Islamic State: Conflict Actors, their Participation, Motives and Goals

This text is focused on current situation in Syria and Iraq and so called Islamic State, the one of the biggest threats of contemporary world. The rise of this quasi­state at background of civil war in Syria and still not fully solved conflict in Iraq is the result of involvement of many internal and external actors. The form of their involvement and especially their goals are very different from each other and despite sporadic and declaratory agreements in partial points the main reason the Islamic State still exists in very good shape is disunited attitude of local and external powers against it. The main aim of this text is to explain and to analyze main motives and goals of all relevant actors and sides of mentioned conflict and describe the way they affect its dynamics. Due to that it is possible to increase the knowledge of readers in such a chaotic, unclear and often misinterpreted situation in the Middle-East.

The paper presents the additive manufacturing method as a possible alternative to the current subtractive manufacturing methods. Based on literature survey, some of the problematic aspects of the discrepancy between the lengthy development cycles and rapidly changing operational demands responsive to current threats are identified. The paper also includes some thoughts on possibilities of solving inadequacies in the development cycles, as well as related logistical apparatus, by additive manufacturing. For the sake of objectivity, the last part is dedicated to deficits of additive manufacturing, being inherent to technology or possibly to be overcome by further development of the field.

NATO has been permanently adapting to new outside and inside challenges. Lisbon summit in 2010 is one of the very important milestones in this transformation endeavour. Since 2010, the Alliance has embarked on meaningful structural reforms with the aim to enhance effectiveness, improve efficiency of all NATO entities and make the Alliance fit for its purpose. The main objective of this article is to introduce the scope of NATO reforms and their expected outcomes. Furthermore, this article will assess real achievements and draw at least some lessons from a reform implementation process in order to establish best practice in reforming complex organisations.

After 1989 public opinion polls have become inseparable part of examining our society. By analysing aggregate response data over time, we can see trajectories into the future. This might help MoD officials in decision-making processes, planning long-term developments. The "Army and Public" poll is concentrated on the attitudes of Czech population to topics such as the prestige of a professional soldier, military profession, NATO membership, confidence in public administration, last but not least, the Czech missions abroad. Positive mindsets appeared namely after 1996-97, when Czech army helped during catastrophic flood. In assessing period 2006-2009 most of respondents agreed with the statement that foreign missions proved the qualities of our army, their approval with our engagement in Afghanistan and Iraq rose significantly (by 33,1 per cent), attitudes against Kosovo were unbalanced.

Recently, on pages of this Military Review, several authors wrote about new scholarly discipline, the securitology (Josef Janošec, MR 3/2007). The author would like to add several ideas to this new discipline, inspired among others, D. Meadows, Limits to Growth, P. Kennedy, The Rise and Fall of the Great Powers, R. Robertson, Globalization: Social Theory and Global Culture, Albrow, M. The Global Age, and many others. Today's world actors, the U.S., People's China, Russia, India, Iran, are in their roles accompanied by institutions, such as the Unites Nations, European Union, NATO, International Monetary Fund, the World Bank, multinational monopolies, etc. Among key actors also belong established international terrorism, international crime. The common outlet of those megatrends is emerging New Multipolarity, new picture of world's configuration. Among others, at the end, the author calls for good relations with Russia, otherwise we might face energetic crisis (energy aspect of security).

The term "securitology" seems to be appropriate for nomenclative scientific discipline dealing with a research subject, security reality. This article proposes to use Yin- Yang principle and its applications to a philosophy of approach, holistic understanding contrapositive security forces. The classification of selected philosophical and methodological approaches to theme of securitology, the formalization of wide problems of securitology research, are the main items to be done first. The author presents his own approach to measurement in securitology, proposes theoretical models for description of problems connected with security questions, applications of various scenarios. He recapitulates traditional theories and practices of securitology and offers some new information on imaginable problems connected with multiparadigmatic sciences. Finally, he summarises contemporary state of research, including original draft of mathematical formulas to localize security threats. There are also some recommendations for future research in the field of securitology.

This article presents a letter of introduction for the book by the recent director of Brno Institute for Strategic Studies, Josef Janošec, "Security and Defence of the Czech Republic 2015-2025", composed together with other authors from this institute. This deed is even more rewarding owning to the fact that in our country we lack an advanced cultivation of military sciences. Since the beginning of our pre-war Republic, we've only taken over ready-made military doctrines: at first it was the French doctrine of defensive lines of fortresses and forts, after WWII it used to be the Soviet Offensive Doctrine. Only in 1968 there was an attempt to draw up Czech national military doctrine in the so-called Memorandum of Military Political Academy (a military school of university type), but after the invasion of Soviet Army in the same year all such efforts faded in vain. The Document ESS 2003 laid down foundations of our present-day security and strategy culture. It was formed as a summary of several historical and political factors that are introduced in two starting chapters, followed by the more detailed analysis into ESS 2003, its main characteristics influencing EU security and strategic culture. The ESS 2003 is compared with the American doctrinal document NSS 2002. The European security strategy of 2003 is not compared with following American strategical documents, as they were unknown in time of its drafting. The author comes into the conclusion that in spite of indisputable differences, the EU shares the same values as the US, and the EU as an American strategical ally is facing the same threats and challenges as the US does, and in case of need, there is a possibility of combined military actions.

As he set principles in the Whiter Paper correspond to those set in governmental document Public Procurements, it depends only on MoD experts to what measure they meet governmental requirements and implement them into drafted concept materials, incorporating rules for placing, assignment, rating, examination and audit.

The paper deals with the data were obtained from the set of variables published in the International Country Risk Guide. The variables were as follows: Government Stability, Socio-economic Conditions, Investment Profile, Internal Conflict, External Conflict, Corruption, and Military in Politics, Religious Tensions, Law and Order, Ethnic Tensions, Democratic Accountability, Bureaucracy Quality. To analyse the current situation in selected 140 countries, authors employ multivariate statistical techniques. They classify the analysed countries by means of cluster analysis to prove the existence of differentiated groups. The results were evaluated with the help of a dendrogram. The conclusions indicate that traditional NATO member countries achieve above-average values in the selected variables.

This paper analyses some of the accesses to developing modular structures of task forces, built not only on a base of combined arms, but also even the base of special units, formations, Czech Chemical Corps. The analysis is derived from documents, doctrines, at both political-strategic level and military-strategical level within state defence command. Moreover, the article offers information related to operational-tactical level of command and control. At the end, the author evaluates some possible impacts of modular structures on practical activities of forces. It is necessary to define those impacts in a framework of particular projects, dealing with the formation of modular structures.

The paper deals with the relation between political extremism and regular soldiers of the Czech armed forces (from the point of view of military staff). The threat of presence of extremists in the army is conceptualized in this paper. After that there are presented methodology, outcomes and interpretations of research sociological investigation, which was realized in February and March 2009 at Czech armed forces. As a risk should be assessed mostly information about contacts with extremists in the army and information about very different attitudes in relation to the importance of the issue "extremism in the army".

This study is based on a paper presented at the conference with the same heading taking place on January 8, 2009. First, the authors enumerate starting points of Czech defence and security polity together with key factors influencing their developments. The whole scale of new threats-from WMD and ballistic proliferation to cyber attack and even non intentional threats like climate change and pandemia-are to be addressed not only in NATO but also in the EU. Existing states of affairs are gradually reflected by Czech security and defence documents: Security Strategy 1999, 2001, 2003; Military Strategy 1999, 2002, 2004, 2008. In this historical context we joined NATO defence alliance and took part in peacekeeping missions abroad. Previous twenty years when we lived in peace could be regarded as a challenge to build Czech statehood. There is no time like a present. Only the future will show us whether we mastered it as much as we could.

There are many items in American foreign policy the Europeans do not agree, namely its tendency towards "strong world leadership". On the other hand, the Americans would prefer stronger Europe, namely in time of world's economic crisis when US defence expenditures are practically frozen, and when pre-emptive strategy by president Bush exhausted most of American sources. Even the Europeans feel that they should profile themselves as independent, strong power, but their Common Foreign and Security Policy is still more political declaration than really military strategy. Many security experts suggest that the Lisbon Treaty excludes NATO membership as far as questions concerning defence are concerned. NATO alliance still expects new strategy that ought to be approved in December 2010. The authors predict the necessity to strengthen the so-called Second Pillar of the EU, as the United States are going to be more oriented towards cooperation with Japan, South Korea and Australia. We must bear it in mind, drawing up long-term visions of Czech Security policy.

Critical Analysis of Interconnection between Planning by Objectives and Capability Planning

The article brings outcomes from the critical analysis of interaction between planning by objectives and capability planning. The analysis is based on the assumption that the strategic decision-making process should be assisted by a systemic tool, enabling a financial assessment of capabilities, identified as a prerequisite for accomplishing politico-military ambitions. Taking into account the current planning system, as implemented within the Ministry of Defence, the planning by objectives might become this tool. However, for providing an efficient planning by objectives, it is necessary to derive relevant findings from the capability planning, which basically includes data on capability assessment, identified capability shortfalls and their prioritisation. Therefore, findings from capability planning process are a keystone for conceiving objectives for the area of capability development. Both capability planning and planning by objectives are to be seen as communicating conveyances, where a level of mutual interactions significantly influences effectiveness of defence performance management.
The analysis is aimed at identification and description of discrepancies hampering an efficient interconnection between planning by objectives and capability planning and, as a conclusion, the analysis proposes a definition of the core problem which causes respective discrepancies.

This specialised article deals with Big Data and the exploitation of this current day phenomenon in the field of intelligence disciplines, based on technical methods of data gathering and its relevant assessments. The introduction deals with the issue of development of the security environment and gives general overview on the current trends in the field of technical branches. The following chapter analyses the main trends, especially the digitalisation of the battlefield, rise in data volume and the development of new technologies. The next chapter is focused on the basic terminology description of the Big Data issue, which leads into final assessment and certain prediction of future development in this field and the rise of importance of this trend for the intelligence disciplines in future.

At present, it can be seen a tangible progress in the NATO-EU common approach to deal with challenging security issues. Paradoxically, it has been economic recession in combination with growing danger of arising armed conflicts, specifically on the European continent territory, to start up the closer cooperation between NATO and the EU. Logically, the current security situation ended in conclusions that the complementarity between NATO and the EU became a real necessity and only interaction between the Alliance and Union?s security and defence policies could bring required effects, while upholding global and local security stability. Prospects of Artillery: Which Way Ahead for the Czech Armed Forces

The fire support is an inevitable prerequisite for the success of combat forces in land military operations and artillery is its key provider. Will it be even in a future complex and uncertain operating environment? The article recalls high requirements on the current ACR artillery and with the use of the Alliance partner's findings, it points to selected aspects that might influence its capabilities development towards the future operations. The article defines artillery as an indirect fire system and clarifies its role and tasks in the framework of joint fire support. It proposes measures to increase the quality of its training and management. It discusses the issue of an operational concept and its importance for the future ACR artillery, together with introducing main trends in areas of its potential development.

Space Policy through the Prism of the Concept of Strategic Culture

The article deals with the issue of creation and realization of space policy. Space programs of individual states are closely connected to decision-making processes of the (general) state (public) policy. Therefore we can raise a question which factors influence these processes and the formulation of space policy and also if they are so unique that could be related only to one particular state. The aim of this article is to focus on one of the factors influencing space policy-strategic culture. Its influence is analysed through case studies of seven nations. Each case study is divided into two parts. First, we identify relevant characteristics of the state's strategic culture. Then, we analyse whether and how the identified characteristics of the respective strategic culture influence the space policy of a state in question. This article seeks to contribute to the growing debate about space as "the next" strategic area and highlights rather overlooked reasons of space exploration.

Russia's actions in the Ukraine have changed the security situation in the Baltic region, which makes NATO's long-term presence in Latvia essential for the Latvian Republic. The impacts of Russian actions on Latvian defence policy are discussed in the paper by Mr Janis Berzinš,Managing Director of the Centre for Security and Defence Research, National Defence Academy of Latvia, in Policy Paper, No. 2, 2014. It is a new way of intervention, new-generation warfare, without the employment of armed combats, using mostly influence and coercion, by means of covert operations. Abridged and adapted. This paper addresses a gap in the literature relating to the effects and implications of water scarcity and the potential for water wars. The theme has evident military consequences. Experts provide rather pessimistic forecasts about the situation with freshwater on the planet. The early warning models seem to be quite useful as well as early warning conflict indicators. The author deals with the problem from the level of the Czech Republic.

The article defines extremisms and terrorism as eventual destabilizing moments in society. The paper decomposes possible reasons and grounds of their manifestation, the authors point out that certain signs indicate the penetration of extremisms and terrorism into armed forces structures and civil service, by means of concrete persons. At the end they propose general rules and approaches to keep up this topical phenomenon of the present day.

This polemics is written by Prof. Fr. Ochrana, both reader and author of the Military Review quarterly. It is a response to the article in No 4, 2013, by Vl. Karaffa, editorial board chairman. Prof. Ochrana generally supports his conclusions concerning the further survival of this Czech Military Review. According to him, the review has indispensable role in the spectrum of both civilian and military professional journals. He recommends to evaluate the problem of its existence upon the principles of cost/benefit analysis, with regard to the so-called socials costs, the key steps of which he enumerates.

The aim of this article is to provide comparison of the main indicators of military power among the individual EU countries, between the EU in total and the U.S., and the comparison of the world's biggest military powers. Current evolvement of changes in military power indicates the shift of the centre of gravity aiming prevailingly eastward towards raising and growing economical powers. Due to the differences of various input data, multiple information sources used for comparison are significantly different. In addition, it is difficult to get them for some isolated countries, the results of which are sometimes only estimated. The study also includes information on the main importers and exporters of the military equipment, as well as the estimation of future trends.

Since 1990, members of ACR forces have taken part in 29 foreign missions, some of them continue even today. A total of 24,171 soldiers have participated. The authors with regret state that in spite of the fact of 20 years of foreign missions, no military manual dealing with methodology of building military bases was approved. This article tries to bridge this gap. It depicts fundamental components of military base and enumerates six principal wholes of such base, further 23 basic types of elementary sections. The article was written within the limits of defence research project "Technology Support to Projection, Construction, Maintenance and Dismatling ACR Bases in Mission Abroad, with the Use of REACH-BACK Concept", which was elaborated at the Department of Engineer Technologies, in cooperation with Department of Combat Support Management, Defence University, Brno.

This article presents trends in actual physical status of Czech population with emphasis to the military population. The battery of standard tests was used to monitor the basic health related parameters. This test battery was applied to large sample demographic groups. The results verify expected trends. Anthropometrical data show that the population reaches critical level of overweight at age of 40. Blood pressure tends to increase more rapidly after age of 45. Strength and cardiovascular fitness peaks at age of 25, followed by steady decline. Although it was predicted that military personnel should reach higher physical fitness level and lower risk factors, there were no significant difference between military and civilian population. Effect of three-month basic training on actual health status is quite positive, it improves body composition, but no special effect on overall strength. Higher levels of physical readiness were found only in small special units.

The article sums up the evolution of the Czech officers' qualification structure since the start of downsizing in 1990 and provides an outlook beyond 2010. At the early 90's graduate education used to be only for officers. A total of 65 % were holding university degrees. Today this number reaches 98 %, with 3 % holding Ph.D. or CSc. degrees. There is also an increase in numbers of WOs with graduate education, it is 4 %, despite the fact that such qualification is not necessary for them. Authors discuss this evolution and compare it with the ageing of the Czech population and overall academic education system. The gradual decrease of people aged 20-24 till 2020 is an important challenge to reforming recruitment and education of junior officers. The reform is needed to avoid deficits in quality junior officers and consequently the lack of personnel selection for military education at the University of Defence.
