(LIII.): 72-79 | DOI: 10.3849/2336-2995.21.2012.03.072-079 The French "Centre de Doctrine d'Emploi des Forces" (CDEF) has published new doctrine FT-05 The Tactical Commander's Guide to Command and Control in Operations. The global action of land forces is now carried out within a strategic environment that has dramatically changed for 15 years. In this new environment, the French Army asserts and implements a double requirement: that of power and the control of force. The article presents the fundamental conclusions of this doctrine and compares them with the Czech national doctrinal documents. Author concludes that in comparison with the French doctrine, Czech doctrines are much more focused on the procedural and technological part of the Command and Control Systems than the ability of commanders to command. |

(LIII.): 59-68 | DOI: 10.3849/2336-2995.21.2012.02.059-068 The information revolution is affecting the whole spectrum of conflict. Here the authors advance an ambicous idea of "swarming" that may emerge as a definitive doctrine that will encompass and enliven both cyberwar and netwar. Swarming is seemingly amorphous, but it is a deliberately structured, coordinated, strategic way to strike from all directions, by means of a sustainable pulsing of force and/or fire, close-in as well as from stand-off positions. Swarming depends on a devolution of power to small units and a capacity to interconnect those units that has only recently become feasible, due to the information revolution. The idea of swarming stands for engaging an adversary from all directions simultaneously, either with fire or in force. |

One of the methods incorporates NAMSA agency into operational and logistics planning. The NAMSA is regarded as a very effective provider of services covering the whole area of logistics. It is estimated that in the near future the agency will conduct logistics support to Alliance member nations. In 2020 the NAMSA will make use of energy and fuel mainly from sources friendly to our environment, therefore employing NAMSA agency for our army will be both economical and environmental. |

(LII.): 41-59 The overall purpose of this paper is to describe the ways the Alliance and the also the Czech Army will apply the operational art tenets, conducting operations in the future. The current military problems cannot be solved without a deep understanding and knowledge of operational art. In order to improve military thinking within the Czech Army, it is recommended to study and apply operational art. The operational art forms a bridge between strategy defining the political aims of war and tactics, fighting the battles. Commanders and staff officers should study operational art seriously, systematically and with all their efforts. The author deals with current state of present operational art to inform on new developments in this field of military art. The article broadens the vision and deepens the insights of its readers. (LII.): 53-64 The fundamentals of this concept, as they were explained in previous Military Review No 1, 2011, have stayed unchanged, up to the present. There still exist operational bases, directions, courses, lines, upon which military convoys transfer by the plan or in disorderly manner. Such picture corresponds to linear wars of first, second and third generations. The wars of fourth generation are characterized by the speed and initiative. The frontiers between war and politics are blurred, so are between civilians and combatants. They are mostly wars with and among non-state actors, counter-insurgency operations (COIN) Based on doctrinal analysis; author describes concepts philosophy in functional and logical aspects. This might help the commander and staff to visualize the arrangement of military capabilities in time, space, and purpose to accomplish the mission. The concept might be successfully applied in connection with stability and COIN operations. |

(LI.): 164-178 The Engineers are specialist soldiers trained in the construction and demolition of bridges, field fortifications, obstacles, roads, etc. Their major task is to support Czech missions abroad, as a part of multinational peacekeeping forces. This article is a preliminary study into the current state of applying the Czech Engineer units in operations other than war as a part of Joint Forces Peace Support Operations. There are mentioned some aspects, for example basic engineer support tasks, possible demanded future capabilities of the Czech Engineer Troops, engineer support to movement and force protection engineering. The purpose of this article is to initiate a debate about the topic and to start the brainstorming process in a broad military environment. |

(LVIII.): 41-59 | DOI: 10.3849/2336-2995.26.2017.05.041-060 The research described in this paper was conducted in the framework of institutional research project Strategic Alternatives (STRATAL) within the Centre for Security and Military Strategic Studies of University of Defence in Brno, the Czech Republic. The main objective of this contribution is to assess the evolution of the Czech defence policy (CDP) since the last summer 2016. The main impetuses for the CDP evolution were provided by the NATO Summit in Warsaw, new European Global Strategy including the ambition to enhance defence cooperation among the EU member states and the pattern of dynamics in our security environment. The authors analysed the key change drivers (KCDs) and measures taken in political, military, administrative, economical and societal domain in order to evaluate the overall effectiveness of the defence policy. Finally, the authors offer several recommendations to enhance the responsiveness and preparedness of the Czech defence system and the Armed Forces both in short- and long-term time span. |

(LVIII.): 69-78 Article deals with analysis and description of defence-industrial cooperation of V4 countries from the beginning of nineties of the 20th century up to 2016. The goal of this text is presentation of findings relating to achieved degree of cooperation, where besides realized cooperation (its outcomes are real products) and political aspects (as determining mechanism and framework of whole partnership) attention is also paid to the causes as a driving force of past and current state. In conclusion, author assesses the most problematic issues of defenceindustrial cooperation of V4 countries and also obstacles of their deeper EU involvement, which can be used as a more suitable framework for anchoring regional partnership in sector of defence industry. Author also outlines areas of potential future cooperation of Visegrad partners. |

The ending of the article deals with future possibilities of Russian engagement in region of the post-soviet states and political-military aspects of Russian foreign policy in extensive connection. |

(LVII.): 49-60 | DOI: 10.3849/2336-2995.25.2016.05.049-060 Long-term cuts in military expenditures of European allied countries caused growing differences within the Alliance which can be seen in uneven sharing of military burden and in behaviour called free-riding. The aim of this contribution is to define possible approaches to the freeriding identification and to analyse military expenditure development in relation to conclusions and recommendations declared at the NATO Summit in 2014. The results of military expenditure analysis identify only a small group of countries which, from a long-term point of view, follow the recommendations of the Alliance in the form of allocating a corresponding amount as percentage of GDP and in the form of a recommended structure of military expenditures. |

(LVII.): 3-20 | DOI: 10.3849/2336-2995.25.2016.03.003-020 The article is aimed on the identification of the tools of the international security organisations (NATO, European Union, Organisation for security and Cooperation in Europe) for de-escalation and resolution of the violent conflict in Ukraine. It is based on the liberal institucionalism. It characterizes and systematises tools and divides it into "soft power" and "hard power" tools. It is analysed the possibility of the use of armed forces as a coercive tool or in peacekeeping or monitoring missions. The NATO and the EU became involved in coercive diplomacy, the OSCE as a "soft power" becomes involved in mediation of the conflict in eastern Ukraine and dispatched long time missions. All three analysed organisations used the tools without placing of armed forces. |

In some cases, however, the required capability has not been changed or has been worsened. The paper deals with principal results of the study which the authors have elaborated in 2015. |

(LV.): 112-122 Russia's actions in the Ukraine have changed the security situation in the Baltic region, which makes NATO's long-term presence in Latvia essential for the Latvian Republic. The impacts of Russian actions on Latvian defence policy are discussed in the paper by Mr Janis Berzinš,Managing Director of the Centre for Security and Defence Research, National Defence Academy of Latvia, in Policy Paper, No. 2, 2014. It is a new way of intervention, new-generation warfare, without the employment of armed combats, using mostly influence and coercion, by means of covert operations. Abridged and adapted. (LIV.): 22-41 | DOI: 10.3849/2336-2995.22.2013.04.022-041 On the one hand, Russia is among the countries which often criticize the Western-led military intervention. On the other hand, in the last twenty years, Russia has repeatedly approved using military force by the West against an individual state, endorsed by the United National Security Council. The main purpose of this article is therefore to describe and analyse Russian position towards four Western military interventions 1999-2011. Specifically, the article is focused on two military interventions without UN Security Council mandates (Federal Republic of Yugoslavia in 1999 and Iraq in 2003), the intervention with the expanded UN Security Council resolution (Afghanistan 2001) and the military intervention that was partially approved by the UN Security Council resolutions (Libya 2011). |

(LIII.): 56-78 | DOI: 10.3849/2336-2995.21.2012.01.056-078 The article shows that Czech armed forces are supposed to develop planning mechanism according to the Alliance Comprehensive Operations Planning Directive (COPD) to be fully interoperable in operation planning process (OPP), namely in field operations planning in the framework of the multinational missions abroad. However, some problems persist at the operational level of crisis management, such as institutional arrangements for planning and commanding crisis operations, procedures pertaining to force generation, synchronization and activities coordination. The Czech Army Operational Planning Doctrine is still being developed. The purpose of this article is to inform on current state of affairs in operational planning with subsequent consequences to the results and reform recommendations by the White Paper on Defence. |

The analytical part discusses the pros and cons of current evidence of physical training data and identifies the main shortcomings and problems. The article proposes the optimization of the current state through an advanced information system that would cover the current needs of physical education workers and for this purpose is currently created in the environment of the University of Defense in Brno. The article outlines the possible practical use of the information system in military practice. |

It examines the influence of three selected aspects - information overload, the expansion of advanced information technology and the growing importance of the cyber domain - on generating, maintaining and sharing situational awareness in planning and conduct of operations. It identifies and characterizes the respective sub-capabilities within the information area, necessary for operational headquarters to effectively provide situational awareness, and outline possible ways to develop these capabilities in terms of internal processes, technical equipment and personnel. |

It was elaborated by US intelligence officer Colonel Ulius Louis Amoss. It is used by various insurgent actors and it is researched within the context of insurgency and counterinsurgency and interconnected issues (extremism, terrorism etc). The author of this contribution deals with the development tendencies and with the strengths and weaknesses of this strategy (including the derived concepts as "leaderless Jihad" etc.). Its adaptation in the era of modern political and hybrid warfare is explained. Challenges for successful countering from the point of view of security architecture (intelligence and law enforcement agencies, army, non-.state actors) are discussed. |
Efficiency of Language Education at the Language Center of the University of DefenceReviewed - ResearchMária Šikolová, Vladan HolcnerVojenské rozhledy / Czech Military Review Nr. 2/2020, Vol. XXIX. (LXI.): 37-48 | DOI: 10.3849/2336-2995.29.2020.02.037-048 During the period between 2016 and 2019, the efficiency of language courses was scrutinized by invention methods. In 2019, the language requirements were set to 14 958 positions in the Czech Armed Forces (60.69 %). Out of the given number of positions, the language requirement was met by only 6 414 professional soldiers, i.e. 42.88 %. The results of the language courses vary a lot depending on the required level of language proficiency; the courses designed to prepare the learners for SLP 1111 and SLP 2222 had the success rate around 60 %, however, the success rate of the courses for SLP 3333 was rather lower (38 %). Out of five groups of factors affecting the success rate, the relative significance of 22 factors was assessed. Most of the critically significant factors concerned the organization of language education; some of the critically significant factors were as follows: placement testing, flexibility of the syllabus and familiarization with the exam format and assessment criteria. |

(LXI.): 62-75 | DOI: 10.3849/2336-2995.29.2020.02.062-075 The paper presents selected knowledge and findings of the sociological survey, which was focused on identifying the needs and problems of modern war veterans leaving the military service in 2018. The findings of the research point to recurrent problems in communication and information transmission to the ending soldiers in their service as well as the lack of information in relation to the resort's offers of care and assistance to war veterans. The subjects involved in the war veteran care system do not always have full current information, which may lead to negative reactions and attitudes of some military personnel that the setting system does not adequately respond to soldiers' problems and needs, especially before leaving military service. |

(LXI.): 36-50 | DOI: 10.3849/2336-2995.29.2020.01.036-050 The article studies possibilities of utilization of Global Navigational Satellite Systems Galileo and BeiDou in the Armed forces of the Czech Republic. It analyses its advantages, weaknesses and assets the army. The study is grounded in knowledge and experience of the Czech military geographic service and supports it with comparisons with already implemented systems GPS and GLONASS. European project Galileo brings for the most part independence on GPS and direct influence of the Czech Republic. Chinese system BeiDou provides individual alternative, although with limited access. In combination with multiconstelation receivers, they can substantially complement the current structure, make more accurate measurements and lower vulnerability to jamming and spoofing/deception. AČR may utilise benefits of the systems with modernisation of devices a by participation in development projects of global navigation. |

(LXI.): 85-101 | DOI: 10.3849/2336-2995.29.2020.01.085-101 Hybrid threats are considered among the most serious risks that Western societies currently face. The aim of actors using such threats is to influence decision-making processes, and in order to do so they use a rich spectrum of methods to instigate conflict in society, seeking to undermine trust in institutions, abet radicalisation, and so on. Activities aimed at creating internal conflict, and the prevention of such activities, are not, of course, a new phenomenon; they differ only in their extent, intensity and the techniques used. The aim of this paper is to investigate how classic strategists - Thucydides and Machiavelli - described in their works how internal conflict is fomented among the enemy and how it can be prevented. The paper describes and analyses various ways of instigating and mitigating internal conflict as noted in their works, and assesses their relevance for the current debate. |

(LXI.): 102-115 | DOI: 10.3849/2336-2995.29.2020.01.102-115 One of the longest conflicts in Latin-American history ended in 2016 when then Colombian President Juan Manuel Santos signed a peace agreement with the Revolutionary Armed Forces of Colombia (FARC), the largest guerrilla movement in Colombia. His predecessor, the current senator Álvaro Uribe, opposed the peace agreement, believing that an offensive against the guerrillas was the right approach. This article shows how these two Colombian presidents framed guerillas and what strategies and expressions were used in their presidential speeches. The main argument is that the conciliatory discourse of President Santos helped to finally achieve peace. The research paper uses a comparative method and the concept of framing. |

In the light of perspective purchase of artillery weapon systems it is necessary to analyze the character of operations of these systems and determine requirements on preparation of position areas. Goal of this article is to describe the character of autonomous artillery weapon systems operations in terms of functionality of individual components of navigation unit and based on this to set the requirements on survey units equipment. As the main method authors used method of scenarios where were as a scenarios determined individual variants of navigation system functionallity. Output of this article is determination of requirements on survey units equpment used for geting information about position coordinates and directions. |
