Strategic Documents of the Czech Republic and Ministry of Defence Acquisitions

Reviewed - Review

Ing. Antonín Novotný, Ph.D.

Vojenské rozhledy / Czech Military Review Nr. 3/2016, Vol. XXV. (LVII.): 21-32 | DOI: 10.3849/2336-2995.25.2016.03.021-032

This article aims to reflect a digression into the history of selected strategic documents, which processed the Ministry of Defence or was in the processing involved - in connection to the planning of acquisitions. The ambition of the article is not a comprehensive evaluation process, but only the selected aspects. After many years of decreasing Czech defence budget, is here the opposite situation. In connection with the new situation it is necessary to rethink the current approach to this topic; to ensure maximal security of the Czech Republic and in a figurative sense NATO and the European Union also. The fact, that the Czech strategy document was among the best in the EU, does not mean that defence spending is automatically efficient.

Main Principles of International Humanitarian Law

Military law

RNDr. Marek Jukl, Ph.D.

Vojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 178-184

Contemporary International Humanitarian Law (IHL) is the law of armed conflict or law of war and their effects. The goal of IHL is to limit the effects of warfare on people and property and to protect particularly vulnerable persons. The IHL does not exclude war activities as it acknowledges the principle of the so-called war necessity. Humanitarian law is the branch of public international law that comprises the rules, which, in times of armed conflict, seek to protect persons who are not or are no longer taking part in the hostilities, restrict the methods and means of warfare employed, and resolve matters of humanitarian concern resulting from war. This article is intended to help to soldiers to understand better IHL rules and principles.

The Position of the Russian Federation to Western Military Interventions in 1999-2011

Reviewed - Review

Mgr. et Mgr. Lukáš Tichý

Vojenské rozhledy / Czech Military Review Nr. 4/2013, Vol. XXII. (LIV.): 22-41 | DOI: 10.3849/2336-2995.22.2013.04.022-041

On the one hand, Russia is among the countries which often criticize the Western-led military intervention. On the other hand, in the last twenty years, Russia has repeatedly approved using military force by the West against an individual state, endorsed by the United National Security Council. The main purpose of this article is therefore to describe and analyse Russian position towards four Western military interventions 1999-2011. Specifically, the article is focused on two military interventions without UN Security Council mandates (Federal Republic of Yugoslavia in 1999 and Iraq in 2003), the intervention with the expanded UN Security Council resolution (Afghanistan 2001) and the military intervention that was partially approved by the UN Security Council resolutions (Libya 2011).

Peacetime Application of Some IHL Provisions in Time of Peace

Informational pages

RNDr. Marek Jukl, Ph.D.

Vojenské rozhledy / Czech Military Review Nr. 2/2009, Vol. XVIII. (L.): 85-88

It is generally known that norms of international humanitarian law are applicable for the protection of selected groups during interstate or domestic conflicts, but this paper is devoted to the chronological scope of application of the Geneva Conventions and Additional Protocols even in time of peace. The author demonstrates that the Article 3 of the Additional Protocol I implies the peacetime applicability of certain provisions of the Conventions and Additional Protocols. Examples of such provisions of the Additional Protocol I are also brought in this article. Among others, he extents the notion of humanitarian law in peace, which is very often limited only to preparation of personnel and schooling.

The Militarization of Cosmic Space and Antiballistic Defence

Informational pages

JUDr. Miroslav Tůma

Vojenské rozhledy / Czech Military Review Nr. 4/2007, Vol. XVI. (XLVIII.): 105-117

Today we use the Space for military and commercial satellites of passive, non-offensive character. The prospective so-called militarization of Space has qualitatively higher level. It means that offensive means will be located in the Space, probably as part of ballistic missile defence. Antisatellite systems began to be tested in 1959 (US), in 1968 (USSR), or in 2005 (China) respectively. The US administration places emphasis on limited character of created antimissiles defence. In fact, the presentday laws do not ban situating cosmic weapons in the Space. But whereas the United States regards existing agreements concerning the Space as sufficient, explicitly the Russian Federation and China point out that e.g. the Cosmic Treaty of 1967 is inadequate and insufficient and therefore among others they block the signing of Fissile Material Cut-off Treaty, important for the USA. The author presents and summarizes main treatises concerning the Space: Outer Space Treaty (1967), Convention on the Registration (1975), Moon Agreement (1979) and others, all of them hardly known to ordinary citizens.
