The paper deals with the task forces in two levels. The first - a declaration of possibilities of the Czech Armed Forces resources in the operations. The second one - a grouping of recourses established to fulfil a special task, which is not possible to be solved by organic or reinforced unit. The paper gives an opinion on the concept of "combat team". Further, the article deals with possibilities of cooperation of tracked and wheeled combat vehicles while performing tactical tasks. In this part of the article authors deals with general eventuality of tracked and wheeled combat vehicles cooperation and the possibility of performing the units tasks in atypical numbers, including the possibility of using parachute on combat vehicles. The article contains the outcomes of the experiment exercise.

The paper is focused on the area of defence sources in the Czech Republic. Within an analysis of the actual situation in military spending in the Czech Republic, some potential approaches are defined to enable the reasonable and transparent allocation of resources for national defence. Based on these approaches, three courses of action are derived in order to deal with current resources inadequacy and instability in defence.

Methodically, presented study comes out of a book by Martin Potůček at al. Studying the Future as a Challenge. Its author offers a comprehensive characteristic of several fundamental challenges to social forecasting. It begins by defining forecasting as the formulation of conditional accounts of possible futures. The main forecasting theme to be solved are as follows: ageing Czech population as a security problem, corruption, criminality, organized crime as a tool of political and economy instability, the marginalization of Czech Armed Forces in context of globalization and overall European defence, possible threat of the collapse of Czech defence system.

In the middle of Obama's first presidency, several waves of criticism turned up. According to some analysts, Barrack Obama's first presidency introduces the beginning of new world's era, the so-called "post-ethnical society". The latest discussions prove that the United States have been no longer the only world's superpower, they will remain in the position of world's leader, but still aregoing to substantionally influence global arrangement. Unsuccessful and protracted wars, reflecting serious economic depression with successive debts, effect military budget cuts, even though the American Armed forces are still powerful, potent and mighty power, all around the world, influencing word's events as a stabilising force. The study depicts political and security layout against American domestic political background.

There are many reasons to start learning French. With the involvement of our professionals in missions in Mali, it has also become desirable to improve their language skills before their departure. We interviewed those who attended the language courses at the Language Centre of the University of Defence. They confirm that the knowledge of English is not always sufficient. This interview can be inspiring for those who are going to fulfil their duties in the missions in the African continent. We also present statistical data related to the number of French-speaking Czech soldiers and some tips how to maintain the level of French after completing a course.

The article aims at highlighting the dangers of long underestimating the need to permanently improve the defense capabilities to deal with current and future security threats. Authors suggest propositions on where to direct the efforts to improve the competence of the Defense to meet the Act Of Defense Requirements. The first part of the article describes, after brief analysis, the options of collective defense and explains the need to solve demanding tasks on own territory under national responsibility in parallel. The second part of the article describes the main thoughts of the theory of "territorial defense", which is missing in current Doctrine of the Armed Forces of the Czech Republic. Theory of territorial defense makes a foundation, upon which the preparedness of the Armed forces of the Czech Republic should be built. In the third part of the article the authors discuss the alternative of implementing the collective defense principle by building multinational joint forces, independent of national armed forces, in transnational responsibility of the coalition of member states, dedicated to the territorial defense of member states and to crisis response expeditionary operations.

The main goal of the presented article is to evaluate the impact of Japanese missile defence development on the regional strategic stability in Northeast Asia. The goal is reached through an analysis of interaction between missile defence and roles of ballistic missiles in Chinese and North Korean strategies towards Japan, while also taking into account the alternative policies which Japan might have used in response to the ballistic missile threat. According to the analysis, the development of the Japanese missile defence does not degrade strategic stability in the discussed region.

Operation Serval (French: Opération Serval) is an ongoing French military operation in the Republic of Mali, West Africa. The aim of the operation is to oust Islamic militants in the north of Mali, who had begun a push into the centre of Mali. Operation Serval follows the Security Council Resolution 2085 of 20 December 2012. The operation is named after the medium-sized African wildcat species Serval. The author analyzes historic and geopolitical context, including activities of AQMI terrorists. The Serval Operation is of dissymmetric character. At the rear of advancing French troops some groups of rebels and terrorist stayed to make acts of sabotage. According to the author it is necessary to prevent from long-term involving into the conflict, among others, as French territory or territories of other countries might become a target of terrorist attacks.

Our new stance to comprehensive control of security in the international context is based upon the so-called "wider security concept". Despite various definitions,there is the consensus that a national state is not the only security subject, the classical paradigm was extended to other areas, outside military one: political, economy, financial, banking, environmental, and social. They are endorsed by security problems related to technology, energy, raw material sources, ethnical disputes, religion, together with humane rights and cultural aspects. To win the war is easy, to establish peace is difficult. Last but not least, we now have to fight and win the war of public opinion.

A major challenge in defence planning is to establish a clear audit trail between security challenges, political ambitions and the recommended force structure. This paper describes a capability- and scenario-based methodology combined with a software toolset called JDARTS that gives long term defence planners a systematic approach to create links from high level security challenges to force structure recommendations. The security challenges are represented by mission types exemplified by scenarios which give concrete requirements. These requirements are represented by capabilities which are matched against the capabilities of force structure elements. The matching is a selection process where the outcome is the cheapest set of the force structure elements that fulfil the requirements. The JDARTS-software supports this method. Even though the future is uncertain, the defence planner's job is to help decision makers prioritize between economic constraints, national preparedness and international commitment.

The Russian armed forces are influenced by a new concept of possible armed conflict. At present, Russian forces are not preparing themselves to one massive conflict, as in the period of bi-polar world, but the main stress is put on power-projection, into the spheres of Russian interests, i. e. into post-soviet republics. The Russian armed forces ought to be able partake in three regional conflicts simultaneously. That's why organizational and technological changes are presently in motion. The acquisition of French first Mistral-class vessels is an organic part of this process. The theme is particularly topical in the context of the current Ukrainian crisis.

Recent developments in security environment in the last two years re-opened crucial European debates such as the reform of the NATO architecture to address resurgent Russia to the East and as finding common European solution to migratory pressures that test both national capabilities and European solidarity. Even through the Visegrád countries do not always share common interests, the V4 manifests that it can play indispensable role in reaction to these developments. However, V4 still lacks actually proactive regional approach that would accommodate polish interests in order to keep informal leader Poland invested in this cooperation format. Polish elections mean one more challenging test for the V4 to coordinate positions before the crucial NATO Warsaw summit. Should this endeavor be unsuccessful, Poland could look to other formats that mirror its interests and threat perception more closely meaning that V4 would take a back seat with regard to NATO agenda. The task for the Czech V4 presidency is to produce practical results in ongoing ambitious project in defence cooperation so that is demonstrates the cooperation's 'added value.'

Its own nuclear program is an important instrument of Iran's domestic and foreign policy. In foreign policy it is used for promotion of its regional interests and it also serves as a guarantee against foreign actor's interference in Iranian domestic affairs. So far, the negotiations between Iran and the international community have not brought about any tangible results. Among other reasons, there are different expectations of both parties. The international community is ready to lift sanctions, supposing Iran accepts the UN resolutions. Iran, by contrast, demands to be recognized as an internationally recognized regional power, with legitimate rights and interests.

The article presents possible approaches to solve problems of finding the optimum state of tactical activities within the level of small Engineer Units. The intention is, by elaborating of the partial engineer goal which is focussed on the area of engineer units' tactics, to develop input data/ information needed for further development of mathematical models of the tactical activities. Subsequently, with the judgement on modelling outputs (applicability within C2 activities of staffs' task force structures) from engineer unit tactics point of view, the article contributes to enhancing all of C2 processes effectiveness. The article also provides us with information about the range of facts relative with problems of selected engineer unit (counter-mobility task forces) deployment planning, and controlling. There can be also found inventory of activities appropriate for optimization.

The aim of this article is to provide comparison of the main indicators of military power among the individual EU countries, between the EU in total and the U.S., and the comparison of the world's biggest military powers. Current evolvement of changes in military power indicates the shift of the centre of gravity aiming prevailingly eastward towards raising and growing economical powers. Due to the differences of various input data, multiple information sources used for comparison are significantly different. In addition, it is difficult to get them for some isolated countries, the results of which are sometimes only estimated. The study also includes information on the main importers and exporters of the military equipment, as well as the estimation of future trends.

In the previous Military Review we introduced the article "Will Military Deception Pass Away?" by the same author. In the Army of the Czech Republic we have no manual dealing with military deception (MILDEC). The only manual concerning MILDEC was abolished without any substitute. But military art can't be further developed without similar documents. Today we take MILDEC as a complex set of provisions misleading enemy's commanders and staff, by means of false information and counterfeit data that deliberately deceive adversary decision-makers and planners. Use of MILDEC during any phase of an operation also helps to mislead adversaries as to the strength, readiness, locations, and intended missions of friendly forces. The MILDEC could contribute to the successful accomplishment of the assigned mission by many ways.

This article contains the essence of the modular part of an automated artillery fire control system, which will enable automated detection of artillery ammunition ballistic characteristics using barcodes placed on missiles and cartridges. The article describes the current state of evidence of artillery ammunition ballistic characteristics, presents possible approaches to the concept of evidence of artillery ammunition ballistic characteristics using barcodes, defines the framework requirements for the automation of this part of artillery fire ballistics preparation, describes the determination of the distance individual corrections resulting from the artillery ammunition ballistic characteristics and states possible ways to automated processing overview of artillery ammunition carried by the conveyors of missiles and cartridges.

Sharing of Intelligence Information in Terms of Process "Need to Share"

The main goal of this article is to depict the issue of intelligence information sharing within the so called principle "need to share" and highlight the differences of this current trend, which was to replace the "need to know" principle. The first chapter in reference to current global threats depicts the extent of the present national and international interrest in the intelligence field which is followed by the issue of "need to share" principle. The aim of the following chapter is briefly analyse the sfaring of intelligence information within NATO and the EU. This chapter also includes the possible sharing of SIGINT information obtained by national tactical element embedded in Task force during current day operations. The final part evaluates the intelligence information sharing and outlines certain prediction of future development in this field.

The article deals with some aspects of long-term planning in the sector of theMinistry of Defence. Its aim is to stimulate discussion about the methods and processes of long-term planning, to point out some shortcomings in the development of strategic documents in the past. The text also describes the basis for long-term planning process and particularly the role of long-term foresight. The author analyses lessons learned from the developing and implementation of Long-Term Vision of the Ministry of Defence document (2008) and tries to aply them in drafting a new document, The Long-Term Vision for Defence in 2030, is now being prepared under the leadership of the Ministry of Defence of the Czech Republic. He also highlights some of the theoretical principles for developing documents in the process of strategic management.

The article shows that Czech armed forces are supposed to develop planning mechanism according to the Alliance Comprehensive Operations Planning Directive (COPD) to be fully interoperable in operation planning process (OPP), namely in field operations planning in the framework of the multinational missions abroad. However, some problems persist at the operational level of crisis management, such as institutional arrangements for planning and commanding crisis operations, procedures pertaining to force generation, synchronization and activities coordination. The Czech Army Operational Planning Doctrine is still being developed. The purpose of this article is to inform on current state of affairs in operational planning with subsequent consequences to the results and reform recommendations by the White Paper on Defence.

The article is oriented towards making up language curriculum at the Faculty of Military Technology, Defence University. It is a follow-up to earlier essays published in Vojenské rozhledy 2006-2007, dealing with language preparation of learners enrolled at the Defence University, i.e. at educational institution with technical bias. The authors analyse the optimalization of current schedule used for teaching English language. Data were collected by means of questionnaire poll. The cluster of respondents covered both teachers giving lessons under mentioned scheme and university students preparing themselves in accordance with tested scheme. The results reached proved the necessity to form language curriculum at several levels and concept of flat language teaching.

The article focuses on the current use of NATO logistics information systems in the NATO Defense Planning Process and the Operations Planning Process in the area of logistics. Information support is provided through the logistics information systems of LOGFAS (Logistics Functional Area Services), which generate the necessary information environment through various software tools. In order to improve future logistics information support, NATO is concurrently preparing a modernization of the existing information environment by the development of the LOG FS projects. In the future, those projects are expected to replace the existing information systems in order to optimize information support, deliver new features and to facilitate the coordination of logistic operations within the NATO integrated command and control network.

The main characteristics of the Armed Forces of the Czech Republic-leadership, organization, doctrines, personnel and its preparation, weapons systems, material, infrastructure-has been continuously adopted since their creation in 1993. This article analyses three main strands of this process: the first one constitutes the changes in the global security environment and their impact on the role and tasks of armed forces. The second strand reflects the marginalisation of security and defence policy agenda, influencing the instability of armed forces. The last strand focuses on the growing role of international organisations during the provision of security and defence of the Czech Republic. In summary, the author identifies main challenges ahead for Czech political and military leadership.

The fire support is an inevitable prerequisite for the success of combat forces in land military operations and artillery is its key provider. Will it be even in a future complex and uncertain operating environment? The article recalls high requirements on the current ACR artillery and with the use of the Alliance partner's findings, it points to selected aspects that might influence its capabilities development towards the future operations. The article defines artillery as an indirect fire system and clarifies its role and tasks in the framework of joint fire support. It proposes measures to increase the quality of its training and management. It discusses the issue of an operational concept and its importance for the future ACR artillery, together with introducing main trends in areas of its potential development.
