The main purpose of the article is to familiarize the readers with the proposal of the recommendations for implementing an integrated approach to defining the competencies needed for military personnel within the Ministry of Defense of the Czech Republic. On the basis of the analysis of the national strategic documents, analysis of the system of management of educational and training activities and evaluation of the current competency model for the members of the Czech Armed Forces, the recommendations were drawn up to introduce a conceptual approach to defining the competencies for military personnel. This set of proposed measures provides a baseline for applying the competency model as a human resource management tool. |

The system covers distribution of foodstuff above all into evacuation centres, preparation of food (cooking), disposing wastes, remnants and leftovers. The collected data were used for calculating and analysis of overall costs spent for all discussed groups. Upon this analyses the authoresses draw final conclusions. |

(L.): 5-22 This study is based on a paper presented at the conference with the same heading taking place on January 8, 2009. First, the authors enumerate starting points of Czech defence and security polity together with key factors influencing their developments. The whole scale of new threats-from WMD and ballistic proliferation to cyber attack and even non intentional threats like climate change and pandemia-are to be addressed not only in NATO but also in the EU. Existing states of affairs are gradually reflected by Czech security and defence documents: Security Strategy 1999, 2001, 2003; Military Strategy 1999, 2002, 2004, 2008. In this historical context we joined NATO defence alliance and took part in peacekeeping missions abroad. Previous twenty years when we lived in peace could be regarded as a challenge to build Czech statehood. There is no time like a present. Only the future will show us whether we mastered it as much as we could. |

A multi-domain approach to operations is being progressively implemented in allied nations and within NATO, as well. It should also become a core interest for the Czech Republic, even if the sea and space domains do not represent the crucial area of potential operational engagement of the Army of the Czech Republic. The complexity of operations in a complex operating environment requires mutual interaction across all operational domains. The integration of the physical and virtual spheres of operations suggests that operations planning cannot be strictly oriented to individual operational domains. The interaction between operational domains must be perceived as a sine qua non for effective planning and conducting military operations. This is also a fundamental prerequisite for the successful activity of forces in a complex operating environment. |

The operational environment describes determinants and characteristic of today's and future warfighting. Technological development as booster, change the tools and the procedures but not the nature of war. Level of training and leadership quality multiplies combat power. The key findings and recommendations support fundamental idea of ability to lead and manage hybrid systems in volatile multi-dimensional environment, using various tools and sources, appropriate to specific environment and specific tactical level mission, stressed in last chapter as result of this study. The article´s aim is support discussion, which directions we will adapt currently ongoing or newly creating study programs, preparing new generation of warriors - leaders. |

(LXIV.): 155-170 | DOI: 10.3849/2336-2995.32.2023.04.155-170 The article presents selected functionalities of intelligence support in the Czech Armed Forces, which are addressed in the context of opportunities and challenges of the future operating environment. Its aim is to formulate, in parallel reflection with the current approaches of the North Atlantic Treaty Organization, the possibilities of implementing intelligence, surveillance, reconnaissance and electromagnetic warfare in national conditions. Military practice is presented with a direction on how to respond to changes in the nature of the operational environment, including changes in the physical and non-physical domains of the battlespace to which all components of modern military forces must adapt while maintaining the necessary interoperability. The article is a response to differing and often not entirely correct understandings of the issue, which can be found even among specialists. It summarizes what has been learned so far and suggests where the discussed functionalities should go. |

The first part briefly analyzes the Russian Federation's attack on Ukraine from a "just war" perspective. The following part is devoted to individual perspectives of different branches of international law on military aid to Ukraine - the law of neutrality, ius ad bellum, ius in bello, issues of co-belligerency and state responsibility for complicity in internationally illegal actions. The conclusion summarizes the findings and gives an answer to the question why Western aid to Ukraine mostly does not violate the norms of international law. |

It is widely known, however, the origin of the term logistics is not unambiguously stated in publications and sometimes refers to ancient Greek. There is no doubt that the term "logistique" was first used by the general of Napoleonic army Antoine-Henri Jomini and Lieutenant Colonel George C. Thorpe, U. S. Marines, anglicized Jomini's term to "logistics". Among many distinguished authors that paved the way to the current theory of military logistics cannot be omitted Rear Admiral Henry Eccles. It is also worth to mention Austrian-American economist Oskar Morgenstern and his attempt to outline a consistent language between military and business logistics and to formulate a general theory of logistics. |

It provides an explanation of their historical, geopolitical, and military contexts while also assessing their compliance with international law. The text introduces two innovative concepts, the Holland doctrine and the Macron doctrine, and analyses both their successes and failures. Ultimately, the article concludes by addressing the question of why these SMOs achieved military success but failed to meet political objectives, resulting in a significant disillusionment among French political and military elites, as well as the participating soldiers. |
Deepfake as an Advanced Manipulative Technique for Spreading PropagandaReviewed - ReviewMartin HavlíkVojenské rozhledy / Czech Military Review Nr. 1/2023, Vol. XXXII. (LXIV.): 3-16 | DOI: 10.3849/2336-2995.32.2023.01.003-017 The article describes the basic foundations and significance of the manipulative technique called Deepfake, which in the environment of technological and informational expansion is also becoming a widely used tool for spreading propaganda. This advanced manipulation complements a wider spectrum of forms of disinformation and is increasingly being used as a means of conducting information operations, often as part of wider hybrid warfare. Effectively combating this kind of manipulation places high demands on consumers of information, both on the part of the detection tools used and on the part of the cognitive human approach based on critical thinking. The expansion and sophistication of similar manipulative techniques will continue, in connection with the development of modern technologies and the interconnectedness of the information environment. Although the Deepfake technique is not only associated with security-military aspects, its influence on information operations and hybrid warfare cannot be neglected. |

(LXIV.): 18-34 | DOI: 10.3849/2336-2995.32.2023.01.018-034 Voices about the need to build a joint European Union army have been appearing on the European scene for several years, but recently these voices have become stronger, especially after the Russian invasion of Ukraine. Therefore, in the article, the authors deal with the issue of the possibility of creating a common European army. They draw on from socio-scientific political science approaches to current security frameworks, examine the current state, and at the same time point out that, despite the threats Europe is facing, there is still no clear plan for how such an army should be created. Considering the facts mentioned in the article, the authors state that the creation of a common European army, at least for now, seems unlikely, as a supranational model of the European army would require the transfer of sensitive national competences from the member states to the EU level. |

In the wider context, there is an imperial effort of Russia to enforce its power and influence in the region by an offensive and aggressive war. The authors define the fundamental difference between a special operation and the so-called special military operation in the context of contemporary interpretation of the Kremlin. They further argue the way in which Russia is trying to justify the war and discuss its reality in terms of international law. |

Traditionally, military service embodies the macho culture where a certain type of physical strength is required, attainable only through the male frame. The traditional military personnel model represents a young male force that is supported by spouses who stay at home but modern warfare and the inclusion of technology have opened many chances for women to be included in the armed forces. Therefore, the aim of this paper is to highlight various fields of armed forces where women in Pakistan may or may not be suitable to be integrated. The paper descriptively analyzes the participation of women in armed forces in general and in the Pakistan Armed Forces in particular. Recommendations highlight the combat operations relevant to the Pakistan Armed Forces context which women can or cannot be integrated into. |

(LXIV.): 98-117 | DOI: 10.3849/2336-2995.32.2023.01.098-117 The article deals with the evaluation of current possibilities of medical support capabilities in the area of Chemical, Biological, Radiological and Nuclear Defence. The evaluation of national strategic documents shows that the area of providing care in the event of chemical and biological hazards is significantly more developed than in the area of radiation, while the security threats associated with radiation are constantly growing. Analysis of NATO standardization documents in the field of medical support and relevant Czech doctrinal documents was carried out, based on which the diagnostics and triage of irradiated persons, called biological dosimetry, was identified as a potential capability. Using the capability planning methodology and based on the evaluation of the functional areas, a conceptual approach to the development of biological dosimetry capabilities was defined. The presented recommendations also include a proposal for the organizational structure of the Czech Armed Forces biodosimetric network. |

In their comparison and analysis, the authors concentrate on the test format, testing methods, tester training, and assessment techniques. The gathered data have shown some similar approaches to test design and administration, however, some differences in certain aspects were also observed. |

Based on the current state of affairs analysis, the components of leadership and the relationship among them are identified, as well as general conditions for their application. This article analyses, through the case study method, the way defense resources were managed from a sustainable development perspective, focusing on the durable effects of the main projects aimed at ensuring this country's initial steps towards a sustainable development destination. As a result, this study points to the positive potential that the military instrument could have in a country's efforts to achieve sustainable development goals, highlighting the way that unsustainable management practices can compromise or even nullify the progress in this area. Consequently, the main product of this research is a model of unsustainable use of defense resources that decision makers should know and avoid in the future, to obtain long-term beneficial results. |

As a part of the research there were analysed the approaches of the Czech Republic and NATO using of a comparative analysis supplemented by a structured interview. The results of the research confirmed the inconsistent approach to the application of standardized tools and methods for evaluation of units, which are not declared for the NATO and the EU Task Forces. Based on the results of the analysis and with the utilization of the best practice approaches, there was formulated an innovative approach to assessment of the required capabilities of all headquarters and units. The evaluation of these preparedness is carried out at the end of each Czech Armed Forces operational training cycle. |

Both processes differ in purpose, neverthelles they are challenged by the very same problém to find solutions with maximum operational effectiveness of armed forces capabilities at minimum cost to achieve objectives. It applies constructive simulation namely the software instruments of MASA SWORD and assess its potential to support the process of capability requirements identification and validation of potential alternatives to achieve objectives. It provides reasonable evidence that constructive simulation is a valuable instrument to support the evidence based decision making within in the processes of defence planning and operations planning proces. Constructive simulation allows to identify the most suitable solutions in terms of both operational effectiveness and costs. |

Its main purpose is to replace obsolete technology with new ones to prepare the Armed Forces to meet the new challenges of the future security environment. New technologies play a key role in this regard. Not only the Armed Forces of the Czech Republic, but also other NATO and EU member states have planned significant modernization projects for conventional military conflict but also unconventional, asymmetric and hybrid conflicts. The authors examine approaches to the modernization of the Land Forces of selected countries. Finally, the armament strategy of selected countries is compared with the armament strategy of the Czech Republic's Land Forces. |

On the basis of qualitative research we consider the recent way of command of the Czech officers intuitive and individual. It characterizes most common way to command, based just on experience. We consider differentiation in the way of leading and motivation of subordinates among types of forces and military specializations. The reflection of the professionalization, the training system, the perception of learned/natural ability to command and their career is offered to discussion in the context of changes in direction of education of Czech officers and commanders. |

General ideas or notions correspond to some class of entities and that consists of the characteristic or essential features of security system. The conjunction of all characteristic security features and theoretical construct within a security are based upon German terms, e.g. Wehrstruktur (defence structure), Wehrverfassung (defence legislation), Wehrsystem (defence system). The origins of the first polemic article lay in gaining facts for research work, arranged by the Faculty of Economics and Management, Defence University, "Allocation and Management of Defence Sources of the CR and the Formation of Economic Thinking in the ACR". The system of planning, programming and budgeting (PPBS) was introduced into Czech forces several years ago, but the it did not worked in a way it was supposed. There were many deficiencies the PPB system suffered from. Unfortunately, the author lacks sufficient data to evaluate properly the performance of this system. He has to combine diverse data sources, booklets, statistics, data releases, to make accurate picture of a day-to-day financial military administration. The first part describes the tools and methods of analysis for processing this information. The second part provides practical examples of this information support. On the basis of analytical studies the status of staff is presented in 2015 and 2016, supplemented by comments from the author, indicating possible ways of presenting and using this information in Human Resource Management. The author of the article, which presents the results of the long-standing experience of the creator of the information management support system, concludes that the data generated by this system could lead the adoption of a number of fundamental strategic decisions. |
