Combat Use of Light Infantry: Tactics with LMV IvecoReviewed - ReviewKarel ZetochaVojenské rozhledy / Czech Military Review Nr. 1/2018, Vol. XXVII. (LIX.): 85-105 | DOI: 10.3849/2336-2995.27.2018.01.85-106 Light Infantry units are primarily equipped with the Iveco light armored vehicles in the Army of the Czech Republic. Similar type of vehicles was acquired by the armies of some other NATO members. Armored LMVs represent a new category of equipment and no specific tactical procedures have yet been created. The aim of the text was to develop general tactical light infantry procedures for the current training needs of units with Iveco LMVs. In the text, combat battle drills on vehicles and tactical procedures for the use of light units equipped with the LMV Iveco have been created. Combat deployment experience and results of live simulation were main source of information for development of LMV tactics and procedures. Presented procedures can be used for training of units equipped with LMV Iveco. The use of light armored vehicles also showed the design limits of this technique. LMVs Iveco cannot fulfill the role of primary vehicle of light infantry units on a conventional battlefield mainly due to their low level of endurance. |

(LVIII.): 18-32 | DOI: 10.3849/2336-2995.26.2017.02.018-032 The article deals with the topic of scenarios in relation to their significance, internal structure development and the way of elaborating scenarios following links to security threats and mission types. Article describes possible way of structuring set of scenarios reflecting security threats stated in The Security strategy of the Czech Republic and corresponding mission types. Main methodology exploited during the work with the topic of scenarios was document analysis, which resulted in finding, that scenarios don't enjoy appropriate attention in the defence resort of the Czech Republic, scenarios are not elaborated and thus not exploited. The article deals in the conclusion with propositions aiming at elaborating scenarios with purposefull internal structure, elaborating security threats and reflecting mission types. |

The contribution also defines and interprets certain terms (family, household/shared household, close person, child, spouse/partner) at which demonstrates the combination of both legislative branches. It attempts to demonstrate that the laws so called armed legislation, particularly the Professional Soldiers Act is not a world closed on itself, but rather an area that is a part of the unified legal system linked to a number of laws, including Private Law (especially to the CivilCode and Labour Code). |

(LVIII.): 73-88 | DOI: 10.3849/2336-2995.26.2017.02.073-088 The issue of terrorism is becoming increasingly important on the level of social, economic, political and security. The threat of terrorism affects at the same time, societal and cultural events. Professional and academic discussion addresses the causes and possible consequences of this phenomenon. To understand the implications of terrorism, it is necessary to look at this issue from the perspective of terms of its financing. This review study aims to define the term financing of terrorism on the one hand, but also to identify possible sources of financing of terrorism, including the most used payment methods by terrorist organizations. This study also leads a discussion on the efforts and effectiveness of the various authorities in the fight for detecting terrorism, especially in relation to the detection of its financial flows. The study also defines the possible pitfalls in the fight against terrorism and detecting its sources of financing and attempts to outline possible alternatives while increasing success in this fight. |

This paper is an attempt to project some opinions on C2 issues from the sixties last century to the present. As there are two periods with dozens of common characteristics, we can find a number of similarities. This article aims to point them out. |

The required capabilities are derived from tasks determined by legislation, NATO and EU commitments and earlier developed strategic and operational scenarios. Comparing required capabilities and an actual state, a solution harmonizing defence in cyber space with defence of the Czech Republic and ensuring the cyber space defence and integration cyber capabilities into common operations conducting is proposed. |

In one hand this possibility is a way to gain findings from national experts and in other hand an opportunity enabling countries to enlarge knowledge and experience of national participants in order to development of similar activities at national level. Moreover there is an opportunity to present activities of nations´ institutions working in the similar field as well as national findings linked to security trends and defence planning. Based on the broad definition of the objectives of social work in an international context reflects the current status of social work with military personnel in an Armed Forces in the past 25 years. On the basis of two different surveys among professional soldiers, realized by different methods and at different stages of development of a professional army support the idea, that soldiers feel the lack of social work in the long term, and in the specific areas of their lives, which are inevitably professionally determined. |

War is one of many ways for implementing policy, but actually it is self-breeding and at the same time its own last source. The hypertrophy of available means for warfare creates the atrophy of its functions and consequently even its reason. War is still an extreme choice, bringing about the danger of total devastation of humane environment. It's strange that environmentalists do not put their protests to this centre of gravity. On the contrary, many of them regard wars as natural thing, originated in the very nature of humane dispositions. It has its source probably in the fact that there is no self-contained theory dealing with war and peace, the so-called paxology-the theory how peace can be maintained in the world. |

(LIII.): 26-33 Studies of the importance of culture have gained greater attention in the post-Cold War era. In present world, there are many fenomena that can't be explained in terms of neorealism. There is the consensus in national security policy studies that culture may significantly affect grand strategy and state behaviour. It limits behavioural choices, from which we could derive predictions about our strategic choice. This study is based among others upon Johnston's strategic culture concept related to three generations. The study is divided into five parts: at first the author introduces general concept of strategic culture, the second, third and fourth parts correspond to individual generations. In closing part the author explains his own understanding to this concept. |

The author familiarizes readers with its contents and the history of its genesis by means of polemics with individual items of this document. In addition to general statements, there should be concrete proposals, the authors supposes, for tangible precautions, which might help readers to comprehend proposed measures, and thus to open way to deeper understanding among wide public to security problems, i.e. impending threats and dangers. |

(LVII.): 73-90 | DOI: 10.3849/1210-3292.25.2016.01.073-090 The article presents four possible dislocation options of military distribution points of accoutrements in the sector of Czech Armed Forces. The article assesses the impact of those options on the driving distance, total operation costs and the value of the stocks staff uniform shirts for men. There is defined simplified model and the calculation is used localization task on the base of these parameters. Analysis of the various options and their subsequent comparison is proposed optimal dislocation distribution points. In calculation the distance value will be determined based on knowledge of the coordinates of the localized objects. The final section is using a multi-criteria evaluation of alternatives selected the most appropriate option for distribution point of military accoutrements. |

Now the author concentrates on another key question: the legitimacy and the unlawfulness of force deployments in internationalrelations. The paper is grounded on fundamental works by the former Australian foreign secretary Gareth Evans, setting international rules or criteria determining when it is right to fight. The effectiveness of the global security system is not only on the legality of its security decisions, military actions, but the common perception of their legitimacy-whether they are made on solid evidentiary grounds, for the right reasons, morally as well as legally. |

The article is based on the assumption that the Russian security and foreign policy during Medvedev's presidency was characterized by four features: promoting multilateralism, exaggeration Russian national security threats, emphasizing the possibility of the use of nuclear deterrence, and using energy as a political tool. The article is based on three Russian strategic documents, i.e. Foreign Policy Concept of the Russian Federation, National Security Strategy of the Russian Federation to 2020 and the Military Doctrine of the Russian Federation. The war in Iraq ends, troops are going to leave both Iraq and Afghanistan. Obama was held up in Arab spring. He tried to improve relations with Russia. The centre of gravity was moved to the Pacific area, which got complicated ties with People's China. He didn't succeed in solving troubles with nuclear programme in Iran. His moderate success in foreign policy was the consequence of his concentration on home politics, health care reform, economy and financial crises. At the end the essay evaluates the Chicago summit that among others officially affirmed that NATO activities in Afghanistan would be concluded by 2014 and declared the so-called smart defence. |

Among those changes belong security re-orientations of the United States from Transatlantic area to that of Pacific, East and Southeast Asia resulting from a new American military strategy proclaimed in January 2012. The US drew down from Iraq and Afghanistan, political and security movement in Arab world, after decades of "status quo" were awaking. The author concludes that the EU should be prepared for negative scenarios in the development of security situation, or to have at its disposal effective police and military forces with proper humanitarian background to counter possible instability, e.g. massive migration influxes, economy disorders. |

Obama's defence strategy and its foundations must be explained through the lenses of the balance of threats developed by Stephen Walt. Washington is balancing what it perceives to be the greatest threat to American leadership in the world. Threats are presented by emerging power of People's China, the situation in Middle East. Europe is not less important; it is still an important American ally. |

He believes that in every country there is a limited ability to integrate ethnic groups by majority. As soon as the limits are exceeded, problems begin. His scenario ends with a pessimistic vision: increasing tensions will ask army deployment, but even local armed forces are not able to enforce law and order, therefore the government must ask for help neighbouring states. |

The latest discussions prove that the United States have been no longer the only world's superpower, they will remain in the position of world's leader, but still aregoing to substantionally influence global arrangement. Unsuccessful and protracted wars, reflecting serious economic depression with successive debts, effect military budget cuts, even though the American Armed forces are still powerful, potent and mighty power, all around the world, influencing word's events as a stabilising force. The study depicts political and security layout against American domestic political background. |

Despite various definitions,there is the consensus that a national state is not the only security subject, the classical paradigm was extended to other areas, outside military one: political, economy, financial, banking, environmental, and social. They are endorsed by security problems related to technology, energy, raw material sources, ethnical disputes, religion, together with humane rights and cultural aspects. To win the war is easy, to establish peace is difficult. Last but not least, we now have to fight and win the war of public opinion. |
