(LXVI.): 85-103 | DOI: 10.3849/2336-2995.34.2025.01.085-103 The paper is focused on research of military operations planning with the purpose of defining an efficient decision-making model at the tactical level for brigade-level offensive operation. Suggested model applies methods of multi-criteria decision-making – DIBR II (Defining Interrelationships Between Ranked Criteria II) and EDAS (Evaluation based on Distance from Average Solution) in order to decrease subjectivity while evaluating and ranking criteria, but also to select the most optimal course of action (COA). DIBR II method is used for the evaluation and determination of criteria coefficients, while the EDAS method enables choice between the most optimal COA. Application of simple and effective methods of multi - criteria decision - making accelerates the planning process and enables commanding officer to make optimal troop employment decision in a given operation. |

(LXI.): 65-83 | DOI: 10.3849/2336-2995.29.2020.04.065-083 The article deals with the issue of identification and evaluation of the competencies of senior officers of the Czech Armed Forces. Paper investigates the role of the authorities responsible for military branches and military occupation specialties in the system of defining officer´s competencies. It was also examined the scope of possible application of the competency model of a professional soldier defined by the National System of Occupations in the process of career management. As a comprehensive and optimal solution, a full application of competency model is proposed. The partial application of the competency model is based only on the use of the soft competencies component. Both of these proposals are formulated primarily for the purpose of describing the job position and official evaluation. The paper also brings a number of proposals in the conceptual and normative area circumscribing and strengthening the role of the responsible authorities in the process of defining the officer´s competencies. |
Testing of Pilots Abilities on Flight SimulatorsReviewed - ResearchRudolf JaloveckýVojenské rozhledy / Czech Military Review Nr. 1/2024, Vol. XXXIII. (LXV.): 127-144 | DOI: 10.3849/2336-2995.33.2024.01.127-144 The article presents more than ten years of experience in testing the abilities of pilots during flight control on flight simulators. A hypothesis is stated about the possibilities of finding common features in flight control, the basic mathematical apparatus for evaluation is presented, the flight simulators used and, of course, the achieved results are presented. 110 pilots have already been tested and a total of 2360 missions - test flights - have been simulated. Subsequent mathematical analysis provided approximately 40,000 results suitable for further statistical processing. This amount of data obtained from realistically simulated flights provides a prerequisite for defining applicable conclusions to the proposed mortgages. For the needs of subsequent certification, a proposal for the pile measurement methodology was also prepared, which summarizes both the theoretical approach to pile testing and the procedure for carrying out tests on individual simulators. Part of the proposed methodology includes an overview of the software created to facilitate the recording of data from individual missions, as well as software for own analysis of the measured data from the missions. |

(LX.): 30-47 | DOI: 10.3849/2336-2995.28.2019.01.030-047 The author presents the results of the research in the field of defining the competencies for military professionals in command and control in military operations. The main purpose of the article is to familiarize the readers with the proposal of the recommendations for implementing an integrated approach to defining the competencies needed for military personnel within the Ministry of Defense of the Czech Republic. On the basis of the analysis of the national strategic documents, analysis of the system of management of educational and training activities and evaluation of the current competency model for the members of the Czech Armed Forces, the recommendations were drawn up to introduce a conceptual approach to defining the competencies for military personnel. This set of proposed measures provides a baseline for applying the competency model as a human resource management tool. |

It examines historical, political, and social factors that have shaped the Czech Republic‘s approach to defense and security issues. Special attention is given to the transformation of the Czech Armed Forces, the transition to a professional military model, and responses to changing geopolitical threats. The analysis also considers public perceptions of the military, the influence of historical narratives on strategic culture, and the attitudes of political elites toward defense matters. The article highlights the importance of strategic culture as an analytical framework for understanding long-term trends and the evolution of defense policy, while suggesting potential avenues for future research in the Czech context. |

(LXIV.): 18-34 | DOI: 10.3849/2336-2995.32.2023.01.018-034 Voices about the need to build a joint European Union army have been appearing on the European scene for several years, but recently these voices have become stronger, especially after the Russian invasion of Ukraine. Therefore, in the article, the authors deal with the issue of the possibility of creating a common European army. They draw on from socio-scientific political science approaches to current security frameworks, examine the current state, and at the same time point out that, despite the threats Europe is facing, there is still no clear plan for how such an army should be created. Considering the facts mentioned in the article, the authors state that the creation of a common European army, at least for now, seems unlikely, as a supranational model of the European army would require the transfer of sensitive national competences from the member states to the EU level. |

(LXIV.): 86-109 | DOI: 10.3849/2336-2995.32.2023.04.086-109 The aim of this paper is to contribute to scientific research in the field of examining the shortcomings in the use of strategic communication for armaments. A comprehensive approach that rationalises the political, military, economic and technical decision-making process, as well as appropriate strategic communication with stakeholders, is required for the procurement of military equipment for the armed forces. The paper first analyses the existing shortcomings in the use of strategic communication in support of armaments, and then recommends a model for the adequate use of it. The results of a questionnaire survey and structured interviews with specialists in strategic communication and armaments show a high level of support for the use of strategic communication. However, the selected case studies on the Pandur and BVP modernization projects did not confirm the assumption of an improvement in the ability of the Czech Ministry of Defence to acquire new military equipment. |

Traditionally, military service embodies the macho culture where a certain type of physical strength is required, attainable only through the male frame. The traditional military personnel model represents a young male force that is supported by spouses who stay at home but modern warfare and the inclusion of technology have opened many chances for women to be included in the armed forces. Therefore, the aim of this paper is to highlight various fields of armed forces where women in Pakistan may or may not be suitable to be integrated. The paper descriptively analyzes the participation of women in armed forces in general and in the Pakistan Armed Forces in particular. Recommendations highlight the combat operations relevant to the Pakistan Armed Forces context which women can or cannot be integrated into. |

(LXIII.): 41-62 | DOI: 10.3849/2336-2995.31.2022.03.041-062 The US military presence in Afghanistan has been the subject of retrospective analyzes that facilitated the identification and learning of important lessons for future military actions. This article analyses, through the case study method, the way defense resources were managed from a sustainable development perspective, focusing on the durable effects of the main projects aimed at ensuring this country's initial steps towards a sustainable development destination. As a result, this study points to the positive potential that the military instrument could have in a country's efforts to achieve sustainable development goals, highlighting the way that unsustainable management practices can compromise or even nullify the progress in this area. Consequently, the main product of this research is a model of unsustainable use of defense resources that decision makers should know and avoid in the future, to obtain long-term beneficial results. |

(LXIII.): 63-83 | DOI: 10.3849/2336-2995.31.2022.03.063-083 The article aims to identify the dependence of military expenditures and selected economic determinants on the example of the V4 countries in the years 1999-2020. The following are selected as economic determinants: the size of the gross domestic product, the rate of inflation, the debt and deficit of the government sector and unemployment. Correlation analysis proved the expected relationship between the gross domestic product and the military expenditure of Hungary and especially Poland. The relationship between military spending and unemployment was confirmed for Poland, Hungary and Slovakia, the expected relationship between military spending and government debt for the Czech Republic. The linear regression model confirmed the positive effect of the gross domestic product on military expenditure in the case of Poland, the effect of the increase in military expenditure due to rising inflation in Hungary and the negative effect of increasing state indebtedness in the case of the Czech Republic. At the same time, the results did not confirm the uniformity of the factors affecting the size of the military factors in the analyzed V4 countries. |
The Security-Development Nexus in Practice: Lessons Learned from the US Provincial Reconstruction Team in Panjshir in AfghanistanReviewed - ReviewZdeněk RodVojenské rozhledy / Czech Military Review Nr. 1/2024, Vol. XXXIII. (LXV.): 105-126 | DOI: 10.3849/2336-2995.33.2024.01.105-126 The article holistically assesses the US application of security-development nexus (SDN) through the most known example of SDN in practice - provincial reconstruction teams (PRTs) - to elucidate what lessons learned can be drawn from there. The PRT's unique small footprint approach aimed to skip combat phases and focus on development in Panjshir. The research detected fourteen lessons learned from PRT's Panjshir wrongdoings and relatively successful initiatives. Lessons learned include defining mission objectives, early identification of instability sources, unified funding, emphasis on security sector reform, cultural awareness, empowering locals, and continuity in leadership and mission. PRT Panjshir's approach is debated, emphasizing managing, not fully resolving, complex conditions. Depending on contextual factors and learned lessons, the model's duplicability in future conflicts remains uncertain. |

(LX.): 38-49 | DOI: 10.3849/2336-2995.28.2019.02.038-049 The article is focused on assessment of the model of competency to lead others for graduates of the Faculty of Military Leadership of the University of Defence. This competency to handle the initial demands of a command post, to which graduates of the Faculty of Military Leadership may be enrolled immediately after their studies. The main aim of the research was to define, structure and evaluate the model of competency to lead others for the graduates of the Faculty of Military Leadership based on the experiences of the commanders which serves in the Army of the Czech Republic. Questionnaire survey of own construction for two groups of respondents (young commanders and their closest superiors) was used to obtain the data. Those data were evaluated by parametric and nonparametric statistical analysis. The results of the analysis showed that abilities defined in the model of competency are used in daily military life by addressed commanders. |
Models of Proliferation of Rocket Technologies Used by Hybrid Actors in the Middle EastReviewed - ReviewLadislav KulhánekVojenské rozhledy / Czech Military Review Nr. 1/2019, Vol. XXVIII. (LX.): 73-84 | DOI: 10.3849/2336-2995.28.2019.01.073-084 Rocket technology occupies an elite position in the doctrines of hybrid actors in the Middle East. The thesis of proliferation of tactical ballistic missiles analyses four models - political, technological, substitutional and propagandist-psychological. An effective reduction of ballistic missiles and technologies has been identified in the political model, where sanctions and embargoes limit the proliferation of missile technology. In the technical model, which plays a key role, the limiting factors are those of development and dissemination of high-energy laser weapons. The substitutional model illustrates the application of tactical ballistic missiles as carriers for improvised devices. It is of marginal importance, despite covering targets that involve secondary damage. Studying the model of propaganda and psychology confirms the psychological effect on the population associated with the losses, but it does not affect the reduction of missiles. |

The cognitive pyramid is used to define the terms date, information, knowledge, understanding and wisdom that make up the various levels of the pyramid. The paper attempts to discuss concepts in different models of the pyramid. It briefly describes intelligence in the context of the use of intelligence by means of a cognitive pyramid. Intelligence is a special kind of knowledge. This article also seeks to explore how intelligence creation can be explained using a cognitive analytical pyramid model. |

On the background of the first and second phases of the War in Ukraine, it examines how the relevant factors shape the use of military force in operations, clarifies their mutual correlation, interference, application connections and also causality. The results of the study demonstrate the necessity of a correct and holistic perception of operational factors for effective deployment and employment of military forces in the contemporary operating environment. The main benefit of the study, applying the heuristic and inventive function of analogy from the open sources of available identified knowledge from the deployment of military forces in the War in Ukraine, is the mediation of model examples of a comprehensive vision of the effects of how operational factors shape the use of military force in contemporary high-intensity warfare operations. |

To this end, the nature of military leadership is first identified by analyzing similarities and differences of the widely accepted theoretical concepts (schools) of leadership, including approaches used in selected alliance armed forces. Based on the current state of affairs analysis, the components of leadership and the relationship among them are identified, as well as general conditions for their application. In accordance with the knowledge gained, a general leadership model of the Army of the Czech Republic is proposed. |

(LXVI.): 136-158 | DOI: 10.3849/2336-2995.34.2025.01.136-158 Accurate meteorological data is crucial for precise artillery fire, yet its availability can be compromised in combat conditions. This study investigates the impact of limited meteorological information on artillery accuracy and explores potential mitigation strategies. By analysing upperair data from a single weather station, we simulated various scenarios of reduced meteorological support. Our findings highlight the significance of meteorological factors on artillery performance and the potential consequences of inadequate data. We developed a foundational framework for offline artillery support products, emphasizing the need for robust methods to estimate atmospheric conditions in data-scarce environments. Future research will focus on incorporating advanced modelling techniques and additional data sources to enhance the accuracy and applicability of these products. |

Traditional empirical methods struggle to address the complexities of modern warfare. This article explores the potential of constructive simulation for informed decision-making in this domain. Simulating tactical operations with complex variables, such as terrain, enemy actions, and system interoperability, provides valuable insights into weapon effectiveness. This enables the optimization of acquisitions in line with strategic goals. Design simulation allows for the exploration of factors difficult to test comparison of armament configurations, analysis of enemy tactics, and optimization of unit composition and deployment, saving costs and time. Simulation enables the safe exploration of even high-risk scenarios. |

Crowdsourcing as an Element of Strategic-Operational Intelligence. (LXV.): 84-104 | DOI: 10.3849/2336-2995.33.2024.01.084-104 The article focuses on the concept of crowdsourcing in the social networking environment as a new phenomenon involving civilians in the intelligence process, enabling the use of their intelligence potential during armed conflict. Crowdsourcing of the civilian population is introduced by the example of NATO intervention during the first civil war in Libya. The article presents its use during the intelligence process at the strategic-operational level of command and control of the armed forces. It establishes its possible definition as a collection method of the intelligence process, and as a collection method which is disjunctively separable from similar intelligence collection methods. |
