In spite of the fact that the security tensions are not so high as during the cold war, with impending nuclear conflict, the global security situation is far from ideal. Fundamental changes in a global security environment have brought except a lot of positives also many negatives, in a form of various asymmetric security threats. The rise of new military and nonmilitary dangers, under the influence of globalization and contemporary worldwide economic crisis, is directly related to the need of conflict prevention, crisis management, peace missions, law enforcement, or support to humanitarian assistance.

In the middle of Obama's first presidency, several waves of criticism turned up. According to some analysts, Barrack Obama's first presidency introduces the beginning of new world's era, the so-called "post-ethnical society". The latest discussions prove that the United States have been no longer the only world's superpower, they will remain in the position of world's leader, but still aregoing to substantionally influence global arrangement. Unsuccessful and protracted wars, reflecting serious economic depression with successive debts, effect military budget cuts, even though the American Armed forces are still powerful, potent and mighty power, all around the world, influencing word's events as a stabilising force. The study depicts political and security layout against American domestic political background.

The Security System of the CR and the Necessity of its Adaptation to Cumulative Effects of Threats

PhDr. Libor Stejskal

Vojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 37-47

The term of "growing complex of threats" covers higher and higher probability of concatenation of various intercommoned, mutually tied factors reflecting structured technological and informational reality of global society, making their solving by traditional means of security system extremely difficult. "Crisis situation" represents more general problem of natural disasters or technology breakdowns that are influencing one another, that cause great distress or destruction, in an unexpected manner, activating subsequent threats of so far unforeseen threats. For that reason we must adapt Czech security system to new liquid, instant and indivisible complex threats.

Private Military Companies (New Elements in Operational Environment)

Ing. Jaroslav Kulíšek

Vojenské rozhledy / Czech Military Review Nr. 2/2011, Vol. XX. (LII.): 71-96

This article deals with PMSCs as a relatively new phenomenon in warfare areas. It is open to discussion whether private military companies and the private contractors that they employ, should be treated just like any other transnational industry, or whether they should be treated like mercenaries under international law. As it happened in many countries, private companies and private contractors operate in a legal vacuum. From a strictly legal point of view individuals employed by private military companies are not to be considered as mercenaries. The private military industry offers a wide range of services. Procurement of military services by individuals and private firms has developed in a direction that had probably not been anticipated in previous years. Some military analysts say that the exclusive role of the state in the domain of defence and security is outdated and should be re-examined.

The article deals with a strategic document that currently represents understanding of trends, which form the future security and operational environment, and that sets up the vectors for building-up and development of the Armed Forces of the Czech Republic. The first aim is to assess the Long Term Perspective for Defence 2030 and its significance in context of other strategic documents adopted in the Czech Republic. Another aim is to confront its contents with a structured analysis of large quantity of the state-of-the-art foresight studies, differentiated in geographical and thematic scope. The comparison allows identifying convergence and divergence between the Czech document and relevant findings from the foreign foresight documents. This approach enables the judgement whether the Long Term Perspective for Defence 2030 provides a relevant guideline for the defence sector development, and whether it does or does not miss some of the issues found significant in the foresight documents in the outer world.

Vojenské rozhledy / Czech Military Review Nr. 4/2015, Vol. XXIV. (LVI.): 68-78

The article aims at highlighting the dangers of long underestimating the need to permanently improve the defense capabilities to deal with current and future security threats. Authors suggest propositions on where to direct the efforts to improve the competence of the Defense to meet the Act Of Defense Requirements. The first part of the article describes, after brief analysis, the options of collective defense and explains the need to solve demanding tasks on own territory under national responsibility in parallel. The second part of the article describes the main thoughts of the theory of "territorial defense", which is missing in current Doctrine of the Armed Forces of the Czech Republic. Theory of territorial defense makes a foundation, upon which the preparedness of the Armed forces of the Czech Republic should be built. In the third part of the article the authors discuss the alternative of implementing the collective defense principle by building multinational joint forces, independent of national armed forces, in transnational responsibility of the coalition of member states, dedicated to the territorial defense of member states and to crisis response expeditionary operations.

Europe is a maritime continent whose economic concerns and security could be backed only by the power of navy forces. The Czech Republic is not a maritime state, but it is a member country of both NATO and the EU, it participates in the formation of common security policy. Czech soldiers could take part in combined joint military operations, where one of forces is also a Navy. Dozens of Czech citizens are employed in common international institutes and staffs; they all need a broader view, including the knowledge of Integrated European Naval Strategy. Their activities promote the status of the Czech Republic at international level.
This contribution contextually explores European space and its naval power. It introduces naval forces projection of European national navies, the bulk of which best respond to current security issues, along with decisions of the national governments of the EU and NATO member states. The article also dedicates extensive attention to the Russian naval strategy.

Why to Start the Process of Revision of Military Strategy of the Czech Republic

Opinions, controversy

Ing. Vladimír Krulík

Vojenské rozhledy / Czech Military Review Nr. 4/2007, Vol. XVI. (XLVIII.): 74-89

We are aware of new and still increasing risks in the world, particularly in connection with the increase in terrorist activities. Broadly speaking, in building our professional army we enforce quality and efficiency, even with restricted means and sources, respecting our potential and on the basis of evaluation of interests of the Czech Republic, engagement in peace, stabilisation and other missions organised by NATO, the EU, or the UN. The author recapitulates all legislative acts, documents and papers, dealing with Czech military strategy, namely the Czech Republic's Military Strategy approved by the governmental resolution No. 578, June 9, 2004, that details principles of our defence policy. Now the author proposes to revise our military strategy in the year 2007, for-first: we successfully completed a phase called Initial Operating Capability; second, from this standard we can unroll further activities: operational engagement of brigade task force; third, in this very year we are evaluating transformation objectives for 2007-2011 (2012). Based upon this level of knowledge, we shall be able to draft new concepts of military strategy, e.g. to substitute current military strategy by defence strategy. The topic is open to discussion.

Vojenské rozhledy / Czech Military Review Nr. 2/2007, Vol. XVI. (XLVIII.): 29-40

At present, when we are at the height of prosperity and affluence, at the same time we face the most impending perils. There are both global risks, cultural, civilizational, military as well as military-political, which may be enumerated as follows: terrorism, proliferation, regional conflicts, states collapse, illegal migration, ecological threats, organized crime, epidemic, pandemic, international armed conflicts. The Czech Republic, as a small state with rather limited resources and military potential, could solve security risks and threats only in the frame of NATO alliance, with the member states of the EU. Our country has been participating in international crises since December 11, 1990, when our federal parliament approved sending 200 volunteers in Saudi Arabia. Czech involvement covers both military and non-military deployments abroad. The new concept of security system of the Czech Republic should harmonize cooperation of all elements of this system and make it more effective and flexible.

Vojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 22-36

The Document ESS 2003 laid down foundations of our present-day security and strategy culture. It was formed as a summary of several historical and political factors that are introduced in two starting chapters, followed by the more detailed analysis into ESS 2003, its main characteristics influencing EU security and strategic culture. The ESS 2003 is compared with the American doctrinal document NSS 2002. The European security strategy of 2003 is not compared with following American strategical documents, as they were unknown in time of its drafting. The author comes into the conclusion that in spite of indisputable differences, the EU shares the same values as the US, and the EU as an American strategical ally is facing the same threats and challenges as the US does, and in case of need, there is a possibility of combined military actions.

Vojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 76-93

Although private military companies like the former Blackwater were regarded as a relatively new phenomenon in international security, their history is not new. The participation of private individuals, and /or groups of private individuals, soldiers of fortune, in "foreign" armed conflicts is at least as old as the history of wars by itself. It is impossible to open a debate about the scope and possible impact of the current use of private military and security companies without knowing and evaluating their long-term historical developments. The goal of this study is therefore to map the history of the use of private military forces, their involvement in various conflicts, services they offer, among others, from the point of international law.
