The Process Approach to Human Resource Management in the Czech MoD


The article is a creative elaboration and proposal for optimization of selected activities of the human resources management process in the Ministry of Defense, which have a fundamental influence on achieving the set goals of personnel policy of the Ministry of Defense. The article builds on the analysis of the “status quo” of the human resource management in the Ministry of Defense, carried out with the help of dimensional and stakeholder analysis, sector analysis PESTLE-M, and questionnaire survey with a sample of officers (students of career courses KVD and KGŠ). It also uses the results of capability-based scenario, on which a prediction of the future needs of personnel and financial resources is calculated and demonstrated. For selected activities of the human resources management process their possible content is discussed, as well as the effects (or the necessity to set them accordingly) of internal and external process controllers.

František Mičánek, BGE (ret.), PHD, born 1963. After graduating from University of Technology, majoring in Electro-technology, and completing basic military service, he became a professional soldier for next 26 years. Under his leadership, a new concept of Air Defense Forces development was implemented, followed by extensive modernization program worth a total of CZK 1.5 billion. In 2006, he graduated from the Air War College, USA. Further international experience he obtained in Italy at the NATO Defense School as a mentor of the Senior Course. Later he returned to Italy once more in 2016, that time as the Dean of the NDC. He ended his active career in July 2013. Subsequently, until 2016, he led the Center for Security and Military-Strategic Studies of the Brno University of Defense. Mr. Mičánek currently works as the CEO of JUFA VR company, in spare time lecturing planning and development of organizational culture and capabilities, human resource management and various topics from the field of strategic management and communication.

    Str. 168 Procesní přístup k řízení lidských zdrojů v resortu Ministerstva obrany ČR

    Obsáhlý článek v českém jazyce se na 15 stránkách doplněných schématy a tabulkami zabývá řízením lidských zdrojů a personální politikou. Je přehledně uspořádán, řeší teoretické problémy, poskytuje hodnotné informace pro pracovníky na strategické úrovni. Teorie je podrobně rozpracována.
    Terminologie. Str.168, 169 uveden resort MO-rezort obrany. Uvádět v celém článku stejně. Kariérní kurs? Str. 170 překlep. Str. 174 HNS není podpora, ale zabezpečení týlové, technické, zdravotnické. Str. 175 procento, str. 176, 80 %? Druhy vojsk a služeb (str. 173 druhy sil a služeb). Anglické slovo approach neznamená jen přístup, ale i metodu, způsob? Str. 178 uchopitelná personální politika?
    Drobné nedostatky nesnižují odbornou úroveň\článku.
