EUFOR Starts in Africa the Most Demanding Military Operations in EU History (Operation EUFOR Tchad/RCA)Informational pagesPplk. Ing. Jaroslav PrůchaVojenské rozhledy / Czech Military Review Nr. 2/2008, Vol. XVII. (XLIX.): 100-107 The situation in Chad, republic in north central Africa, could be characterized by permanent political instability. Its population consists of numerous ethnic groups. Georgia and NATO: Turning point or Point of No Return?Nonreviewed - OtherMartin BotikVojenské rozhledy / Czech Military Review Nr. 4/2019, Vol. XXVIII. (LX.): 78-93 Is Georgia's integration into the North Atlantic Treaty Organization (NATO) security structures leading to assured full membership? Ever since gaining independence in 1990, Georgia has tried to free itself from Russian influence, focusing on becoming a member of NATO. However, the Georgian journey to NATO is complicated by the country's internal political situation and external relations with Russia. Georgian internal conflicts with breakaway territories supported by Russia led to the Russian invasion into Georgian territory in 2008. Russia suppresses Georgian efforts to join NATO, considers the South Caucasus to be a strategic sphere of interest, and intends to exercise its influence there. Nevertheless, the current Georgian government continues to pursue NATO membership. Key determinants for any invitation to new members are whether their admission to NATO will strengthen the alliance, further the basic objective of NATO enlargement , and increase security and stability across Europe. |
Configuration of Capability Requirements - Introductory Phase of the Military Capability Assessment ProcessReviewed - ReviewZdeněk PetrášVojenské rozhledy / Czech Military Review Nr. 4/2017, Vol. XXVI. (LVIII.): 3-17 | DOI: 10.3849/2336-2995.26.2017.04.003-018 The article describes an approach to development of a national military capability requirements database and its relationship with reference units which will be finally used for assessing capabilities of existing force units. Outcomes from recently completed analyses lead to the conclusion that the single set of capability requirements as specified in the Bi-SC Agreed Capability Codes and Capability Statements, can be taken as a key stone for developing a national database of capability requirements. A due adaptation of this document to the Czech MOD allows getting a complex frame of capabilities which force units shall manage to achieve given operational tasks both in the context of a national or multinational task force group. Consequently such a database can be exploited for setting up a mechanism for capability assessment. |
Development and Change of the Concept of Hybrid WarReviewed - ReviewRichard StojarVojenské rozhledy / Czech Military Review Nr. 2/2017, Vol. XXVI. (LVIII.): 44-55 | DOI: 10.3849/2336-2995.26.2017.02.044-055 The aim of the paper is description and analysis of the transformation of the concept of hybrid war. The Russian intervention in Ukraine in 2014 meant principal re-definition of the concept which is reflected in the contemporary views on the hybrid wars and hybrid threats. The concept of hybrid war had been questioned in the past already as his validity and the efforts to be applied on the past conflicts deformed its innovative content. One could argue, that adding new dimensions and topic such as economic factors, ideological activity etc. brings risk of concept´s expansion which goes far behind of the framework of the phenomenon of the war and the use of armed forces in the armed conflicts. The author draws attention to the fact that the definition of hybrid war tends to be subordinate to the current needs, which in turn only hinders their explanation potential. |
The Consequences of the Bundeswehr Mission in Afghanistan for German Military Engagement AbroadReviewed - ReviewPhDr. Pavel DvořákVojenské rozhledy / Czech Military Review Nr. 1/2016, Vol. XXV. (LVII.): 24-43 | DOI: 10.3849/1210-3292.25.2016.01.024-043 This article focuses on answering the question to what extent did the German foreign and security policy change, based on the ISAF mission in Afghanistan, especially when it comes to military deployment abroad. The author identifies and analyses the consequences associated with the German experience in Afghanistan and their influence on the current and future deployment of German armed forces abroad. The attention is given to the German strategic culture of "civilian power" and the question, if Germany still fulfills the attributes connected with this theoretical concept. The author verifies this assumption by means of the role theory concept, which helps to understand the behavior of Germany on the international level. |
The Recapitulation of Obama's Security and Defence Policy (The End of his First Presidential Term)Reviewed - ResearchPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 3-16 | DOI: 10.3849/2336-2995.21.2012.03.003-016 The results of American foreign, security, defence and military policies are ambiguous. The war in Iraq ends, troops are going to leave both Iraq and Afghanistan. Obama was held up in Arab spring. He tried to improve relations with Russia. The centre of gravity was moved to the Pacific area, which got complicated ties with People's China. He didn't succeed in solving troubles with nuclear programme in Iran. His moderate success in foreign policy was the consequence of his concentration on home politics, health care reform, economy and financial crises. At the end the essay evaluates the Chicago summit that among others officially affirmed that NATO activities in Afghanistan would be concluded by 2014 and declared the so-called smart defence. |
Operational Areas and BG EUMilitary artIng. Jaroslav KulíšekVojenské rozhledy / Czech Military Review Nr. 3/2009, Vol. XVIII. (L.): 19-36 Africa has became synonymous with conflict, increasingly violent and protracted. The continent is facing huge difficulties today and the EU is more and more involved in peace enforcement and expeditionary operations. Therefore the purpose of this article is to inform and pass knowledge of operational environment to those Czech soldiers designated to deploy overseas and abroad. It covers topics such as operational areas, understanding EU Battle Group operational Environment and Africa's operational environment. It is necessary for Czech soldiers to understand African operational environment very quickly and profoundly to avoid unfortunate misunderstanding of the local culture, customs, believes, religions, regional official and customary laws. It is a new challenge for the Armed Forces of the Czech Republic to be prepared for the CZE/SVK Battle Group. All information and data for this paper were drawn from unclassified sources. |

Foreign Fighters and Their Place in LawReviewed - ReviewLudvík BarabášVojenské rozhledy / Czech Military Review Nr. 2/2024, Vol. XXXIII. (LXV.): 77-84 | DOI: 10.3849/2336-2995.33.2024.02.077-084 States should avoid arbitrability in decision-making processes concerning foreign fighters by amending their current legislature including criminal prosecution of foreign fighters. Authorization regime similar to the one in Poland may offer higher guarantees, control and monitoring of medium to high-threat individuals whilst offering states direct targeting of prevention and mitigation policies. States should create a transparent and clear framework for evaluation of applications to travel abroad for the purpose of fighting with lawfully set discretion for state organs that will enable them to deny applications for political, social or even economic reasons. |

Laser Weapons as a New Entity to Small FirearmsReviewed - ReviewLadislav KulhánekVojenské rozhledy / Czech Military Review Nr. 3/2023, Vol. XXXII. (LXIV.): 48-62 | DOI: 10.3849/2336-2995.32.2023.03.048-062 Laser weapons have long been the subject of debate. The article discusses the potential adoption of laser weapons by infantry units and the future of small firearms. The text analyses these weapons in selected categories that subsequently support the evaluations and the conclusion. If miniaturisation is successfully managed, the comparison reveals an interesting paradox. While laser weapons and firearms do not rival each other as distinct functionalities, given the right conditions, they can actually complement each other and compensate for any disadvantages within their respective categories. Today's complex battlefield is placing ever greater demands on small arms, pushing conventional weapon mechanisms - combined with ammunition that guarantees accuracy and lower recoil, albeit at the expense of penetration - towards the limits of further possible advancement in technology. Improved passive individual protection restricts the wounding potential of pistol ammunition, reducing it to below 150 m for rifle cartridges, while guided ammunition tends to be prohibitively expensive. Under the right conditions, laser weapons could compensate for any of these drawbacks. |
Present Trends, Emergencies and Their Impact on Supply Chain SecurityReviewed - ResearchDušan Repík, Natálie Hanáková, Jan Kotisa, Pavel FoltinVojenské rozhledy / Czech Military Review Nr. 3/2023, Vol. XXXII. (LXIV.): 63-81 | DOI: 10.3849/2336-2995.32.2023.03.063-081 The article examines the impact of recent geopolitical, economic, and security changes on logistics support capabilities in EU and NATO member states. The study analyzes the effects of the COVID-19 pandemic and the armed conflict in Ukraine on logistics supply chains, considering environmental, social, and security concerns. The research questions focus on identifying the main changes and assessing their implications for commercial, military, and humanitarian logistics. The prolongation of the conflict in Ukraine and the economic sanctions imposed on Russia have been found to have a significant impact on logistics capabilities, perceptions of the structure of supply chains and the risks arising from this. The impact of these events is also producing third-country poverty and dehumanizing the UN SDG goals. On the other hand, improvements in NATO troop readiness and weaponry have been noted. The study highlights the need for further research to investigate specific threats for different types of supply chains and to consider the complex and evolving nature of the issue. Ultimately, this research provides insights into the challenges and opportunities facing logistics capabilities in the context of ongoing geopolitical and environmental changes. |
The "Women, Peace and Security" Agenda and Integrating Gender Perspective in the Environment of the Armed Forces of the Slovak RepublicReviewed - ResearchMária BlehováVojenské rozhledy / Czech Military Review Nr. 3/2023, Vol. XXXII. (LXIV.): 96-110 | DOI: 10.3849/2336-2995.32.2023.03.096-110 The measures adopted on the soil of the North Atlantic Alliance to support the integration of gender perspective are discussed in the article, as well as the way in which these were subsequently reflected in the legislative measures of the Ministry of Defense of the Slovak Republic and examines the approach of the Armed Forces of the Slovak Republic (hereinafter referred to as "OS SR" ) to the integration of gender perspective. The article further focuses on how the OS SR integrate and support these principles in the real life of professional soldiers. The analysis of available statistical data as well as of research previously conducted in this area serves as a basis for formulating conclusions on whether the Slovak Republic fulfills its obligations regarding the integration of gender perspective towards the North Atlantic Alliance, and at the same time formulates starting points for possible future research. |
Does the government's defence funding bill really only create an unenforceable political commitment?Reviewed - ReviewJan KudrnaVojenské rozhledy / Czech Military Review Nr. 2/2023, Vol. XXXII. (LXIV.): 23-34 | DOI: 10.3849/2336-2995.32.2023.02.023-034 The article is devoted to the draft law on defence financing, which aims to oblige the government to allocate an amount of at least 2% of GDP to defence in every draft law on the state budget. During the inter-ministerial comment procedure, the Supreme Audit Office expressed doubts whether the draft means anything more than an unenforceable political commitment in relation to the Chamber of Deputies". The article convincingly demonstrates, with the help of legal argumentation and interpretation of the Constitution of the Czech Republic, the Rules of Procedure of the Chamber of Deputies, as well as the established case law of the Constitutional Court of the Czech Republic, that if approved, the Chamber of Deputies will also be bound by the Defence Financing Act when approving the state budget. To do otherwise would violate constitutionality. |

From the Common Security and Defence Policy to the Common Army of the European Union?Reviewed - ReviewVojtech Jurčák, Radoslav IvančíkVojenské rozhledy / Czech Military Review Nr. 1/2023, Vol. XXXII. (LXIV.): 18-34 | DOI: 10.3849/2336-2995.32.2023.01.018-034 Voices about the need to build a joint European Union army have been appearing on the European scene for several years, but recently these voices have become stronger, especially after the Russian invasion of Ukraine. Therefore, in the article, the authors deal with the issue of the possibility of creating a common European army. They draw on from socio-scientific political science approaches to current security frameworks, examine the current state, and at the same time point out that, despite the threats Europe is facing, there is still no clear plan for how such an army should be created. Considering the facts mentioned in the article, the authors state that the creation of a common European army, at least for now, seems unlikely, as a supranational model of the European army would require the transfer of sensitive national competences from the member states to the EU level. |
One Standard, Different Approaches: Language Assessment in the Military Context. A Visegrad countries analysis.Reviewed - ReviewIvana Mrozková, Mária ŠikolováVojenské rozhledy / Czech Military Review Nr. 1/2023, Vol. XXXII. (LXIV.): 118-134 | DOI: 10.3849/2336-2995.32.2023.01.118-134 The article describes how one standard set for language testing is perceived in Visegrad countries and how it is transformed into designing their language proficiency tests. It focuses on analyzing the methods of how the four countries use the identical descriptors to develop their own distinct tests. In their comparison and analysis, the authors concentrate on the test format, testing methods, tester training, and assessment techniques. The gathered data have shown some similar approaches to test design and administration, however, some differences in certain aspects were also observed. |
The Path to Bucha: Organisational Practices of the Russian Army and Violence against NoncombatantsReviewed - ReviewTomáš KučeraVojenské rozhledy / Czech Military Review Nr. 4/2022, Vol. XXXI. (LXIII.): 81-102 | DOI: 10.3849/2336-2995.31.2022.04.081-102 The Bucha massacre raises the question of whether the Russian army predisposes its soldiers to unlawful violence against civilians. This article assumes that regardless of superior orders, perpetrators of violence must overcome the psychological barriers developed during socialisation. The psychological mechanism of "moral disengagement" allows soldiers to kill in combat and act violently on civilians. The duty of the armed forces is not only to prepare soldiers to fight and kill but also to prevent illegal violence. The case of the Russian army demonstrates how formal activities to prevent moral disengagement and violations of the International Humanitarian Law (IHL) face insurmountable obstacles in the form of institutional culture and insufficient human capital. |
National Defense and Environmental Protection: On the Czech Armed Forces´ Approach to the Development of Environmental Legislation in the Czech, EU and NATO ContextReviewed - ReviewNatálie Horáková, Pavel Maňas, Ota Rolenec, Tibor PalasiewiczVojenské rozhledy / Czech Military Review Nr. 4/2022, Vol. XXXI. (LXIII.): 172-202 | DOI: 10.3849/2336-2995.31.2022.04.172-202 The aim of this study was to create an overview of the Czech Armed Forces' development in approach to environmental protection from 1989 to 2022. Using the methods of analysis, synthesis and comparison of the Czech, EU´s and NATO´s environmental legislation, we created a comprehensive and previously unpublished overview of environmental protection within the Czech Armed Forces. Found outputs were set into illustrations depicting the activities in the environmental field with internal links between civil legislation, EU's requirements, and NATO's policy in chronological order. We conclude that the year 2000 represents a key milestone from which the approach to environmental protection have stagnated. Among the reasons for the stagnation, we identify commanders' concerns about "green approach" to troop training and the lack environmental education within defence department. |
Current Approaches of the Czech Republic, the EU and NATO to Hybrid ThreatsReviewed - ResearchMartin HavlíkVojenské rozhledy / Czech Military Review Nr. 2/2022, Vol. XXXI. (LXIII.): 3-16 | DOI: 10.3849/2336-2995.31.2022.02.003-016 The article discusses the current approach of the Czech Republic to the phenomenon of hybrid threats and analyses the fundamental shortcomings that determine the effective management of these threats. As part of a comprehensive approach, the text is supplemented by the current view of the European Union and NATO on addressing the issue of hybrid action by hostile actors. A summary comparison of the approaches of the Czech Republic, the European Union and NATO points to the need for mutual institutional synergy among these entities. Although the current approaches of the mentioned subjects are relatively sufficiently doctrinally anchored, the absence of a complex and especially practically functioning apparatus and specific operational tools that would be able to face a wide range of hybrid threats persists. |
Outlook for Ensuring of Defensibility and the Fulfillment of Alliance's Expenditure and Investment Commitments in the Context of the Current Economic SituationReviewed - ReviewVojtěch Müllner, Kamil NečasVojenské rozhledy / Czech Military Review Nr. 2/2022, Vol. XXXI. (LXIII.): 71-87 | DOI: 10.3849/2336-2995.31.2022.02.071-087 The guarantee of national defense and the fulfillment of commitments to Allies is highly dependent on its financial source security. The economic recession, which began in 2008 in the USA, negatively affected public budgets. This recession was one of the causes of the reduction of planned defense spendings in the Czech Republic. This reduction caused the postponement of acquisitions, which were to be implemented both with regard to commitments to coalition partners and with regard to maintaining their own defense capabilities. Nowadays, current internal debt is still increasing due to neglecting inflation of military equipment, which is higher than inflation of ordinary goods. Currently, the defense ability is also affected by the pandemic of Covid-19, which caused a slowdown in GDP growth and public spending growth. For this reason, it has been several times postponed the commitment to achieve a rate of 2% of military expenditure of GDP by 2024 and the current plan to achieve it in 2027 is also endangered. |
Cognitive Hierarchy and IntelligenceReviewed - ReviewJozef Vojtek, Josef Říha, Miroslav ŠuhajVojenské rozhledy / Czech Military Review Nr. 2/2022, Vol. XXXI. (LXIII.): 88-105 | DOI: 10.3849/2336-2995.31.2022.02.088-105 The article deals with the issue of the cognitive pyramid and the possible use of intelligence analysis in the context of gaining the understanding and wisdom of users of information using this pyramid. The cognitive pyramid is used to define the terms date, information, knowledge, understanding and wisdom that make up the various levels of the pyramid. The paper attempts to discuss concepts in different models of the pyramid. It briefly describes intelligence in the context of the use of intelligence by means of a cognitive pyramid. Intelligence is a special kind of knowledge. This article also seeks to explore how intelligence creation can be explained using a cognitive analytical pyramid model. |
The Revolt of French Soldiers Against the Failing Immigration PolicyReviewed - ReviewJan EichlerVojenské rozhledy / Czech Military Review Nr. 4/2021, Vol. XXX. (LXII.): 3-22 | DOI: 10.3849/2336-2995.30.2021.04.003-022 The article is about the revolt of French soldiers against the failing immigration policy of their country. It explains its rational causes at the historical, geopolitical as well as security levels. It analyses its three main acts since 2013 until today and presents their key actors: the high level generals and politicians. These acts are presented as historical accidents. The article shows that French soldiers refuse to be silent face to face big stakes, especially on the field of defence of the Republic against the growing violence of young immigrants. The text continues with the analysis of two manifests of French soldiers from spring 2021 that evoke the threat of the civil war in France and the role of the Armed forces in such a scenario. |
Qualitative Research on PESCO Projects Direction in the Field of CBRNReviewed - ResearchMiroslav Pohanka, Antonín NovotnýVojenské rozhledy / Czech Military Review Nr. 4/2021, Vol. XXX. (LXII.): 60-73 | DOI: 10.3849/2336-2995.30.2021.04.060-073 Chemical, Biological, Radiological and Nuclear (CBRN) weapons still represent a relevant threat despite international treaties and regulations. International projects like the Permanent Structured Cooperation (PESCO) of European Union (EU) appears as a suitable way of the further development when considered both complexity and expensiveness of the countermeasures to the CBRN. In this work, basic principles of PESCO, limitations, opportunities and expected directions of innovations were searched. The final recommendations on PESCO projects in the CBRN field are founded on the reached findings. Recommendations and conclusions on limited PESCO efficacy on one side and opportunity to resolve weakness of the Army of the Czech Republic (AČR) in the CBRN by collaboration in the EU on the other were particularly described in this paper. Without the collaboration, the AČR will hardly reflect the progress on CBRN defense. |
Turkish Armed Drones Production and DeploymentReviewed - ReviewPavel Faus, Miroslav MarešVojenské rozhledy / Czech Military Review Nr. 1/2021, Vol. XXX. (LXII.): 21-37 | DOI: 10.3849/2336-2995.30.2021.01.021-037 This article studies the current stage of development of armed Unmanned Aerial Vehicle technology in Turkey, within the context of the current media attention caused by its deployment in various conflicts. Authors first provide a classification framework for surveillance and armed drones. Text proceeds with an overview of the technology and its military use. The core of the text focuses on Turkey's past and present use of armed drones. Authors analyse the current stage of Turkey's armed drone development production and export destinations. Furthermore, operational use by Turkey or other parties is discussed. Authors conclude by comparing current generation of Turkish drones to those deployed by the United States, highlighting technological edge on the side of the US, as well as continuing dependency of Turkey's main drone systems on foreign components. |
Concepts of the Hybrid Warfare and the Czech Armed ForcesReviewed - ReviewMartin HavlíkVojenské rozhledy / Czech Military Review Nr. 1/2021, Vol. XXX. (LXII.): 38-51 | DOI: 10.3849/2336-2995.30.2021.01.038-051 The goal of this review article is to briefly describe the development trends in the conceptualization of the phenomenon of hybrid warfare and to try a basic comparison of the key features of twenty important concepts with emphasis on selected Western, Russian and Chinese theoretical concepts. A substantial part of the article also deals with a closer characterization of hybrid warfare with the intention of clarifying the possible relationship of this type of warfare to the activities of the Czech Armed Forces. In connection with the importance of hybrid warfare and hybrid threats, the article is supplemented with essential recommendations that the Czech Republic and the Czech Armed Forces should reflect. The emphasis on content and the above arguments confirm that looking at the phenomenon of hybrid action and warfare as a novelty is very debatable. Rather than a new concept of warfare, it is a newly accentuated term "hybrid" describing long-known combinations of power tools used. |
EU's Common Security and Defence Policy in a Nutshell - Part TwoNonreviewed - OtherVilém KolínVojenské rozhledy / Czech Military Review Nr. 4/2020, Vol. XXIX. (LXI.): 105-117 The Common Security and Defence Policy (CSDP), on the basis of which the EU builds its defence identity, has a broad spectrum. It focuses not only on the defence component of the CSDP, but also on associated areas such as defence industry and market, defence research and development, and supports them with related legislation and various policy and financial instruments. On the one hand, this prevents the issue of European defence from being easily confined. On the other hand, this reflects the robustness of the EU's approach to European defence and its willingness to mobilize all available resources. The article describes the evolution of European defence, its major milestones and actors, related processes and rules, and the key tools that are now largely concentrated under the umbrella of the CSDP. Current issues of European defence, including scenarios of its possible future development, are also addressed, as well as the contribution of the Czech Republic. |
Neorealism and Contemporary US-Russian Military Competition in the Post-Soviet SpaceReviewed - ReviewJan EichlerVojenské rozhledy / Czech Military Review Nr. 2/2017, Vol. XXVI. (LVIII.): 89-105 | DOI: 10.3849/2336-2995.26.2017.02.089-105 In the light of neorealist theory, the Eastern enlargement of NATO satisfies basic feature of expansion: 9 former countries of the Warsaw Pact become members of NATO. USA as a Sea power reinforced its superiority at the detriment of the RF as a continental power. The annexation of Crimea, as a Russian answer, had intensified security fears of post - Soviet countries and of Poland and enlarged the space for external balancing of the USA. Author warns that a confrontational structure had become typical for the area or the Western part of the Post - Soviet space. It increases the number of military incidents, and, even, the threat of a direct military confrontation including a Russian use of tactical nuclear arms, being inspired by the Rogers plan from 1980´s. |
