Connecting Planning and Budgeting Processes in MoD Department

Abstract:

The Ministry of Finance Regulation No. 415, 2008, sets the scope and structure of initial documents for midterm plans of state budget. The Regulation was further specified under the Order by Minister of Defence "Planning Activities and Development of Department", No. 22/2004, MoD Bulletin, October 29, 2004, now updated. It prescribes to follow the Financial Chapter of MoD by individual targets. The final objective thus becomes a specific indicator of defence spendings. This arrangement thus becomes a basic document for monitoring, evaluating and implementation of respective remedies. It will be tied with running Planning, Programming and Budgeting process. They both will share a common target database for data necessary for planning financial means. Its implementation should be accompanied by educational and schooling programmes for personnel involved, the author proposes.

Lt.Col. Ing. Jaroslav Moravčík, born in 1963, Military College (VVTŠ) at Liptovský Mikuláš, Slovakia; till the year 2000 he served in a variety of commanding, control and signal assignments with a signal battalion, and in the staff of a mechanized grouping. In the years 2000-2006 senior chief officer-specialist at the General Staff of the Armed Forces of the Czech Republic, in his work he concentrates on information operations and civil-military cooperation. From 2006 till 2009 he worked at the Supreme Allied Command Transformation Headquarters (SACT HQ), where was involved in problems of developing civil-military cooperation. At present he is a deputy head of Division of Annual Planning, Division of Prospective Planning, MoD (SPS MO). For the ISS (ÚSS), Institute of Strategic Studies of the Military Academy in Brno, he developed a task study, titled Information Operations of the Armed Forces of the Czech Republic. He is an author of several articles on informational and psychological operations and an effect based approach to operations that were published in the Czech military review Vojenské rozhledy.
