Compilation and Distribution Mode of Meteorological Messages in ACR Artillery

This article suggests to introduce a new method of compilation and distribution of meteorological messages in the ACR artillery. The proposed realization mode of is based on the expected course of air temperature during the day. It is compared with the existing regular two-hour intervals that affect effectively the fluctuations of air temperature during the day, especially at sunrise and sunset. Consequently, the study also recommends to adjust the time and space validity of individual types of meteorological messages in the connection with this proposed realization mode of compilation and distribution of meteorological messages.

Resistance Operating Concept as a Tool for Increasing the Resilience of the State

The article describes the issue of implementing the Resistance Operating Concept as part of a comprehensive approach to ensuring the defense of the state and its resilience. The basic conditions necessary for the introduction of that instrument are sought, and a comparative analysis of selected European countries that started to build a resistance movement is carried out. The article further describes the strategic definition of the resistance movement in the conditions of the Czech Republic, the legislative definition of the resistance movement and its anchoring in the framework of mental law, and the connection of the resistance movement to individual phases of the conflict. It analyzes the relationship of the resistance movement to individual phases of the conflict and categorizes the actors of the resistance movement, their roles and the methods used. In conclusion, it defines the necessary conditions for the implementation of the resistance movement into the security and defense system of the state.


Possibilities of Using Ground Robotic Systems as an Element of Protection of Static Military Objects

The article deals with the possibilities of protecting the outer perimeter of static military facilities using ground-based unmanned systems that can complement the already existing protective elements. The conclusions reached and theoretical assumptions were experimentally verified in the field during the protection of a small base, using UGS Taros Furbo and Tactical Decision Support System calculations. The protection routes calculated by the system were then practically implemented by dismounted patrols and autonomous UGS Taros Furbo, focusing on terrain traversability and time of overcoming. The main objective of the paper is to present to the military public the current possibilities of deploying UGS Taros Furbo in the protection of static military facilities such as command posts or bases. Their use can significantly reduce the requirements for the deployment of dismounted patrols to protect the outer perimeter.

Focusing on current Malian conflict, the aim of the article is to demonstrate usefulness of the "Armed Conflict Location & Event Data Project" database for the analysis of intra-state conflicts. At the macro-level the paper analyzes geographical spread of the conflict and its key quantitative characteristics (numbers of fatalities stemming from different types of incidents). At the micro-level it focuses on Malian region Mopti. At this level the paper analyzes geographical distribution of various incidents and the interaction of the key armed groups operating within the region.

Optimization Dislocation of Accoutrements Military Distribution Points in the Czech Armed Forces

The article presents four possible dislocation options of military distribution points of accoutrements in the sector of Czech Armed Forces. The article assesses the impact of those options on the driving distance, total operation costs and the value of the stocks staff uniform shirts for men. There is defined simplified model and the calculation is used localization task on the base of these parameters. Analysis of the various options and their subsequent comparison is proposed optimal dislocation distribution points. In calculation the distance value will be determined based on knowledge of the coordinates of the localized objects. The final section is using a multi-criteria evaluation of alternatives selected the most appropriate option for distribution point of military accoutrements.

The annual examination is an integral part of the physical training system of a soldier of the Army of the Czech Republic, which assesses his physical fitness. This assessment provides dual feedback - it informs examinees of how they are performing against normative tables and each other, and at the same time, gives commanders an idea of the current physical fitness of their subordinates. This thesis focuses on the endurance event of the 12-minute run (also known as the Cooper test). Based on data from 2011 to 2021 and nearly 50,000 evaluated tests, the potential effects of age on soldiers' physical performance and appropriate adjustments to individual age limits were examined. The analysis showed that the difficulty setting for achieving the same rating differs for both genders and that there is a different decline in physical performance with increasing age than reflected in current norms. Based on these analyses, a proposal for modifications to the annual physical training test was developed and is appended to this paper.

The article concerns the issue of arson attacks in Israel.The issue of terrorism in Israel is quite broad, given that it is a very common phenomenon here and Israel deals with terrorism on a daily basis. The paper therefore focuses on incendiary balloons, a weapon that repeatedly caused fires around the Gaza Strip between 2018-2023. It examines their history, their design, outlines the possibilities of their elimination, the advantages and disadvantages of possible technical solutions, and a reflection on the future of their usage.

NATO, 2% to Defense, 20% to Equipment: Cumulative Nature of Military Spending and the Role of the Economic Performance

Military spending is a widely discussed topic, especially in the current geopolitical landscape. Expenditures on "equipment" play a pivotal role in total defense spending.. However, the nature of the equipment expenditures is cumulative. Thus, when trying to estimate the capability of a state we should consider a longer period, not just one year. The aim of this article is, therefore, to offer (i) an exploratory analysis of the cumulative equipment expenditures of NATO countries between 2014-2023 and (ii) to verify - by using OLS multivariate regression - the extent to which the GDP per capita primarily drives these expenditures (adjusted per soldier), the share of defense spending from the GDP, or by the fraction of defense spending that goes specifically to equipment. The results show that the GDP per capita is by far the most powerful predictor.

NATO Support and Procurement Agency: a Powerful Instrument of Collaborative Logistics

The paper evaluates the level of cooperation between the Ministry of Defence and the NATO Support and Procurement Agency (NSPA) in the field of procurement of military equipment. In the practical part, the results of the research on the level of participation of Czech-based suppliers in NSPA activities between 2018 and 2022 are presented. Pareto analysis comparing the participation of the Czech and international companies in contracts implemented by NSPA in terms of their subject, quantity and financial value is used. Qualitative case studies from three different areas illustrate in which NSPA projects the Czech Republic has already been involved in and which benefits and risks are associated with this cooperation for the MoD. Positives and drawbacks in the process of acquiring military equipment in-house and opportunities and threats that may arise from the acquisition of military equipment through the NSPA are summarised in the form of the SWOT analysis. Finally, recommendations are presented on how to improve the cooperation between the MoD and the NSPA in the field of acquisition.

The article deals with the issue of the cognitive pyramid and the possible use of intelligence analysis in the context of gaining the understanding and wisdom of users of information using this pyramid. The cognitive pyramid is used to define the terms date, information, knowledge, understanding and wisdom that make up the various levels of the pyramid. The paper attempts to discuss concepts in different models of the pyramid. It briefly describes intelligence in the context of the use of intelligence by means of a cognitive pyramid. Intelligence is a special kind of knowledge. This article also seeks to explore how intelligence creation can be explained using a cognitive analytical pyramid model.

Software in Teaching Operations Research at University of Defence

This paper deals with teaching of operations research at University of Defence and its support by means of using selected software for linear programming. The main aim of the paper is to demonstrate possibilities of using the add-in program Solver in Microsoft Excel and Linear Program Solver in teaching operations research via solving an illustrative example of linear programming problem. The paper further introduces operations research as a scientific discipline and a course taught at University of Defence. Last but not least, it discusses advantages and drawbacks of introducing software into teaching of operations research.

Conceptualization of Intelligence Terminology

The aim of the article is to compare the term and definition of "Intelligence Support" used in the Czech Armed Forces with related terms used in the North Atlantic Treaty Organisation, United States Army and Slowak Ground Forces. The article proposes updated Czech terms and definitions. The article can serve as a basis for a next discussion, for a dictionary processing, it will help intelligence staffs in orientation in intelligence terminology and it improves interoperability within the North Atlantic Treaty Organisation and in foreign missions.

This article is primarily engaged in the analysis of existing situation in the area of securing outfit components and in the assessment of the level of support provided to women and men working in the Czech Army. It evaluates the current state of supplying the soldiers with all necessary outfits in compliance with the current legislation and the way of its actual implementation. It analyses the current legislation and the possibilities of distribution of uniforms to their end users. The assessment primarily addresses the fulfilment of objectives for which the distribution system of uniforms was established.

One Hundred Years have Passed since the Founding of Vojenské Rozhledy Journal

The theoretical journal Vojenské rozhledy was founded in 1920. Its publishing was interrupted twice, but it has continued until now. The aim of the article is to evaluate the importance of the journal for development of the military and security theory and practice and to reflect on its possible future. Attention is paid to the focus of the magazine during the Czechoslovak First Republic. The article also deals with the attempt to issue Vojenské rozhledy during the Second World War and unsuccessful efforts to restore it after 1945. The article also deals with the circumstances of publishing and aiming of the magazine Vojenská mysl, which replaced Vojenské rozhledy in the period 1950-1991. Since 1992 it has been continuously published under the original name Vojenské rozhledy. The author concluded in his analysis that, despite the changed conditions, which make it difficult to publish theoretical journals in general, the Vojenské rozhledy are irreplaceable in the Czech conditions.

Weapons of Mass Destruction and Chemical Corps in Light of Czech Military Periodicals of 1920-2020

Research into the historiography of the use of Weapons of Mass Destruction involves an excursion of the study of recent problems of Chemical Corps in the literature. Four basic periods were identified in the development of the theory of Chemical Corps and the concept of the use of Weapons of Mass Destruction. 1. The First World War and the foundation of Czechoslovakia as a period of changes in the principles of military leadership due to the existence of chemical weapons. 2. The period after the end of World War II, reflection on threats in the form of the development of Chemical Corps, the take-over of Soviet doctrine and military research objectives. 3. 1990s as a period characterized by an accent on the Gulf War, proliferation of Weapons of Mass Destruction and the introduction of new technical means of Chemical Corps. 4. Beginning of the 21st century and the threat of ultra-terrorism, the development of specialized capabilities of Chemical, Biological, Radiological, and Nuclear Defence, birth of the 9th Chemical Protection Company of immediate response and literary dominance of international security issues, which outweigh force protection problems in operations. The researched articles illustrate the originality of scientific thinking and the social contribution of scientific literature to the defense sector.

How Far is the World to Achieve World Peace and Why?

The main goal of this article is to discuss in the context of selected security intentions the world peace as an idealistic phenomenon, which is determined by many factors in the current dynamically changing environment. The intention is not to compare individual philosophical theories, but to provide selected synthetic security indicators that can help measure the state of the security environment. On the basis of these arguments, we can observe a downward trend in the rate represented, also linked to an increase in the activities of terrorist groups and generally transnational threats. The article also highlights the current relatively rigid role of the UN in relation to global peace. The international community and world peace are particularly influenced by the mutual relations and the rivalry of the superpowers. In future conflicts, the transition from the physical form of the battlefield to the imaginary platform, represented mainly by cyber space, will be more evident.

Requirements for engineer information in water crossing

The work deals with the issue of engineer information, which is necessary for the planning of water crossing, and which can facilitate and speed up the proces of operation planning with the assistance of the staff members of engineer specialization. At present (2019) there is no application software development of engineer support tasks (hereinafter APV ŽEN) within the engineer command and control subsystem AČR, which would take into account the problem of water crossing by troops. The aim of the article is: to analyze the gathering of engineer information for water crossing and to describe it on a specific example of the Morava river, to identify the possibilities of water crossing by forces of AČR, to propose a map base for APV ŽEN, which will be supplemented by engineer information from Povodí s.p. and Motorway and Highway Directorate (hereinafter ŘSD) and to define measures that will support the availability of engineer information in water crossing.

Personnel Recovery intervenes to almost all areas of planning, preparation and implementation of military operations. One of the important areas of the personnel recovery system is the intelligence area. This article describes on the operational level the reasons and basic methods of intelligence support of Personnel Recovery during joint military operations. It introduces selected intelligence disciplines and explains the suitability of their use in the various Personnel Recovery phases. It also describes the intelligence activities related to post-reintegration phase and outlines the basic issues associated with the intelligence support of Personnel Recovery.

The Draft Proposal for Army Accoutrements Regulation

The article introduces a variant of alternative accoutrements provided to the soldiers of the Army of the Czech Republic to replenish and compensate individual standardized items. The article proposes changes in furnishing soldiers, so that they would take into account their individual occupational specialities and predominant types of used military uniforms. Even though the authors use a simplified model in this paper, the final version of accoutrement modification represents the updating of the current law regulations.

This article deals with the Czech defence industry and its role in the defense policy of the Czech Republic. This article describes the basic terms used in prognostics (future studies, forecasting the future, prognosis, prediction, expert) and introduces selected prognostic methods and techniques which could be applied in security area (brainstorming, focus group, trend extrapolation, Delphi method, scenarios etc.). The basic classifications and prognosis typologies are mentioned as well. Particular phases of prognosis making are described too. For the Czech security community the prognosis making has an important potential whose outcomes (of particular surveys) should be manifest in following years. This text has only tried to outline selected methods and techniques for their potential application.

Information Support of Human Resources Management in Sector of Defense

The article deals with the Information Support of Human Resources Management of the Ministry of Defense in terms of providing information on the quantity and quality of the personnel of the department for decision making processes. The first part describes the tools and methods of analysis for processing this information. The second part provides practical examples of this information support. On the basis of analytical studies the status of staff is presented in 2015 and 2016, supplemented by comments from the author, indicating possible ways of presenting and using this information in Human Resource Management. The author of the article, which presents the results of the long-standing experience of the creator of the information management support system, concludes that the data generated by this system could lead the adoption of a number of fundamental strategic decisions.

The article presents some prospective variants of accoutrements supply for professional soldiers. The system might operate like that: the soldiers will receive cash money to buy equipment, outfits, even clothing by themselves, in civilian outfit distribution network. There are three possible variants in question, first equivalent items, identical with military categories of components, second sports items, and third field outfits that do not affect the functionality of uniform, its completeness, as well as external appearance.

The text is reaction to disputation between Lubos Dobrovsky and Jan Eichler in Vojenské rozhledy magazine, which was dealing with limits and inappropriate of neoliberal approach to analysis of military-security situation in post-soviet space from Czech point of view. Text tries to point out, that neorealistic approach, which focuses on material source of power, inevitably deals with ideas as well. Therefore, Ted Hopf´s approach, whcih combines attention to material power and ideas, is introduced.

Financing of Terrorism

The issue of terrorism is becoming increasingly important on the level of social, economic, political and security. The threat of terrorism affects at the same time, societal and cultural events. Professional and academic discussion addresses the causes and possible consequences of this phenomenon. To understand the implications of terrorism, it is necessary to look at this issue from the perspective of terms of its financing. This review study aims to define the term financing of terrorism on the one hand, but also to identify possible sources of financing of terrorism, including the most used payment methods by terrorist organizations. This study also leads a discussion on the efforts and effectiveness of the various authorities in the fight for detecting terrorism, especially in relation to the detection of its financial flows. The study also defines the possible pitfalls in the fight against terrorism and detecting its sources of financing and attempts to outline possible alternatives while increasing success in this fight.

This paper provides an introduction to the quantum radars that can cause a revolution in the modern warfare in the near future. The goal of the paper is to present basic principles of quantum radars without deep knowledge of quantum mechanics, where its properties and phenomena important for the quantum radar will be outlined. After the physics introduction, the three basic designs of how the quantum radar could work will be presented as well as their advantages. In more details, the main benefits of quantum radars including higher quantum radar cross section and more difficult jamming and localization will be discussed. Next, the state-of-the-art research, the important technologies for quantum radar and its other applications will be commented. Finally, the time scale of the first prototypes and the role of the quantum electronic warfare will be discussed.

The paper deals with the issue of the purpose, creation and practical use of scenarios during operational concepts development. The scenar- ios reflect the fundamental characteristics of the environment in which the military missions will be conducted in the next 15-20 years. The paper defines the type of scenarios useful for creation of operational concepts and requirements that must be met for a successful process of scenarios development. Further, it describes the process of scenarios development, the main risks associated with this process while suggesting the possibility of reducing the rate of those risks.

The part of this report deals with the position of Actionable Intelligence in intelligence branch, concretely in connection with the intelligence disciplines and particular stages within intelligence cycle. There is also the accentuation of interconnection to the importance of intelligence information sharing, early warning systems and force protection on tactical level. The next part of this article is focused on the impact of intelligence support on commander's decision-making processes.
