Utilization of Scenarios for the Operational Concepts Development

The paper deals with the issue of the purpose, creation and practical use of scenarios during operational concepts development. The scenar- ios reflect the fundamental characteristics of the environment in which the military missions will be conducted in the next 15-20 years. The paper defines the type of scenarios useful for creation of operational concepts and requirements that must be met for a successful process of scenarios development. Further, it describes the process of scenarios development, the main risks associated with this process while suggesting the possibility of reducing the rate of those risks.

One of the objectives of the project for organization development titled "Trends in development the Armed Forces of Czech Republic in relation to the development of the security environment", is to identify trends in career management and life-long education in the MoD. The article presents partial findings of the substudy focused at proper use of management methods to execute primary data collection and to construct complete problem formulation for both preparation and implementation of Career Order as a part of human resources management in the Ministry of Defense. There is summary of methods and tools used for problems formulation in the first part, the second part shows how these methods are applied in practice. Based on results, the conclusion is then formulated depicting the primary problem of preparation and implementation of the career system.

This article aims to reflect a digression into the history of selected strategic documents, which processed the Ministry of Defence or was in the processing involved - in connection to the planning of acquisitions. The ambition of the article is not a comprehensive evaluation process, but only the selected aspects. After many years of decreasing Czech defence budget, is here the opposite situation. In connection with the new situation it is necessary to rethink the current approach to this topic; to ensure maximal security of the Czech Republic and in a figurative sense NATO and the European Union also. The fact, that the Czech strategy document was among the best in the EU, does not mean that defence spending is automatically efficient.

The aim of the article is to bring inspiration and offer needed recommendations for implementing the scenarios in the defence planning process. The article addresses purpose, development and practical application of scenarios in a national defence planning process, utilizing capability based planning (National Capability Based Defence Planning - NCBDP). During the planning scenarios are used for identification and verification of capability requirements. Scenarios depict main features of the environment in which the armed forces will be employed to execute military missions. Scenarios reflect as well operational concepts in a sense of doctrinal use of armed forces. Furthermore, they offer a possibility to identify and quantify required capabilities in a volatile, difficult to predict, complex, permanently and dynamically changing environment, and reduce level of uncertainty and associated risks. In this regard, scenarios are significant analytical and supporting tool of defence planning with high value added. Correct application of scenarios allows defining a set of required capabilities necessary for success in potential future conflicts. Scenarios enable long-term planning of capabilities development and optimisation as a platform for qualified and well informed decisions at the MoD level on the armed forces character, structure and size with regard to the ambitions and international commitments of the country. In the conclusion the article brings recommendations for the defence planning process improvement by exploiting capability based planning and scenarios. Recommendations provided in the article include doctrinal changes, organizational changes within MoD and General staff, recommendations for updating the education plans for military personnel, recommendations for optimization of the defence planning process as well as for necessary changes in the approach of the defence managers and military leaders to the described method.

Following article deals with the Kurdish diaspora in Middle-Europe at the background of current conflict with so called Islamic State. Kurds are one of the main actors of this strong regional conflict and their diaspora in Germany and Austria are forced to react to such a situation. The text is focused not only on actual situation in Syria and Iraq, but mainly on Kurdish reaction towards it. Not only for Czech reader there is interesting part dealing with Kurdish community in Czech Republic, although this diaspora is not as numerous and strong as in Germany or Austria. One of the important outcomes of the article is an attempt to predict future scenarios of Kurds situation development. But it is necessary to mention the high dynamics of conflict with Islamic State complicates any such an attempt of prediction.

The primary mission of commanders and staffs is a skillful realization of all measures related to preparation, planning, conduct and control of military operations. Ability to implement these measures originates from their professional knowledge of the theory of operational art and capability to execute it in practice. Based on a feedback from the courses participants, the authors of the article propose a set of measures which may contribute not only to improvement of the level of knowledge, skills and competences of military personal, but also to increase interest in the overall development of operational art in the Czech Armed Forces.

Optimization Dislocation of Accoutrements Military Distribution Points in the Czech Armed Forces

The article presents four possible dislocation options of military distribution points of accoutrements in the sector of Czech Armed Forces. The article assesses the impact of those options on the driving distance, total operation costs and the value of the stocks staff uniform shirts for men. There is defined simplified model and the calculation is used localization task on the base of these parameters. Analysis of the various options and their subsequent comparison is proposed optimal dislocation distribution points. In calculation the distance value will be determined based on knowledge of the coordinates of the localized objects. The final section is using a multi-criteria evaluation of alternatives selected the most appropriate option for distribution point of military accoutrements.

The article brings results of the analysis of 14 national documents and 14 Czech Ministry of Defence internal documents. Document analysis showed the lack of traceability and verifiability of the methods, and that the methods of strategic analysis were usually used incorrectly, or incompletely. A proposal that can improve the situation is following: creation of a repository of processed strategic information, and the establishment of a specialized department, which will deal with the processing of strategic information and data, and will also create conditions for the creation of institutional knowledge. Another part of the proposed solution is also the inclusion of the topic of aggregating and processing complex analyses into the education system for all the staff presumed in participation in the strategic planning.

There is currently about 1 500 Moroccan citizens fighting for the so-called Daech in Syria and Iraq; that makes the North African monarchy one of the main countries which export radical islam djihadists and supporters abroad to the war-beaten Syrian-Iraqi region. Until 2014 Moroccan officials let them leave the country almost freely, to be precise, they didn´t prevent them from travelling to Syria, Iraq and other proxy war destinations. That´s how have the Moroccan fighters joined the Daech rows fighting in the beginning against the Syrian president Asad. But it seems now that the situation has rapidly changed: the Kingdom of Morocco is currently fighting and closely monitoring its own foreign fighters who are coming back home. Especially such eventual threat is pushing the country for creating a new national security strategy related to this risky minority, which needs to be integrated back to the Moroccan society.

The Directed energy weapons use highly focused energy to damage targets. These weapons use electromagnetic radiation, sound, or subatomic particles. This article aims mainly presentation of information on the current situation in the field of directed electromagnetic weapons that use pulsed electromagnetic field in the range of radio waves and microwaves band. These technologies are used for disruption or destruction of electronic and electrical circuits of the enemy equipment. This makes it possible to neutralize or completely destroy the operation of information, communication, management, control, firing and other electronic devices.

The article deals with experience in closure of military bases in foreign operations. It follows in article Life cycle of military bases in foreign operations, published in Vojenské rozhledy Nr. 4/2009. The text of article presents current knowledge about the life cycle of military bases and general principles from the perspective of the latest NATO Handbook. The theoretical part of the article introduces weighting method of decision analysis, which compares current ways for the field bases closure. Authors describe findings from base closure Šajkovac that significantly influenced removal activities.

This paper aims to enrich professional discussion on future shape of the Armed Forces of the Czech Republic (AFCR) and is linked to the preceding research and publishing activities of members of the Centre for Security and Military Strategic Studies (CBVSS) at the University of Defence. In its first part, it performs a historical tour to the year 2012 and highlights the reasons that the former leadership of the ACR led to the start of construction work on the concept of AFCR (KVAČR). Briefly describes the interconnection and the hierarchy of individual conceptual and strategic documents, the procedure works on them and summarizes the arguments supporting the need of KVAČR as such. The next section brings potential methodological approaches to the preparation of this document, using the method of the "9S", including practical examples, it renumbers basic strategic assumptions and priorities in various stages, bordered by years 2020 and 2025 as a prerequisite for formulating strategies for achieving this specific goal. Within the document, there is a short excursion into the field of long-term planning for major areas of skills, using their description of DOTMLPFI functional areas, including an example of using this methodology in project preparation of program funding. The recommendations formulated in the article are based on the authors' best experiences with the preparation of documents of a similar type in the years 2003-2013, the recommendations of experts from the broader security community of the Czech Republic, and recommendations of the Alliance. As such, it has been passed to the KVAČR processors at level of the General Staff of AFCR over the years 2013-2014.

After several years of reducing of the Czech defence budget there is a reversal and the Czech MoD begins to manage the increased budget especially for Czech Armed Forces capability development. The Czech Armed Forces is for many years actively involved in the process sharing multi-national capabilities of NATO. Among the former activities such as Smart Defence and Connected Forces Initiative, is also initiative Framework Nations Concept. This article analyzes the overall framework of this initiative, direction and development of this concept.

Operational Adaptability and Human Dimension of the Armed Conflict

The article discusses the operational adaptability, which will be needed, in accordance with US, in future armed conflicts. The capability of operational adaptability has a significant impact particularly on the operations of land forces, which are still considered as a paramount military power. One of the prerequisites for achieving operational adaptability is effective influencing the dynamics of the human environment in armed conflict. Current development and emphasizing technology over the course of armed conflict detached too fare the War from its intangible political, cultural and psychological context. Human, psychological, political and cultural dimensions of armed conflict create a lot of uncertainty, which land forces should deal with in the future military operations. A partial solution applicable for Czech Armed Forces also outlines this article.

Financial Planning of Maintenance of Buildings

Currently the Army of the Czech Republic does not have any rules in determining the amount of funds for building maintenance. The maintenance is carried out irregularly and often does not solve keeping the functionality of the basic elements of the building (roof, statics, windows, sewerage, electrical wiring). Every building which is in use has to be kept in good technical condition. Only in such properties, the user can perform tasks for the security of defence of the Czech Republic properly. In terms of these facts a work target was set to create a simple method of a long term maintenance financial plan of premises owned by the Army of the Czech Republic. The crucial part of leading to the fulfilment of the objective was to create an experimental maintenance financial plan of selected premises.

This text focuses on process of armament policy of the Armed Forces of Georgia and how it was influenced by country's effort to join NATO. Authors argue that Georgia's proclaimed pro-western ambitions should have also been reflected in the process of materiel procurement. Authors investigate the time period from 2003 to 2008 when growing military expenditures reached it's top. Text shows that only few major acquisitions in that period were focused on western military equipment and that Georgia's military acquisitions did not reflect countrys inclination towards west and NATO.

The article is based on the positions of neo-realism, namely in the works by S. Walt and J. Mearsheimer. It characterizes the key actors of the war in Ukraine, which is a result of a long-term geopolitical competition between the USA and RF in the Black Sea region. The NATO enlargement in the area is classified as a non-coercive Expansion by Invitation (articulated by the elites of the former member states of the USSR and Warsaw Pact), which has provoked growing irritation of Russian political and military elites and the following hybrid war with dramatic international consequences. Last but not least, the article analyses military incidents and resulting security threats and challenges.

The article is aimed on the identification of the tools of the international security organisations (NATO, European Union, Organisation for security and Cooperation in Europe) for de-escalation and resolution of the violent conflict in Ukraine. It is based on the liberal institucionalism. It characterizes and systematises tools and divides it into "soft power" and "hard power" tools. It is analysed the possibility of the use of armed forces as a coercive tool or in peacekeeping or monitoring missions. The NATO and the EU became involved in coercive diplomacy, the OSCE as a "soft power" becomes involved in mediation of the conflict in eastern Ukraine and dispatched long time missions. All three analysed organisations used the tools without placing of armed forces.

This article focuses on answering the question to what extent did the German foreign and security policy change, based on the ISAF mission in Afghanistan, especially when it comes to military deployment abroad. The author identifies and analyses the consequences associated with the German experience in Afghanistan and their influence on the current and future deployment of German armed forces abroad. The attention is given to the German strategic culture of "civilian power" and the question, if Germany still fulfills the attributes connected with this theoretical concept. The author verifies this assumption by means of the role theory concept, which helps to understand the behavior of Germany on the international level.

University of Defence, in coop. with General Staff of Czech Armed Forces, declares accreditation of new study programme. Its aim to prepare a universally educated officer with appropriate professional and language skills emphasizing the employability within his or her professional career. This new study programme emphasizes the military character of education and the ability to respond flexibly to the needs of the Army of the Czech Republic. Soft managerial skills of a commander, as far as people leadership is concerned, are also supported significantly. The aim of the article is to show the current effort of the Faculty of Military Leadership at the University of Defence to optimize the university education of a future commander­manager.

The process of the Lessons Learned in the Czech Armed Forces is not ideal for several reasons. One of them is the underestimation of the process by top management. Another one is the low level of awareness of the process, institutions, possibilities and importance of the Lessons Learned Process as a whole. The aim of this article is to clarify the Lessons Learned Process as a tool to support the organization. The first part of the article deals with the process of the Lessons Learned in the Czech Armed Forces including terminology. The second part of the article describes the factual implementation of the Lessons Learned in the Czech Armed Forces. It points out achievements as well as drawbacks during its implementation. In addition to that, it introduces the current Czech military publications dealing with this topic. The conclusion presents the description of some suggestions and recommendations for further development of this process.

During the Arab Spring Revolution, when the protests against the Syrian government began in 2011, Russia was one of the strongest backers of President Bashar al-Assad's regime, backing its right to use force if necessary to prevent or put down an uprising. Currently, the Russian Federation is the power which has most prominently provided a diplomaticshieldforthe Syrian state and bolstered it witharms supplies, although Moscow talks about the need to "balance" between the warring parties in Syria. The main aim of this paper is to analyze the motives of the foreign and security policy of the Russian Federation in support of Syrian President BasharAssad in the background of Russian interests and influence of norms. At the theoretical level, the paper builds upon a combination of conventional constructivism and rationalism approaches, which in relation to the motives of Russian protection and defense of the ruling regime in Syria reflects a number of fundamental knowledge.

The lecture discusses the possible forms and methods for further development of Population protection, focusing on implementation of measures to protect the population at higher crisis status. The aim of the lecture is to analyze possible priorities, resources, and procedures for population protection in serious and large-scale crisis situations using all available forces and capabilities of the State and citizens. The work also deals with the possibility of more effective measures of population protection during announcement of higher crisis status generating additional forces and means and methods for the management of these measures. The aim of the work is among other things to point out the fact that the measures of population protection must be prepared in perspective and comprehensive and must reflect the potential risks, including the large scale crisis, which may be occur in the territory.

Some Difficulties of Correlation between Strategy and Operational Art

The article deals with correlation of strategy and operational art. The aim of the article is to point on deficit of relationship between political decision-making and military planning. The first part of the article simply introduces doctrinal tools of operational art, applicable at both the operational and strategic level. The second part refers to the fact that application of some standard elements of operational art in terms of overall strategic framework loses partly importance because of their use in the context of unconventional conflict has been less appropriate. The third part deals with criticism of the mutual undesirable separation of politicians and military professionals involved in operations planning. Conclusion of the article offers possible solutions of this deficit.

The article aims at highlighting the dangers of long underestimating the need to permanently improve the defense capabilities to deal with current and future security threats. Authors suggest propositions on where to direct the efforts to improve the competence of the Defense to meet the Act Of Defense Requirements. The first part of the article describes, after brief analysis, the options of collective defense and explains the need to solve demanding tasks on own territory under national responsibility in parallel. The second part of the article describes the main thoughts of the theory of "territorial defense", which is missing in current Doctrine of the Armed Forces of the Czech Republic. Theory of territorial defense makes a foundation, upon which the preparedness of the Armed forces of the Czech Republic should be built. In the third part of the article the authors discuss the alternative of implementing the collective defense principle by building multinational joint forces, independent of national armed forces, in transnational responsibility of the coalition of member states, dedicated to the territorial defense of member states and to crisis response expeditionary operations.
