Legitimate and Illegitimate Wars after 1990 (Persian Gulf, Afghanistan, the Balkans)Reviewed - ResearchDoc. PhDr. Jan Eichler, CSc.Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 12-24 | DOI: 10.3849/2336-2995.21.2012.04.012-024 This treatise is a follow-up to an article by the same author in Military Review No. 2, 2012, dealing with legal and illegal war after 1990. Now the author concentrates on another key question: the legitimacy and the unlawfulness of force deployments in internationalrelations. The paper is grounded on fundamental works by the former Australian foreign secretary Gareth Evans, setting international rules or criteria determining when it is right to fight. The effectiveness of the global security system is not only on the legality of its security decisions, military actions, but the common perception of their legitimacy-whether they are made on solid evidentiary grounds, for the right reasons, morally as well as legally. |
Nuclear Deterrence and Cooperation? (Russian Security and Foreign Policy 2008-2012)Informational pagesMgr. et Mgr. Lukáš TichýVojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 61-72 | DOI: 10.3849/2336-2995.21.2012.04.061-072 The objective of this article is to analyse the security and foreign policy of the Russian Federation in 2008-2012, in terms of security culture. The article is based on the assumption that the Russian security and foreign policy during Medvedev's presidency was characterized by four features: promoting multilateralism, exaggeration Russian national security threats, emphasizing the possibility of the use of nuclear deterrence, and using energy as a political tool. The article is based on three Russian strategic documents, i.e. Foreign Policy Concept of the Russian Federation, National Security Strategy of the Russian Federation to 2020 and the Military Doctrine of the Russian Federation. It also examines some events of Russian internal and external policy, especially Russian-Georgian conflict, Medvedev's proposal to create new security architecture in Europe, or the security relations between Russia and the EU, NATO and the U.S. |
Using the Sociomapping Method in Defence DepartmentInformational pagesIng. Michal HrbataVojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 90-93 The aim of this work is to explain readers the so-called sociomapping method that is among others used in Czech peacekeeping units employed abroad, e.g. in Kosovo, Bosnia-Herzegovina, Iraq or Afghanistan. Sociomapping came into being in 1994, when a young scientist Radovan Bahbouh came up with the idea of this special analytical-graphical method. The method reflects the description of human activities and ways in which we could (in the positive sense) affect human lives. With Sociomapping, we can even predict the most suitable staffing of the crew. Sociomapping is shown as proper instrument, which helps to determine the problem and most important areas to focus on. |
Intelligence Services (A Multidisciplinary Approach to Problem)Book reviewVojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 136-138 In our country we can meet various publications on intelligence activities, nevertheless we feel the lack of expert books with wider overreach. Among those publications that fulfil such demands belongs the work by Ladislav Pokorný "Secret Agencies", Prague: Auditorium, 2012. The book covers intelligence organizations of all kinds, including military ones. In military section the reviewer cites the famous ironic sentence "Under the Czech Law, we have three intelligence services, in fact there are four of them, with five directors". The publication is of high information value and could also serve as a university textbook. |
The Recapitulation of Obama's Security and Defence Policy (The End of his First Presidential Term)Reviewed - ResearchPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 3-16 | DOI: 10.3849/2336-2995.21.2012.03.003-016 The results of American foreign, security, defence and military policies are ambiguous. The war in Iraq ends, troops are going to leave both Iraq and Afghanistan. Obama was held up in Arab spring. He tried to improve relations with Russia. The centre of gravity was moved to the Pacific area, which got complicated ties with People's China. He didn't succeed in solving troubles with nuclear programme in Iran. His moderate success in foreign policy was the consequence of his concentration on home politics, health care reform, economy and financial crises. At the end the essay evaluates the Chicago summit that among others officially affirmed that NATO activities in Afghanistan would be concluded by 2014 and declared the so-called smart defence. |

One World, Many Problems (Obama in the Second Half of his Term)Reviewed - ReviewPhDr. Antonín RAŠEKVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 3-20 | DOI: 10.3849/2336-2995.21.2012.01.003-020 In the middle of Obama's first presidency, several waves of criticism turned up. According to some analysts, Barrack Obama's first presidency introduces the beginning of new world's era, the so-called "post-ethnical society". The latest discussions prove that the United States have been no longer the only world's superpower, they will remain in the position of world's leader, but still aregoing to substantionally influence global arrangement. Unsuccessful and protracted wars, reflecting serious economic depression with successive debts, effect military budget cuts, even though the American Armed forces are still powerful, potent and mighty power, all around the world, influencing word's events as a stabilising force. The study depicts political and security layout against American domestic political background. |
The Total Force Policy and Some Issues of Building-Up of the Militia-Like Units in the Czech National Security SystemMilitary artBohuslav PernicaVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 79-88 | DOI: 10.3849/2336-2995.21.2012.01.079-088 The essay deals with the concept of total force policy concept and its implementation. Some facts related to the history, implementation and development of this construct are presented in context of the Czech White Paper on Defence released in 2011. In order to improve capabilities of the national armed forces system, and as well as to diminish risks related to lack of human and financial sources in face of impeding population ageing, the author suggests a return to total force concept in the Czech Republic. He admits that the experiences with this policy before 1990 will be inoperative, as there is no chance of reintroducing of compulsory military service or the re-establishing of such paramilitary institutions such as e.g. the SVAZARM used to be. |
The Security System of the CR and the Necessity of its Adaptation to Cumulative Effects of ThreatsReviewed - ReviewPhDr. Libor StejskalVojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 37-47 The term of "growing complex of threats" covers higher and higher probability of concatenation of various intercommoned, mutually tied factors reflecting structured technological and informational reality of global society, making their solving by traditional means of security system extremely difficult. "Crisis situation" represents more general problem of natural disasters or technology breakdowns that are influencing one another, that cause great distress or destruction, in an unexpected manner, activating subsequent threats of so far unforeseen threats. For that reason we must adapt Czech security system to new liquid, instant and indivisible complex threats. |

The Various Ways of Civil-Military Development (Concepts and Doctrines)ReviewedIng. Pavel Zona, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 2/2011, Vol. XX. (LII.): 20-29 With the running changes in methods of modern operations within NATO framework, there are also changes in demands and tasks in the scope of civil-military operations-CIMIC. They are incorporated in many documents, such as the Comprehensive Political Guidance, New Concept of Civil-Military Cooperation or Field Manual 3-07 Stability Operations. The CIMIC capacities ought to be used for active impact on impending security situation, crisis development, impact implemented more sooner then crises might escalate to conflicts, eventually they could be used to halt the conflicts, in the places where they are a threat to Alliance security. We must create new rules of co-operations between civil and military sections, with the use of Alliance materials, resources and documents from conferences, seminars and field working shops. Today we have also abundant experiences that the Army of the Czech Republic, its CIMIC section, have acquired in preceding ten years. |
NATO is Preparing a New Strategical ConceptNonreviewedPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 2/2010, Vol. XIX. (LI.): 3-21 The primary purpose for NATO enlargement, covering first three countries of the so-called Visegrad Four and later Slovakia, was the necessity to fulfil "security vacuum" in Central and subsequently in Eastern Europe which came into existence after the fall of Soviet empire. Membership of those countries helped to fix criteria for admission of other states to the Alliance. Today, the NATO alliance stands in front of new important challenge: to work out a New Strategic Concept agreement in late 2010, based upon the idea saying that the security of Euro-Atlantic region is tied with and depends on the safety of the whole world. This safety concept will able to be realized only by means of global strategical governance. More then predicting expected security and defence ideas, the author reopens a broader discussion about the real meaning of NATO membership. He also repeats and enumerates risks and threats we are facing today. |
Impacts of Warfare in Urbanized Terrain on Inexperienced Young SoldiersMilitary artDoc. Ing. Dušan Sabolčík, CSc.Vojenské rozhledy / Czech Military Review Nr. 2/2007, Vol. XVI. (XLVIII.): 66-76 New technologies influence not only social advance, but also the development of armed forces. Present-time warfare is resolute, dynamic. In the 21st century, both low and high intensity conflicts, counterterrorist or stabilization operations might take place in urbanized areas, where casualties and material damages are high. New weaponry and technology make demands on military and professional training, self-control, psychic preparedness. In advance we must set rules governing the firing of weapons and use of force namely by soldiers involved in peacekeeping and counter-insurgency situations. Mental stress, emotional, or physical strain or tension of soldiers are manifested by fanaticism, looting, killing non-combatants, desertions or going away from military units without permission (AWOLs), depressed soldiers inflict wound on themselves, they misuse drugs or alcohol. The author cites factors increasing soldiers' resistance: high cohesion of units, tough training, relaxation, courageousness, high awareness of objectives of operations and war aims. |

Luděk Novák, Daniel BendaVojenské rozhledy / Czech Military Review Nr. 4/2015, Vol. XXIV. (LVI.): 47-57 | DOI: 10.3849/2336-2995.24.2015.04.046-057 The article specifies combat rations developed specifically for military catering in tropical regions (CRTRs). The ingredients and use value of foods used in these rations identified as CRTRs are different from those of previously established combat rations (CRs). When establishing them, specific requirements for each food component had to be respected, in particular with respect to storage conditions, use of foods with a long minimum shelf life (MSL) at extreme temperatures, reduced weight of the foods used, and adequate amount of beverages. The TCRs were developed by MEDIAP Slušovice, who designed 7 variants of these rations in total. Nutritional value tests and sensory evaluations following the storage test at modified temperatures after the thermostat test at a tropical temperature of 55 °C were made by the panel of evaluators in the laboratory of the College of Business and Hotel Management in Brno, Tomas Bata University in Zlín. |

(LVI.): 62-80 | DOI: 10.3849/1210-3292.24.2015.03.062-081 Islamist territorially anchored violent non-state actors (ITAVNSAs) seeking to change the status quo of the current international system constitute one of the greatest challenges the international order based on mutual respect of equal sovereign states. These actors in areas without the presence of power states use explicit cross-border violence to achieve their objective in accordance with universal Islamist ideology - the construction of a caliphate. The paper presents in the theoretical and modern historical perspectives methods of reduction of anarchy in the international system - power, economic, legalistic and normative - and highlights the reasons why face to face of these actors, these heretofore functional ways, be it on a regional or system level of analysis, fail. |

Targeting Process on the Example of the Libya CaseReviewed - Reviewmjr. Mgr. Terezie Němcová, MPAVojenské rozhledy / Czech Military Review Nr. 1/2015, Vol. XXIV. Not only a new approach to leading the fight against terrorism after 11 September 2001, but also requires a change in approaches to conducting combat operations coalition forces, as shown by the recent armed conflict in Libya, inevitably required a new perspective on the concept and approach to the process of targeting as the process of selecting and prioritizing targets and responding to them in accordance with operational requirements and capabilities of units, synchronization of NATO forces, particularly with regard to collateral damage with an impact on the protection of civilians. And Unified Protector operation is a clear example. |
