The article describes the ways to achieve the NATO key requirements: political, institutional, legislative, defence, resources, as well as information security and public support. In order to become fully capable to consume benefits of NATO membership and fulfil its obligations, appropriate legislative changes must be adopted. Four North Atlantic Treaty Organization pillars had to be integrated: Washington Treaty, defence planning, information security, mutual solidarity. |

(L.): 3-22 This leading article deals with the sphere of strategy and defence policy. The essay is an output of scholarly work and therefore it is summarizing and evaluating problems in question with professional recommendations. First, the author draws our attention to various concepts of security and underlines national differences backed by national histories. Security concepts have their sources in deep analyses of potential threats and corresponding scenarios, with specific bias to Czech environment. He openly expresses his critical opinions on contemporary security documents, for lack of political security directions, as politicians in general have little knowledge of security and defence problems. In his opinion, the possible outcome lies in a partnership and cooperation with academics outside military and government structures, experts and members of security community, whose expert opinions could help namely to form long-term security concepts. |

(LV.): 3-24 | DOI: 10.3849/1210-3292.23.2014.04.003-024 The article brings outcomes from the critical analysis of interaction between planning by objectives and capability planning. The analysis is based on the assumption that the strategic decision-making process should be assisted by a systemic tool, enabling a financial assessment of capabilities, identified as a prerequisite for accomplishing politico-military ambitions. Taking into account the current planning system, as implemented within the Ministry of Defence, the planning by objectives might become this tool. However, for providing an efficient planning by objectives, it is necessary to derive relevant findings from the capability planning, which basically includes data on capability assessment, identified capability shortfalls and their prioritisation. Therefore, findings from capability planning process are a keystone for conceiving objectives for the area of capability development. Both capability planning and planning by objectives are to be seen as communicating conveyances, where a level of mutual interactions significantly influences effectiveness of defence performance management. |

(LV.): 3-8 The separatist movements at Ukraine, Crimea annexation, have fundamentally changed today's security surrounding. All that came about were in fact described in the last Russian military doctrine of February 2010, herein the Czech strategic thinking failed, leaving the nation unprepared. The Czech military documents identify threats too broadly, without setting definite opponents. One precondition failed completely, namely a gradual emergence of threats, enabling the Czech Republic to prepare itself. The author explains his own views on current security European affairs and asks to modernize and adjust both Czech defence policy and military science. |

Logically, the current security situation ended in conclusions that the complementarity between NATO and the EU became a real necessity and only interaction between the Alliance and Union?s security and defence policies could bring required effects, while upholding global and local security stability. As these requirements are career growth conditions for career personnel, they are inherently connected with further promotion in rank. During the process of preparation of the career courses it was revealed that some system changes should be made due to implemented or planned changes within the legislative and source framework of the Ministry of Defence. This article describes the implementation process of a new policy for training personnel in the career courses. It was prepared by a project team headed by the Centre for Security and Military Strategic Studies at the Defence University. Furthermore, the article deals with the clarification of the approach to the development of educational documentation and the chosen form of organization and conduction of military career courses. Also, a quality control system and a collection of information needed for upgrading of the senior officers career education curricula are described. |

It is a new way of intervention, new-generation warfare, without the employment of armed combats, using mostly influence and coercion, by means of covert operations. Abridged and adapted. It is said that without this force, there would be no independent Czechoslovakia. Without a foreign political, diplomatic and military resistance of the Czechoslovak National Council, headed by Prof. Dr. Tomáš Garrigue Masaryk, Doc. Dr. Edvard Beneš, and Brig. Gen. Milan Rastislav Štefánik, there would be no Czechoslovak Legion. Even in the hard times, the large majority of legionnaires were always true to the Czech and the Slovak nation during World War II, and after the war. But after the February 1948, those nations, officially represented by the Communist Party of Czechoslovakia, were not true to them. |

A need for coping with budget restrictions and ongoing security crisis in the Ukraine re-opens the issue of common European armed forces as an effective tool for keeping security stability not only in Europe, but also around the world. However, the key issue is to what extent it is feasible to develop autonomous European armed forces operating independently of transatlantic allies, while there is a very strong NATO-EU interconnection in the area of military capability development. |

The battlefield in the former Yugoslavia was in terms of numbers of combatants third most important. The relationship of politicians, historians and media, to various components of our resistance reflected changes in the political orientation of Czechoslovakia, or the Czech Republic. The share of the Czechs and the Slovaks, settled in Slavonia, in the liberation of Yugoslavia and the defeat of Germany was always "politically" complicated. But nobody can dispute its importance and scope, heroism of members the National Liberation Army of Yugoslavia, natives of Bohemia, Moravia and Slovakia. In October 2013, we marked the seventieth anniversary of this unit. |

Backed by their own working experiences from both NATO and EU command structures, the authors describe requirements for geospatial products created at a strategy level, emphasizing the importance of respecting the general cartographic principles. The authors compare the general technology of thematic map production, making use of Geographic Information System, technology, with the technology specific to the strategic level. They also describe the specifics of production at that level, presenting examples both similarities and differences between geospatial support in NATO and the EU. |

In order to obtain a required military qualification, officers are usually send to a training course, which is either provided or organized under the auspice of the Ministry of Defence. The discussion within the Armed Forces of the Czech Republic about the system of military courses has been ongoing for the last two decades. Although the system of officers´ development is periodically reviewed, a certain economic paradox still remains. While the number of officers without adequate qualification is not diminishing, at the same time there is a segment of officers who exceed their qualification requirements, but they do not make any progress in their military careers. Despite the situation, these officers are required to take additional training and educational activities. |

(LIV.): 6-28 | DOI: 10.3849/2336-2995.22.2013.01.006-028 The aim of this article is to provide comparison of the main indicators of military power among the individual EU countries, between the EU in total and the U.S., and the comparison of the world's biggest military powers. Current evolvement of changes in military power indicates the shift of the centre of gravity aiming prevailingly eastward towards raising and growing economical powers. Due to the differences of various input data, multiple information sources used for comparison are significantly different. In addition, it is difficult to get them for some isolated countries, the results of which are sometimes only estimated. The study also includes information on the main importers and exporters of the military equipment, as well as the estimation of future trends. |

Its author offers a comprehensive characteristic of several fundamental challenges to social forecasting. It begins by defining forecasting as the formulation of conditional accounts of possible futures. The main forecasting theme to be solved are as follows: ageing Czech population as a security problem, corruption, criminality, organized crime as a tool of political and economy instability, the marginalization of Czech Armed Forces in context of globalization and overall European defence, possible threat of the collapse of Czech defence system. |

(LI.): 181-190 There are three protective emblems in use: the Red Cross, the Red Crescent, and the Red Crystal. As protection symbols, they are used in armed conflicts to mark persons and objects (buildings, vehicles, etc.) which are working in compliance with the rules of the Geneva Conventions. The cross, crescent or crystal must be used alone for what is termed "protective" use, to safeguard relief workers. The article predominantly deals with the third protocol emblem also known as the Red Crystal. In short it summarizes its history. Because of the controversy over Israel's national society Magen David Adom and a number of other disputes, the introduction of an additional neutral protection symbol had been under discussion for a number of years. In fact, this symbol is quite unknown in our country. |
The Institutes of Force Ministry Secondary School: 20 Years of Endeavour to Preserve ItNonreviewed - OtherPodplukovník Ing. (LIV.): 148-163 As a consequence of shrinking military budget, secondary military schools in the Czech Republic were considerably reduced. Actually, there is only one left nowadays. Its future is rather dim, not only due to the Financial Outlook for 2018. The White Paper on Defence 2011 postulated educational scope offered by any secondary military school. But such mission could be easily transferred on other school institutions, without any impact on the national security. Even other Czech state institutions, dealing with national security, very soon will have to answer such to-be-or-not-to-be question. Namely the Ministry of Interior, struggling to economize, runs two secondary schools of its own. This article is a summary of the evolution of secondary schools needed for national security purposes, since 1993. It challenges the conservative point of view saying that in no case their educational capabilities could be substituted. |

Its aim is to stimulate discussion about the methods and processes of long-term planning, to point out some shortcomings in the development of strategic documents in the past. The text also describes the basis for long-term planning process and particularly the role of long-term foresight. The author analyses lessons learned from the developing and implementation of Long-Term Vision of the Ministry of Defence document (2008) and tries to aply them in drafting a new document, The Long-Term Vision for Defence in 2030, is now being prepared under the leadership of the Ministry of Defence of the Czech Republic. He also highlights some of the theoretical principles for developing documents in the process of strategic management. |
