V článku jsou prezentovány dílčí závěry rezortního dotazníkového šetření na téma „Řešení problémů v resortu obrany České republiky“, realizovaného v roce 2012 napříč jednotlivými úrovněmi řízení rezortu. Nejprve jsou charakterizovány možné typy řešených problémů a metody pro řešení nestrukturovaných problémů. Cílem empirického šetření, jehož výsledky jsou prezentovány v předloženém příspěvku, byla identifikace nestrukturovaných problémů, řešených v rezortu obrany ČR, a zjištění míry využití metod pro řešení problémů ve zkoumané organizaci. Za účelem sběru dat byl vytvořen polostrukturovaný dotazník, který byl předložen respondentům z rezortu obrany ČR. Celkem bylo k vyhodnocení získáno 135 dotazníků. Respondenti ze zkoumané organizace se nejčastěji setkávají s problémy, které souvisejí s plánovacím procesem (příprava a tvorba plánů), dále pak se změnou organizační struktury, přípravou cvičení a zpracováním vnitřních předpisů. Deklarovanými metodami, využívanými pro řešení uvedených problémů v rezortu obrany, jsou v nejvyšší míře skupinová diskuze mezi experty, rozhovor, brainstorming, válečná hra (analýza pro a proti), SWOT analýza, analýza zainteresovaných stran a strom cílů. The article presents partial conclusions of the questionnaire survey on “Problem Solving in the Defence Department of the Czech Republic”. First, possible types of the addressed problems and methods for solving the ill-structured problems are characterized. The aim of the empirical research, whose findings are presented, was to identify the ill-structured problems that are solved in the CR Defence Department, and to find out the extent of the use of the methods for problem solving within the mentioned organization. In order to collect data, a semi-structured questionnaire was developed. The total of 135 questionnaires provided data for evaluation. The respondents from the researched organization mostly meet the problems which are related to a planning process, also to a change of an organizational structure, training preparation and processing of internal regulations. The methods, which are used to solve the quoted problems in the Defence Department, are expert panel discussion, interview, brainstorming, wargaming (pros and cons analysis), SWOT analysis, analysis of concerned parties and an objective tree.The rules and recommendations for solving ill-structured problems in the CR Department of Defence are defined, based on the found out information, toward the end of the article.

Public Sector Economy in Management Practice

There is an ambiguous relation as far as management and economy in public sector are concerned. Using the example of British army, the author explains the roots and consequences of changes in the field of source management and compares collected results with the situation in the CR. Both public sector and the Army of the Czech Republic (ACR) are administratively ordered and controlled and meeting the army goals that are not conditioned by economy results. The accounting books do not offer true picture of army possession and properties, among others because the current accountancy system that is not able to classify individual operations, military goals are not measurable. He proposes to set an array of fixed rules to identify ACR economical effectivity.

The purpose of this study is to analyse system of economic control at a level of expense institution of the ACR in comparison with theoretical approaches and experiences of civilian company economics and the practice of NATO armies. The author wants to postulate necessary prerequisites widening the space for rationale economy behaviour and decision-making of leading army management. He creates an economic model constituting methods, proceedings, tools of economic control in all phases of budgeting and accounting processes, behaviour of the whole economic system of defence department. The case study is based upon the presentation delivered at the international conference on economy, logistics and ecology in armed forces taking place at IDET 2009 trade fair. Proposed methods should be used for sources allocation, value based management costing transparency, resulting in saving sources and increasing personal responsibility.

Management by objectives works very well only if there is a rating and evaluation system of objectives. To form such organization one is not easy, especially when using aggregate objectives, combining many partial objectives of various levels. This article deals with the problem how to rate and evaluate this kind of aggregate objectives. The problem is explained in the enlistment goal 2008 of the Czech Armed Forces, which sets the number of volunteers joining the Czech Armed Forces in 2008. The key role here is played by the suitable gauges steering a level (percentage) reached. Thus, recruiting reflects manning the Czech forces by professional personnel in a given period (calendar year). The author proposes to run recruitment for military schools separate from enlistment for the army, i.e. to conceive this recruitment only as a practical goal.

Up to Law Family Tree of Public Contracts

Evaluating offers of contestants for public contracts belong to key and critical moments of public tenders and the whole acquisition process at all. Variety and comprehensibility of numerical and rating methods shouldn't prevent applicants from understanding conditions and terms of contract/agreement. The transparency principle of evaluating is only slowly pushing forward in our legal system. We move from mere subjectivistic and unverifiable impressions to the unbiased comparing of best offers, together with the requirement of transparency, as a part of the process of comparing, ranking, and assessing offers, by the use of specific qualitative or quantitative factors, such as prices, feasibility, collateral risks, time plan or other conditions. The final step is called amalgamation, when we merge individual classifications in one complex appraisal.

Where Are You Going, Defence Department?

The autor responds to several articles published in our Military Review, namely by Prof. František Ochrana, Prof. František Božek, Brigadier Rudolf Urban, Prof. Miroslav Krč, in No. 4/2008, with special appreciation to critical articles by Ing. Jiří Dušek and Lt.Col. Ing František Růžička in the same issue. He tries to find out common denominators of those essays. There are three of them: economization tied with rationalization, risk management, and information compatibility. As necessary he regards to unite those denominators both at the level of decision making officials and at the level of their subordinated elements, by means of e.g. working teams as a guarantee of coordination, so that the adopted Long-term Vision of Defence Department could be actually realized.
