Doc. PhDr. JUDr. Miroslav Mareš, Ph.D.

Vojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 140-147 | DOI: 10.3849/2336-2995.21.2012.03.140-147

Military art

Ing. Jaroslav Kulíšek

Vojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 40-58 | DOI: 10.3849/2336-2995.21.2012.02.040-058

The purpose of this article is to inform on elements of military deception in NATO armies and overarching principles that make military deception successful. Deception Planning is an iterative process that should be considered as an inextricable part of the operational planning. The knowledge in the field of military deception in the Czech military is low; no operational deception plan has been prepared for foreign operations or any military exercise. Deception is widely appreciated as a powerful instrument of military operations, yet it is surprisingly neglected by both the Czech Army and Military Educational System. The author tries to encourage officers and members of higher staffs to study this subject.

Swarming: Basic Aspects, Development and Prospects of its Application

Military art

Mgr. Ľubomír Lupták, Ph.D., Bc. Petr Kalinič

Vojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 59-68 | DOI: 10.3849/2336-2995.21.2012.02.059-068

The information revolution is affecting the whole spectrum of conflict. Here the authors advance an ambicous idea of "swarming" that may emerge as a definitive doctrine that will encompass and enliven both cyberwar and netwar. Swarming is seemingly amorphous, but it is a deliberately structured, coordinated, strategic way to strike from all directions, by means of a sustainable pulsing of force and/or fire, close-in as well as from stand-off positions. Swarming depends on a devolution of power to small units and a capacity to interconnect those units that has only recently become feasible, due to the information revolution. The idea of swarming stands for engaging an adversary from all directions simultaneously, either with fire or in force.

Is Economic Education of Military Professionals Necessary?

Opinions, controversy

Prof. PhDr. Miroslav Krč, CSc.

Vojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 69-76 | DOI: 10.3849/2336-2995.21.2012.02.069-076

This paper deals with problem of education in a military college on the background of military-economic reality. It shows the requirements of the Bologna Declaration in the relation to economic education. Training of military officers has four levels: qualifying (in relation to the performance of different professional roles), developing (in relation to the developing leader personality), motivational (in relation to recruitment) and accepting (in relation between public and army). The economics is of great importance here. It should be beneficial for responsible managers, for their decision-making that can lead to optimization of the results based on economic behaviour, linked to motivational factors.

Vojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 91-101 | DOI: 10.3849/2336-2995.21.2012.02.091-101

This paper deals with theoretical and practical correlations of "additional" savings in defence sector. Referring to conclusions of White Paper of Defence, the author differencites between rational savings and irrational ones, i.e. the false savings. Rational savings lead us to higher economy, effecitivy and usefulness. Irrational savings present non-system measures when respective "cuts" are only for for appearance's sake, the savings are only for show. In reality, in terms of long-term prospects they will bring even higher social expenditures before those "cuts" were introduced. The author proposes several recommendations concerning effective saving to eliminate wasting defence sources.

Ing. Vladimír Krulík

Vojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 48-64

Potential improvements of our security system depend above all on the governmental concern to really implement the reform, as a complicated, laborious and sensitive process. The preparing work being done in 2001-2002 proved deficiency in Czech security system. The author says that it is practicable to set rules by issuing clear directives, further it is necessary to prevent unreasoned manoeuvring within boundaries of implementation programmes, whatever manoeuvring could be motivated, by political, local, regional or subjective interests. This essay places emphasis on the presentation of various methods by which the security system could be changed for the better, explaining them in rather non-traditional ways, from more broad angle, embedded into a wide frame of knowledge, experiences and recommendations.

The Strategic Control of Czech Republic Defence: a Part of National Security

Reviewed

Ing. Vladimír Krulík

Vojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 3-22

One of most discussed themes in this field is also a critique of unfinished, non-stable structure of master documents, e.g. Security Strategy of the Czech Republic. They are often told to be obsolete. The latest document, the White Paper on Defence, Critical responses are not quite justified. There are a lot of good ideas, innovations. Many things have been done, many set tasks have been met at the level of Defence Ministry. Positive effects of results reached are obvious. They are summarized in the White Paper mentioned above. The only danger lies in arbitrary decisions by political management, including employing variable means of their implementation, wanton interpretation of leading defence principles, low respect to approved strategical decisions. We must name mentioned handicaps as a first step towards the real and true remedy.

War Game

Military art

Ing. Jaroslav Kulíšek

Vojenské rozhledy / Czech Military Review Nr. 1/2010, Vol. XIX. (LI.): 60-82

War game is a simulation of military operations intended to train military commanders or to test a proposed strategy. It is a game in which model soldiers are used to create battles, in order to study tactics. This article illustrates the importance of War Game COAs (course of action). It was tested against opposing force COAs. Such exercise will help to identify advantages and disadvantages and the key elements of execution planning for each COA. The lesson learned during OHQ CZE/SVK BG EU Staff Exercises that took place in Olomouc from January 19th, to January 23rd, and from February 16th, to February 20th, 2009 is that war-gaming (although time consuming) is something closer to "reality" than the "theory" in doctrines. The war-gaming practices teamwork, facilitates team-building and enables to share mental model COA. Commanders and their staff ought to be engaged in simulations and war games more frequently. All information and sources for this paper were drawn from unclassified materials.

Vojenské rozhledy / Czech Military Review Nr. 4/2008, Vol. XVII. (XLIX.): 13-20

The acceptation of subsidiarity principle means that this sort of risk management is a starting base for safeguarding global security. At the end the authors enumerate fundamental principles to be fulfilled first.

Will Urgent Appeals of Former US Politicians Raise Support?

Opinions, controversy

JUDr. Miroslav Tůma

Vojenské rozhledy / Czech Military Review Nr. 3/2008, Vol. XVII. (XLIX.): 52-57

Two retired American foreign ministers (state secretaries) G. P. Shultz, Henry Kissinger, former defence secretary William Perry, former chairman of the Senate Armed Services Committee Sam Nunn, signed the proclamation calling for freeing the world of nuclear weapons, eliminating nuclear weapons. The author of this article presents himself as their strong supporter. Among others, for two years, they have been explaining their views on pages Wall Street Journal. Several proclamations were issued in conjunction with the conference remembering Top Summit at Reykjavik where the INF treaty was signed by Mr. Gorbachev and Mr. Reagan. Their appeals contain practical measurements: lowering numbers of atomic warheads, START I prolongation, extended time of atomic warning, revoking plans for mass retaliation, common multilateral antiballistic defence, measures against the proliferation of nuclear weapons, opening dialog between the US and Russia to create a joint alert system and to work together to prevent catastrophic nuclear terrorist attacks.

The Unrealistic Nature of Nuclear Disarmament (Comments on the article Will Urgent Appeals of Former US Politicians Raise Support?)

Opinions, controversy

Plk. Ing. Tomáš Rak

Vojenské rozhledy / Czech Military Review Nr. 3/2008, Vol. XVII. (XLIX.): 58-60

Politicians Raise Support?) by Col. Ing. Tomáš Rak. The fact that nuclear weapons has not been employed for more over 60 years doesn't mean that they are of no use. On the contrary, they still serve as the most effective tool of determent. At present, we do not face some superpower, but a multitude of various small, namely Islamic groups. The nuclear threat has returned in the form of terrorists who, unlike Soviet Union leaders, would not hesitate to use such weapons. We face a very real possibility that the deadliest weapons ever invented could fall into dangerous hands. No treaty, no ban on such weapons, no international law will guarantee that they won't be used by the so-called "non-state actors," potential "rogue states", or messianic groups expecting the end of the world. The author recollects the case of A. Q. Khan, who sold his country's nuclear secrets, helping to increase the proliferation of nuclear technology on a wide scale.

The views expressed in this assessment are those of the author and do not reflect the official policy or position of Alliance or the Czech Ministry of Defence.

The White Paper and the Security of the Czech Republic

Opinions, controversy

PhDr. Antonín Rašek

Vojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 86-92

The existence of the Czech Army is at state. We need to get over present cut in military budget, ill-advised savings, without searching for new appropriate financial and material sources. To save something important means always to sacrifice or to give up something. Some security and military experts wish to dissociate themselves with approved methods. They think that the White Paper doesn't express opinions on many important things. It assumed that after five years there will be need to revise this White Book. So, proposes the author, wouldn't be better for us to regard the White Book only as an analytical document containing certain proposals for the following Defence Strategy of the CR, as originally intended?

Podplukovník Ing. Bohuslav Pernica, Ph.D.

Vojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 97-104

Government controls state executives by planning, i.e. a bureaucratic process providing sets of documents. Such plans ought to be feasible in an expecting resource environment. Approach and methods using for working out respective plans are supposed to be conforming to the purpose. In order to be realistic, a financial plan, a budget, should cope with environment of increasing and decreasing prices and exchange rates. This essay, as a case study, deals with the issue of adapting of the short and medium-term planes working out by the Czech MoD for purpose of programming, budgeting and purchasing. The case study shows that generally there is a long-run lack of interest in adapting of such planes to an environment of changing prices and volatile exchange rates.
