The Current State and Trends in Space Security

Informational pages

Ing. Vladimír Šilhan, CSc., MSc.

Vojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 132-147 | DOI: 10.3849/2336-2995.21.2012.01.132-147

Space applications and use of satellite data became an important tool for production and development of many companies and institutions, as well as indispensable part of our daily lives, when using e.g. satellite navigation or TV broadcasting. Proper functioning of those services, however, requires the security of space assets at the orbits, their ground stations and the transmition links. The basic threat for space assets is the growing number of debris at the orbits. Space Situation Awareness has a growing importance and sharing information among all main space actors becomes a pre-requisite. Efforts to agree on common guidelines to mitigate possible risks related to outer space activities are made both within the UN and the EU as well as among all space agencies.

Security Preconditions and Threats (Economy, Religious and Cybernetic Menaces)

PhDr. Antonín Rašek

Vojenské rozhledy / Czech Military Review Nr. 2/2011, Vol. XX. (LII.): 38-52

One of main task while preparing new security documents is to identify, analyze and evaluate newly emerging, self-generating security threats. They menace cybernetic, economy, bank, and religious security. The special menace, as for inner security it is lobbyism. Cybernetic threat is today regarded as more dangerous than nuclear strike. The American lived through those experiences in Iraq. Another example is cyber attacks on Estonia in 2007 that swamped websites of Estonian organizations, including Estonian parliament, banks, ministries, newspapers and broadcasters. The attacks triggered a number of military organisations around the world (including NATO) to reconsider the importance of network security to modern military doctrine. There is a paradigm: the more modern country, the more risks are opened. The situation is complicated by the fact that in sophisticated society there is hard to identify attacking enemy. The author underlines that we are the last member nation in the EU that has no official CSIRT (Computer Security Incident Response Team) to react cyber /terrorist attracts.

During the Arab Spring Revolution, when the protests against the Syrian government began in 2011, Russia was one of the strongest backers of President Bashar al-Assad's regime, backing its right to use force if necessary to prevent or put down an uprising. Currently, the Russian Federation is the power which has most prominently provided a diplomaticshieldforthe Syrian state and bolstered it witharms supplies, although Moscow talks about the need to "balance" between the warring parties in Syria. The main aim of this paper is to analyze the motives of the foreign and security policy of the Russian Federation in support of Syrian President BasharAssad in the background of Russian interests and influence of norms. At the theoretical level, the paper builds upon a combination of conventional constructivism and rationalism approaches, which in relation to the motives of Russian protection and defense of the ruling regime in Syria reflects a number of fundamental knowledge.

The identification of security threats and subsequent risks is the base on which we form security and military strategies. It is also the core of all security scenarios. That's why we must welcome all books dealing with futurology predictions, like The Cognition of Future as a Challenge by Martin Potůček at al, Karolinum, Charles University. He summarizes knowledge and experiences done by CESES, the only scholarly lab dealing systematically with drafting up visions and strategies the Czech state might be confronted with. The CESES is a Czech acronym, which stands for the Centre for Social and Economic Strategies, at the Faculty of Social Sciences, Charles University, Prague.

Doc. Mgr. Oldřich Bureš, M.A., Ph.D., PhDr. Vendula Nedvědická

Vojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 76-93

Although private military companies like the former Blackwater were regarded as a relatively new phenomenon in international security, their history is not new. The participation of private individuals, and /or groups of private individuals, soldiers of fortune, in "foreign" armed conflicts is at least as old as the history of wars by itself. It is impossible to open a debate about the scope and possible impact of the current use of private military and security companies without knowing and evaluating their long-term historical developments. The goal of this study is therefore to map the history of the use of private military forces, their involvement in various conflicts, services they offer, among others, from the point of international law.

PhDr. Antonín Rašek

Vojenské rozhledy / Czech Military Review Nr. 4/2010, Vol. XIX. (LI.): 15-30

This concept has been preparing since the early 2009. In short, the North Atlantic Treaty Organisation must be increasingly prepared to intervene far beyond its borders. In the coming decade, NATO will have four central inter-related military missions. The first requirement is to "deter, prevent and defend" against aggression, so as to ensure the political independence and territorial integrity of NATO member states. The report insists on the need to send out military missions beyond the treaty area "when required to prevent an attack on the treaty area or to protect the legal rights and other vital interests of Alliance members". Any expeditionary mission must be based on the principles of the UN charter. Another key item is to cooperate better with those partners, and others worldwide, in order to tackle the new threats posed by cyber attacks, piracy, arms proliferation and energy supply insecurity and climate change. However, in order to achieve the new goals, NATO "must halt the precipitous decline in national defence spending", and to introduce reforms to make spending more efficient.

Criminalization and Religious Radicalization in Chechnya as Two Main Streams of Development after 1996 and their Influence on Terrorism in Subsequent Conflict

Informational pages

Bc. Martin Janků

Vojenské rozhledy / Czech Military Review Nr. 1/2010, Vol. XIX. (LI.): 123-137

The article deals with the disintegration and erosion of originally cohesive Chechen resistance movement during the First Chechen War and following inter-war period. According to the author, the main reasons of this process are criminality and religious fundamental radicalisation. They together produced inner confl icts between fi eld commanders; some of them attacked Russian security forces in neighbouring regions (Dagestan, Ingushetia), even after war had ended. Disintegration processes were encouraged by social deprivation after the first war, by strategical position of Chechnya in relation to smuggling drugs and weapons, stealing rude oil, and fi nally activities of foreign Islamic solidarity fi ghters. All those factors signifi cantly contributed to the outbreak of the Second Chechnya War.

PhDr. Antonín Rašek

Vojenské rozhledy / Czech Military Review Nr. 4/2009, Vol. XVIII. (L.): 173-184

At that time, the base for plural societies in Eastern Europe was founded. Poland, the Czech Republic and Hungary joined NATO defence alliance. Serious global threats of economic, military, ecology, social, ethnic, religious, criminal characters were lasting. The important question of proliferation of mass destruction weapons was raised. The analyses of security situations in Europe and the World respectively proved that armed conflicts were mostly internal, in a form of civic wars, but demographically endangering bordering countries. Those threats were only discussed, namely nobody fully realized the threat of terrorism. Defence budgets were reduced, all people wanted to profit from the so-called peace dividends. Czech army was loyal to the state; it was not misused in inner political conflicts, which was regarded as something normal by the majority of Czech public. But there were many problems left, especially the role and engagement of the ACR in the following century.

It analyses attitudes of various forms of Czech domestic extremist movements to the military sphere and possible impacts of the infiltration of extremists into the army, namely in time of danger (training militant activities, including paramilitarism, subversion, espionage, etc). The article brings outcomes from the critical analysis of interaction between planning by objectives and capability planning. The analysis is based on the assumption that the strategic decision-making process should be assisted by a systemic tool, enabling a financial assessment of capabilities, identified as a prerequisite for accomplishing politico-military ambitions. Taking into account the current planning system, as implemented within the Ministry of Defence, the planning by objectives might become this tool. However, for providing an efficient planning by objectives, it is necessary to derive relevant findings from the capability planning, which basically includes data on capability assessment, identified capability shortfalls and their prioritisation. Therefore, findings from capability planning process are a keystone for conceiving objectives for the area of capability development. Both capability planning and planning by objectives are to be seen as communicating conveyances, where a level of mutual interactions significantly influences effectiveness of defence performance management.
The analysis is aimed at identification and description of discrepancies hampering an efficient interconnection between planning by objectives and capability planning and, as a conclusion, the analysis proposes a definition of the core problem which causes respective discrepancies.

The separatist movements at Ukraine, Crimea annexation, have fundamentally changed today's security surrounding. All that came about were in fact described in the last Russian military doctrine of February 2010, herein the Czech strategic thinking failed, leaving the nation unprepared. The Czech military documents identify threats too broadly, without setting definite opponents. One precondition failed completely, namely a gradual emergence of threats, enabling the Czech Republic to prepare itself.
