The purpose of the article is to enhance effectiveness of existing managerial process and elevate risk management from rather administrative exercise to effective management tool in the time of growing level of uncertainty. As the most suitable instrument, the Risk Management Plan is developed including the necessary implementation measures within the Armed Forces of the Czech Republic. |

(LI.): 133-148 The aim of this work was to make an analysis of current state of catering services in the forces, to define risks of possible harms, damages, losses, or another prospective disasters, in order to propose a systematic approach to the risk management. Identified risks are being completely analysed. Author's team drafted a risks catalogue to make their identification easier. Among others, upon this analysis, they compiled the chart of risks in catering process within the section of the Ministry of Defence of the Czech Republic. A user manual for monitoring and risk control was created, so that we can adopt suitable procurement measures for avoiding or minimizing risks, their occurrences, eventually lowering unwanted results generated by the above mentioned analysed risks. |

(LI.): 40-44 Risk management covers the identification, assessment, and prioritisation of risks, which is followed by coordinated preventive operations to minimize negative impacts on society. The most demanding is the so-called risk assessment (risk identification, risk analysis, risk evaluation). The Risk Catalogue consists of introductory page, and twenty cards for risks register. With the assistance of this catalogue, defence analysts acquire general knowledge about number of risks and their frequency. The level of risk is calculated by summation according to its probability, gravity, and unwanted effects. In case of defence department, actual tasks are assigned to manage to Defence Ministry, Division, Branch, and Section accordingly. Possible risks are represented at a chart accompanying the article. The purpose of Risk Catalogue, its principles, guidelines for implementation, is to make the work of analysts easier. |

The authors show the way to identify and analyze a risk, using identification and analysis of assets, followed by threats, thanks to their influence on the assets. They demonstrate the approach to defining risks with second and first level targets in the department of Ministry of Defence, while using risk shifting and aggregation of dependent risks. They describe the application of the risk management process outcomes during goal managers' decision-making in the process of medium-term and annual planning of the department of Ministry of Defence in relation to changes in these processes. |

(LXIV.): 63-81 | DOI: 10.3849/2336-2995.32.2023.03.063-081 The article examines the impact of recent geopolitical, economic, and security changes on logistics support capabilities in EU and NATO member states. The study analyzes the effects of the COVID-19 pandemic and the armed conflict in Ukraine on logistics supply chains, considering environmental, social, and security concerns. The research questions focus on identifying the main changes and assessing their implications for commercial, military, and humanitarian logistics. The prolongation of the conflict in Ukraine and the economic sanctions imposed on Russia have been found to have a significant impact on logistics capabilities, perceptions of the structure of supply chains and the risks arising from this. The impact of these events is also producing third-country poverty and dehumanizing the UN SDG goals. On the other hand, improvements in NATO troop readiness and weaponry have been noted. The study highlights the need for further research to investigate specific threats for different types of supply chains and to consider the complex and evolving nature of the issue. Ultimately, this research provides insights into the challenges and opportunities facing logistics capabilities in the context of ongoing geopolitical and environmental changes. |
Challenges of the Tactical Leader in the Context of Multinational Military Operations ProcessReviewedRobert-Marian AlixandrescuVojenské rozhledy / Czech Military Review Nr. 1/2025, Vol. XXXIV. (LXVI.): 104-119 | DOI: 10.3849/2336-2995.34.2025.01.104-119 This study explores the main challenges faced by leaders within the multinational military operations process. Based on the aspects addressed in the literature review, the questionnaire survey method will be applied to a representative sample of military personnel who had participated in various multinational activities, as tactical leaders. The findings reveal that the most significant challenges perceived by leaders include linguistic barriers, command and control (C2) issues, and differences in training, endowment, and doctrine, with planning identified as the most challenging operational phase. Statistical analysis further indicates that experienced leaders perceive these challenges more acutely, and the study outlines key solutions proposed by respondents, such as developing language skills, enhancing interoperability, and fostering adaptability as essential traits for overcoming difficulties in multinational military operations. |

(LXII.): 168-183 The article is a creative elaboration and proposal for optimization of selected activities of the human resources management process in the Ministry of Defense, which have a fundamental influence on achieving the set goals of personnel policy of the Ministry of Defense. The article builds on the analysis of the "status quo" of the human resource management in the Ministry of Defense, carried out with the help of dimensional and stakeholder analysis, sector analysis PESTLE-M, and questionnaire survey with a sample of officers (students of career courses KVD and KGŠ). It also uses the results of capability-based scenario, on which a prediction of the future needs of personnel and financial resources is calculated and demonstrated. For selected activities of the human resources management process their possible content is discussed, as well as the effects (or the necessity to set them accordingly) of internal and external process controllers. |

(L.): 12-18 As we look at some organization as the system of mutually tied and connected processes, se can see that every process is specifically defined. Then key processes constitute the mission of organization (the very core of its existence), which are further divided into several sub-processes, i.e. risk management is subdivided into: establishing the context, risk identification (risk sources), risk analysis, risk evaluation, risk management and risk management re-evaluation (its effectiveness), compiled by the so-called stockholders. Enumerating various risks, the authors conclude that state administration is influenced by two categories of risks: from outside and inside. They have impact both on strategical level and operational one. At the same time, most of elements of organization (employees, material, activities) can present assets, on the other side might present inner risks. |

(LVIII.): 137-149 The paper deals with the Czech artillery application equipment for enabling more efficient execution of classical ways of some measures in case of malfunction of the field artillery automated fire control system. The first part of the paper includes an analysis of Czech artillery current software and the introduction of two developed software. This two developed software are under finishing works and they should partly eliminate the poor Czech artillery software equipment. On the basis of the synthesis of author's experiences followed from the development of two new programs PVNPG-14 and ArtyCalc there are defined key principles in the paper, that should be applied in the future development of new software for the Czech artillery. |

The first part describes the tools and methods of analysis for processing this information. The second part provides practical examples of this information support. On the basis of analytical studies the status of staff is presented in 2015 and 2016, supplemented by comments from the author, indicating possible ways of presenting and using this information in Human Resource Management. The author of the article, which presents the results of the long-standing experience of the creator of the information management support system, concludes that the data generated by this system could lead the adoption of a number of fundamental strategic decisions. |

The possibilities regarding the implementation of MASA SWORD simulation software are demonstrated on specific data from the Engineer Support Management Course, with overlapping applications to other specialized military troops. Three scenarios were used for the simulations, which were practiced and verified during the course’s exercise. Each scenario was evaluated in silico within the simulation environment, incorporating analytical and graphical outputs. Utilizing the MASA SWORD analytical module, each scenario underwent comparative analysis using statistical tests to assess the fulfilment or failure of the assigned task. The findings emphasize the promising role of constructive simulation in enhancing military personnel training and planning process on tactical level. |

Just as a newly implemented process to an organization is not always perfect and needs to be constantly improved. Consequently, the project management implemented in the organization needs to be improved. The article presents the main problems identified by the members of the project management courses, which took place at the University of Defense in Brno in period 2011 - 2018. The authors of the article, based on the analysis of the findings, concluded that problems identified in the Ministry of Defence of the Czech Republic are solvable and present possible approaches to the solution. |

The article describes the results of research aimed at innovating manual (alternative) methods of determining the firing data so that they are applicable on the contemporary battlefield and are compatible with the nature of the data used by artillery within the NATO. The issue of the article is aimed primarily at determining the firing data by the use of meteorological techniques, while presenting the outputs of a comparative analysis of procedures used in the czech artillery with the procedures applied by the US army. The main contribution of the article is a critical evaluation of the approaches of both armies and a proposal for innovation of existing procedures so that the most beneficial requirements are applied and negatives are eliminated. |

(LVII.): 46-60 | DOI: 10.3849/2336-2995.25.2016.03.046-060 The Lessons Learned from the military operations and exercises as a system and process was introduced to the Czech Armed Forces in 2004. Since this time, it become a standard component of command and control, and one of the tools that generates impulses on the development of capability of the units and staffs, at all levels. The article discusses not only the achievements but focusing on the barriers that hinder effective development system and the lessons learned process. In the first part of the article, this loosely follows the article, published in issue 1/2015 magazine Vojenské rozhledy - Czech Military Rewiev, the authors focused on the basic principles of the process. The focus of the article is to analyse the current state of the lessons learned process with result, that one of the main problems is the misunderstanding of the process by some commanders and also analysis of the lessons identified on the strategic level. At the end of the text, the authors presented recommendations on how to overcome the identified barriers and ensure the further optimization of the process. |

Using the discussed tools enables the planners to run risk assessment that sets preconditions for prioritizing the Force Development Options (FDOs) and for minimizing the impact of capability gaps on conduct of future operations. The ORAMF and the application of the given protocol for writing risks are some of the building blocks of the defense planning process, offering a toolset for reinforcement of the defense planning of the Czech Republic. |

(LXIII.): 41-62 | DOI: 10.3849/2336-2995.31.2022.03.041-062 The US military presence in Afghanistan has been the subject of retrospective analyzes that facilitated the identification and learning of important lessons for future military actions. This article analyses, through the case study method, the way defense resources were managed from a sustainable development perspective, focusing on the durable effects of the main projects aimed at ensuring this country's initial steps towards a sustainable development destination. As a result, this study points to the positive potential that the military instrument could have in a country's efforts to achieve sustainable development goals, highlighting the way that unsustainable management practices can compromise or even nullify the progress in this area. Consequently, the main product of this research is a model of unsustainable use of defense resources that decision makers should know and avoid in the future, to obtain long-term beneficial results. |
Institutionalisation of the Analytical Support Function to Ensure Credibility of Defence Management - Canada, Norway, Sweden and NATO Case StudyReviewed - ReviewJosef ProcházkaVojenské rozhledy / Czech Military Review Nr. (LVIII.): 3-22 | DOI: 10.3849/2336-2995.26.2017.05.003-022 The paper outlines several recommendations for strengthening the institutional framework of the analytical support function for credible defence management. Recommendations are drawn based on the outcome of the institutional research project named Strategic Alternatives conducted by the Centre for Security and Military Strategic Studies of University of Defence (CSMSS). The multi-objective research focuses on organisational arrangement of the analytical support function within the overall ministry of defence organisational architecture of several countries (Canada, Norway, Sweden) as well as the NATO structure and management (in this case, the main focus embraces the analytical support to defence planning). Analytical support to defence decision making process in these countries enjoys a long-term tradition which goes back to the period of WWII. The way the analytical function is understood is highly relevant also for the enhancement of credible defence management in the Czech Republic and its Ministry of Defence. |

Modernization of the army is one of the basic building blocks needed to achieve the goals set by the state's security strategies. A comprehensive approach is necessary to perform many consecutive activities, such as project management, risk management, and others. To streamline the processes needed for the preparation and planning of development projects, the Czech Armed Forces issued a methodology to create an implementation plan for the acquisition of new military equipment in 2021. The purpose of this article is to present the results of the analysis of experience with its annual use in practice. |

The article presents partial findings of the substudy focused at proper use of management methods to execute primary data collection and to construct complete problem formulation for both preparation and implementation of Career Order as a part of human resources management in the Ministry of Defense. There is summary of methods and tools used for problems formulation in the first part, the second part shows how these methods are applied in practice. Based on results, the conclusion is then formulated depicting the primary problem of preparation and implementation of the career system. |

The main purpose of the article is to familiarize the readers with the proposal of the recommendations for implementing an integrated approach to defining the competencies needed for military personnel within the Ministry of Defense of the Czech Republic. On the basis of the analysis of the national strategic documents, analysis of the system of management of educational and training activities and evaluation of the current competency model for the members of the Czech Armed Forces, the recommendations were drawn up to introduce a conceptual approach to defining the competencies for military personnel. This set of proposed measures provides a baseline for applying the competency model as a human resource management tool. |

(LXV.): 97-115 | DOI: 10.3849/2336-2995.33.2024.02.097-115 The process of procuring military equipment, technology, material, and associated services (VM) is frequently shrouded in concerns about cost-effectiveness and, in some instances, even becomes the focus of law enforcement investigations. This often leads to delays in strategic investments and exposes involved individuals to the risk of criminal charges. Additionally, there is a notable lack of capacity to impartially evaluate the overall investment's efficacy. Consequently, the "Znalec" (Expert Witness) project was initiated as a part of the defense research program. Its objective is to explore the feasibility of establishing an expert institute that could impartially assess the value of the military procurements, set a standard for evaluating these assets, and outline a training program for relevant experts. This paper specifically addresses the first objective of the project, proposing a legal framework for the expert institute based on an extensive systems analysis. |

Crowdsourcing as an Element of Strategic-Operational Intelligence. Crowdsourcing of the civilian population is introduced by the example of NATO intervention during the first civil war in Libya. The article presents its use during the intelligence process at the strategic-operational level of command and control of the armed forces. It establishes its possible definition as a collection method of the intelligence process, and as a collection method which is disjunctively separable from similar intelligence collection methods. |

(LXV.): 127-144 | DOI: 10.3849/2336-2995.33.2024.01.127-144 The article presents more than ten years of experience in testing the abilities of pilots during flight control on flight simulators. A hypothesis is stated about the possibilities of finding common features in flight control, the basic mathematical apparatus for evaluation is presented, the flight simulators used and, of course, the achieved results are presented. 110 pilots have already been tested and a total of 2360 missions - test flights - have been simulated. Subsequent mathematical analysis provided approximately 40,000 results suitable for further statistical processing. This amount of data obtained from realistically simulated flights provides a prerequisite for defining applicable conclusions to the proposed mortgages. For the needs of subsequent certification, a proposal for the pile measurement methodology was also prepared, which summarizes both the theoretical approach to pile testing and the procedure for carrying out tests on individual simulators. Part of the proposed methodology includes an overview of the software created to facilitate the recording of data from individual missions, as well as software for own analysis of the measured data from the missions. |

(LX.): 20-37 | DOI: 10.3849/2336-2995.28.2019.02.020-037 The article offers for expert discussion research outcomes assessing commanders´ development in the area of leadership for assignments in defense organization. It also evaluates the level of utilization of gained competencies while managing these organizations. Research was conducted from 2017 to 2019 and embraced predominantly surveys among participants of career courses provided by the Centre for Security and Military Strategic Studies of Defense University in the life-long education program. Research outcomes proved limited level of understanding and implementation of leadership theoretical framework in daily business. Additionally, it shows that the implementation of verified leadership processes and principles by middle- and higher-military management fluctuates about the average level. Furthermore, it figured out an insufficient application of all available instruments for people motivation and support including the approach "leading by example". Finally, it outlined several recommendations for the reinforcement of military personal preparation in the area of leadership for the successful conduct of middle- and higher-managerial position in military organizations. The first and at the same time the most significant step is the recommendation for implementing leadership areas into the Ministry of Defense conceptual documents in the form of vision, strategy and systemic measures. |

The article describes the current state of evidence of artillery ammunition ballistic characteristics, presents possible approaches to the concept of evidence of artillery ammunition ballistic characteristics using barcodes, defines the framework requirements for the automation of this part of artillery fire ballistics preparation, describes the determination of the distance individual corrections resulting from the artillery ammunition ballistic characteristics and states possible ways to automated processing overview of artillery ammunition carried by the conveyors of missiles and cartridges. |

(LIX.): 3-18 | DOI: 10.3849/2336-2995.27.2018.02.03-18 Since the 1st release of an internal ministerial norm guiding planning processes of activities and development within the Czech Ministry of Defence (MOD) presuming existence of Capability Planning Methodology, this document has not been established. This article offers selected theoretical starting points and, on their basis, it outlines possible a ministerial process tree focused on the capability process as a ground for its definition within Czech MOD conditions. Further in a framework of an added value model proposes possible internal structure of above mentioned process down to sub-processes level with justification of their purpose and mutual links. Formulating mentioned attributes of the capability planning process this article makes a contribution to set up this process within the Czech MOD. |
