Defense Capability and Armed ForcesNonreviewed - Otherdoc. Ing. Milan Kubeša, CSc., plk. gšt. Ing. Tomáš RakVojenské rozhledy / Czech Military Review Nr. 4/2015, Vol. XXIV. (LVI.): 68-78 The article aims at highlighting the dangers of long underestimating the need to permanently improve the defense capabilities to deal with current and future security threats. Authors suggest propositions on where to direct the efforts to improve the competence of the Defense to meet the Act Of Defense Requirements. The first part of the article describes, after brief analysis, the options of collective defense and explains the need to solve demanding tasks on own territory under national responsibility in parallel. The second part of the article describes the main thoughts of the theory of "territorial defense", which is missing in current Doctrine of the Armed Forces of the Czech Republic. Theory of territorial defense makes a foundation, upon which the preparedness of the Armed forces of the Czech Republic should be built. In the third part of the article the authors discuss the alternative of implementing the collective defense principle by building multinational joint forces, independent of national armed forces, in transnational responsibility of the coalition of member states, dedicated to the territorial defense of member states and to crisis response expeditionary operations. |

NATO Response ForceMilitary artIng. Jaroslav KulíšekVojenské rozhledy / Czech Military Review Nr. 3/2010, Vol. XIX. (LI.): 46-71 This article illustrates the troubles encountered with development of the NRF. The NATO Response Force is a highly ready and technologically advanced force made up of land, air, sea and special operations forces components that the Alliance can deploy quickly wherever needed. The NRF is intended to be a transformational force that will not only be able to meet the security needs of NATO in 21st century but also serve as an agent of change whereby all the member nations of NATO will be able to bring capabilities, and concepts of operations into their national forces. Undoubtedly, the NRF will not provide a basis for solving all of complex challenges. But it does offer an opportunity for experimentation and testing-the essence of military transformation-and the forging of creative solutions. The views expressed in this assessment are those of the author and do not reflect the official policy or position of NATO or EU. |
Operations with Effective Impacts (EBAO - Effect-Based Approach to Operations)Military artIng. Antonín Krásný, CSc., plk. gšt. Ing. Oldřich SochaVojenské rozhledy / Czech Military Review Nr. 2/2008, Vol. XVII. (XLIX.): 66-75 The reform of the Czech armed forces is factually and timely tied with the transformation of NATO forces, both in the field of technology and that of doctrine. The covering principle of this transformation is the so-called EBAO concept, in the frame of which we define three main transformation objectives: forces must have operational superiority, they must be operationally effective, deployable, and sustainable. The effects-based approach to operations focuses on combining military and non-military actions to influence the overall behaviour and capabilities of other actors: national, trans-national, belligerent and benign, in an operational environment in order do create effects leading to the achievement of strategic objectives and a desired end-state. Its application focuses the planning, execution and assessment of operations. The cited EBAO handbook was followed by several documents (e.g. discussion papers), issued at the end of 2007 as a means to inform future doctrine reviews. Many of the concepts and documents should be validated, either through experimentation, or through specifically designed exercises. |
Modern National Projects: Implementation of Development Projects in the Czech Armed ForcesNonreviewed - OtherPetr Křížek, Vladimír Vyklický, Aleš Tesař, Zdeněk MikulaVojenské rozhledy / Czech Military Review Nr. 4/2021, Vol. XXX. (LXII.): 184-193 Experienced experts in military modernization projects use a new generic implementation tool in defence planning to compile a comprehensive implementation plan for acquisitions. A software tool based on MS Excel facilitates the linking of a planning tool to create an implementation plan. The functional analysis matrix created by the software tool is suitable for the evaluation of DOTMLPFI functional areas within individual phases, especially the implementation phase and the evaluation phase. The resulting product is a checklist for the full implementation of a military project describing its life cycle with all major milestones, which respects the Czech Defence Standard and compatibility with NATO doctrine. |

The Importance of the Zrínyi 2026 Defence and Military Development ProgramReviewed - ReviewOlivér BaloghVojenské rozhledy / Czech Military Review Nr. 3/2019, Vol. XXVIII. (LX.): 55-70 | DOI: 10.3849/2336-2995.28.2019.03.055-070 The present article expresses the importance of the Zrínyi 2026 Hungarian government medium-term modernization program and its impact on military security in the region. Migration crisis, hybrid warfare treatments and withdrawal from the INF (Intermediate-Range Nuclear Forces) treaty were the main reasons for the enactment of the Zrínyi 2026 program. Comparing the Polish and Hungarian Defence Forces, the article analyses the significance of military security in Central Europe. The analysis explores organizational and legal changes and the purchase of armaments. The Hungarian program's objectives are to change not only the equipment but also the structure and organization. The Commander of the Hungarian Defence Forces was separated from the Ministry of Defence. The Hungarian program has declared the increase in the number of reserve forces to twenty thousand and the active duty personnel to roughly thirty-eight thousand. Due to the modernization the military forces will be equipped with new components. |
Demobilisation of the Colombian Guerillas: FARC-EP and ELNReviewed - ReviewPavlína Bláhová, Malvína Krausz HladkáVojenské rozhledy / Czech Military Review Nr. 1/2019, Vol. XXVIII. (LX.): 85-97 | DOI: 10.3849/2336-2995.28.2019.01.085-097 Partisan and paramilitary groups operating on Colombian soil have been representing a serious regional security threat for the last fifty years. The most successful attempt to conclude a peace treaty between the government and the insurgents is represented by the peace process that took place between 2012-2016. This process resulted in the agreement between the colombian government and the guerilla group Fuerzas Armadas Revolucionarias de Colombia - Ejército del Pueblo. This paper deals with the dynamics of the of the peace processes between the government and guerilla groups and analyzes the factors contributing to the escalation and deescalation of the conflict and factors that enabled or on the contrary disabled a successful demobilization of the insurgents. The analysis of the demobilization uncovered a number of factors indicating a contradictory acting of both sides of the conflict. While the adversaries were negotiating the peace agreement, in the same time they were violating the previous agreements. Such behaviour was caused mainly due to the absence of a strong sponsor. |
Discord at Home, Discord in the World: Is Turkey, NATO's Eastern Frontier, Sustainably Stable and Peaceful?Reviewed - ReviewVladimír BízikVojenské rozhledy / Czech Military Review Nr. 4/2018, Vol. XXVII. (LIX.): 49-63 | DOI: 10.3849/2336-2995.27.2018.04.049-063 The goal of this paper is to determine if it is likely for Turkey to remain a stable country that will avoid serious internal conflicts and violent conflicts abroad. The paper examines long-term cultural and civilizational variables of cosmopolitanism and rationality. It examines indicators that are more immediately associated with the escalation of an internal conflict: violent criminality, youth unemployment rate, income inequality, corruption perception, and political terror. In the end, it examines the level of militarization and the evolution and current state of civil-military relations. It concludes that most of the indicators do not bode well for the stability and democratic consolidation of Turkey. The reason Turkey has not succumbed to political violence and social instability is likely due to its high level of political repression. Given the characteristics of the Turkish society, two basic scenarios for future development are feasible: Turkey can either become much less stable and a victim to social discord with a chance of dangerous escalation; or it will cement its authoritarianism and manage social order by draconian policing, disproportionate "counter-terrorism" laws and disregard for the rule of law. Neither of these scenarios is favourable for its NATO allies, who must engage Turkey and work within the framework of existing alliances and international organizations to mitigate the risks of Turkey either becoming a rogue player or a state embroiled in a civil conflict. |
Russia's Influence on the Conflict Dynamics in Nagorno KarabakhReviewed - ReviewPavlína BláhováVojenské rozhledy / Czech Military Review Nr. 3/2017, Vol. XXVI. (LVIII.): 3-13 | DOI: 10.3849/2336-2995.26.2017.03.003-013 Frozen conflict in Nagorno Karabakh has been representing a threat to the regional stability for the last two decades. Sudden escalation of violence in 2016, known as Four-Day War, spurred new discussions on factors influencing the territorial dispute between Armenia and Azerbaijan. While adversaries explain the conflict as a reaction to military provocations or as a rally round the flag effect, this article explains the dynamics of the conflict through the influence of the third party - Russia. Russia considers the Caucasus to be its sphere of the influence and therefor aims to spread its control through strengthening strategic ties with both Armenia and Azerbaijan in order to prevent the West from projecting its power in the region. Russia's role of the superpower has therefor a vast influence on the Nagorno Karabakh conflict development. |

Scenarios in Capabilities Planning ProcessReviewed - ReviewIng. Josef Procházka, PhD., Ing. František Mičánek, Doc. Ing. Jozef Šmondrk, PhD., pplk. Ing. Josef MelicharVojenské rozhledy / Czech Military Review Nr. 1/2016, Vol. XXV. (LVII.): 44-60 | DOI: 10.3849/1210-3292.25.2016.01.044-060 The aim of the article is to bring inspiration and offer needed recommendations for implementing the scenarios in the defence planning process. The article addresses purpose, development and practical application of scenarios in a national defence planning process, utilizing capability based planning (National Capability Based Defence Planning - NCBDP). During the planning scenarios are used for identification and verification of capability requirements. Scenarios depict main features of the environment in which the armed forces will be employed to execute military missions. Scenarios reflect as well operational concepts in a sense of doctrinal use of armed forces. Furthermore, they offer a possibility to identify and quantify required capabilities in a volatile, difficult to predict, complex, permanently and dynamically changing environment, and reduce level of uncertainty and associated risks. In this regard, scenarios are significant analytical and supporting tool of defence planning with high value added. Correct application of scenarios allows defining a set of required capabilities necessary for success in potential future conflicts. Scenarios enable long-term planning of capabilities development and optimisation as a platform for qualified and well informed decisions at the MoD level on the armed forces character, structure and size with regard to the ambitions and international commitments of the country. In the conclusion the article brings recommendations for the defence planning process improvement by exploiting capability based planning and scenarios. Recommendations provided in the article include doctrinal changes, organizational changes within MoD and General staff, recommendations for updating the education plans for military personnel, recommendations for optimization of the defence planning process as well as for necessary changes in the approach of the defence managers and military leaders to the described method. |

Identification of factors for the prevention and elimination of undesirable forms of impulsive behavior in the context of solving difficult situations under conditions of professional activities of military leadership studentsReviewed - ResearchDavid Ullrich, František Milichovský, Veronika Koleňáková, Lenka ČadováVojenské rozhledy / Czech Military Review Nr. 4/2022, Vol. XXXI. (LXIII.): 37-49 | DOI: 10.3849/2336-2995.31.2022.04.037-049 The effective leadership and the effectiveness of a leader reflect, as the strongest factor, the degree of his transformational approach, which influences the objectively measured performance of the led group. The main goal of the pilot research study was to identify personality and psychophysiological factors that could be monitored in the prevention and elimination of undesirable forms of impulsive behavior in the context of solving difficult situations in real conditions for professional leadership students according to the Big Five theory. The chosen research design made it possible to effectively combine the advantages of a behavioral and personalized approach to the study of impulsivity. The results of the study carried out on the final sample of subjects N=63, aged 21 to 26 years (r=21.7 years; 34.9% women and 65.1% men) are currently being processed. However, it can already be stated that the degree of impulsivity in military leadership students is related to the level of conscientiousness. |
Leadership development in the conditions of the Czech Armed ForcesReviewed - ResearchMilan Marek, Aleš TesařVojenské rozhledy / Czech Military Review Nr. 4/2022, Vol. XXXI. (LXIII.): 50-70 | DOI: 10.3849/2336-2995.31.2022.04.050-070 The aim of this article is to define leadership as a process required in the Czech Armed Forces. To this end, the nature of military leadership is first identified by analyzing similarities and differences of the widely accepted theoretical concepts (schools) of leadership, including approaches used in selected alliance armed forces. Based on the current state of affairs analysis, the components of leadership and the relationship among them are identified, as well as general conditions for their application. In accordance with the knowledge gained, a general leadership model of the Army of the Czech Republic is proposed. |
Impact of the New Technologies on CBRN Terrorist Threats: General Perspective and Perspective of Republic of CroatiaReviewed - ReviewIvana Cetina, Jugoslav JozićVojenské rozhledy / Czech Military Review Nr. 4/2022, Vol. XXXI. (LXIII.): 119-139 | DOI: 10.3849/2336-2995.31.2022.04.119-139 Although the level of the overall CBRN threat in the world is currently considered to be low, there is a trend of a growing concern about CBRN terrorism. Various terrorist groups have shown interest in using CBRN materials to disrupt the global order and economy. The motivation and factors that influence the potential use of CBRN agents in terrorist attacks arise from the fact that CBRN agents have potentially high mortality and can cause serious consequences. A large number of potential dual-use (military and civilian) items as well as the introduction of new technologies in use can be utilized for the CBRN attacks and create a wide range of new possible terrorist (and military) threats. This paper provides a general overview of the past and current situations regarding CBRN terrorism, analyses some of current widely known new technologies that can be utilized for CBRN terrorist attacks and analyses the biggest potential threats from CBRN hazards. |
Analysis of NATO and EU Approaches to Capability Planning and Potential Alignment of National Planning ProcessesReviewed - ReviewZdeněk PetrášVojenské rozhledy / Czech Military Review Nr. 3/2022, Vol. XXXI. (LXIII.): 3-22 | DOI: 10.3849/2336-2995.31.2022.03.003-022 The article presents a summary of analytical outcomes aimed at mapping current NATO and EU approaches to capability planning and their impact on national planning processes, which were carried out by security and defence institutions. The outcomes point out the fact that significant number of NATO nations and EU member states are using approaches to capability planning which reflect specifically national strategic objectives. It is of note that no country has implemented procedures that could be considered as standardised in terms of a single planning process within NATO or the EU. On the other side, analyses point out the fact that NATO and EU planning processes can be hardly expected to be unified in the short term. Nevertheless, NATO and EU member countries should pay close attention to the outputs of their national planning processes in order to comply with the single set of capability requirements as implemented in the relevant NATO and EU planning processes. |
NATO's Strategic Interest in Africa - a Possible Multi-Criteria AnalysisReviewed - ResearchCraisor-Constantin IonitaVojenské rozhledy / Czech Military Review Nr. 3/2022, Vol. XXXI. (LXIII.): 23-40 | DOI: 10.3849/2336-2995.31.2022.03.023-040 The paper demonstrates that the Multi-Criteria Analysis (MCA) is one very useful analytical tool and method to help Allied political decision makers and military strategists to rethink the Alliance's new role and mission in Africa, as the Southern neighbour of NATO and the EU having great possibilities to influence, either positively or negatively, the European and Euro-Atlantic security. Thus, the paper's scope is to use MCA in order to highlight the importance of Africa for NATO's Geopolitics and what Member States should undertake in order to join the competitive North African and Sahel region's arms and presence race against the increased Russian and Chinese economic and military interests. |
Bloody years of the Jewish Insurgency in British Mandatory Palestine 1939-1948: From the White Paper to the State of IsraelReviewed - ReviewĽubomír Zvada, Jiří LachVojenské rozhledy / Czech Military Review Nr. 3/2022, Vol. XXXI. (LXIII.): 121-136 | DOI: 10.3849/2336-2995.31.2022.03.121-136 This review article focuses on Jewish insurgency under the British mandate for Palestine from 1939 to 1948. The Jewish guerrilla campaign represents a successful case study in the field of the research on small wars and insurgency, proxy wars. The authors analyze the early phase of the British Mandate in 1918-1939, referred to as the prelude to the subsequent Jewish uprising; a period when Jewish paramilitary groups including the Haganah, Irgun, and Lehi emerged and developed, emphasizing their ideological underpinnings, operational and tactical strategies of warfare, and the material capacities that these organizations possessed. The authors primarily emphasize the period from the initiation of the White Paper in 1939 until the establishment of the State of Israel in May 1948. British restrictions on Jewish immigration and the beginning of the Second World War stimulated the Jewish forces to a massive terrorist campaign against the British resulting in an unprecedented Zionist victory. |

Immigration in France and its security consequencesReviewed - ReviewJan EichlerVojenské rozhledy / Czech Military Review Nr. 4/2020, Vol. XXIX. (LXI.): 3-22 | DOI: 10.3849/2336-2995.29.2020.04.003-022 The article is about the immigration in France and its consequences on the security field. It starts by the historical context and pays a big attention to the development during last two decades. It analyses the process of the islamisation on the cultural, social, security, and political levels. It continues by the French debate which reflects the clash of two contrasting approaches: political correctness vs. critical attitudes. The French experts dispute about two key subjects: the numbers of the immigrants and, namely, the correlations between the immigration and the growing numbers and brutality of the terrorist attacks (the so - called amalgam). The last part analyses the place and the role the immigrants in the French armed forces. This text offers an original periodisation of the phenomena of the immigration in France since the first post WW II years until today. It examines not only its quantitative aspects, but also its qualitative changes. |
Defining and Evaluation of Competencies of an Officer of the Czech Armed ForcesReviewed - ReviewJaroslav Kuba, Richard SaibertVojenské rozhledy / Czech Military Review Nr. 4/2020, Vol. XXIX. (LXI.): 65-83 | DOI: 10.3849/2336-2995.29.2020.04.065-083 The article deals with the issue of identification and evaluation of the competencies of senior officers of the Czech Armed Forces. Paper investigates the role of the authorities responsible for military branches and military occupation specialties in the system of defining officer´s competencies. It was also examined the scope of possible application of the competency model of a professional soldier defined by the National System of Occupations in the process of career management. As a comprehensive and optimal solution, a full application of competency model is proposed. The partial application of the competency model is based only on the use of the soft competencies component. Both of these proposals are formulated primarily for the purpose of describing the job position and official evaluation. The paper also brings a number of proposals in the conceptual and normative area circumscribing and strengthening the role of the responsible authorities in the process of defining the officer´s competencies. |
