NATO After the End of the Cold WarReviewed - ReviewJan EichlerVojenské rozhledy / Czech Military Review Nr. 2/2021, Vol. XXX. (LXII.): 3-25 The article analyses the process of the NATO enlargement after 1990. It starts by a detailed analysis of the secret negotiations which have been started just after the end of the Cold War. In the light of the institutional liberalism, the NATO enlargement is a positive process which satisfied especially new member states. But in the light of the American neorealism, this process resulted into profound changes in the balance of the security threats and into a large militarisation and tension at the new Eastern frontier of NATO in a direct neighbourhood with the Russia. New military units with the modern arms systems are deployed over there and we are witnessing a growing number of dangerous military incidents. As a result, the contemporary situation needs new political negotiations between two competitors and a shift from the contemporary negative Peace towards the positive Peace. |

On the one hand, this prevents the issue of European defence from being easily confined. On the other hand, this reflects the robustness of the EU's approach to European defence and its willingness to mobilize all available resources. The article describes the evolution of European defence, its major milestones and actors, related processes and rules, and the key tools that are now largely concentrated under the umbrella of the CSDP. Current issues of European defence, including scenarios of its possible future development, are also addressed, as well as the contribution of the Czech Republic. |

(LXI.): 51-70 The article deals with the process of identification of competencies for commanders in leading units in military operations. The used methodology based on combined approach founded on selected competency rosters and its further modification seemed to be relevant and applicable in the Czech Armed Forces conditions. Military officer's profiles anchored in the EU Commission Database for Armed Forces and in the EU Sectoral Qualifications Framework for Military Officer Profession have been proven as the most relevant frameworks of competencies. Both are formulated and structured to be as generic as possible for all officers regardless of their specialization. They were established on current theories and incorporate extensive amount of entries from various national sources. The resulting list of 24 generic competencies, selected from a total of 69 competencies analyzed, represents a possible example of a set of requirements imposed on the Czech Armed Forces officers. |

(LVIII.): 3-21 The aim of the article is to bring out results of the comparative analysis of NATO and EU defence planning processes. The comparative analysis was focused on identification of those findings which are identical for both NATO and the EU and which might be also beneficial for optimising the national defence planning process within the Czech Ministry of Defence. From this perspective, the key analysis outcome is identification of similar phases which were found out while comparing respective NATO´s and EU´s planning tools, i.e. J-DARTS and SAEP Process. Even if NATO and the EU are using a different terminology and different approaches to achieve expected results, the substance of respective phases is almost identical. A course of action how to implement the analysis outcomes into the national defence planning process might be the subject of a follow on research. |

(LVII.): 114-124 The article discusses the process of risk management introduced in 2015 as a result of inconsistent implementation of law no. 320/2001. The authors show the way to identify and analyze a risk, using identification and analysis of assets, followed by threats, thanks to their influence on the assets. They demonstrate the approach to defining risks with second and first level targets in the department of Ministry of Defence, while using risk shifting and aggregation of dependent risks. They describe the application of the risk management process outcomes during goal managers' decision-making in the process of medium-term and annual planning of the department of Ministry of Defence in relation to changes in these processes. |

The primary method of Hezbollah action is to use or threat of violence consisting in threatening to attack on the Israeli energy sector to defend Lebanese energy wealth and deter its enemy from production of gas and oil in the disputed waters of the eastern Mediterranean. The main motive of Hezbollah's activities is especially strengthening of stable energy supplies and Israel's accusations of aggressive energy policy towards Lebanon. |
Internal Conflicts in Works of Thucydides and MachiavelliReviewed - ReviewJakub ŠedoVojenské rozhledy / Czech Military Review Nr. 1/2020, Vol. XXIX. (LXI.): 85-101 Hybrid threats are considered among the most serious risks that Western societies currently face. The aim of actors using such threats is to influence decision-making processes, and in order to do so they use a rich spectrum of methods to instigate conflict in society, seeking to undermine trust in institutions, abet radicalisation, and so on. Activities aimed at creating internal conflict, and the prevention of such activities, are not, of course, a new phenomenon; they differ only in their extent, intensity and the techniques used. The aim of this paper is to investigate how classic strategists - Thucydides and Machiavelli - described in their works how internal conflict is fomented among the enemy and how it can be prevented. The paper describes and analyses various ways of instigating and mitigating internal conflict as noted in their works, and assesses their relevance for the current debate. |

The Role of Discursive Behavior in the Colombian ConflictReviewed - ReviewMilan ŠkolníkVojenské rozhledy / Czech Military Review Nr. 1/2020, Vol. XXIX. (LXI.): 102-115 One of the longest conflicts in Latin-American history ended in 2016 when then Colombian President Juan Manuel Santos signed a peace agreement with the Revolutionary Armed Forces of Colombia (FARC), the largest guerrilla movement in Colombia. His predecessor, the current senator Álvaro Uribe, opposed the peace agreement, believing that an offensive against the guerrillas was the right approach. This article shows how these two Colombian presidents framed guerillas and what strategies and expressions were used in their presidential speeches. The main argument is that the conciliatory discourse of President Santos helped to finally achieve peace. The research paper uses a comparative method and the concept of framing. |

(LXI.): 41-56 The paper deals with an insurgent strategic concept "leaderless resistance". It was elaborated by US intelligence officer Colonel Ulius Louis Amoss. It is used by various insurgent actors and it is researched within the context of insurgency and counterinsurgency and interconnected issues (extremism, terrorism etc). The author of this contribution deals with the development tendencies and with the strengths and weaknesses of this strategy (including the derived concepts as "leaderless Jihad" etc.). Its adaptation in the era of modern political and hybrid warfare is explained. Challenges for successful countering from the point of view of security architecture (intelligence and law enforcement agencies, army, non-.state actors) are discussed. |

(LX.): 3-17 The EU Monitoring Mission (EUMM) is the only international monitoring presence operating in the region with the consent of the Russian Federation. However, almost 11 years in the area did not bring the desired result. The Russian Federation has strengthened its position in Abkhazia and South Ossetia with more than 20,000 troops on the ground, hardened the border and even prevented the schools from teaching children in Georgian. Following the assessment on the basis of three criteria (stabilization, normalization and confidence building), the EUMM attempts to increase the confidence building, to mediate among the actors in order to achieve a normal and a stable environment. But on the other hand, EUMM enables also the Russian federation to officialise its presence and its troops in the breakaway regions. |

It evaluates them as the consequence of important changes after the end of the Cold War, namely the process of the enlargement of NATO. The article explains the US doctrines as a manifestation of a reinforced military self - esteem of the USA and warns that these doctrines should lead to an increase of the military tension at the Eastern frontier of the enlarged NATO. |

The work also deals with the possibility of more effective measures of population protection during announcement of higher crisis status generating additional forces and means and methods for the management of these measures. The aim of the work is among other things to point out the fact that the measures of population protection must be prepared in perspective and comprehensive and must reflect the potential risks, including the large scale crisis, which may be occur in the territory. |

(LIX.): 75-92 Uncertainty is a constant in war. Militaries regularly go into conflicts with operational concepts that are not relevant in the face of the enemy and his plans. The authors propose a way to reduce uncertainty and rapidly check, then adapt, the operational concept - designed learning operations at the beginning of campaigns. These relatively small operations will create friction with the enemy, giving learning teams crucial information to assess their operational concepts. Learning operations offer conventional militaries a way to maximize their advantages over sub-state enemies, by concentrating learning at the outset of the fight and adapting first. |
Modular Force Structure: Risk for NATO Common Defence?Reviewed - ReviewKarel ZetochaVojenské rozhledy / Czech Military Review Nr. 1/2019, Vol. XXVIII. (LX.): 48-58 The concept of modular forces seems to be an ideal solution for a topical dilemma: how to build a single set of units for a wide range of military operations. However, the concept of unit modularity has its limitations. The article explains how the modular force structure supports flexibility and consequently brings increased demand on the number of support units. For this reason, the modular force organisation cannot be built without massive investment in support capabilities. The concept of modularity includes the risk that shortage of support units will significantly limit the readiness of forces for a large conventional war. The author presents four recommendations for the application of the concept of modularity at a national level to facilitate the formation of allied forces. |

(LX.): 55-70 The present article expresses the importance of the Zrínyi 2026 Hungarian government medium-term modernization program and its impact on military security in the region. Migration crisis, hybrid warfare treatments and withdrawal from the INF (Intermediate-Range Nuclear Forces) treaty were the main reasons for the enactment of the Zrínyi 2026 program. Comparing the Polish and Hungarian Defence Forces, the article analyses the significance of military security in Central Europe. The analysis explores organizational and legal changes and the purchase of armaments. The Hungarian program's objectives are to change not only the equipment but also the structure and organization. The Commander of the Hungarian Defence Forces was separated from the Ministry of Defence. The Hungarian program has declared the increase in the number of reserve forces to twenty thousand and the active duty personnel to roughly thirty-eight thousand. Due to the modernization the military forces will be equipped with new components. |

With the deteriorating situation in northern Mali, the EU has decided to become more active in this country through Common Security and Defence Policy missions. The aim of this article is to introduce and subsequently assess the contemporary policy of EU in Mali. Particular attention will be paid to the European Union Training Mission in Mali and European Union Capacity Building Mission in Mali, which have so far produced rather mixed results. The article will also focus on the EU strategy in the Sahel region and partly on the EU counterterrorist and counterinsurgency activities in Mali. |

Unifying the Armed Forces of Bosnia and Herzegovina - mission completed?Reviewed - ReviewVěra StojarováVojenské rozhledy / Czech Military Review Nr. 3/2019, Vol. XXVIII. (LX.): 71-82 The Armed Forces of BiH were officially unified in 2005 and are composed of two founding armies: the Bosniak-Croat Army of the Federation of Bosnia and Herzegovina and the Bosnian Serb Army of Republika Srpska. Even though the unified armed forces celebrated their 13th anniversary in December 2018 and are presented as a success story, the political environment in Bosnia and Herzegovina, particularly in Republika Srpska, does not foster a sense of unity in the armed forces. The paper explores the vulnerabilities that the unified armed forces face, particularly in relation to the process of state building in Bosnia and Herzegovina. The text concludes, that the main concerns for the BiH armed forces include the old equipment, the economic problems of the country and budget constraints, politicisation and ethnicisation - while ongoing nationalism and the unsure future of BiH remain the greatest external challenges. |

(LX.): 83-96 The article focuses on information and psychological operations as a challenge for the security and defence establishments of NATO member states. A conceptualisation of the terms 'information operations' and 'psychological operations' is discussed in the contexts of reshaping the war-and-peace dichotomy, and of resilience and deterrence. It is suggested that these terms suffer from a normative approach to the paradigm of war and peace, and to the use of non-military means. This may lead to the greater vulnerability of security and defence systems in confrontation with an adversary. Also, special attention is paid to the vulnerabilities of security and armed forces, being overlooked in concepts of resilience. |

German Military Transformation - the Never-Ending Quest for Appropriate Military CapacitiesReviewed - ReviewZdeněk KřížVojenské rozhledy / Czech Military Review Nr. 3/2018, Vol. XXVII. (LIX.): 47-62 Since the end of the Cold War, several military reforms have been carried out in Germany so far and a new military transformation is in the process of preparation. Over the years, the definition of the Bundeswehr's main missions has gradually shifted towards crisis management operations and the structure of the armed forces has accommodated to this shift. After the 2010-2011 reform, it was entirely evident that crisis management operations have become the main task of the armed forces. At present, German military policy places the main emphasis on "restoring the capacities" for collective defence. The strengthening of the expeditionary element in the German armed forces was made possible by the most efficient use of resources and investment inherited from the Cold War era and cutting capacities tailored to territorial defence. The author comes to the conclusion, that such policy is now evidently exhausted and is no longer sustainable - if German collective defence capacities are to be truly restored. |

In the years 2017 and 2018, interviews with the processors of these documents were carried out and the problems related to the use of strategic analysis methods in sector planning were analysed. In particular, the article analyses the content and utilization process of stakeholder analysis method, SWOT analysis, future scenarios, benchmarking and GAP analysis. |
Discord at Home, Discord in the World: Is Turkey, NATO's Eastern Frontier, Sustainably Stable and Peaceful?Reviewed - ReviewVladimír BízikVojenské rozhledy / Czech Military Review Nr. 4/2018, Vol. XXVII. (LIX.): 49-63 The goal of this paper is to determine if it is likely for Turkey to remain a stable country that will avoid serious internal conflicts and violent conflicts abroad. The paper examines long-term cultural and civilizational variables of cosmopolitanism and rationality. It examines indicators that are more immediately associated with the escalation of an internal conflict: violent criminality, youth unemployment rate, income inequality, corruption perception, and political terror. In the end, it examines the level of militarization and the evolution and current state of civil-military relations. It concludes that most of the indicators do not bode well for the stability and democratic consolidation of Turkey. The reason Turkey has not succumbed to political violence and social instability is likely due to its high level of political repression. Given the characteristics of the Turkish society, two basic scenarios for future development are feasible: Turkey can either become much less stable and a victim to social discord with a chance of dangerous escalation; or it will cement its authoritarianism and manage social order by draconian policing, disproportionate "counter-terrorism" laws and disregard for the rule of law. Neither of these scenarios is favourable for its NATO allies, who must engage Turkey and work within the framework of existing alliances and international organizations to mitigate the risks of Turkey either becoming a rogue player or a state embroiled in a civil conflict. |
Implementation of Capability Assessment Process within the Armed Forces of the Czech RepublicReviewed - ReviewZdeněk PetrášVojenské rozhledy / Czech Military Review Nr. 1/2018, Vol. XXVII. (LIX.): 25-43 The article thematically completes a series of articles which subject was to present outcomes of analyses focused on national as well as NATO and EU capability planning processes. Synthesis of analysis outcomes resulted in conceiving a methodologic framework for military capability assessment, whereas the first phase of this framework, i.e. configuration of the national capability requirements database, has been already described in the previous edition of the Czech Military Review. So this article details final phases of the proposed methodological framework, which are set of reference units and mechanism for matching capability requirements against current state capabilities. The key outcome of capability matching phase is identification of capability shortfalls and their subsequent prioritisation. The level of priority is expressed as a degree of operational risk and relates to an expected intensity of operational engagement of force units in military operations. This approach stems from the principle of the capability assessment process which shall be carried out by military experts and which deals exclusively with an expected military end-state in operations. |
EU Permanent Structured Cooperation - a New Momentum for Streamlining Interaction Between the EU Operations Planning and Capability DevelopmentReviewed - ReviewZdeněk Petráš, Ján SpišákVojenské rozhledy / Czech Military Review Nr. 3/2018, Vol. XXVII. (LIX.): 3-14 The authors' intention is to present findings to which they came while analysing the implementation process of the EU Permanent Structured Cooperation (PESCO), especially in the area of EU operations planning and development of capabilities required for achieving the EU level of ambition. Only issuing the EU Global Strategy in 2016 and its subsequent implementation process seems to be a momentum for specifying commitments stemming from PESCO. At present, there is a list of common binding commitments which 25 of 28 EU member states have signed to. This list includes specific commitments as for development of required capabilities needed for achieving expected objectives of CSDP operations. Nevertheless, a very critical point related to the current PESCO implementation process is whether the present level of EU member states integration allows fully completing all highly ambitious commitments as declared by political leaders. |

It focuses on the identification of conditions that determine the existence of the rescue system. In the historical context, it describes the circumstances of development of the recovery of isolated personnel, including its incorporation into a functional system. It identifies and analyzes events that, in terms of their importance and ability to influence subsequent development, represents milestones in the organization of Personnel Recovery and from them describes the measures taken. |

Part of the article is also a proposal for possible measures to improve the development of medical capabilities in the framework of international cooperation. |
