In conclusion of article in Military Review No 3, 2011, the authors gave notice about a sequel to this article. Today they describe military deception form another point of vies. They depict the creation of false picture, deception in the frame of operational planning. The authors accentuate that not only Asian countries, but also western ones look back to classical works on military art, e.g. Sun Tzu, The Art of War (around 2,000 years ago). Sun Tzu's philosophy recommended a strategic method to win that rarely required actual war. Spies, diplomats, deception, and a correctly organised internal structure were his main tools. If it came to war, he recommended among others to use detailed and elaborated military deception.

Topical problems of insufficient military budget, limited means are a drive force for searching unoccupied financial means to saturate set goals and ensure their unbiased reallocation and rational exploitation. The necessary prerequisite is control implementation and managerial accounting. This ought to create primary predispositions for introducing managerial accounting system, which would be oriented not towards financial, and property operations, but towards effective economy. The article describes phenomena tied with an army unit, together with the position of its commander in the process of gradual implementation of integrated informational system of state treasury, which is most manifested in the field of planning, budgeting and accounting.

Crime prevention belongs among main and long-term tasks in work with personnel in the MoD Sector. It is organized at three levels: interagency, departmental and local. It is concentrated at decreasing risk factors that usually contribute to criminal behaviour. In the near future, when organizational structure of MoD will be optimalized, current valid documents dealing with crime prevention are going to be reassessed, so they could meet new requirements of command and control system. They will be more directed to problems of extremism, property-related crimes, alcohol addiction, drug and non-drug abuse.

Studies of the importance of culture have gained greater attention in the post-Cold War era. In present world, there are many fenomena that can't be explained in terms of neorealism. There is the consensus in national security policy studies that culture may significantly affect grand strategy and state behaviour. It limits behavioural choices, from which we could derive predictions about our strategic choice. This study is based among others upon Johnston's strategic culture concept related to three generations. The study is divided into five parts: at first the author introduces general concept of strategic culture, the second, third and fourth parts correspond to individual generations. In closing part the author explains his own understanding to this concept.

The conversion of military ranks poses an enormous difficulty due to great differences in hierarchical structures between different national armies. This article written by the Director of Defence Language Institute Vyškov will give a short overview of most common troubles. The problem here is that national armies mostly represent national cultures as well. Translations of titles of high-rank military personnel are not too complicated. More problematic is finding equivalents for less-known, more specific ranks or those of other national Armed Forces. NATO has agreed upon a common standard for their translation, the norm STANAG 2116, based on NATO codes representing levels of ranks according to their duties, responsibilities, and career requirements.

The article shows that Czech armed forces are supposed to develop planning mechanism according to the Alliance Comprehensive Operations Planning Directive (COPD) to be fully interoperable in operation planning process (OPP), namely in field operations planning in the framework of the multinational missions abroad. However, some problems persist at the operational level of crisis management, such as institutional arrangements for planning and commanding crisis operations, procedures pertaining to force generation, synchronization and activities coordination. The Czech Army Operational Planning Doctrine is still being developed. The purpose of this article is to inform on current state of affairs in operational planning with subsequent consequences to the results and reform recommendations by the White Paper on Defence.

The invariable and constant task of logistics planners is the most effective utilization of sources. One of the methods incorporates NAMSA agency into operational and logistics planning. The NAMSA is regarded as a very effective provider of services covering the whole area of logistics. It is estimated that in the near future the agency will conduct logistics support to Alliance member nations. In 2020 the NAMSA will make use of energy and fuel mainly from sources friendly to our environment, therefore employing NAMSA agency for our army will be both economical and environmental.

Understanding the importance and role of present-day operational art is not always a matter of knowledge of relevant doctrinal publications or the use of experiences from military operations. Number of aspects of operational art had their roots deep in the history of warfare. Many of them are unknown or forgotten. This article aims to give the reader some basic information about the context that led to the awareness of the need of operational art and finally to real fulfilling the imaginary gap between strategy and tactics, which was the place for operational art. The article briefly describes the background of the emergence of operational art and the approach of two basic schools of military theory: Soviet and German that were crucial to its development.

The overall purpose of this paper is to describe the way the Alliance and the also the Czech Army is going to apply the leverage of powers while conducting operations in the future. The article shows in details that the relative combat power analysis requires an assessment of factors either directly or indirectly affecting the potential outcome of the operation. In order to improve military knowledge and operational thinking within the Czech Army it is recommended to improve the quality of officers' military training and personnel preparation in accordance with Czech MoD White Paper on Defence. The primary purpose of this research was to determine the successfulness in language examinations set by STANAG 6001 among future servicemen and prospective officer candidates. In comparison with 2006 their common knowledge was significantly higher. The authors assume they acquire better English capabilities as a result of participation in foreign study projects and increasing level of schools. The results are presented in several tablets and graphs.

The concept ought to be extending over a relatively long time, well elaborated and coherent. The readers have a chance to familiarise themselves with results from sociological inquiry, being done at the end of 2010, and with several acts tied with civil emergency preparation.

Dietary habits and nutritional conditions are closely tied. They were measured and tested during academic semester, namely in time of examination. Results reached were analyzed. Statistics proved our assumption that during the exam period this study burden deeply influenced overall nutritional state by anthropometrical indicators in male clusters; with 95% rate probability it influenced body mass, body fat and the percentage of water in a body. Zero hypothesis was confirmed as far as muscle material was evaluated.

The purpose of this article is to inform on elements of military deception in NATO armies and overarching principles that make military deception successful. Deception Planning is an iterative process that should be considered as an inextricable part of the operational planning. The knowledge in the field of military deception in the Czech military is low; no operational deception plan has been prepared for foreign operations or any military exercise. Deception is widely appreciated as a powerful instrument of military operations, yet it is surprisingly neglected by both the Czech Army and Military Educational System. The author tries to encourage officers and members of higher staffs to study this subject.

The White Paper on Defence is a frame document that only points out main directions of military activities that further must be worked up in detail at all levels of defence department. This study presents all possible themes in the field of public procurements. As he set principles in the Whiter Paper correspond to those set in governmental document Public Procurements, it depends only on MoD experts to what measure they meet governmental requirements and implement them into drafted concept materials, incorporating rules for placing, assignment, rating, examination and audit.

This article describes the question of CBRN and their possible abuses in civil aviation. The problem includes security analysis identified by the Civil Aviation as the most significant class of this group-biological agents. The authors pay them special attention. The second part of paper contains model situation in case of emergency: virus variola (smallpox) attack in a terminal of medium-size international airport. Depending on the detailed properties of virus, transport hub and afflicted area, there are two versions of attack- for summer and winter timetable, according to expected progress of virus extension, and follow-up arrangements.

With regard to changing external and internal surroundings of MoD and the creation and transfer of IT knowledge, it is necessary in practice to implementimprovements in logistics database and functionality of the so-called Logistics Information System MoD, during the whole cycle of managing, i.e. in the in the areas of sequential management and continuous management functions, depicted in this article. The paper presents results gained from a survey about the knowledge of logistics study models, academic and science projects, in Logistics Department of University of Defence Brno. This year, the Hlávka Economy Institute published a book "Professional Army in the Czech Republic: First Five Years", by Bohuslav Pernica. It is a study dealing with first five years in which the Czech Republic transformed its forces from a conscription army to all-volunteer one. The author sees the necessity to go professional in context of changed global surrounding after the end of Cold War. The subject is treated mainly from economy point of view. He pays attention to three important issues related to this transformation: recruitment /retention, training /education, and substandard soldier's pay, which is one of roots of low service competitiveness on civil labour market.

During the past twenty years there have been many substantional changes in the field of language preparation. As more and more military professional take part in military missions abroad, we lay emphasis on language drills, so that military professionals could communicate with members of other armies. For teachers at the Centre of Language Preparation this situation constitutes necessity to find out new ways how to language schooling do more and more effective, how to motive students and learners. The article is accompanied by chart with the appraisal of language skills.

The recent public poll "Transatlantic Trends" indicates descending popularity of NATO among new member nations. The author (among others, the former deputy to the Slovakian National Assembly and the Council of Europe) calls upon discussion on this topic. He reminds that the primary purpose of the so-called Visegrad Group (V4-the Czech Republic, Hungary, Poland, Slovakia) was to join the North Atlantic Treaty Organization. He offers his views on such a diverse and stimulating array of Euro-Atlantic defence and security related issues, related to the building of new European security architecture. We must bear in mind that no one can expect any single nation, even including the only remaining world superpower, to address all the diverse and transnational risks of the 21st century alone. Therefore, the EU/ V4 need to keep ties with NATO as NATO links US global power to the regional capabilities of the European allies.

The paper offers new looks at the system of railroad reconstruction in crisis and emergency situations. It originates from The Operational Plan of State Territory Preparation that is implemented in harmony with The Plan of Technology Protection of Railroad. This article is a free sequel to information published in this Military Revue No. 4/2005 dealing with drafting the plan of railroad technology protection. The authors´ main purpose is to give readers basic knowledge on key changes in railroad security system and main security measurements till 2013. The protection system is intended to be more flexible and economic.

The NATO Washington Summit in 1999 discussed Defence Capability Initiatives to increase Alliance defence potential together with capacities for accelerated deployability and mobility of NATO forces. This fact was underlined during Prague Summit 2002. One of Prague Capabilities Commitments is the requirement of deployability and sustainability in operations. Among others, this requirement is met by Memorandum of Understanding and bilateral agreements. The Czech Republic is involved in activities of international organizations, enumerated in this article. We support a principle of specialization, the concentration to limited, part-time scale of transport capacities operating for Czech peacekeeping missions. Active participation in the Movement Coordination Centre Europe could be the leading pattern for synergic cooperation in the field of strategic transport.

The term of "growing complex of threats" covers higher and higher probability of concatenation of various intercommoned, mutually tied factors reflecting structured technological and informational reality of global society, making their solving by traditional means of security system extremely difficult. "Crisis situation" represents more general problem of natural disasters or technology breakdowns that are influencing one another, that cause great distress or destruction, in an unexpected manner, activating subsequent threats of so far unforeseen threats. For that reason we must adapt Czech security system to new liquid, instant and indivisible complex threats.

Supported by published materials and information (LaunchingEUBattleGroups, AsecureEuropeinabetterworld), the authors analyze and evaluate some of the processes in the field of preparation and forming international crisis management. Both NATO Lisbon strategy and the Programme Declaration of the Slovak Republic open new roles and missions of Slovak Army. The Slovak Army must fulfil those commitments even in limited source frame. It concentrates on new priorities: the army is trained and prepared for missions it is going to be deployed in. Last but not least, apart of traditional missions, .the forces will be developing even non-military capabilities useful for peace missions.

These kinds of attacks can be ranked among agroterrorism or food terrorism, whereas agroterrorists attack against cattle, farm crops or water resources; food terrorists attack against foodstuffs. This paper is intended to provide information about agroterrorism and food terrorism as possible forms of wilful violence. Food security became discussed issue especially after anthrax incidents in 2001. There are many authorities that deal with these issues, for example EU, NATO or World Health Organization.

The problem of obesity is most frequent metabolic disease rising from unhealthy life style of contemporary population. Cardiovascular and metabolic disorders are pressing even in the AČR, so the authors could describe monitoring the risk factors of non-infectious diseases of mass incidence and the implementation of preventive programme with excessive weight losses, using dietetic, psychological, movements and pharmacological approaches that offer real stimulant for decrease in overweight and obesity prevalence within the Czech Army and concurrently decrease in morbidity of Czech servicemen.

The problem of allocation of defence sources and their effective spending during recruiting is analyzed by means of modelling and simulation of economic indicators to support of decisional processes of defence planning and arising effectiveness of defence sources in Czech environment. The authors present an example that illustrates the monitoring costs in recruiting. At present, we have no accomplished internally tied system of economic indicators, the article therefore proposes such indicators which could describe continuance in recruiting process, by means of which we shall be able to calculate its financial costs.

The paper is devoted to the public legal nature of the service relationship and consequences that arise from this fact. It implies the non-existence of publicly available applicable theoretical apparatus (explicit paradigm), which would describe service legal relationships in context of stabilized principles of Czech judicature. It is the judicature from which this paper derives basic knowledge about the service procedural law and systematically connects them in a unified theory. As a result, it concludes that the service relationship, or the service law, is a special branch of the administration law. It points out the necessity of a discussion about procedural service law that is a source of most problems and misunderstandings.

The article continues explanation basic operational terms, familiarizes readers with true theoretical fundamentals of the key element of operational design - the decisive point. Basic doctrinal interpretations are described and explained. Its introduction and utilization is visible during the operational planning process and elaboration of operational design. The concept of decisive point has a close connection to the other concepts, namely lines of operations, the centre of gravity and the end state. The concept is further evolved via example of peace support military operation planning process. The Obama's security strategy relies heavily on diplomacy and engagement, economic development and other methods of influence, along with U.S. military capabilities with global reach and unsurpassed resources. As we face multiple threats, from nations, non-state actors and failed states, America will maintain the military superiority that has secured country, and underpinned global security, for decades. The security strategy is global, and identifies an array of real or potential security challenges that include: countering violent extremism and insurgency; stopping the spread of nuclear weapons and securing nuclear materials, resolving and preventing conflict; and reducing destabilizing risks to economic interdependence.
