Threats from the East and the South as V4 Defence and Security Cooperation CatalysersReviewed - Reviewkpt. PhDr. Jakub KufčákVojenské rozhledy / Czech Military Review Nr. 4/2015, Vol. XXIV. (LVI.): 30-37 | DOI: 10.3849/2336-2995.24.2015.04.030-037 Recent developments in security environment in the last two years re-opened crucial European debates such as the reform of the NATO architecture to address resurgent Russia to the East and as finding common European solution to migratory pressures that test both national capabilities and European solidarity. Even through the Visegrád countries do not always share common interests, the V4 manifests that it can play indispensable role in reaction to these developments. However, V4 still lacks actually proactive regional approach that would accommodate polish interests in order to keep informal leader Poland invested in this cooperation format. Polish elections mean one more challenging test for the V4 to coordinate positions before the crucial NATO Warsaw summit. Should this endeavor be unsuccessful, Poland could look to other formats that mirror its interests and threat perception more closely meaning that V4 would take a back seat with regard to NATO agenda. The task for the Czech V4 presidency is to produce practical results in ongoing ambitious project in defence cooperation so that is demonstrates the cooperation's 'added value.' |

(LVI.): 48-61 | DOI: 10.3849/1210-3292.24.2015.03.048-061 Defense planning and research has to engage with questions about future developments quite often. Solutions to these questions tend to be hazy due to (I) the missing data, or due to (II) the necessity to build long-term prognoses, which are - by their very nature - only remotely related to any current or historical empirical cases. Under these conditions counterfactuals and their specific - future- oriented - form: scenarios, offer a valuable tool. Nevertheless, counterfactuals and scenarios, due to their limited empirical embeddedness, demand explicit and rigorous application of a theory. The article highlights often overlooked resemblance of scenarios and counterfactuals and derives from this fact some methodological implications for scenario building enterprise. Beyond that, it aims at demonstrating possible contributions as well as obstacles inherent for the use of scenarios and counterfactuals in our defense policy debates. |

(LVI.): 62-80 | DOI: 10.3849/1210-3292.24.2015.03.062-081 Islamist territorially anchored violent non-state actors (ITAVNSAs) seeking to change the status quo of the current international system constitute one of the greatest challenges the international order based on mutual respect of equal sovereign states. These actors in areas without the presence of power states use explicit cross-border violence to achieve their objective in accordance with universal Islamist ideology - the construction of a caliphate. The paper presents in the theoretical and modern historical perspectives methods of reduction of anarchy in the international system - power, economic, legalistic and normative - and highlights the reasons why face to face of these actors, these heretofore functional ways, be it on a regional or system level of analysis, fail. |

(LVI.): 102-118 | DOI: 10.3849/1210-3292.24.2015.03.102-118 The text deals with the use of border defense as a means of protection against guerrilla attacks and infiltration, through a combination of principles of modern stationary fortifications and forward area defense. These are discussed on the case study of the Northern Border Security Project of Saudi Arabia. The role of attacker takes quasi-state formation the Islamic State (IS, ISIS, ISIL). The aim is to analyze whether the project would endure distinctive types of asymmetric attacks. Vulnerability prioritization for each component determines the most likely targets and their characteristics. This is a subjective semi quantitative method known as CARVER matrix. Subsequently, based on established premises, the text discusses three selected scenarios that use guerrilla tactics with elements of terrorism against selected targets. Attack scenarios show some of the possible ways of improvement for the project. In conclusion, the author makes recommendations for possible adjustments and assess the potential of using the project as a protection against asymmetric attacks. After reading the text, the reader is informed about the project, its components, as well as recommendations that can be applied in the further use of this type of defense. |

(LVI.): 119-131 | DOI: 10.3849/1210-3292.24.2015.03.119-131 Following article deals with the Kurdish diaspora in Middle-Europe at the background of current conflict with so called Islamic State. Kurds are one of the main actors of this strong regional conflict and their diaspora in Germany and Austria are forced to react to such a situation. The text is focused not only on actual situation in Syria and Iraq, but mainly on Kurdish reaction towards it. Not only for Czech reader there is interesting part dealing with Kurdish community in Czech Republic, although this diaspora is not as numerous and strong as in Germany or Austria. One of the important outcomes of the article is an attempt to predict future scenarios of Kurds situation development. But it is necessary to mention the high dynamics of conflict with Islamic State complicates any such an attempt of prediction. |

(LVI.): 190-201 Presented analysis of interviews with officers at various level of command from 2004 - 2008 is aimed on their view of the process of command. On the basis of qualitative research we consider the recent way of command of the Czech officers intuitive and individual. It characterizes most common way to command, based just on experience. We consider differentiation in the way of leading and motivation of subordinates among types of forces and military specializations. The reflection of the professionalization, the training system, the perception of learned/natural ability to command and their career is offered to discussion in the context of changes in direction of education of Czech officers and commanders. |

Currently, the Russian Federation is the power which has most prominently provided a diplomaticshieldforthe Syrian state and bolstered it witharms supplies, although Moscow talks about the need to "balance" between the warring parties in Syria. The main aim of this paper is to analyze the motives of the foreign and security policy of the Russian Federation in support of Syrian President BasharAssad in the background of Russian interests and influence of norms. At the theoretical level, the paper builds upon a combination of conventional constructivism and rationalism approaches, which in relation to the motives of Russian protection and defense of the ruling regime in Syria reflects a number of fundamental knowledge. |

(LVI.): 117-130 The article analyses the Host Nation Support (HNS) planning process in five separate phases according to the NATO procedures. The author emphasizes the importance, purpose and result of every planning stage. The main objective of the article is to apply general rules to the concrete examples of international air forces exercises. The author further identifies his comprehension of HNS formed in the specific conditions of the 22th Helicopter Base. The logistic planning process analysis is based on the experience from exercises Ramstein Rover and Ample Strike held in the period of 2012-2014. The paper is focused on exercises preparatory stages that create the basis for a successful accomplishment of the executive part. The results of the article present the trend of planning responsibility delegation to the tactical level and define the specifics of adapted planning process. The author's contribution may be used as a lead for the future application of the HNS concept. |

Not only a new approach to leading the fight against terrorism after 11 September 2001, but also requires a change in approaches to conducting combat operations coalition forces, as shown by the recent armed conflict in Libya, inevitably required a new perspective on the concept and approach to the process of targeting as the process of selecting and prioritizing targets and responding to them in accordance with operational requirements and capabilities of units, synchronization of NATO forces, particularly with regard to collateral damage with an impact on the protection of civilians. And Unified Protector operation is a clear example. |

Even though the authors use a simplified model in this paper, the final version of accoutrement modification represents the updating of the current law regulations. |

The main forecasting theme to be solved are as follows: ageing Czech population as a security problem, corruption, criminality, organized crime as a tool of political and economy instability, the marginalization of Czech Armed Forces in context of globalization and overall European defence, possible threat of the collapse of Czech defence system. |

The fourth part of the article describes the technical supervision of the investor based on KFOR mission lesson learned. Private local construction companies perform the majority of constructional works during KFOR missions. In fact, with the use of Reach-Back concept, there is no difference between the contents of work of technical supervision of investor in peace time in the Czech Republic and during the mission in Kosovo. Czech soldiers could take part in combined joint military operations, where one of forces is also a Navy. Dozens of Czech citizens are employed in common international institutes and staffs; they all need a broader view, including the knowledge of Integrated European Naval Strategy. Those were main reasons for an extensive questionnaire survey among soldiers, deployed in PRT ISAF in 2010-2011. One of the key topics was motivation to leave for Afghanistan, professional expectations and evaluations of external and internal environment of the mission. The purpose of this paper is to present the basic outlines of values of today's Czech soldiers, their professional motives and expectations. The results are interpreted in the context of Moskos' theory of the contradiction between institutional and occupational orientations of present armed forces and adapted to the actual social and political state of affairs. |

This paper outlines the political origin of this phenomenon, characterises the coherence with the transformation of the Alliance and illustrates overseas experience with some recruitment problems, namely the NCOs, the limits of women in the armed forces, the role of voluntary reserve force, and the substantiations for compulsory military service generally. The purpose of this essay is to draw attention to less known pitfalls of this process, with wide connexions, going beyond regular professionalization frames, defined as a task carried out by the military personnel department. |

And also about a unique operation to resolve it. Syrian chemical weapons used to be a serious threat to the entire Middle East, mainly in the context of the ongoing civil war. This was confirmed by repeated use of nerve agent sarin during the conflict. The destruction of Syrian chemical weapons eliminated the threat of escalation of the conflict and its extension to other countries. |

(LV.): 102-108 | DOI: 10.3849/2336-2995.23.2014.04.102-108 In the September Scottish referendum of its separation from the United Kingdom of Great Britain and Northern Ireland, the majority of Scottish voters decided against these efforts. But in case of success, Scottish nationalists originally projected considerable military forces. A five-million nation should have had defence budget of 2.5 billion pounds a year, which is in fact roughly a double of the Czech defence budget! During subsequent ten years after independence, the new Scottish Government planned armed forces of 15,000 regular and another five thousand reserve personnel. The article focuses on this rather unknown dimension of Scottish independence debate. |

Based on these approaches, three courses of action are derived in order to deal with current resources inadequacy and instability in defence. |
