When the Czech Republic joined NATO, some structural changes in the national security sector were expected. Actually, changes in national defence strategy were declared by national strategic documents, such as military and security strategies. In addition to it, since 2002 the Czech Republic has been taking part in Global War on Terrorism and, generally speaking, it implies higher expenditures spent on security purposes. Surprisingly, many things have remained the same. The strategic documents were mostly ignored, deep changes did not happen due to fiscal policy based on a traditional incremental budgeting. Proportions between expenditures for internal and external security were only fluctuating.

The thing that authors regard as most important and that needs attention before anything else is the modernization of logistics in the Czech armed forces, as well as within the whole Sector of Defence, as we are facing now the topical problem-decreasing amount of financial resources from defence budget. This decrease has been enforcing logistics to find new and non-traditional approaches and ways how to solve tasks related to material and technical support. This article is aimed at the description of undertaken measures in the performance of logistics tasks in 2011 and following years. The conception and vision of the Czech Armed Forces future, including its logistics, should be involved in the White Defence Paper. The specification of the targets and the abilities in bigger detail will is involved in the White Paper on Defence.

This article presents a letter of introduction for the book by the recent director of Brno Institute for Strategic Studies, Josef Janošec, "Security and Defence of the Czech Republic 2015-2025", composed together with other authors from this institute. This deed is even more rewarding owning to the fact that in our country we lack an advanced cultivation of military sciences. Since the beginning of our pre-war Republic, we've only taken over ready-made military doctrines: at first it was the French doctrine of defensive lines of fortresses and forts, after WWII it used to be the Soviet Offensive Doctrine. Only in 1968 there was an attempt to draw up Czech national military doctrine in the so-called Memorandum of Military Political Academy (a military school of university type), but after the invasion of Soviet Army in the same year all such efforts faded in vain. The theme of this study is a prognostic reply to the anticipated rise of mentioned two Asian powers from the point of international relations. Their growing power will precipitate consecutive results-the end of American leading role and coming multiple world. Will it produce world's stability or security threats? The author presents several scenarios. All take note of 9/11 attacks and a possible crash of two form of capitalism, democratic in the West and authoritarian in China and Russia. India has a special position. The economic success of those systems is a great chance for humane rights and civil liberties. World's dominance will be divided among the U.S., China, partly the EU, with strong position of regional powers, India, Japan, Indonesia, Iran, South African Union, Egypt, Brazil, Mexico and others. Russia will lose his superpower position, its internal economic and ethnical problems make it weak, and therefore Russia will attempt to form military coalition with China, which will lead to new world's bipolarity.

This article informs readers about basic ISO standards (International Organization for Standardization), series 9000, and about terminology f lowing from ČSN EN ISO 9000:2001 standards. Fundamental part of the report is a relevant Army of Czech Republic specifics analysis and model implementing proposals of quality management system into a command and control structure of the army. It is favourable for the forces to use above mentioned systems (norms, terminology), especially in logistics. It enables us to follow suppliers/contractors to guarantee the highest quality and effectivity of products and services bought for military. NATO uses among others norms AQAP (Allied Quality Assurance Publications) that were introduced even in our country. Processes are identified in a way broader then in terms of mere ?quality?. Excellence model under EFQM (European Fund For Quality Management) is a voluntary system that can be used for the effective building of a ?small? army, reduced in size, structure, and personnel, in accordance with the approved concept of rebuilding the Czech Army.

The overall purpose of this paper is to describe the way the Alliance and the also the Czech Army is going to apply the leverage of powers while conducting operations in the future. The article shows in details that the relative combat power analysis requires an assessment of factors either directly or indirectly affecting the potential outcome of the operation. In order to improve military knowledge and operational thinking within the Czech Army it is recommended to improve the quality of officers' military training and personnel preparation in accordance with Czech MoD White Paper on Defence. On April 1, 2001, a new management regulation of Czech Defence Ministry came into force. The previous one was in existence for more than twenty years, it was known as the PT-1-1 (Těl-1-1), "Physical Preparation in the Czechoslovak People's Army". Approving this new management regulation was not easy. It was revamped many times; there were several experts' opinions contrary each other, the Czech legislation changed once or twice. The final product is a compromise, setting testing norms at a level of the year 2000 standards; PT preparations imitate mostly military exercises. This article familiarizes the readers of Military Review (Vojenské rozhledy) with the new norms of PT testing, standards, new PT tablets, and schemes.

Czech MoD has to be economical with resources provided from the state budget. The article deals with the distribution and structure of state budget in relation to MoD itemized summary of expected income and expenditures. The authoress discusses several patterns used in this field, e.g. costminimization analysis, or assessing the total amount of money allocated for a specific purpose during a specified period. She also points to several unintended mistakes done by MoD officials.

The author summarises most common and repeated mistakes of graduated officers after leaving military schools. Junior officers are practically in the same position as young manager in civil life, so we can find some analogies in civil managerial leadership. Civil manager face practically the same problems and situations. There are various mistakes that junior officers ought to be warned. Such educational instructions and leadership should be implemented into military schools' curricula. Backed by a vast amount of studied literature, the author offers his own solution. He makes use of five myths by Linda Hill, professor at Harvard Business School. The problem is to avoid extreme leadership styles: dictatorlike and benevolent ones.

The purpose of this article is to offer readers rather different look at the Czech Security system as that was presented in Vojenské rozhledy No 1, 2007, in an essay by dr. Rašek "Creation of the Foundations of Security Science", in which its author enumerates relevant institutions in Czech society, civilian or armed, involved in this complex security system. It is the definition of security that causes that Mr. Krulík adds other security elements and amends security system by references to basic law and legal norms that are in the background of this system. Even simple summary indicates that our security system is too complicated, tangled, without balance. It is a static picture of institutions, the validity of which could be proved only in practice. It is evident that security process should be more dynamic, as its suitability and effectiveness can be only proved face to face crisis situations. This problem is tied to the question of military expenses. Mr. Krulík hopes that further budget cuts in public sector will produce drawing up real concept of security system.

The article deals with some aspects of applied theory of operational art within the operations planning process. It discusses the area of operational design concepts and suggests possible ways of this theory application in the process of operational approach development. The described theory is a sequel to the article published in this Military Review No. 1/2014.

The article defines extremisms and terrorism as eventual destabilizing moments in society. The paper decomposes possible reasons and grounds of their manifestation, the authors point out that certain signs indicate the penetration of extremisms and terrorism into armed forces structures and civil service, by means of concrete persons. At the end they propose general rules and approaches to keep up this topical phenomenon of the present day.

In course of action, modern forces ought to be capable to safe living surroundings by the implementation of environmental protection into military planning and decision-making process. Traditionally it protects not only a location around military bases, training areas, but also in all operational area of deployed armed forces. This study therefore deals with methods of environmental protection and the so-called risk management to prevent damages that can't be remediated, both in the field of natural, cultural or historic sights and relicts.

Článek je shrnutím výsledků řešení projektu obranného výzkumu STRUKTURA: Tvorba modulárních struktur úkolových uskupení pro celé spektrum operací a jejich ověřování s využitím tvorby koncepcí a experimentování - CD&E. Je zaměřen na objasnění problematiky definování modulů jako základního prvku modularity a možné přístupy k výběru hodnocení a formování modulárních úkolových uskupení. Cílem článku je pojednat o možnostech tvorby úkolových uskupení a generování sil v podmínkách definovaných a popsaných scénářů. Hlavní části článku vymezují determinanty organizace modulárních struktur a jejich popis.

The article informs about methods and ways of maintenance and repairing military equipment, armament, materiel, for the duration of UN international missions. It depicts the whole system, including personnel duties during maintenance and recovery of materiel in the areas of United Nations peacekeeping operations. Further it explains some maintenance rules and activities done while scheduling the maintenance and repairing scheme, as well as contracted services.

The paper describes a design concept of a lightweight armoured vehicle set "S-LOV-CBRN". The equipment of this set allows its crew to carry out a safe reconnaissance activities in areas with unknown situation under chemical, biological and radiological risks (CBRN reconnaissance), as well as the risk of contact with armed opponents.

Operation Serval (French: Opération Serval) is an ongoing French military operation in the Republic of Mali, West Africa. The aim of the operation is to oust Islamic militants in the north of Mali, who had begun a push into the centre of Mali. Operation Serval follows the Security Council Resolution 2085 of 20 December 2012. The operation is named after the medium-sized African wildcat species Serval. The author analyzes historic and geopolitical context, including activities of AQMI terrorists. The Serval Operation is of dissymmetric character. At the rear of advancing French troops some groups of rebels and terrorist stayed to make acts of sabotage. According to the author it is necessary to prevent from long-term involving into the conflict, among others, as French territory or territories of other countries might become a target of terrorist attacks.

This paper refers about the threat of Islamic terrorism, its roots, motives, as well as its origins. Namely the author informs about the Jemaah Islamiyah, Islamic organization, which is less know in the Czech Republic. Indonesia has a larger Muslim population than any other country in the world, with approximately 202.9 million identified as Muslim (88,2 % of Indonesia´s population). It is generally regarded as a tolerant country, in which various religions living side by side without larger problems. Nevertheless even here the danger of violent Islamic terrorism has arisen. The theme is treated in a proper historical context, with regards to possible impacts on security situation in the world.

This article is primarily engaged in the analysis of existing situation in the area of securing outfit components and in the assessment of the level of support provided to women and men working in the Czech Army. It evaluates the current state of supplying the soldiers with all necessary outfits in compliance with the current legislation and the way of its actual implementation. It analyses the current legislation and the possibilities of distribution of uniforms to their end users. The assessment primarily addresses the fulfilment of objectives for which the distribution system of uniforms was established.

Recently the defence department has been meeting lower and lower money sources that could finally bring about lower salaries, reduction in numbers of servicemen, dozens of military units are dissolved. One of such economic measures are plans for dismantling the last Military Secondary School (MSS ) in the Czech Republic. Backed by the assessment of expenses or inputs and outputs, stated in several tablets, the authoresses evaluate the abolition of MSS from a long-term view as rather ineffective, in spite of some short-time savings.

The Russian armed forces are influenced by a new concept of possible armed conflict. At present, Russian forces are not preparing themselves to one massive conflict, as in the period of bi-polar world, but the main stress is put on power-projection, into the spheres of Russian interests, i. e. into post-soviet republics. The Russian armed forces ought to be able partake in three regional conflicts simultaneously. That's why organizational and technological changes are presently in motion. The acquisition of French first Mistral-class vessels is an organic part of this process. The theme is particularly topical in the context of the current Ukrainian crisis.

The paper presents reflections over the issue of armed forces capabilities. It is a phenomenon much discussed and written earlier, namely from the point of its building, estimation and development. Nevertheless the question is whether practical experiences are backed by theory fundamentals. Now we have a chance to introduce the live theory of quality management [1] into this specific and frequented military problem. The article is a polemic consideration over possibilities of introducing capabilities management into command and control capabilities system in armed forces.

The consequences of economic recession and their impact on national defence budgets can indeed heavily hamper the credibility of both NATO and the EU. A need for coping with budget restrictions and ongoing security crisis in the Ukraine re-opens the issue of common European armed forces as an effective tool for keeping security stability not only in Europe, but also around the world. However, the key issue is to what extent it is feasible to develop autonomous European armed forces operating independently of transatlantic allies, while there is a very strong NATO-EU interconnection in the area of military capability development.

Lieutenant-colonel Pondy was one of many pre-war army officers who joined the anti-Nazi resistance movement. The Germans announced the price on his head. To avoid the arrest, he preferred to flee across the border. He served in France, Great Britain, and the USSR. As a commander of the 3rd independent brigade he took part in fights in Slovakia and Moravia. After the war he became, among others, the commander of school for reserve officers. After communist coup d'etat in February 1948 he was dismissed from the army and degraded. Again, the arrest was imminent, so he emigrated to Great Britain. He was awarded dozens of Czechoslovak and foreign decorations and medals. In 2014 the Czech Minister of Defence presented him another high award, the State Defence Cross, in memoriam.

Methodically, presented study comes out of a book by Martin Potůček at al. Studying the Future as a Challenge. Its author offers a comprehensive characteristic of several fundamental challenges to social forecasting. It begins by defining forecasting as the formulation of conditional accounts of possible futures. The main forecasting theme to be solved are as follows: ageing Czech population as a security problem, corruption, criminality, organized crime as a tool of political and economy instability, the marginalization of Czech Armed Forces in context of globalization and overall European defence, possible threat of the collapse of Czech defence system.

Russia's actions in the Ukraine have changed the security situation in the Baltic region, which makes NATO's long-term presence in Latvia essential for the Latvian Republic. The impacts of Russian actions on Latvian defence policy are discussed in the paper by Mr Janis Berzinš,Managing Director of the Centre for Security and Defence Research, National Defence Academy of Latvia, in Policy Paper, No. 2, 2014. It is a new way of intervention, new-generation warfare, without the employment of armed combats, using mostly influence and coercion, by means of covert operations. Abridged and adapted. Even though the study came into being in April 2014, the editors regard it worthy to be published, being timeless and with general validity.

The article deals with the reasons why NATO is interested in energy security and main tasks which Alliance fulfils in this area. A special attention is paid to the energy dependence of the European member states of the Alliance, the increase of awareness about energy security, critical energy infrastructure protection and energy efficiency in the armed forces. The author elaborates the implementation of the energy security issues into the Alliance main activities, education and training in the field of energy security and cooperation with partner countries, other international organizations and private sector.

The article identifies specific attributes which have influenced success of modern warfare conducted by infantry battalions and their sub-units. There are mentioned ways to suppress the negatives and opportunities to use positives. There is drafted a possible task organization structure of battalion which allows the variability, modularity and combat readiness, according to capabilities and statements catalogue. The author was inspired by his own experiences as an infantry unit commander. He uses his knowledge gained from military assignments. The article could be considered as topic for future discussions not only on academic but also on specialized level.

The prerequisite of effectivity of people training for the emergencies lies on their timely and high-guality preparation. At present, in the Czech Republic, we prepare defence-training concept for school youth protection under normal risks or emergencies. But it was only in the school year 2012-2013 that more conceptually comprehensive preparation has been introduced, of more binding character, at least in elementary schools, because after the abolition of Act on Military Education in 1991, this sort of preparation is not supported by a special law.
