The main emphasis of this article is put on the evaluation of current state and legal bases of military diplomacy of the Czech Republic. The article aims to identify and analyse the challenges (1) the Czech diplomacy is currently faced with and to propose viable solutions (2) which could possibly contribute to better coordination and effectiveness of the Czech military diplomacy. |

Analysis of NATO and EU Approaches to Capability Planning ProcessReviewed - ReviewIng. Zdeněk Petráš, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 1/2017, Vol. XXVI. (LVIII.): 3-21 | DOI: 10.3849/2336-2995.26.2017.01.003-021 The aim of the article is to bring out results of the comparative analysis of NATO and EU defence planning processes. The comparative analysis was focused on identification of those findings which are identical for both NATO and the EU and which might be also beneficial for optimising the national defence planning process within the Czech Ministry of Defence. From this perspective, the key analysis outcome is identification of similar phases which were found out while comparing respective NATO´s and EU´s planning tools, i.e. J-DARTS and SAEP Process. Even if NATO and the EU are using a different terminology and different approaches to achieve expected results, the substance of respective phases is almost identical. A course of action how to implement the analysis outcomes into the national defence planning process might be the subject of a follow on research. |

Paradoxically, it has been economic recession in combination with growing danger of arising armed conflicts, specifically on the European continent territory, to start up the closer cooperation between NATO and the EU. Logically, the current security situation ended in conclusions that the complementarity between NATO and the EU became a real necessity and only interaction between the Alliance and Union?s security and defence policies could bring required effects, while upholding global and local security stability. A need for coping with budget restrictions and ongoing security crisis in the Ukraine re-opens the issue of common European armed forces as an effective tool for keeping security stability not only in Europe, but also around the world. However, the key issue is to what extent it is feasible to develop autonomous European armed forces operating independently of transatlantic allies, while there is a very strong NATO-EU interconnection in the area of military capability development. |

Attention is paid to certain aspects that form the local negative trends in security developments and their mutual interconnection, as a part of social movements after the events of the so-called Arab Spring and the consequences of the Egyptian Lotus Revolution that have a cardinal influence for both the deployments of Egyptian Army and the security sector in this territory. The opening part of this article is a brief historical excursion into the peace agreement between Egypt and Israel that arranges the special status of the Sinai as a demilitarized area and the adjustment of social-economic reality of the Bedouin population performing decisive influence for described situation. |

The article is based on three Russian strategic documents, i.e. Foreign Policy Concept of the Russian Federation, National Security Strategy of the Russian Federation to 2020 and the Military Doctrine of the Russian Federation. The war in Iraq ends, troops are going to leave both Iraq and Afghanistan. Obama was held up in Arab spring. He tried to improve relations with Russia. The centre of gravity was moved to the Pacific area, which got complicated ties with People's China. He didn't succeed in solving troubles with nuclear programme in Iran. His moderate success in foreign policy was the consequence of his concentration on home politics, health care reform, economy and financial crises. At the end the essay evaluates the Chicago summit that among others officially affirmed that NATO activities in Afghanistan would be concluded by 2014 and declared the so-called smart defence. |

(LIII.): 26-33 Studies of the importance of culture have gained greater attention in the post-Cold War era. In present world, there are many fenomena that can't be explained in terms of neorealism. There is the consensus in national security policy studies that culture may significantly affect grand strategy and state behaviour. It limits behavioural choices, from which we could derive predictions about our strategic choice. This study is based among others upon Johnston's strategic culture concept related to three generations. The study is divided into five parts: at first the author introduces general concept of strategic culture, the second, third and fourth parts correspond to individual generations. In closing part the author explains his own understanding to this concept. |

(LVIII.): 55-67 | DOI: 10.3849/2336-2995.26.2017.04.055-068 Use of child soldiers by rebel armed forces has been growing in recent years. In comparison to preceding conflicts, main reasons for their use have changed significantly - at the present time, children have become highly efficient psychological weapon in battles against the military from developed countries. This may have momentous consequences not only for the given children but also for professional soldiers. Fighting against child soldiers can indisputably affect the soldiers' capability to discharge their duties. Furthermore, they have to cope with many individual moral dilemmas. The article will look into potential moral aspects regarding confrontation between child soldiers and members of professional armed forces. In the following section, training of professional soldiers and preparation of military mission will be explored. Subsequently, weaknesses which are crucial to forestall in the future will be outlined. |

The goal of this text is presentation of findings relating to achieved degree of cooperation, where besides realized cooperation (its outcomes are real products) and political aspects (as determining mechanism and framework of whole partnership) attention is also paid to the causes as a driving force of past and current state. In conclusion, author assesses the most problematic issues of defenceindustrial cooperation of V4 countries and also obstacles of their deeper EU involvement, which can be used as a more suitable framework for anchoring regional partnership in sector of defence industry. Author also outlines areas of potential future cooperation of Visegrad partners. |

The primary method of Hezbollah action is to use or threat of violence consisting in threatening to attack on the Israeli energy sector to defend Lebanese energy wealth and deter its enemy from production of gas and oil in the disputed waters of the eastern Mediterranean. The main motive of Hezbollah's activities is especially strengthening of stable energy supplies and Israel's accusations of aggressive energy policy towards Lebanon. |

Based on the analysis of the results of structured interviews conducted with extensive amount of the Czech Armed Forces officers, and their generalization, were found discrepancies between the current and required state in the organizational structure of engineer units to provide effective mobility support, and requirements for engineer devices to support mobility in the Czech Armed Forces conditions were formulated. The aim of this article is to present recommendations for inclusion of different types of engineer devices into formed engineer formations for mobility support in relation to the tasks performed within engineer role of mobility support and determine recommendations for the further direction of research in this area. |

A number of reform measures have been approved, and in most cases already implemented, over the period of last several years with the aim of more effective, economical, efficient a transparent use of NATO common funds and the introduction of modern financial management practices. NATO common funding is therefore a live and well-functioning system. Nevertheless, there is still a room for further improvements. The aim of this article is to describe the role of NATO common funding, its basic parameters and tools, its development in the past, and current and future challenges. |

(LVIII.): 3-17 | DOI: 10.3849/2336-2995.26.2017.02.003-017 The aim of the article is to present a synthesis of findings from both analyses and their application while conceiving a proposal of methodology for military capability assessment of Armed Forces of the Czech Republic. The proposed approach to capability assessment stems from principles of the NATO´s J-DARTS (Joint Defence Planning Analysis and Requirements Tool Set) and EU´s SAEP (Scrutinising, Assessing, Evaluating and Prioritising Process) when the main attention was focused on the phase of matching current capabilities of force units against capability requirements, follow-on identification of shortfalls and their prioritisation. The degree of priority should primarily qualify the level of operational risk stemming from potential engagement of force units in an operation. |

The first is to analyze the content and basic themes of the Russian security discourse on energy relations with the EU in 2012-2017. The second is to interpret the influence of norms and values in the energy security discourse on identity and interests of Russia in the studied period. Security discourse of the Russian Federation focuses on defending Russian diversification projects to strengthen EU energy security. In the security discourse, Russia in relations with the EU de-securitizes the issue of energy when it presents itself as the main and reliable partner and supplier of oil and gas to the EU. |

On the basis of two different surveys among professional soldiers, realized by different methods and at different stages of development of a professional army support the idea, that soldiers feel the lack of social work in the long term, and in the specific areas of their lives, which are inevitably professionally determined. |

Transition from ground operations to targeted killings is demonstrated on three military operations - Operation Enduring Freedom, Operation Iraqi Freedom and Operation Inherent Resolve. The shift from bombers to drones had several reasons, mainly changing features of the threat. Authors are asking questions why and how did change the US fight against global terrorism with respect to military technologies and how is this change reflected in US fight against the threat of Islamic state. |

(LVIII.): 89-108 The article deals with economical aspects of operation of the military vehicles designated for the transport of persons in the competence of the defence department. In the beginning of the article basic concepts are defined, types of vehicles, and current structure of fleet of the sector. In addition, all passenger vehicles and buses exceeds the national average age in 2015. A more detailed analysis showed that the MoD makes the procurement of new vehicles in cost-effective way, and the structure of these purchases began to predominate significantly cars with diesel engines in the last ten years. However, the lack of monitoring of the total costs of operating vehicle use all cars unevenly, and fleet renewal is realized in low volumes. Although the data in the article are reported to and including 2015, evaluated the development and evolution of this trend persists until today. |

Its content is aimed on technical and tactical capabilities of the mine launcher MV-3 during the placement of anti-tank minefields according to the desired effect on the enemy. On the basis of indicative calculations this paper presents limited possibilities and abilities of the Czech Armed Forces Corps of Engineers within the area of remotely placement mine fields and the use of the mine launcher MV-3, which is currently the only special established means for fulfilling this task. This fact has a significant impact on tactical deployment of countermobility engineer units during carrying out their missions. |

(LVII.): 3-20 | DOI: 10.3849/2336-2995.25.2016.03.003-020 The article is aimed on the identification of the tools of the international security organisations (NATO, European Union, Organisation for security and Cooperation in Europe) for de-escalation and resolution of the violent conflict in Ukraine. It is based on the liberal institucionalism. It characterizes and systematises tools and divides it into "soft power" and "hard power" tools. It is analysed the possibility of the use of armed forces as a coercive tool or in peacekeeping or monitoring missions. The NATO and the EU became involved in coercive diplomacy, the OSCE as a "soft power" becomes involved in mediation of the conflict in eastern Ukraine and dispatched long time missions. All three analysed organisations used the tools without placing of armed forces. |
