Článek přináší nové pohledy na systém zajištění obnovy železniční dopravní infrastruktury v krizových situacích, který vychází z Plánu operační přípravy státního území (OPSÚ) a je realizován v souladu s Plánem technické ochrany železnice. Autoři volně navazují na informace zveřejněné ve Vojenských rozhledech č. 4/2005, které poukazovaly na problémy spojené s tvorbou Plánu technické ochrany železnice. V duchu závěrů projektu „Návrh výstavby smluvního systému údržby a obnovy krizové železniční infrastruktury s podporou informačních systémů, využitelného pro řešení krizových stavů a specifikace úlohy státu, samosprávných orgánů a soukromoprávních subjektů při jeho zajišťování“ hodnotí současný stav této oblasti ve vztahu k rezortu obrany. Hlavními cíli článku je podat čtenářům základní informaci o zásadních změnách v systému zabezpečení obnovy železniční infrastruktury a posoudit jejich kompatibilitu ve vazbě na změny bezpečnostního prostředí a doporučení zveřejněná v Bílé knize o obraně.

The article analyses the Host Nation Support (HNS) planning process in five separate phases according to the NATO procedures. The author emphasizes the importance, purpose and result of every planning stage. The main objective of the article is to apply general rules to the concrete examples of international air forces exercises. The author further identifies his comprehension of HNS formed in the specific conditions of the 22th Helicopter Base. The logistic planning process analysis is based on the experience from exercises Ramstein Rover and Ample Strike held in the period of 2012-2014. The paper is focused on exercises preparatory stages that create the basis for a successful accomplishment of the executive part. The results of the article present the trend of planning responsibility delegation to the tactical level and define the specifics of adapted planning process. The author’s contribution may be used as a lead for the future application of the HNS concept.

The paper offers new looks at the system of railroad reconstruction in crisis and emergency situations. It originates from The Operational Plan of State Territory Preparation that is implemented in harmony with The Plan of Technology Protection of Railroad. This article is a free sequel to information published in this Military Revue No. 4/2005 dealing with drafting the plan of railroad technology protection. The authors´ main purpose is to give readers basic knowledge on key changes in railroad security system and main security measurements till 2013. The protection system is intended to be more flexible and economic.
