Space Policy through the Prism of the Concept of Strategic Culture

Reviewed - Review

Mgr. Jakub Fučík, PhDr. Petr Suchý, Ph.D.

Vojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 90-105 | DOI: 10.3849/1210-3292.23.2014.03.090-105

The article deals with the issue of creation and realization of space policy. Space programs of individual states are closely connected to decision-making processes of the (general) state (public) policy. Therefore we can raise a question which factors influence these processes and the formulation of space policy and also if they are so unique that could be related only to one particular state. The aim of this article is to focus on one of the factors influencing space policy-strategic culture. Its influence is analysed through case studies of seven nations. Each case study is divided into two parts. First, we identify relevant characteristics of the state's strategic culture. Then, we analyse whether and how the identified characteristics of the respective strategic culture influence the space policy of a state in question. This article seeks to contribute to the growing debate about space as "the next" strategic area and highlights rather overlooked reasons of space exploration.

Vojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 112-122

Russia's actions in the Ukraine have changed the security situation in the Baltic region, which makes NATO's long-term presence in Latvia essential for the Latvian Republic. The impacts of Russian actions on Latvian defence policy are discussed in the paper by Mr Janis Berzinš,Managing Director of the Centre for Security and Defence Research, National Defence Academy of Latvia, in Policy Paper, No. 2, 2014. It is a new way of intervention, new-generation warfare, without the employment of armed combats, using mostly influence and coercion, by means of covert operations. Abridged and adapted. The original English text is available at http://www.naa.mil.lv/~/media/NAA/AZPC/Publikacijas/PP%2002-2014.ashx. Even though the study came into being in April 2014, the editors regard it worthy to be published, being timeless and with general validity.

NATO has been permanently adapting to new outside and inside challenges. Lisbon summit in 2010 is one of the very important milestones in this transformation endeavour. Since 2010, the Alliance has embarked on meaningful structural reforms with the aim to enhance effectiveness, improve efficiency of all NATO entities and make the Alliance fit for its purpose. The main objective of this article is to introduce the scope of NATO reforms and their expected outcomes. Furthermore, this article will assess real achievements and draw at least some lessons from a reform implementation process in order to establish best practice in reforming complex organisations.

Armed Conflict and Relations of its Economic Analysis

The topic of this essay is an insight into the interrelations of the economic analysis of armed conflict. The author tries to explain its substance and importance and at the same time he warns against the difficulties with its implementation. Backed by several studies, we must conclude that there is a lot of confusion in terminology we use. It is therefore proposed to apply cost-benefit analysis, so that we could create a unified terminology and simultaneously to use this analysis to present armed conflict economy in terms of overall expenses vs. likely benefits aroused by respective armed warfare.

The acts of violence have swept the whole Central African Republic (CAR) since March last year. When the Muslim fighters of Seleka rebel groups had deposed a Christian president Francois Bozize, the fighting between Christian militias and Muslim population broke out. The provisional government of the Muslim Michel Djotodia allegedly intentionally massacred civilians, including women, children and old people. In December 2013, under the resolution by the Security Council, UN, the French troops of 1600 men were sent to help to African Union soldiers to keep growing chaos at bay. But up to now, the violence has not been stopped. Nearly a million of people have been internally displaced in the country. A total of 935 thousand of Central Africans are currently sheltering in scrublands or living with their relatives. More than half of the city's population fled Bangui, some 60 per cent of those displaced are children, according to the UN refugee agency, UNHCR.

Common European Armed Forces: Reality, or Utopia?

The consequences of economic recession and their impact on national defence budgets can indeed heavily hamper the credibility of both NATO and the EU. A need for coping with budget restrictions and ongoing security crisis in the Ukraine re-opens the issue of common European armed forces as an effective tool for keeping security stability not only in Europe, but also around the world. However, the key issue is to what extent it is feasible to develop autonomous European armed forces operating independently of transatlantic allies, while there is a very strong NATO-EU interconnection in the area of military capability development.

Career education of the Ministry of Defence (MoD) personnel is a key component to meet requirements for qualifications. As these requirements are career growth conditions for career personnel, they are inherently connected with further promotion in rank. The MoD Concept of Personnel Development for 2012-2018 sets the direction of the educational development to achieve these qualification requirements. Vojenské rozhledy / Czech Military Review Nr. 1/2014, Vol. XXIII. (LV.): 4-7

Even though we have several concept documents: Security Strategy, Defence Policy, our armed forces are fragmentized by doubtful laws into autonomous sections, Army of the Czech Republic, Castle Guard, Military Office of the President, Military Intelligence. We lack a binding political assignment on defence policy. The Defence White Book was a serious attempt to introduce this problem among members of government, parliament. But it was ineffectual. The officials did not respond, contented with emergency arrangements. Alarms bell. Supposing the politicians are not involved in defence policy, we should lose our Alliance credibility, later on even Alliance collective security.

Its own nuclear program is an important instrument of Iran's domestic and foreign policy. In foreign policy it is used for promotion of its regional interests and it also serves as a guarantee against foreign actor's interference in Iranian domestic affairs. So far, the negotiations between Iran and the international community have not brought about any tangible results. Among other reasons, there are different expectations of both parties. Recently, on pages of this Military Review, several authors wrote about new scholarly discipline, the securitology (Josef Janošec, MR 3/2007). The author would like to add several ideas to this new discipline, inspired among others, D. Meadows, Limits to Growth, P. Kennedy, The Rise and Fall of the Great Powers, R. Today's world actors, the U.S., People's China, Russia, India, Iran, are in their roles accompanied by institutions, such as the Unites Nations, European Union, NATO, International Monetary Fund, the World Bank, multinational monopolies, etc. Among key actors also belong established international terrorism, international crime. The common outlet of those megatrends is emerging New Multipolarity, new picture of world's configuration. Among others, at the end, the author calls for good relations with Russia, otherwise we might face energetic crisis (energy aspect of security).

Vojenské rozhledy / Czech Military Review Nr. 2/2007, Vol. XVI. (XLVIII.): 41-50

The Czech Republic is following the path common for the other countries in Euroatlantic region, being motivated by common struggle for enlargement this area of stability, security, democracy and peaceful resolution of crises. Hand in hand, with growing experiences from peace operations, the Czech Republic reflects specificities of national security and military strategies, as well as the level of declared military ambitions. Principal changes the Czech forces undergoing now are aiming at fulfilment basic principles of the Security Strategy of the Czech Republic. Participation of the Czech Republic in peace operations and operations outside the republic is becoming the most predominant form of deployment of our armed forces. The security environment is permanently changing. A national set of risks has increased after joining the EU and NATO and EU enlargement. The Czech Republic is obligated to integrate national security capabilities into NATO and the EU. To fulfil its responsibility, the Czech Republic ought to use the capabilities-based planning for further transformation of national security sector. This NATO concept ought to be in use not only within the MoD, but also at other ministries tied or responsible for national security. The national security sector must be planed, programmed, budgeted and transformed like a body. The article deals with the problem of unifying security concepts across Czech public administration. Vojenské rozhledy / Czech Military Review Nr. 4/2009, Vol. XVIII. (L.): 61-70

There are many items in American foreign policy the Europeans do not agree, namely its tendency towards "strong world leadership". On the other hand, the Americans would prefer stronger Europe, namely in time of world's economic crisis when US defence expenditures are practically frozen, and when pre-emptive strategy by president Bush exhausted most of American sources. Even the Europeans feel that they should profile themselves as independent, strong power, but their Common Foreign and Security Policy is still more political declaration than really military strategy. Many security experts suggest that the Lisbon Treaty excludes NATO membership as far as questions concerning defence are concerned. NATO alliance still expects new strategy that ought to be approved in December 2010. The authors predict the necessity to strengthen the so-called Second Pillar of the EU, as the United States are going to be more oriented towards cooperation with Japan, South Korea and Australia. We must bear it in mind, drawing up long-term visions of Czech Security policy.

Contemplations over Obama's Security Policy

Reviewed

PhDr. Antonín Rašek

Vojenské rozhledy / Czech Military Review Nr. 3/2009, Vol. XVIII. (L.): 3-11

It is evident that Barack Obama diverges from Bush's pre-emptive strategy. There are changes in style and contents. Obama begins to direct American policy more towards diplomatic negotiations instead underlining military strength. It is evident namely in proposed negotiations with Iran and in case of Russia, where he wants to overcome cooling down after Russia-Georgia clashes and gas crisis. He insists on avoiding unnecessary conflicts and puts stress on good relations with allies and building new partnerships. He is going to withdraw soldiers from Iraq and in spite of problems in Afghanistan to reduce U.S. military budget. Even though Obama wants to maintain American world's leadership, there are some signs of partial changes in American foreign policy, e.g. his orientation towards Asia suggests first signs of multilateral approach of post-American era. The author also mentions the question of "American radar" in the Czech Republic, the fate of which depends on Iran's nuclear power programme.
