In order to improve operational planning knowledge, it is recommended to study AJP-5 Operational Planning Doctrine and ACO Comprehensive Operations Planning Directive. |
The Fragmentarization of Europe as a Security Threat Europe 2010: Predictions and RealityMilitary sociologyPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 148-164 Unlike the real state of affairs, the scenarios for Europe 2010 did not presuppose the rise of financial and economy crises. Political scientists did not perceive the series of terrorist attacks, namely in Great Britain, Spain and Russia. Security questions, home security and defence, came to the foreground more then was originally expected. There are hubs of future power blocks of divided Europe. It is impossible to incorporate all the results and consequences of our presuppositions. Since we want to look into individual, particularly interesting developments, the author recommends to create several teams for individual scenarios, instead of drawing several scenarios by one scholarly team. |
The Organizational Set up of MoD Sector and the Implementation of White Paper IntentionsReviewed - ReviewIng. Vladimír KrulíkVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 3-16 | DOI: 10.3849/2336-2995.21.2012.02.003-016 The purpose of this comprehensive study is to describe organizational scheme inside defence sector and recollect some more or less neglected rules of its organizational structure. This paper ought to confute some of the myths that are repeatedly used for advancing somebody's particular interests, frequently opposing to smooth running defence sector and its subordinate elements, their performances and duties. The author's prime motive is to explain this problem to a wide public and thus contribute to opening the discussion on this theme, well in advance, before the measurements originated in the White Paper on Defence would be put forward and implemented by some proposers, backed by subjective misconceptions and interpretations of actual state of affairs. |
Operational PlanningMilitary artIng. Jaroslav KulíšekVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 56-78 | DOI: 10.3849/2336-2995.21.2012.01.056-078 The article shows that Czech armed forces are supposed to develop planning mechanism according to the Alliance Comprehensive Operations Planning Directive (COPD) to be fully interoperable in operation planning process (OPP), namely in field operations planning in the framework of the multinational missions abroad. However, some problems persist at the operational level of crisis management, such as institutional arrangements for planning and commanding crisis operations, procedures pertaining to force generation, synchronization and activities coordination. The Czech Army Operational Planning Doctrine is still being developed. The purpose of this article is to inform on current state of affairs in operational planning with subsequent consequences to the results and reform recommendations by the White Paper on Defence. |
Some Aspects of Command and Control of Bde TFin NEC SurroundingsMilitary artPplk. Ing. Jiří Černý, doc. Ing. Vítězslav Stodůlka, CSc.Vojenské rozhledy / Czech Military Review Nr. 4/2008, Vol. XVII. (XLIX.): 44-51 This article deals with the present state of command and control dilemma in brigade battle groups. It outlines the resources of the rationalization of organizational structures at HQs and it shows their impact on modular design of the command posts. The gradual introduction of NATO Network Enabled Capability (NEC) into Czech armed forces (Bde TF-Brigade Task Force), requires first, changes in the structure of individual components of command and control system; secondly, initiating basic changes oriented towards optimalization command and control structures; third, the preparation of commanders and staffs in the field of information technology, so that they could achieve knowledge and control dominance. At the same time organizational changes raise modification within command chains of separate groups. |
Missions and Tasks of ACR Logistics Since its Establishment till PresentMilitary professionalProf. Ing. Petr Hajna, CSc.Vojenské rozhledy / Czech Military Review Nr. 4/2009, Vol. XVIII. (L.): 142-148 The author discusses the issues surrounding the construction of modern logistic support for the Czech Army as it transforms from a conscript to an all professional force of agile, light forces, with high reliability and low support requirements. The basic philosophy is to create comprehensive system that would offer complex service for a commander in the field of materiel, technology and medical services. The logistics reform must be supported by enhancing communication systems (Information Logistics System) and by seeking the ways of rationale savings, to reach the highest level of compatibility with logistics systems of other NATO nations. "Time Based Competition" and "Time Compression" must be accepted at all levels of logistics system both in peace and field conditions. In the future, the security problems will be managed more by civilian means than by hard force. The goals will be political, economical and cultural. Those changing threats will ask logistic support to be more flexible, mobile, integrated, compact and precise. |
Information Process as a Part of Command and Control System (Parti)Military professionalPplk. Ing. Petr RypVojenské rozhledy / Czech Military Review Nr. 4/2009, Vol. XVIII. (L.): 149-153 The change of security situation in the world, international ties and last but not least changes in operational environment, exploitation of new technologies are reflected by changes in defence planning, military organization, forces engagement and operational assessment. Time, flexibility, cooperation in coalition operations, interoperability in technology spheres play incommutable roles together with trained personnel. Command and control (C2) is self-contained system depending on many factors provided by the so-called System of Communication and Information. At present it is the very base for information collection, decision-making process, preparing variants of operation for both commander and his staff. Among others the author writes about Network Enabled Capability system introduced into Czech armed forces. C2 programme is also a part of educational curriculum at Defence University Brno. |
A Look at Our Army Ten Years AgoHistory pagesPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 4/2009, Vol. XVIII. (L.): 173-184 At that time, the base for plural societies in Eastern Europe was founded. Poland, the Czech Republic and Hungary joined NATO defence alliance. Serious global threats of economic, military, ecology, social, ethnic, religious, criminal characters were lasting. The important question of proliferation of mass destruction weapons was raised. The analyses of security situations in Europe and the World respectively proved that armed conflicts were mostly internal, in a form of civic wars, but demographically endangering bordering countries. Those threats were only discussed, namely nobody fully realized the threat of terrorism. Defence budgets were reduced, all people wanted to profit from the so-called peace dividends. Czech army was loyal to the state; it was not misused in inner political conflicts, which was regarded as something normal by the majority of Czech public. But there were many problems left, especially the role and engagement of the ACR in the following century. |
Contemplations over Obama's Security PolicyReviewedPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 3/2009, Vol. XVIII. (L.): 3-11 It is evident that Barack Obama diverges from Bush's pre-emptive strategy. There are changes in style and contents. Obama begins to direct American policy more towards diplomatic negotiations instead underlining military strength. It is evident namely in proposed negotiations with Iran and in case of Russia, where he wants to overcome cooling down after Russia-Georgia clashes and gas crisis. He insists on avoiding unnecessary conflicts and puts stress on good relations with allies and building new partnerships. He is going to withdraw soldiers from Iraq and in spite of problems in Afghanistan to reduce U.S. military budget. Even though Obama wants to maintain American world's leadership, there are some signs of partial changes in American foreign policy, e.g. his orientation towards Asia suggests first signs of multilateral approach of post-American era. The author also mentions the question of "American radar" in the Czech Republic, the fate of which depends on Iran's nuclear power programme. |
A European Way of "Humane Security"ReviewedIng. Vladimír Karaffa, CSc.Vojenské rozhledy / Czech Military Review Nr. 2/2009, Vol. XVIII. (L.): 3-10 Many people in the world lead intolerably insecure lives. In many cases insecurity is the consequence of armed conflicts in which civilians are deliberately targeted, sometimes, their insecurity has natural causes, like earthquakes, hurricane, tsunami or disease, they suffer from famine. Security is a broader term, covering not only military threats. Human rather than nation-state security should be at the heart of European policy. Instead of defeating enemies or pacifying warring parties, EU missions should focus on protecting civilians, through law enforcement with the occasional use of force. EU member states ought to support a new framework for the European Security and Defence Policy (ESDP). The following seven principles are underlined: (i) the primacy of Human Rights, (ii) clear political authority, (iii) multilateralism, (iv) a bottom-approach, (v) regional focus; (vi) the use of legal instruments, (vii) the appropriate use of force. In fact, underlines Mr. Karaffa, humane security concept forms the very base of common European culture and identity. |
Europe and Radical Islam: Islamisation of EuropeInformational pagesPavel KrčílekVojenské rozhledy / Czech Military Review Nr. 3/2008, Vol. XVII. (XLIX.): 68-80 The major topic of this article is the problem of radical Islam in the context of contemporary as well as historical development in Europe. In the course of several chapters the author describes basic facts of the modern phenomenon of Islamisation, impending over Europe. His study is supported from several sources, e.g. Gadhafi M., Islam taking over Europe (2006); or reports issued by the Netherlands Security and Intelligence Service (2005); Swiss Country Report on Islamisation (2007), etc. There are over 50 million Muslims in Europe, if Turkey is added to the EU, Europe will have another 50 million Muslims. When terrorism can be considered as a danger, Islam should be considered as a risk to generate such a danger. The democratic state is fully entitled to diagnose any kind of "side effects" as a result of Islamic preaching. This is not judging the religion but its effects on the system. The solution is long-lasting: to support cultural integration, because only a few European Muslims are involved politically, or take part in terrorist attacks. |
EBAO-The Method How to Control Prospective NATO OperationsMilitary artPplk. Ing. Jaroslav MoravčíkVojenské rozhledy / Czech Military Review Nr. 2/2008, Vol. XVII. (XLIX.): 61-65 Operations by Lt.Col. Ing. Jaroslav Moravčík. NATO's current operational experience and that from other operations indicates that purely military actions cannot resolve a complex emergency of crisis. The requirement for the military to interact with non-military actors shows a new, more comprehensive approach. In response, NATO's Effect-Based Approach to Operations was highlighted. The four functions of EBAO and their related activities are mutually supportive. The functions are carried out in a continuous, interactive, parallel process and should not be regarded as sequential steps. They are as follows: Knowledge development; Effect-based planning; Effect-based execution; and Engagement space assessment. EBAO recognizes the importance of applying the various instruments available to the Alliance to create overall effects that will lead to crisis resolution. Achieving synergies amongst NATO and non-NATO actors will enable to identify better how it may best harmonize its contribution with other actors involved in a crisis. |
Operations with Effective Impacts (EBAO - Effect-Based Approach to Operations)Military artIng. Antonín Krásný, CSc., plk. gšt. Ing. Oldřich SochaVojenské rozhledy / Czech Military Review Nr. 2/2008, Vol. XVII. (XLIX.): 66-75 The reform of the Czech armed forces is factually and timely tied with the transformation of NATO forces, both in the field of technology and that of doctrine. The covering principle of this transformation is the so-called EBAO concept, in the frame of which we define three main transformation objectives: forces must have operational superiority, they must be operationally effective, deployable, and sustainable. The effects-based approach to operations focuses on combining military and non-military actions to influence the overall behaviour and capabilities of other actors: national, trans-national, belligerent and benign, in an operational environment in order do create effects leading to the achievement of strategic objectives and a desired end-state. Its application focuses the planning, execution and assessment of operations. The cited EBAO handbook was followed by several documents (e.g. discussion papers), issued at the end of 2007 as a means to inform future doctrine reviews. Many of the concepts and documents should be validated, either through experimentation, or through specifically designed exercises. |
EUFOR Starts in Africa the Most Demanding Military Operations in EU History (Operation EUFOR Tchad/RCA)Informational pagesPplk. Ing. Jaroslav PrůchaVojenské rozhledy / Czech Military Review Nr. 2/2008, Vol. XVII. (XLIX.): 100-107 The situation in Chad, republic in north central Africa, could be characterized by permanent political instability. Its population consists of numerous ethnic groups. The area of planned operation is three times larger then the area of the Czech Republic. On 25 September 2007, the Security Council, by its resolution 1778, approved the establishment in Chad and the Central African Republic, in concert with the European Union, of a multidimensional presence intended to help create the security conditions conducive to a voluntary, secure and sustainable return of refugees and displaced persons. The multidimensional presence shall include a United Nations Mission in the Central African Republic and Chad (MINURCAT). It is going to be the largest military operation of the EU outside European territory. |

He also describes current situation within the Armed Forces of the Czech Republic. |
Provincial Reconstruction Teams in Afghanistan (New PRT Patterns)Military artIng. Pavel ZonaVojenské rozhledy / Czech Military Review Nr. 1/2008, Vol. XVII. (XLIX.): 57-63 The so-called Provincial reconstruction teams (PRTs) are a relatively new concept and element in coalition operations. Those teams have been operating in Afghanistan since the end of the year 2002. The evaluation and assessment of their work is very complicated and sometimes quite unambiguous. The main purpose of this article is to show to widest military community tasks and problems of PRTs; secondly to introduce main principles of work of PRTs under different conditions. Moreover, this article refers to fundamental problems that guide their PRTs development and work in countries that have some experiences with building and activities of PRTs. The author also describes the activities of 40 Czech military personnel PRT in Afghanistan (in the frame of German PRT, Badakshan Province, Fayzabad). |
A New Task of Tactical Anti-Air DefenceMilitary professionalVojenské rozhledy / Czech Military Review Nr. 1/2008, Vol. XVII. (XLIX.): 133-137 This essay is based upon the article by Lt.Col. Peter Zillmer, German military journal Europäische Sicherheit, No. 8/2007. The point is as follows: anti-air defence faces qualitative new tasks, this new qualitative level is constituted by the fact that anti-air defence has only few second to prepare all elements for direct firing against attacks of undirected rockets, mortar mines, launched by asymmetric enemies. It is the question of reconnaissance, and early warning, command and control of fire. NATO's programme Defence Against Terrorism results were demonstrated at air firing range in spring 2007. Coalition forces in Iraq are exposed to permanent mass rocket attacks from the part of insurgents, so they use system Phalanx LPWS, originally developed for direct ship defence. The article further enumerates other systems in use: German FüWES, Swiss Skyshield, and so on. |
Defence strategy: Vision of ResponsibilityNonreviewed - ResearchIng. Josef OpluštilVojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 3-5 The new ten-year defence strategy of the Czech Republic has been approved. The document stresses that despite the continuing recession, our state should not allow the military being weakened by further reduction of resources. This could worsen the quality of the military and weaken the Czech Republic's credibility in the international community. There is also the risk of the financial, organisational and personnel destabilisation of the Czech defence system that would bring about a loss of the quality of military personnel, a decayed prestige of the military service, an erosion of the state military capabilities. The new defence strategy is not a cure-all medicine. By its adoption the real |
Defence Department Has Established the Institution for Strategy StudiesNonreviewedIng. Vladimír Karaffa, CSc.Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 6-11 On May 15, 2012, the Czech Defence Minister decided to establish the Centre for Security and Military Strategic Studies. The institution of this type has been long awaited, with great expectations. The author, director of this institute, presents the survey of similar scholarly institutions founded and finally cancelled in this country after 1989. This article introduces the original intent of its founders, namely Centre's future role in the development of strategic studies as a starting point for strategic management, its place in the system of Czech military education and training. NATO Common Funding as a Tool for Cohesion Enhancement and Ability to ActMilitary artIng. Josef Procházka, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 25-34 | DOI: 10.3849/2336-2995.21.2012.04.025-034 In the past, the Common Funding played only marginal role in the NATO strategic decision-making. However, this situation changed significantly when the global economic crisis challenged the national public expenditures and NATO defence policy became a matter of serious reflections. NATO should balance its requirements with limited resources and adjust its future activities within shrinking budgets. NATO must make hard decisions and implement reforms in order to ensure its ability to fulfil its mission and priority tasks in the long run. The reconfiguration of Common Funding is an inherent part of this process. The aim of this article is to introduce Common Funding as a management-supporting tool of the international organisation under currently mounting resource constrains. |
Operational Analysis: Key Capability Supporting Decision-makingMilitary artIng. Pavel Zůna, MSS, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 35-44 The defence environment is complex and dynamic. This is a result of the nature of modern conflict, rapid changes in technology, the need to deal with uncertainty in the face of limited sources, changed attitudes to risk and the sheer diversity of actors from different cultural backgrounds. Defence-decision makers are confronted with an increasing operational complexity that has strategic implications. Decisions on defence policy and strategy are characterized by uncertainty and risks. This Article describes differences in Hard and Soft Operational Analyses, and presents some examples and conclusions for military practice. |
Operational Art: Theory for PracticeMilitary artIng. Ján SpišákVojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 45-54 The aim of the article is to provide the readers information related to the theory of fundamental elements and tools of operational art, which are for the preparation and conduct of military operations, particularly at the operational level of war, critical. The operational level of war depends on methods that will create appropriate conditions to achieve the closing state, set by a superior commander, in accordance with the complex strategy of military and non-military instruments of state power. Although the methods of application of specific operational art components rest mainly in the mind of the English Annotations and with several acts tied with civil emergency preparation. |
Biodromal Preparation Concept of Citizens for their Protection during EmergenciesMilitary professionalJUDr. et PhDr. Jaroslav Padrnos, CSc.Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 99-110 People must be prepared for unexpected anddangerous situations that must be dealt with immediately. The prerequisite of people training for the emergency situations is their overall preparation. The concept ought to be extending over a relatively long time, well elaborated and coherent. The prerequisite of such preparation is the existence of appropriate laws supporting a lifelong, "biodromaly" conceived educational concept. The readers have a chance to familiarise themselves with results from sociological inquiry, being done at the end of 2010, and with several acts tied with civil emergency preparation. |
Military Expenditures and their Evaluation in Selected EU CountriesMilitary professionalIng. Lenka Brizgalová, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. The main source of statistical data about military expenditures is the Stockholm international institute, namely its research yearbooks. |
The Question of Deployment Length in Peace-keeping MissionsMilitary psychologyMjr. Mgr. Marek NovýVojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 122-128 | DOI: 10.3849/2336-2995.21.2012.04.122-128 From research reports cited in this article, the period of six months seems to be suitable time for the deployment abroad. A soldier should not be redeployed for at least one year, following his previous mission. The majority of soldiers cope with deployments well and without any psychopathology. Most reported mental problems are alcohol misuse, followed by posttraumatic stress disorder (PTSD) and by the depression. Alcohol seems be even the higher risk for soldiers less exposed to combat stressors (e.g. fire), but more to chronic stressors (boredom, isolation, helplessness) than PTSD for a soldier in action. Therefore pre-deployment training of our soldiers should be more devoted to mental health aspects, starting with alcohol overuse. |
Czech Professional Army: Initial Five YearsBook reviewVojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 129-135 This year, the Hlávka Economy Institute published a book "Professional Army in the Czech Republic: First Five Years", by Bohuslav Pernica. It is a study dealing with first five years in which the Czech Republic transformed its forces from a conscription army to all-volunteer one. The author sees the necessity to go professional in context of changed global surrounding after the end of Cold War. The subject is treated mainly from economy point of view. He pays attention to three important issues related to this transformation: recruitment /retention, training /education, and substandard soldier's pay, which is one of roots of low service competitiveness on civil labour market. |

A Brief Insight into the History of Operational Art and its Contemporary Aspects (Part II)Military artIng. Ján SpišákVojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 48-54 | DOI: 10.3849/2336-2995.21.2012.03.048-054 Operational art is the use of creative thinking by commanders and staffs to design strategies, campaigns, and major operations and organize and employ military forces. This article is a sequel to the study published in a previous issue of this Military Revue. The author discusses the fundamental pillars of operational art, upon which Alliance countries build their doctrinal and defence documents concerning operational art. A separate section deals with conditions and status of operational art in the Army of the Czech Republic in the last 20 years. The author calls for the need to introduce operational art in several key areas of Czech doctrines. He recalls the necessity to implement those issues in the prepared Doctrine of the ACR. |
Let's Give the Green Light to Military Deception!Opinions, controversyDoc. Ing. Milan Kubeša, CSc., Ing. Ján SpišákVojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 65-71 In conclusion of article in Military Review No 3, 2011, the authors gave notice about a sequel to this article. Today they describe military deception form another point of vies. They depict the creation of false picture, deception in the frame of operational planning. The authors accentuate that not only Asian countries, but also western ones look back to classical works on military art, e.g. Sun Tzu, The Art of War (around 2,000 years ago). Sun Tzu's philosophy recommended a strategic method to win that rarely required actual war. Spies, diplomats, deception, and a correctly organised internal structure were his main tools. If it came to war, he recommended among others to use detailed and elaborated military deception. |
Command and Control as the Ability of CommandersInformational pagesIng. Pavel Zůna, MSS, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 72-79 | DOI: 10.3849/2336-2995.21.2012.03.072-079 The French "Centre de Doctrine d'Emploi des Forces" (CDEF) has published new doctrine FT-05 The Tactical Commander's Guide to Command and Control in Operations. The global action of land forces is now carried out within a strategic environment that has dramatically changed for 15 years. In this new environment, the French Army asserts and implements a double requirement: that of power and the control of force. The article presents the fundamental conclusions of this doctrine and compares them with the Czech national doctrinal documents. Author concludes that in comparison with the French doctrine, Czech doctrines are much more focused on the procedural and technological part of the Command and Control Systems than the ability of commanders to command. |
