Some Aspects of the Development of Intelligence Branches inside Strategic Military Intelligence Service

Military Intelligence plays important part in national defence, indicating particular kinds of potential threats to the Republic or Allied partners. Its effectiveness mainly consists in evaluating the security situation continuously and in exchanging of intelligence information between our services and the Allies, with the aim to detect any potential threats and to eliminate a possibility of surprise in time. According to Act No. 153/1994, concerning the intelligence services, its activities are strictly limited by law. It gains information from open sources (OSINT), by means of signal intelligence (SIGINT), human intelligence (HUMINT), and by using intelligence equipment and tools (IMINT, imagery intelligence). The author proposes to establish central organizational unit, in order to organize, assess, and evaluate individual intelligence branches, their intelligence support to individual target addressees. It should be allowed to reallocate both material and financial sources in form of proposals, reflecting developments of individual intelligence branches.

We are aware of new and still increasing risks in the world, particularly in connection with the increase in terrorist activities. Broadly speaking, in building our professional army we enforce quality and efficiency, even with restricted means and sources, respecting our potential and on the basis of evaluation of interests of the Czech Republic, engagement in peace, stabilisation and other missions organised by NATO, the EU, or the UN. The author recapitulates all legislative acts, documents and papers, dealing with Czech military strategy, namely the Czech Republic's Military Strategy approved by the governmental resolution No. 578, June 9, 2004, that details principles of our defence policy. Now the author proposes to revise our military strategy in the year 2007, for-first: we successfully completed a phase called Initial Operating Capability; second, from this standard we can unroll further activities: operational engagement of brigade task force; third, in this very year we are evaluating transformation objectives for 2007-2011 (2012). Based upon this level of knowledge, we shall be able to draft new concepts of military strategy, e.g. to substitute current military strategy by defence strategy. The topic is open to discussion.

Some time ago, this review published an article by Mgr. Antonín Konrád in which he asked the readers to discuss the problems tied with military PT. Training is not mere physical exercises, weight training and the like. Physical resistance, endurance is necessary precondition for effective developing physical performance and locomotive powers. Soldier's physical qualification must be taken on the whole, as individually connected dispositions, covering all layers of meaning of soldier's life. The author proposes to strictly differentiate among service obligatory PT, selective PT, and off-service PT. administrative and draft commands came into existence. The core changes took place in 1949 when regional military commands were established, further changes followed: in 1954 regional military commands were remodelled into regional military directorates. Their subordination was also altered. As of January 1, 1992, the regional military directorates were renamed higher administrative commands. Updated Act No. 218/1999 (Military Law) established 35 regional directorates and the Main Draft Centre Tabor (dealing with recruiting, mobilization and manning). Under the Act 585/2004, a total of 14 Regional Military Command were established, with the aim to manage crisis situations, organize mobilization, manning the forces, taking care of military veterans, retired servicemen, including the support of regional military clubs. The latest document defining the scope of authority and organizational structure of regional military commands was published in November 3,2006, taking effect as of January 1, 2007.

The article aims to explain the possibility of calculating the perpendicular distance of object (observation, building etc.) from the barrel of fire artillery. The advancement calculation is not included in any legislation addressing the issue of fire safety in the barrel artillery. This paper discusses the mathematical reasoning and calculations that are useful in the preparation of documentation for shooting in the time preparation of shootings. The derived formula can be used by judges when firing safety control shooting.

The article introduces a variant of alternative accoutrements provided to the soldiers of the Army of the Czech Republic to replenish and compensate individual standardized items. The article proposes changes in furnishing soldiers, so that they would take into account their individual occupational specialities and predominant types of used military uniforms. Even though the authors use a simplified model in this paper, the final version of accoutrement modification represents the updating of the current law regulations.

After the year 1989 many presumed that "the end of history" came about, after the end of cold war no international security risks would arise. Nowadays we see that everything is different. Risks and threats are an inseparable component of humane existence. A working state must be prepared for those risks, which covers even the field of training citizens. The reviewed publication will certainly contribute to better understanding the complexity of present-day world and its security. The book has two independent parts; the first one is politological by Peter Rožňák, the second part deals with professional arms by Ludvík Juříček.

Defining Militant Democracy in Central Europe

The authors analyze the implementation of militant democracy concept in Central Europe, i.e. Germany, Austria, the Czech Republic, Slovakia, Poland, Hungary, as those are nations having experiences both with Nazi and communist regimes. The opening part covers a short history of this concepts and mechanisms used to suppress extremist subjects; subsequently the book compares practical instruments of counter-extremist policies, their individual principles and arrangements. This is the comparison that constitutes the main asset to the problem.

The First World War was a global war centred in Europe that began on 28 July 1914 and lasted until 11 November 1918. From the time of its occurrence until the approach of World War II, it was called simply the World War or the Great War. In America, it was initially called the European War. The immediate trigger for war was the assassination of Archduke Franz Ferdinand of Austria, heir to the throne of Austria-Hungary. This set off a diplomatic crisis. Within weeks, Europe was at war and the conflict soon spread around the world. It was one of the deadliest conflicts in history, paving the way for major political changes, including revolutions in many of the nations involved.

Lieutenant-colonel Pondy was one of many pre-war army officers who joined the anti-Nazi resistance movement. The Germans announced the price on his head. To avoid the arrest, he preferred to flee across the border. He served in France, Great Britain, and the USSR. As a commander of the 3rd independent brigade he took part in fights in Slovakia and Moravia. After the war he became, among others, the commander of school for reserve officers. After communist coup d'etat in February 1948 he was dismissed from the army and degraded. Again, the arrest was imminent, so he emigrated to Great Britain. He was awarded dozens of Czechoslovak and foreign decorations and medals. In 2014 the Czech Minister of Defence presented him another high award, the State Defence Cross, in memoriam.

The consequences of economic recession and their impact on national defence budgets can indeed heavily hamper the credibility of both NATO and the EU. A need for coping with budget restrictions and ongoing security crisis in the Ukraine re-opens the issue of common European armed forces as an effective tool for keeping security stability not only in Europe, but also around the world. However, the key issue is to what extent it is feasible to develop autonomous European armed forces operating independently of transatlantic allies, while there is a very strong NATO-EU interconnection in the area of military capability development.

Backed by the current history, the monograph explains different ways in which the USA and the Russian Federation use their power. A large part is devoted to the concepts of strategy and the strategic culture, militarism, mental model or smart power. The attention is focused on Obama´s vision to have a world without nuclear weapons, as well as the Prague treaty for the reduction of strategic nuclear weapons, and Obama's restraint and caution in using military force for achieving political goals. The book analyses strategic and doctrinal documents that constitute a framework of Russian security and foreign policy.

The article defines extremisms and terrorism as eventual destabilizing moments in society. The paper decomposes possible reasons and grounds of their manifestation, the authors point out that certain signs indicate the penetration of extremisms and terrorism into armed forces structures and civil service, by means of concrete persons. At the end they propose general rules and approaches to keep up this topical phenomenon of the present day.

This paper refers about the threat of Islamic terrorism, its roots, motives, as well as its origins. Namely the author informs about the Jemaah Islamiyah, Islamic organization, which is less know in the Czech Republic. Indonesia has a larger Muslim population than any other country in the world, with approximately 202.9 million identified as Muslim (88,2 % of Indonesia´s population). It is generally regarded as a tolerant country, in which various religions living side by side without larger problems. Nevertheless even here the danger of violent Islamic terrorism has arisen. The theme is treated in a proper historical context, with regards to possible impacts on security situation in the world.

The paper describes a design concept of a lightweight armoured vehicle set "S-LOV-CBRN". NATO Defence Planning Process (NDPP) is a subject of quite frequent reviews and amendments in order to meet the needs of NATO as an organization and of each Ally. The current initiative, based on a tasking from the Chicago summit in May 2012, is referred to as "Enhancing the NDPP". It particularly aims at making the NDPP more relevant to national defence planning and more visible at political level. More emphasis is also placed on timely consultations among Allies whenever they intend to make significant changes in their defence inventories and capabilities. Recently approved NATO Defence Planning Capability Targets (June 2013) previously known as Force Goals, are for the first time affected by application of the so-called "50% planning assumption" which aims to redress the burden-sharing imbalance between the US and other Allies.

The classification of a term of "decontamination" comes out not only from the Alliance norms, national military regulations and publications, but also from the documents that deal with the conception of decontamination for civilian purposes, i.e. from documents of the Fire Rescue Brigades of the Czech Republic. The study of both Alliance and national documents has proved that in many cases this term is being introduced in a different way which might cause not very homogenous interpretation and understanding to accomplished decontamination measurements and thus even overall disunity in a framework not only of Alliance, but also in selected basic and other parts of the Integrated Rescue System of the Czech Republic. The paper analyses approaches to the term of "decontamination"practically only by means of definitions in use nowadays. At the end of this document there are recommendations which ought be considered by the management of the Czech Armed Forces Chemical Corps within the area of its respective interest.

The article gives a short review of the catering facility problems. Firstly it divides the facility in to zones. An individual zone is described after with its specifics needs for right function. This study deals with the responses to recent Syrian conflict in the Czech Republic. The authors introduce particularly activities inside Syrian diaspora, actually formed during the time of communism. Syrians citizens living in the Czech Republic are not homogeneous, which is similar to the situation in Syria. In our country we can find both people loyal to the regime of Ba'ath Party and Bashar al-Assad, and also members of opposition that in fact has divided into two groups, since the mid-2012. The authors introduce reactions of various subjects from the Czech Republic.

Shortly after the Czech government gave its approval with conclusions and goals of White Paper on Defence, the Defence Ministry and the General Staff began to fulfil assigned objectives. The body that did not keep its word was the Czech government. Defence budget was reduced and military officials had to look for further emergency solutions. The author thinks that we are in a point when it is necessary to open a wide debate over the responsibility for country defence, the state of armed forces, defence capabilities. He concludes that this Military Review should be the best place to start with.

The disintegration of the republic and the following army dissolution can't be prevented. As both nations were of higher cultural level, the process proceeded cultivable. The overall situation in the forces was better than in civil spheres, because military was formed as a federal army, and servicemen acted and thought in a federal way. They did not support state disintegration, but on the other side they did not prevent it. The authors composed the paper with strategical approach to problems, only partly paid attention to political, legislative, organizational, and personal matters. Intentionally they missed mechanic matters, e.g. the division state property, a total of 418 milliard Czechoslovak crowns.

The defence of air area was always of vitally importance, both for fighting off an aggressor or enforcing our own goals in offensive operations. The article deals only with one of "pillars" of air defence (AD), namely by active means of its land elements. We do not deal with active elements of flying segments, reconnaissance means and command and control systems of Air Force. The authors not only recapitulate the development of active means of land AD elements on the territory of the Czech Republic with the emphasis on the past 20 years, but at the same time they would like to highlight the importance of this arms for effective country defence.

The development of C2 theory and practice within force requires an interdisciplinary approach. Commanding army needs not only the familiarity with armed forces and warfare principles, but also the knowledge and understanding of the development of security and operational environments. It is the development of security and operational environments that directly affects the theoretical and doctrinal thinking, the approaches to armed forces employment to deal with contemporary and future crisis situations. This paper is an attempt to project some opinions on C2 issues from the sixties last century to the present. As there are two periods with dozens of common characteristics, we can find a number of similarities. This article aims to point them out.

The prerequisite of effectivity of people training for the emergencies lies on their timely and high-guality preparation. At present, in the Czech Republic, we prepare defence-training concept for school youth protection under normal risks or emergencies. But it was only in the school year 2012-2013 that more conceptually comprehensive preparation has been introduced, of more binding character, at least in elementary schools, because after the abolition of Act on Military Education in 1991, this sort of preparation is not supported by a special law.

In this article the author thinks over one of many variants the mortar units could be deployed into battalion combat task forces to support developing operations. It is a process of gradual compatibility with the units of North Atlantic Alliance and modernizing mortar weapons system with regard to prospective personnel reductions. It is important for joint commanders to be familiar with this kind of combat support, so that they could use it effectively in land operations.
