The Famous Czechoslovak LegionNonreviewed - OtherJUDr. et PhDr. Jaroslav Padrnos, CSc.Vojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 152-169 The Czechoslovak Legion was a revolutionary armed force formed abroad that had come into being during World War I. It is said that without this force, there would be no independent Czechoslovakia. Without a foreign political, diplomatic and military resistance of the Czechoslovak National Council, headed by Prof. Dr. Tomáš Garrigue Masaryk, Doc. Dr. Edvard Beneš, and Brig. Gen. Milan Rastislav Štefánik, there would be no Czechoslovak Legion. Even in the hard times, the large majority of legionnaires were always true to the Czech and the Slovak nation during World War II, and after the war. But after the February 1948, those nations, officially represented by the Communist Party of Czechoslovakia, were not true to them. |

Armed Conflict and Relations of its Economic AnalysisReviewed - ReviewIng. Aleš Olejníček, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 2/2014, Vol. XXIII. (LV.): 22-40 | DOI: 10.3849/2336-2995.23.2014.02.022-040 The topic of this essay is an insight into the interrelations of the economic analysis of armed conflict. The author tries to explain its substance and importance and at the same time he warns against the difficulties with its implementation. Backed by several studies, we must conclude that there is a lot of confusion in terminology we use. It is therefore proposed to apply cost-benefit analysis, so that we could create a unified terminology and simultaneously to use this analysis to present armed conflict economy in terms of overall expenses vs. likely benefits aroused by respective armed warfare. |

The Total Force Policy and Some Issues of Building-Up of the Militia-Like Units in the Czech National Security SystemMilitary artBohuslav PernicaVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 79-88 | DOI: 10.3849/2336-2995.21.2012.01.079-088 The essay deals with the concept of total force policy concept and its implementation. Some facts related to the history, implementation and development of this construct are presented in context of the Czech White Paper on Defence released in 2011. In order to improve capabilities of the national armed forces system, and as well as to diminish risks related to lack of human and financial sources in face of impeding population ageing, the author suggests a return to total force concept in the Czech Republic. He admits that the experiences with this policy before 1990 will be inoperative, as there is no chance of reintroducing of compulsory military service or the re-establishing of such paramilitary institutions such as e.g. the SVAZARM used to be. |
New Approaches to Long-term Defence Planning: Scenarios and Operational Concepts in the Future Security EnvironmentReviewed - ReviewIng. Vlastimil Galatík, CSc., pplk. gšt. Ing. Ivo Pikner, Ph.D., pplk. Ing. Miroslav KrčmářVojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 23-28 The article explains defence planning of armed forces deployment that ought to by the base for all long haul visions and concept texts for army development and its operational employment. Operational scenarios and concepts form together key elements of defence planning process, both factors enable to military organizations not only to identify future security challenges but also to react to challenges in being. It is not contrary to the so-called capability planning process as this is a manly armed force potential backing our ability to face threads and risks in the future. The example of the United States involved in three asymmetric conflicts is a warning example showing the necessity of the complex and coordinated strategical approaches. |
Global Security: System Approach (Barack Obama's First Midterm)PhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 1/2011, Vol. XX. (LII.): 9-37 This extended essay is based upon various sources, among others on May 2010 President Obama's speech at the U.S. Military Academy at West Point, where President Obama described his national security objectives. The highest priorities of U.S. national security are the safety of Americans at home and abroad and achieving a peaceful, stable world through global cooperation despite a flawed international system. The Obama's security strategy relies heavily on diplomacy and engagement, economic development and other methods of influence, along with U.S. military capabilities with global reach and unsurpassed resources. As we face multiple threats, from nations, non-state actors and failed states, America will maintain the military superiority that has secured country, and underpinned global security, for decades. The security strategy is global, and identifies an array of real or potential security challenges that include: countering violent extremism and insurgency; stopping the spread of nuclear weapons and securing nuclear materials, resolving and preventing conflict; and reducing destabilizing risks to economic interdependence. |
The Ways of Content and Language Integrated Learning in Military University SystemLanguage preparationRNDr. Eva Staňková, Mgr. Alena MullerováVojenské rozhledy / Czech Military Review Nr. 3/2009, Vol. XVIII. (L.): 84-89 The EU language programme called Content and Language Integrated Learning (CLIL) issued in 2003 comprises the practical idea of effective language preparation by means of vocational subjects discoursed in foreign languages. This way of learnig is suitable specially for graduates from military schools who are going to cooperate with their counterparts from NATO countries. Its a great challenge both for English learners and their language instructors. This article summarises the results of case studies related to prospective accreditation of vocational subjects lectured in English at Defence University, e.g. methods of instruction in mathematical cartography (maps projection) or e-learning (ToolBook II Instructor). For evaluation of case studies covering both possitive and negative aspespects of this method of learnig, the authors used even students opinions. |
Combat Rations for Troical Regions and their Nutritional ValueReviewed - Researchdoc. Ing. Jan Hrabě, Ph.D., Prof. Ing. Ignác Hoza, Dr.Sc., MUDr. Pavel Budínský, Ph.D, Ing. Luděk Novák, Daniel BendaVojenské rozhledy / Czech Military Review Nr. 4/2015, Vol. XXIV. (LVI.): 47-57 | DOI: 10.3849/2336-2995.24.2015.04.046-057 The article specifies combat rations developed specifically for military catering in tropical regions (CRTRs). The ingredients and use value of foods used in these rations identified as CRTRs are different from those of previously established combat rations (CRs). When establishing them, specific requirements for each food component had to be respected, in particular with respect to storage conditions, use of foods with a long minimum shelf life (MSL) at extreme temperatures, reduced weight of the foods used, and adequate amount of beverages. The TCRs were developed by MEDIAP Slušovice, who designed 7 variants of these rations in total. Nutritional value tests and sensory evaluations following the storage test at modified temperatures after the thermostat test at a tropical temperature of 55 °C were made by the panel of evaluators in the laboratory of the College of Business and Hotel Management in Brno, Tomas Bata University in Zlín. |
On the Language Skills of Military Professionals or French Scores!Nonreviewed - OtherMgr. Yvona Vrchlabská, Ph.D., Mgr. Jana Jadrná, Mgr. Hana JarošováVojenské rozhledy / Czech Military Review Nr. 3/2015, Vol. XXIV. (LVI.): 202-207 There are many reasons to start learning French. With the involvement of our professionals in missions in Mali, it has also become desirable to improve their language skills before their departure. We interviewed those who attended the language courses at the Language Centre of the University of Defence. They confirm that the knowledge of English is not always sufficient. This interview can be inspiring for those who are going to fulfil their duties in the missions in the African continent. We also present statistical data related to the number of French-speaking Czech soldiers and some tips how to maintain the level of French after completing a course. |
Topical Reflections over Nations Bounded by International LawNonreviewed - OtherJUDr. et PhDr. Jaroslav Padrnos, CSc.Vojenské rozhledy / Czech Military Review Nr. 2/2014, Vol. XXIII. (LV.): 3-7 | DOI: 10.3849/2336-2995.23.2014.02.003-007 Respecting rules of international laws is indispensable to guarantee a peace balance among forces of all states. It ought to be in their own interest. By and large, the flagrant breaking of those rules and acts of aggression correspond directly to the military power of individual states. Examples are abundant. This essay deals with the definition of aggression that was adopted by the United Nations General Assembly on December 14, 1974. |
Why the Czech Republic Should Have a Defence PolicyNonreviewed - OtherPhDr. Luboš DobrovskýVojenské rozhledy / Czech Military Review Nr. 1/2014, Vol. XXIII. (LV.): 4-7 Even though we have several concept documents: Security Strategy, Defence Policy, our armed forces are fragmentized by doubtful laws into autonomous sections, Army of the Czech Republic, Castle Guard, Military Office of the President, Military Intelligence. We lack a binding political assignment on defence policy. The Defence White Book was a serious attempt to introduce this problem among members of government, parliament. But it was ineffectual. The officials did not respond, contented with emergency arrangements. Alarms bell. Supposing the politicians are not involved in defence policy, we should lose our Alliance credibility, later on even Alliance collective security. |
Iran's Nuclear Program: An Important Tool of Domestic and Foreign PolicyReviewed - ReviewIrena KalhousováVojenské rozhledy / Czech Military Review Nr. 4/2013, Vol. XXII. (LIV.): 42-57 | DOI: 10.3849/2336-2995.22.2013.04.042-057 Its own nuclear program is an important instrument of Iran's domestic and foreign policy. In foreign policy it is used for promotion of its regional interests and it also serves as a guarantee against foreign actor's interference in Iranian domestic affairs. So far, the negotiations between Iran and the international community have not brought about any tangible results. Among other reasons, there are different expectations of both parties. The international community is ready to lift sanctions, supposing Iran accepts the UN resolutions. Iran, by contrast, demands to be recognized as an internationally recognized regional power, with legitimate rights and interests. |

Modern Tools for Monitoring and Evaluating the Vehicles Efficiency in OperationReviewed - ReviewPodplukovník Ing. Václav Zajíček, Ing. Erik MikušVojenské rozhledy / Czech Military Review Nr. 3/2013, Vol. XXII. (LIV.): 76-89 | DOI: 10.3849/2336-2995.22.2013.03.076-089 This article aims to explain possibilities of using modern evaluation tools of operational effectiveness for managers in the ACR. Ground military vehicles operations are an important aspect of each organizational unit within the ACR. For its realization is necessary to have adequate sources. The authors reviewed current traditional approaches to evaluate the operation effectiveness of ground military equipments. They focused on the role and abilities of transport commanders and executives. This research presents the methods to identify the causes of excessive fuel consumption. The selected vehicle was analysed for exceeding the consumption norm of 270 litters. The primary cause of passing established limits were idle running vehicle's engine and unusual decrease in fuel. |
The Cyber War ContinuesInformational pagesPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 73-89 The author summarizes present-day knowledge of this problem. Worms and viruses have transformed to serious security challenges and perfect instruments of cyber espionage. They have become a tool in information warfare. Cyberattacks transformed to risks calling only for technical responses. The growing awareness of the seriousness of the cyber-threat is enhanced by incidents, e.g. the malware "Stuxnet" attacking the Iranian nuclear programme. Actually, cyber space is regarded as a fifth dimension of military deployment, apart for land, air, water, and cosmos. Some nations are already investing massively in cyber capabilities that can be used for military purposes. Most Western nations have considerably stepped up their defences in recent years and are forming special units for cyber warfare. |
Problems with the Translation of Military RanksInformational pagesPlukovník Mgr. Ladislav Chaloupský, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 89-105 | DOI: 10.3849/2336-2995.21.2012.03.089-105 The conversion of military ranks poses an enormous difficulty due to great differences in hierarchical structures between different national armies. This article written by the Director of Defence Language Institute Vyškov will give a short overview of most common troubles. The problem here is that national armies mostly represent national cultures as well. Translations of titles of high-rank military personnel are not too complicated. More problematic is finding equivalents for less-known, more specific ranks or those of other national Armed Forces. NATO has agreed upon a common standard for their translation, the norm STANAG 2116, based on NATO codes representing levels of ranks according to their duties, responsibilities, and career requirements. |
Up-to-date Trends and Shifts in Global Security EnvironmentReviewed - ReviewPhDr. Miloš Balabán, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 17-25 | DOI: 10.3849/2336-2995.21.2012.02.017-025 The beginning of the second decade of 21st century is tied with distinctive dynamics and changes in global security environment. Among those changes belong security re-orientations of the United States from Transatlantic area to that of Pacific, East and Southeast Asia resulting from a new American military strategy proclaimed in January 2012. The US drew down from Iraq and Afghanistan, political and security movement in Arab world, after decades of "status quo" were awaking. The author concludes that the EU should be prepared for negative scenarios in the development of security situation, or to have at its disposal effective police and military forces with proper humanitarian background to counter possible instability, e.g. massive migration influxes, economy disorders. |
The Participation of Civilians in Military Activities: Military-Governmental and Military-Industrial ComplexInformational pagesPodplukovník Ing. Bohuslav Pernica, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 2/2011, Vol. XX. (LII.): 101-113 The article deals with the problem of a certain militarization of a society, supposing country's military establishment is expanding its scope of activities to government or economy. From this point of view, the military and their civilian counterparts could be seen as "imperium in imperio" and such a model of military as a state within a state. There are a military-governmental complex and a military-industrial one in each state and both ought to be under civilian authorities' control, in order to prevent the democratic state from being fallen under influence of this complex. Although the notion was sketched more than fifty years ago, the military-industrial complex theory has been still living, and author gives some examples of the evolution of military-governmental and military-industrial complex. |
New Defence Capabilities for New NATO Missions (Lisbon 2010)Pplk. Ing. Ivo Pikner, Ph.D., pplk. Ing. Miroslav Krčmář, doc. Ing. Milan Kubeša, CSc.Vojenské rozhledy / Czech Military Review Nr. 1/2011, Vol. XX. (LII.): 3-8 Article deals with new insights into the Alliance missions for the upcoming period of five to ten years that are to be conditioned by achieving higher level of future military capabilities for provision of defence and security within the Alliance and its Partners. Some initiatives are described that are needed to be implemented to achieve the required capabilities and also necessary resources and process measures imposed to the Alliance member states and the Alliance as a whole are indicated. The new Strategic Concept aims to define NATO as a modernized Alliance and a cooperative team player in a globalized world. It gives a comprehensive framework for preserving the core ideals of NATO while transforming it into a dynamic Alliance capable of confronting the unconventional and unpredictable threats that define today's international security environment. The article refers to the ideas and thoughts mentioned in a study of the US NDU's Center for Technology and National Security Policy. |
The Czech Republic and Its Participation in European Military Transport OrganizationsInformational pagespplk. Ing. Martin Rejzek, Ph.D., pplk. Ing. Luděk HradeckýVojenské rozhledy / Czech Military Review Nr. 1/2011, Vol. XX. (LII.): 83-93 The NATO Washington Summit in 1999 discussed Defence Capability Initiatives to increase Alliance defence potential together with capacities for accelerated deployability and mobility of NATO forces. This fact was underlined during Prague Summit 2002. One of Prague Capabilities Commitments is the requirement of deployability and sustainability in operations. Among others, this requirement is met by Memorandum of Understanding and bilateral agreements. The Czech Republic is involved in activities of international organizations, enumerated in this article. We support a principle of specialization, the concentration to limited, part-time scale of transport capacities operating for Czech peacekeeping missions. Active participation in the Movement Coordination Centre Europe could be the leading pattern for synergic cooperation in the field of strategic transport. |
Theory of Gravity in War on International TerrorismMilitary artIng. Ján SpišákVojenské rozhledy / Czech Military Review Nr. 2/2010, Vol. XIX. (LI.): 47-64 Official objectives of war on terrorism are as follows: we must face theorist threats, prevent terrorist strikes; suppress the power of terrorist groups such as al-Qaeda. War on terrorism is not a classical or conventional warfare; the term is wide-ranging, covering longterm strategies of national importance. The war on terrorism and employed means are also a source of controversy. It is a question of adequacy of used tools. It is necessary to implement the new strategy of improving conditions in Muslim countries to eliminate their background supporting negative religious and political attitudes towards democracy. Outlined ways of "smoothing edges" in economical, social spheres can noticeably change hateful attitudes of Muslim population towards values of Western democratic society. |
Territorial Administrative Authorities of Some NATO Member StatesInformational pagesMjr. Ing. Bohuslav VlčekVojenské rozhledy / Czech Military Review Nr. 1/2008, Vol. XVII. (XLIX.): 86-93 Similar to the Czech Republic, all NATO nations have their own military territorial administrative authorities that both execute tasks of state administration and at the same time fulfil assignments of territory defence. Their overall numbers differ and mostly depend upon the fact whether the country has compulsory military service, alternatively military service is voluntary (professional army). Or as in the case of Greece, the scheme of Military Territorial Authorities is influenced by security situation in neighbouring areas. The author deals with Slovakia, Poland, Germany, Greece, and Spain. Those authorities have basic influence on recruitment, and manning, which is especially important in time of crisis, as the authorities have prepared manning system to increase numbers to prescribed volume. |
The Internationalization of Conflicts: Theoretical Background, Conceptualization, and Contemporary Middle-East RegionReviewed - ReviewJosef KrausVojenské rozhledy / Czech Military Review Nr. MC/2017, Vol. XXVI. (LVIII.): 23-31 | DOI: 10.3849/2336-2995.26.2017.05.023-032 This article deals with the research of the internationalization of conflicts, trying to examine this phenomenon from the theoretical perspective and as a definition. Then the term of internationalization of conflict is conceptualized in order to be applied to a chosen internationalized internal armed conflict. The text also deals with various actors intervening in the internationalized conflict. They are divided into external and internal actors, while their interventions during civil war can be multilateral or unilateral. The concept of the conflict internationalization is also compared with the concept of the proxy war. The closeness of both terms can be confusing for many researchers and their division is one of the important outcomes of this article. There is also a typology of internationalized internal armed conflict types in the text as well as identification of reasons for military actions against a neighbouring state in civil war. At the end, two case studies of Syrian and Yemeni civil wars are introduced to the reader in the framework of the conflict internationalization concept. The text itself is a conference contribution and it has no ambition of bringing new scientific findings and extending knowledge. Rather, it presents a general survey of the examined phenomenon, which can be developed and researched by social sciences based on case studies. |

Methods of Strategic Analysis Used by Strategic Documents Processing in the Ministry of DefenceReviewMonika Grasseová-Motyčková, Jiří RichterVojenské rozhledy / Czech Military Review Nr. MC/2016, Vol. XXV. (LVII.): 61-81 | DOI: 10.3849/2336-2995.25.2016.05.061-081 The most frequently used methods during strategic documents processing at the Ministry of Defence are group discussion, brainstorming, discussion and analysis of stakeholders. SWOT analysis and other methods are represented in less than a fifth of cases. The research results show that some methods are used in methodologically wrong way, meanwhile, the most common method used is intuition based on experience. Implementation of strategic analysis usually encounters at the Ministry of Defence a lot of barriers. The article describes the results of research in this area and presents some recommendations for improvement, particularly synergistic use of methods called multi-methodology. |
Save Money or Keep Czech Armed Forces Functional?Nonreviewed - Othernpor. Mgr. Tomáš KučeraVojenské rozhledy / Czech Military Review Nr. 3/2016, Vol. XXV. (LVII.): 113-119 The fundamental regulation of governmental invests is Czech Act on Public Contracts. Its main objective is a financial saving in the procurement of goods and services by the state. In some specific cases, this objective may come into a conflict with other interests protected by a law. Several verdicts recently delivered by courts in criminal cases relating to a procurement of medical supplies bring a new and interesting insight into this issue. Some conflicts with social interest were identified on basis of these verdicts. These interests are the maintaining of the Czech Republic Armed Forces combat capability and its function in peace-time, fulfilment of international obligations of the Czech Republic and the requirement for the strict adherence to military orders. Some cases, in which different interests outweigh the interest protected by the Act on Public Contracts, were found. |
