tool for an Assessment of the Operational Effectiveness within the Cability Planning Process

The article outlines the outcome of a comprehensive researche aiming at the enhancement of decision making within the defence and operational planning processes. Both processes differ in purpose, neverthelles they are challenged by the very same problém to find solutions with maximum operational effectiveness of armed forces capabilities at minimum cost to achieve objectives. It applies constructive simulation namely the software instruments of MASA SWORD and assess its potential to support the process of capability requirements identification and validation of potential alternatives to achieve objectives. It provides reasonable evidence that constructive simulation is a valuable instrument to support the evidence based decision making within in the processes of defence planning and operations planning proces. Constructive simulation allows to identify the most suitable solutions in terms of both operational effectiveness and costs.

Configuration of Capability Requirements - Introductory Phase of the Military Capability Assessment Process

The article describes an approach to development of a national military capability requirements database and its relationship with reference units which will be finally used for assessing capabilities of existing force units. Outcomes from recently completed analyses lead to the conclusion that the single set of capability requirements as specified in the Bi-SC Agreed Capability Codes and Capability Statements, can be taken as a key stone for developing a national database of capability requirements. A due adaptation of this document to the Czech MOD allows getting a complex frame of capabilities which force units shall manage to achieve given operational tasks both in the context of a national or multinational task force group. Consequently such a database can be exploited for setting up a mechanism for capability assessment.

The article brings a "Condition-If-Then" construct as a proven protocol for writing risk statement and its application into assessing risks related to capability gaps identified during the defense planning processAuthors discuss utility of "Common approach" and "Impact averse approach" to risk rank ordering as a tool for ordering risks according to their importance. Using the discussed tools enables the planners to run risk assessment that sets preconditions for prioritizing the Force Development Options (FDOs) and for minimizing the impact of capability gaps on conduct of future operations. The ORAMF and the application of the given protocol for writing risks are some of the building blocks of the defense planning process, offering a toolset for reinforcement of the defense planning of the Czech Republic.

Implementation of Capability Assessment Process within the Armed Forces of the Czech Republic

The article thematically completes a series of articles which subject was to present outcomes of analyses focused on national as well as NATO and EU capability planning processes. Synthesis of analysis outcomes resulted in conceiving a methodologic framework for military capability assessment, whereas the first phase of this framework, i.e. configuration of the national capability requirements database, has been already described in the previous edition of the Czech Military Review. So this article details final phases of the proposed methodological framework, which are set of reference units and mechanism for matching capability requirements against current state capabilities. The key outcome of capability matching phase is identification of capability shortfalls and their subsequent prioritisation. The level of priority is expressed as a degree of operational risk and relates to an expected intensity of operational engagement of force units in military operations. This approach stems from the principle of the capability assessment process which shall be carried out by military experts and which deals exclusively with an expected military end-state in operations.


Force Ratio and Battle Casualties

The assessment of force ratios and battle casualties is a crucial aspect of the military decision-making process. This article evaluates three different tools used by the Army of the Czech Republic at the tactical level: a calculator based on Lanchester's laws, a module within the Battle Information System, and a constructive simulation system. The results indicate that while all tools produce similar outputs, the constructive simulation system offers more accurate estimates of combat losses for both equipment and personnel. Additionally, this system enhances the ability of commanders and staff to adapt to changing scenarios during planning. The primary conclusion is that the constructive simulation system provides a practical and flexible solution for supporting the military decision-making process at the brigade and battalion levels.

Approach to the Assessment of the Military Potential of the State - an Example of the Russian Federation

Economic Sustainment in Attritional Warfare: A Case Study of the Russian-Ukrainian Conflict

This article presents a formal economic framework for assessing the sustainability of prolonged attritional warfare. Using the ongoing Russian invasion of Ukraine as a case study, the paper models the interaction between military production and consumption (losses) to evaluate the limits of state endurance under sustained conflict. The core of the analysis is a differential function of the war economy, defined as the net capacity to sustain operations over time, which is the difference between production and losses. This function is embedded within a theoretical construct that distinguishes between sustainable and unsustainable operational regimes, marked by critical thresholds of system exhaustion. Through a combination of regression analysis and symbolic modelling, the paper demonstrates how Russia’s current attritional strategy may be approaching a structural breaking point. The findings offer a conceptual and empirical basis for evaluating wartime industrial resilience and may inform strategic policy and conflict forecasting.

The study focuses on the methodologies and strategic implications of restoring industrial complexes in post-conflict environments. Drawing on empirical evidence from the war in Eastern Europe, it links NATO engineering doctrine with approaches to damage assessment and stability classification. It proposes damage categorisation and prioritisation of reconstruction based on structural degradation and external system dependencies. Key strategies include mobile engineering teams, improvised materials, and limited documentation. The study also highlights the need to protect sensitive information generated during recovery. A combined approach ensures efficient reconstruction and national defence resilience.

Application of Decision-Making Support Model in the Operations Planning Process at the Tactical Level

The paper is focused on research of military operations planning with the purpose of defining an efficient decision-making model at the tactical level for brigade-level offensive operation. Suggested model applies methods of multi-criteria decision-making – DIBR II (Defining Interrelationships Between Ranked Criteria II) and EDAS (Evaluation based on Distance from Average Solution) in order to decrease subjectivity while evaluating and ranking criteria, but also to select the most optimal course of action (COA). DIBR II method is used for the evaluation and determination of criteria coefficients, while the EDAS method enables choice between the most optimal COA. Application of simple and effective methods of multi - criteria decision - making accelerates the planning process and enables commanding officer to make optimal troop employment decision in a given operation.

Possibilities of Developing Medical Support Capabilities in the Area of Chemical, Biological Radiological and Nuclear Defence

The article deals with the evaluation of current possibilities of medical support capabilities in the area of Chemical, Biological, Radiological and Nuclear Defence. The evaluation of national strategic documents shows that the area of providing care in the event of chemical and biological hazards is significantly more developed than in the area of radiation, while the security threats associated with radiation are constantly growing. Analysis of NATO standardization documents in the field of medical support and relevant Czech doctrinal documents was carried out, based on which the diagnostics and triage of irradiated persons, called biological dosimetry, was identified as a potential capability. Using the capability planning methodology and based on the evaluation of the functional areas, a conceptual approach to the development of biological dosimetry capabilities was defined. The presented recommendations also include a proposal for the organizational structure of the Czech Armed Forces biodosimetric network.

The article analyzes key aspects of the development of the Czech Republic‘s defense policy since 1989, with a focus on the role of strategic culture. It examines historical, political, and social factors that have shaped the Czech Republic‘s approach to defense and security issues. Special attention is given to the transformation of the Czech Armed Forces, the transition to a professional military model, and responses to changing geopolitical threats. The analysis also considers public perceptions of the military, the influence of historical narratives on strategic culture, and the attitudes of political elites toward defense matters. The article highlights the importance of strategic culture as an analytical framework for understanding long-term trends and the evolution of defense policy, while suggesting potential avenues for future research in the Czech context.

A War Gaming in the Context of a Computer Simulation of Combat

The war game is a respected tool for commanders' decision-making. Its preparation, execution, and evaluation of results require precise organization and a considerable time commitment. However, the time aspect is a limiting factor in the current dynamic era to a rather objectified evaluation of the variants of operation execution. The article does not describe the process of wargame preparation, it focuses on the execution phase, where it presents the use of a particular simulation system in wargames and under which theoretical conditions the results of combat simulation can be considered valid. It also evaluates the time efficiency of its use in a wargame. It has been experimentally verified that the tested simulation system can be used for a wargame especially in the accelerated simulation mode. The configuration of the computing system was also verified, which allowed a substantial acceleration of the simulation run of the wargame scenario.

To fulfil Czech obligation as an EU Battle Group Framework Nation according to the regulating document EU BG Training and Certification, the Czech Army is to certify that the CZE/SVK Battle Group EU meet the standards and criteria stated in Standards and Criteria for EU BG. It is recommended that the CZE/SVK Battle Group EU certification process should be analogous with NATO Response Force (NRF) certification procedure and practical methods. Further it is suggested that the CZE/SVK Battle Group EU certification procedure is divided into several evaluation procedures: preparation planning evaluation, war-fighting evaluation, and technical evaluation. Each procedure will be developed by specialized teams with representatives in the sub-working group to ensure that the different procedures harmonize. Effectiveness of Training Using Simulation Technologies in the Training of Students of the University of Defence in Tactical Training

The article deals with the possibility of using simulation technologies in the training of students of the University of Defence in tactical training and seeks to answer the question whether the use of these means brings demonstrable effectiveness by means of an experiment. First-year students in a Field Training course were randomly divided into 42 sections of approximately equal numbers and then assigned to 3 categories based on their use of live and virtual simulation. All groups were assigned points for a specific tactical activity during the final exercise. The total scores of all groups were subjected to a subsequent statistical investigation using a one-factor analysis of variance on the data to examine whether there were statistically significant differences between the groups. Although students' use of modern simulation technology had a perceived positive effect on improving the quality of training, there was no evidence of statistically significant differences between the groups studied using statistical methods. However, the results of the experiment do show to some extent that some differences do exist between the groups and therefore leaves some opportunity to conduct similar, or more extensive research, in an effort to promote the attractiveness of the training process to military school students.

Scenario-based Planning of State Material Reserves: Case Study of Latvia

The article deals with the issue of identifying required material reserves, also referred to as strategic or emergency reserves. These reserves are managed by state authority as part of national crisis preparedness. The article explores how scenarios can be used as a method for planning, i.e. determining adequate, realistic, and affordable material reserves. A scenario-based analysis, well proven in the defence planning domain, is identified as a method offering a high degree of analytical rigor and traceability of resulting requirements. Selected planning scenarios clearly must reflect national threat/hazard and risk assessments. They also have to reflect other important national policies, such as those governing economy, industry, health care, or environment. The illustrative conduct of the initial steps of the proposed method is demonstrated using Latvia's security policy circumstances.

Relevance of Transactional Leadership in Czech Armed Forces: Case of Military Students

Leadership and its styles have been in the spotlight for many years. The changing military environment and demands on army readiness bring new questions and perspectives to leadership. Leaders now face constant changes and specifications of the new modern era. Concerning these changes and transformations in society and the Army, there are new demands on soldiers and leaders at all levels of the Army of the Czech Republic. This paper provides insight and muse about both transactional and transformational leadership styles and investigates an approach to these styles by Czech military students. This paper aims to identify what leadership style Czech military students prefer at the University of Defence. This research focused on evaluating the personal characteristics required for a leadership position. To verify the relevance of the gained results, we employed paired t-test.

Social Media as a Tool for Profiling Potential Intelligence Service Sources. How are the Military Students Doing?

The article addresses the use of social media intelligence (SOCMINT) as a tool for recruiting and selecting souces by foreign intelligence services, with an emphasis on the risks it poses to students in military studies at national military universitiy. It analyzes the specific ways in which SOCMINT enables foreign intelligence agencies to effectively gather personal data and profile potential collaborators from both public and private information shared online. Research conducted among students of the University of Defense and other institutions revealed that military students share comparable types of information on social networks as their civilian peers, making them equally vulnerable to the activities of foreign intelligence services. However, military students are preparing for careers in defense and security, making them a significantly more attractive target for foreign intelligence agencies than other categories of employees.

Threats and Hazards of Grey Rhino Paradigm

Grey Rhino is a metaphor for security threat, which is unkept irrational for large extent also high probability of harmful effect on a subject of risk owner. Business continuity management system is assessed in a diagram as controlling instrument aimed at operational hazard mitigation of continuity disturbance of affected subject. A ´from Operations´ Value Added - O´VA is established as qualitative dynamic information about productivity of activities. The measures are designed in crisis scenario for quality improvement of subject´s crisis readiness. An indicator of business risk continuity slip is defined. In a connection with war conflict on Ukraine is assessed if it is Grey Rhino manifestation.

Are There Real Global Catastrophic Biological Risks?

Biosafety and biodefense (i.e. all countermeasures preventing the spread of biological agents in the environment and population) are on the regular agenda of states and their militaries. Somewhat aside are global catastrophic biological risks (GCBR), which can destroy human society as a biological species. Although a precise definition of what constitutes a global catastrophic biological risk is still being sought, it can be considered the impact of potential global catastrophic risks (GCR) on the social, economic and biological structure of human existence. This implies that GCBRs are a subset of GCRs. It is also open to discussion whether in the case of GCBRs the risk must necessarily be biological agents, from viruses to humans, or whether anthropogenic threats can also be accepted as risk factors, or what the impact must be for a risk to be included under the designation GCBR.

Weapon System Acquisition Process Utilizing Design Simulation as Decision Support

The selection of optimal weapon systems is crucial for national defense. Traditional empirical methods struggle to address the complexities of modern warfare. This article explores the potential of constructive simulation for informed decision-making in this domain. Simulating tactical operations with complex variables, such as terrain, enemy actions, and system interoperability, provides valuable insights into weapon effectiveness. This enables the optimization of acquisitions in line with strategic goals. Design simulation allows for the exploration of factors difficult to test comparison of armament configurations, analysis of enemy tactics, and optimization of unit composition and deployment, saving costs and time. Simulation enables the safe exploration of even high-risk scenarios.

The Modern War Veteran: Identifying Needs, Problems and Risky Factors

This article examines the needs and problems of the modern war veterans and identifies factors that may contribute to making them a  high-risk group. It uses data from two questionnaire surveys. The respondents were war veterans leaving active service and war veterans who left active service less than ten years ago. The analysis shows that participation in the mission has a negative impact mainly on the family and relationships, and that the most common problems on leaving active service are related to finances and finding a new job. Further, few factors have been identified that may contribute to a high-risky group: less than nineteen years of service, age under forty, having health restrictions due to active service and leaving service as a decision of the employer.

The article concerns the issue of arson attacks in Israel.The issue of terrorism in Israel is quite broad, given that it is a very common phenomenon here and Israel deals with terrorism on a daily basis. The paper therefore focuses on incendiary balloons, a weapon that repeatedly caused fires around the Gaza Strip between 2018-2023. It examines their history, their design, outlines the possibilities of their elimination, the advantages and disadvantages of possible technical solutions, and a reflection on the future of their usage.


Possibilities of Using Ground Robotic Systems as an Element of Protection of Static Military Objects

The article deals with the possibilities of protecting the outer perimeter of static military facilities using ground-based unmanned systems that can complement the already existing protective elements. The conclusions reached and theoretical assumptions were experimentally verified in the field during the protection of a small base, using UGS Taros Furbo and Tactical Decision Support System calculations. The protection routes calculated by the system were then practically implemented by dismounted patrols and autonomous UGS Taros Furbo, focusing on terrain traversability and time of overcoming. The main objective of the paper is to present to the military public the current possibilities of deploying UGS Taros Furbo in the protection of static military facilities such as command posts or bases. Their use can significantly reduce the requirements for the deployment of dismounted patrols to protect the outer perimeter.
