Transformational Military Leadership - Requirements, Characteristics and DevelopmentReviewed - Reviewplk. Drazen Smiljanic, MSc.Vojenské rozhledy / Czech Military Review Nr. MC/2016, Vol. XXV. (LVII.): 18-48 The contemporaneous security environment is more diverse, dynamic, interconnected and far less predictable than ever. As the major Western militaries undergo continuous changes in missions and tasks, as well as in the form of their organisations, the warfighting abilities of military leaders are not the only ones required. Transformational military leadership, with leaders operating from the post-conventional level of developmental action-logic, arguably become one of the most needed capacities of a military organisation. This type of leadership has to be capable of initiating and leading transformational changes, needed to respond adequately and adaptively to contemporaneous and future security challenges. This article analyses the applicability of transformational leadership to military organisations using the developmental theory and the concept of vertical leadership development as a framework. |
Identification of factors for the prevention and elimination of undesirable forms of impulsive behavior in the context of solving difficult situations under conditions of professional activities of military leadership studentsReviewed - ResearchDavid Ullrich, František Milichovský, Veronika Koleňáková, Lenka ČadováVojenské rozhledy / Czech Military Review Nr. 4/2022, Vol. XXXI. (LXIII.): 37-49 The effective leadership and the effectiveness of a leader reflect, as the strongest factor, the degree of his transformational approach, which influences the objectively measured performance of the led group. The main goal of the pilot research study was to identify personality and psychophysiological factors that could be monitored in the prevention and elimination of undesirable forms of impulsive behavior in the context of solving difficult situations in real conditions for professional leadership students according to the Big Five theory. The chosen research design made it possible to effectively combine the advantages of a behavioral and personalized approach to the study of impulsivity. The results of the study carried out on the final sample of subjects N=63, aged 21 to 26 years (r=21.7 years; 34.9% women and 65.1% men) are currently being processed. However, it can already be stated that the degree of impulsivity in military leadership students is related to the level of conscientiousness. |

(LXIII.): 50-70 The aim of this article is to define leadership as a process required in the Czech Armed Forces. To this end, the nature of military leadership is first identified by analyzing similarities and differences of the widely accepted theoretical concepts (schools) of leadership, including approaches used in selected alliance armed forces. Based on the current state of affairs analysis, the components of leadership and the relationship among them are identified, as well as general conditions for their application. In accordance with the knowledge gained, a general leadership model of the Army of the Czech Republic is proposed. |

Concerning these changes and transformations in society and the Army, there are new demands on soldiers and leaders at all levels of the Army of the Czech Republic. This paper provides insight and muse about both transactional and transformational leadership styles and investigates an approach to these styles by Czech military students. This paper aims to identify what leadership style Czech military students prefer at the University of Defence. This research focused on evaluating the personal characteristics required for a leadership position. To verify the relevance of the gained results, we employed paired t-test. |

(LVI.): 190-201 Presented analysis of interviews with officers at various level of command from 2004 - 2008 is aimed on their view of the process of command. On the basis of qualitative research we consider the recent way of command of the Czech officers intuitive and individual. It characterizes most common way to command, based just on experience. We consider differentiation in the way of leading and motivation of subordinates among types of forces and military specializations. The reflection of the professionalization, the training system, the perception of learned/natural ability to command and their career is offered to discussion in the context of changes in direction of education of Czech officers and commanders. |
Assessment of a Model of Competency to Lead Others for the Graduates of the Faculty of Military Leadership Working in the Armed Forces of the Czech RepublicReviewed - ReviewAndrea Brichová, Petr VeselíkVojenské rozhledy / Czech Military Review Nr. 2/2019, Vol. XXVIII. (LX.): 38-49 The article is focused on assessment of the model of competency to lead others for graduates of the Faculty of Military Leadership of the University of Defence. This competency to handle the initial demands of a command post, to which graduates of the Faculty of Military Leadership may be enrolled immediately after their studies. The main aim of the research was to define, structure and evaluate the model of competency to lead others for the graduates of the Faculty of Military Leadership based on the experiences of the commanders which serves in the Army of the Czech Republic. Questionnaire survey of own construction for two groups of respondents (young commanders and their closest superiors) was used to obtain the data. Those data were evaluated by parametric and nonparametric statistical analysis. The results of the analysis showed that abilities defined in the model of competency are used in daily military life by addressed commanders. |

(LXV.): 129-144 The language training within the Ministry of Defence [MoD] of the Czech Republic is primarily focused on English. However, in accordance with the Concept of Personnel Training for the Needs of the MoD, the MoD provides language training in other foreign languages as well. The language teaching is the responsibility of the Language Centre of the University of Defence Brno [CJV UO] and includes English, French, German and Russian. The aim of this article is to compare the activities of the CJV UO with similar language centres in the defence departments of Germany, Austria and France and to present the teaching of French, German and Russian within the MoD through examples of good practice. In the context of the current geopolitical situation, the teaching of French, German and Russian becomes more important, and the CJV UO responds flexibly to the demands of the MoD regarding the provision of the teaching of these languages including professional language and electronic teaching support. |

This new study programme emphasizes the military character of education and the ability to respond flexibly to the needs of the Army of the Czech Republic. Soft managerial skills of a commander, as far as people leadership is concerned, are also supported significantly. The aim of the article is to show the current effort of the Faculty of Military Leadership at the University of Defence to optimize the university education of a future commandermanager. |

(LXV.): 97-115 The process of procuring military equipment, technology, material, and associated services (VM) is frequently shrouded in concerns about cost-effectiveness and, in some instances, even becomes the focus of law enforcement investigations. This often leads to delays in strategic investments and exposes involved individuals to the risk of criminal charges. Additionally, there is a notable lack of capacity to impartially evaluate the overall investment's efficacy. Consequently, the "Znalec" (Expert Witness) project was initiated as a part of the defense research program. Its objective is to explore the feasibility of establishing an expert institute that could impartially assess the value of the military procurements, set a standard for evaluating these assets, and outline a training program for relevant experts. This paper specifically addresses the first objective of the project, proposing a legal framework for the expert institute based on an extensive systems analysis. |

(LXV.): 91-104 The civil war in Myanmar has been going on for more than seven decades. After the military coup in February 2021, it has undergone significant structural changes and gained new momentum. The causes of the conflict lie in the inability of different ethnic and political groups to find a way to coexist within a single state entity and the autonomisation of the military. The main actors in the war in Myanmar today are the military junta and its supporters, the democratic opposition and ethnic organisations. After the coup, the strength of the resistance movement and its operational capabilities are growing. However, this growth has its limits, given the continued disunity of opposition forces, the technical superiority of the Myanmar army and the strengthening of its numbers through compulsory conscription. |
The Security-Development Nexus in Practice: Lessons Learned from the US Provincial Reconstruction Team in Panjshir in AfghanistanReviewed - ReviewZdeněk RodVojenské rozhledy / Czech Military Review Nr. 1/2024, Vol. XXXIII. (LXV.): 105-126 The article holistically assesses the US application of security-development nexus (SDN) through the most known example of SDN in practice - provincial reconstruction teams (PRTs) - to elucidate what lessons learned can be drawn from there. The PRT's unique small footprint approach aimed to skip combat phases and focus on development in Panjshir. The research detected fourteen lessons learned from PRT's Panjshir wrongdoings and relatively successful initiatives. Lessons learned include defining mission objectives, early identification of instability sources, unified funding, emphasis on security sector reform, cultural awareness, empowering locals, and continuity in leadership and mission. PRT Panjshir's approach is debated, emphasizing managing, not fully resolving, complex conditions. Depending on contextual factors and learned lessons, the model's duplicability in future conflicts remains uncertain. |

(LXIV.): 3-23 This study presents the perspective of Czechoslovak diplomacy on the events of the Yom Kippur War (1973) in the context Czechoslovak foreign policy towards the Arab-Israeli conflict in early 1970s. The research is based on so far rather underexplored archival sources. Despite Czechoslovakia's declared unequivocal support for the Arab side of the conflict, Czechoslovak Middle Eastern policy since the mid-1950s was not entirely unconditional in relation to the Arab countries. Internal documents of Czechoslovak government occasionally revealed criticisms of Arab representatives. The Yom Kippur War represented a significant moment in this regard, as it was a military confrontation initiated not by Israel but by the Arab coalition, posing a challenge for Czechoslovak propaganda. Simultaneously, this armed conflict presented an opportunity for Communist Czechoslovakia to further deepen its relations with its Arab allies. |

(LX.): 20-37 The article offers for expert discussion research outcomes assessing commanders´ development in the area of leadership for assignments in defense organization. It also evaluates the level of utilization of gained competencies while managing these organizations. Research was conducted from 2017 to 2019 and embraced predominantly surveys among participants of career courses provided by the Centre for Security and Military Strategic Studies of Defense University in the life-long education program. Research outcomes proved limited level of understanding and implementation of leadership theoretical framework in daily business. Additionally, it shows that the implementation of verified leadership processes and principles by middle- and higher-military management fluctuates about the average level. Furthermore, it figured out an insufficient application of all available instruments for people motivation and support including the approach "leading by example". Finally, it outlined several recommendations for the reinforcement of military personal preparation in the area of leadership for the successful conduct of middle- and higher-managerial position in military organizations. The first and at the same time the most significant step is the recommendation for implementing leadership areas into the Ministry of Defense conceptual documents in the form of vision, strategy and systemic measures. |
Leadership Styles and Mistakes of Junior Commanders-Managers When Entering their ProfessionMilitary professionalPodplukovník Ing. (LI.): 135-140 The author summarises most common and repeated mistakes of graduated officers after leaving military schools. Junior officers are practically in the same position as young manager in civil life, so we can find some analogies in civil managerial leadership. Civil manager face practically the same problems and situations. There are various mistakes that junior officers ought to be warned. Such educational instructions and leadership should be implemented into military schools' curricula. Backed by a vast amount of studied literature, the author offers his own solution. He makes use of five myths by Linda Hill, professor at Harvard Business School. The problem is to avoid extreme leadership styles: dictatorlike and benevolent ones. |

In the wider context, there is an imperial effort of Russia to enforce its power and influence in the region by an offensive and aggressive war. The authors define the fundamental difference between a special operation and the so-called special military operation in the context of contemporary interpretation of the Kremlin. They further argue the way in which Russia is trying to justify the war and discuss its reality in terms of international law. |

The operational environment describes determinants and characteristic of today's and future warfighting. Technological development as booster, change the tools and the procedures but not the nature of war. Level of training and leadership quality multiplies combat power. The key findings and recommendations support fundamental idea of ability to lead and manage hybrid systems in volatile multi-dimensional environment, using various tools and sources, appropriate to specific environment and specific tactical level mission, stressed in last chapter as result of this study. The article´s aim is support discussion, which directions we will adapt currently ongoing or newly creating study programs, preparing new generation of warriors - leaders. |

(LXI.): 55-64 The goal of this article is to evaluate the portion and content of articles focused on the artillery in military journals, especially in the Vojenské rozhledy in the period of the 1920 to the present. Articles are evaluated in three periods. The first one includes years 1920-1944, meaning times since establishment of the Czech military review until its cancellation before the end of World War 2. Next period includes years 1951-1991 when magazine called Vojenská mysl had been issued as a replacement of Czech military review. Additionally, in years 1951-1988, the magazine called Bojová příprava had been issued. The third period begins by the year of 1992, when Czech military review has started to be issued again. In addition to that, in the same year, magazine called Vojenský professional was issued, but this magazine was implemented to Vojenské rozhledy in 2003. Particular focus is given on the first period, which could be considered as a period of the biggest growth in the Czech artillery. |

(LXIII.): 41-62 The US military presence in Afghanistan has been the subject of retrospective analyzes that facilitated the identification and learning of important lessons for future military actions. This article analyses, through the case study method, the way defense resources were managed from a sustainable development perspective, focusing on the durable effects of the main projects aimed at ensuring this country's initial steps towards a sustainable development destination. As a result, this study points to the positive potential that the military instrument could have in a country's efforts to achieve sustainable development goals, highlighting the way that unsustainable management practices can compromise or even nullify the progress in this area. Consequently, the main product of this research is a model of unsustainable use of defense resources that decision makers should know and avoid in the future, to obtain long-term beneficial results. |

(LXIII.): 3-20 The modernization of armaments and military technology is one of the ways to increase the combat potential of the Armed Forces and has implications at all levels of the Armed Forces. Its main purpose is to replace obsolete technology with new ones to prepare the Armed Forces to meet the new challenges of the future security environment. New technologies play a key role in this regard. Not only the Armed Forces of the Czech Republic, but also other NATO and EU member states have planned significant modernization projects for conventional military conflict but also unconventional, asymmetric and hybrid conflicts. The authors examine approaches to the modernization of the Land Forces of selected countries. Finally, the armament strategy of selected countries is compared with the armament strategy of the Czech Republic's Land Forces. |

(LXII.): 39-54 Similar to other fields, also in the military one, the Artificial Intelligence has become recently an evident solution for optimizing specific processes and activities. Therefore, this research paper aims to highlight the potential uses of Artificial Intelligence in the military operations carried out by the Land Forces. In this regard, analysing the framework of the operations process and applying suitable research methodology, the main findings are related to AI's contributions in optimizing commander's decisions during the progress of planning and execution. On the other hand, picturing the AI upgrated combat power of the Land Forces is another significant result of this study. |

NATO Support and Procurement Agency: a Powerful Instrument of Collaborative LogisticsReviewed - ResearchRadka Lopourová, Richard Funiok, Josef ProcházkaVojenské rozhledy / Czech Military Review Nr. 3/2024, Vol. XXXIII. (LXV.): 44-61 The paper evaluates the level of cooperation between the Ministry of Defence and the NATO Support and Procurement Agency (NSPA) in the field of procurement of military equipment. In the practical part, the results of the research on the level of participation of Czech-based suppliers in NSPA activities between 2018 and 2022 are presented. Pareto analysis comparing the participation of the Czech and international companies in contracts implemented by NSPA in terms of their subject, quantity and financial value is used. Qualitative case studies from three different areas illustrate in which NSPA projects the Czech Republic has already been involved in and which benefits and risks are associated with this cooperation for the MoD. Positives and drawbacks in the process of acquiring military equipment in-house and opportunities and threats that may arise from the acquisition of military equipment through the NSPA are summarised in the form of the SWOT analysis. Finally, recommendations are presented on how to improve the cooperation between the MoD and the NSPA in the field of acquisition. |

Internet of Things Vulnerabilities in Military EnvironmentsReviewed - ReviewAndras TothVojenské rozhledy / Czech Military Review Nr. 3/2021, Vol. XXX. (LXII.): 45-58 IoT devices (sensors, drones, cameras) are gaining more and more emphasis on military operations. The application of IoT elements in the military environment increases situational awareness and supports the acquisition and maintenance of information superiority. The information they provide about the enemy, the area of operations, and the location and status of our soldiers and assets can contribute to the successful execution of operations at the tactical, operational and strategic levels. However, they can also pose serious threats if their vulnerabilities allow the data they collected to leak or they provide access to the info-communication networks used for the enemy. In this article, the author examined the vulnerabilities of these IoT devices using keyword analysis. After drawing conclusions from the analysis of the relevant literature, he compared the results with the general-purpose IoT threats and attacks typical of today, like distributed denial of service attacks, security, software, security and privacy issues. |

Results of questionnaire survey performed in this group show a high level and preparedness for multinational deploytment in foreign missions, on the other hand put a lot of questions for future. |

Challenges of the Tactical Leader in the Context of Multinational Military Operations ProcessReviewedRobert-Marian AlixandrescuVojenské rozhledy / Czech Military Review Nr. 1/2025, Vol. XXXIV. (LXVI.): 104-119 This study explores the main challenges faced by leaders within the multinational military operations process. Based on the aspects addressed in the literature review, the questionnaire survey method will be applied to a representative sample of military personnel who had participated in various multinational activities, as tactical leaders. The findings reveal that the most significant challenges perceived by leaders include linguistic barriers, command and control (C2) issues, and differences in training, endowment, and doctrine, with planning identified as the most challenging operational phase. Statistical analysis further indicates that experienced leaders perceive these challenges more acutely, and the study outlines key solutions proposed by respondents, such as developing language skills, enhancing interoperability, and fostering adaptability as essential traits for overcoming difficulties in multinational military operations. |
