(LIV.): 103-108 The article is a polemic reflection over the potential concept and vision of defence and EU combined armed forces, from the military point of view. It is a short analysis of conditions under which the EU is situated, and in general contours it characterizes possible advantages of common European armed forces. It expresses author's opinion that by forming "European Pillar" in NATO, the transatlantic linkage between the EU and the USA will not be weakening, but on the contrary, it will be strengthen. The author uses the terms "European army" and "common armed forces of EU" that he takes as synonyms and therefore he asks the reader to take this fact in account. |
To Fight Like King of Bohemia. Mutual Influencing among Languages in the Context of Social ChangesNonreviewed - OtherPlukovník Mgr. Ladislav Chaloupský, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 2/2013, Vol. XXII. (LIV.): 202-218 The higher levels of STANAG 6001 examinations assume the knowledge of English life and institutions, i.e. the country of tested language. Without knowing cultural context, complementary to everyday life, some misunderstandings might come into existence. Some English words have become established in Czech (revolver, tank, tanker, tram, jam, safe), whereas others are still being adapted. A particular role in this process is ascribed to military community. The following text makes therefore some enquiries into English words of Czech origins or with Czech background, both military and civil ones, in the past or still in use. |

Priorities for 21st Century: U.S. Security Strategy after 2008Reviewed - ReviewDoc. PhDr. Jan Eichler, CSc.Vojenské rozhledy / Czech Military Review Nr. 1/2013, Vol. XXII. (LIV.): 29-40 | DOI: 10.3849/2336-2995.22.2013.01.029-040 The re-election of Barrack Obama implies that the President preferring political solutions to military ones will have remained for the next four years in the White House. As far U. S. strategy culture is concerned, without doubts American armed forces are going to be prepared to be modern, strong, agile and capable to meet the U.S. National Security strategy goals whatever and wherever they might be. Simultaneously, Obama´s programme for his second term presupposes to close down several military bases all around the world, together with reductions in the size of forces, manpower. Only the most important will be preserved. The further development will be therefore predestined by necessary quantitative reductions, but at the same time by qualitative updating American armed forces, and by the stress on power projection capabilities to take an active approach to counter any threats worldwide. |
Perception of Security Threats in the CBRN Sphere: History and ChallengesReviewed - Reviewpplk. Ing. Pavel Otřísal, Ph.D., MBAVojenské rozhledy / Czech Military Review Nr. 1/2013, Vol. XXII. (LIV.): 46-64 | DOI: 10.3849/2336-2995.22.2013.01.046-064 The period of the beginning of the 21st century is typical for the situation characterized by minimization of a global conflict and by decreasing risks of a direct aggression among neighbouring countries. Nonetheless, the occurrence and permanent existence of mass destruction weapons and industrial accidents caused by human beings, natural disasters produced by leakages of toxic industrial materials, are considered as a global problem that determinates not only the activities of national armies, but also activities of civil population. The danger of WMD deployment is especially high at time of danger, when forces are to be used or misused, and terrorist activities might multiply in some world's regions, even in technologically underdeveloped countries. |

Petra ChovancováVojenské rozhledy / Czech Military Review Nr. 1/2013, Vol. XXII. (LIV.): 100-112 | DOI: 10.3849/2336-2995.22.2013.01.100-112 Recently the defence department has been meeting lower and lower money sources that could finally bring about lower salaries, reduction in numbers of servicemen, dozens of military units are dissolved. The Recapitulation of Obama's Security and Defence Policy (The End of his First Presidential Term)Reviewed - ResearchPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 3-16 | DOI: 10.3849/2336-2995.21.2012.03.003-016 The results of American foreign, security, defence and military policies are ambiguous. The war in Iraq ends, troops are going to leave both Iraq and Afghanistan. Obama was held up in Arab spring. He tried to improve relations with Russia. The centre of gravity was moved to the Pacific area, which got complicated ties with People's China. He didn't succeed in solving troubles with nuclear programme in Iran. His moderate success in foreign policy was the consequence of his concentration on home politics, health care reform, economy and financial crises. At the end the essay evaluates the Chicago summit that among others officially affirmed that NATO activities in Afghanistan would be concluded by 2014 and declared the so-called smart defence. |
Updating Security Strategy Czech Republic 2011 (Inspirational Power of Security Community)Opinions, controversyPhDr. Antonín RAŠEKVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 99-121 In September 2011 the government approved the new Security Strategy of the Czech Republic. It was important that this document was discussed and elaborated with the participation of the security community, security professionals both from the army and civil institutions or schools; among others we must state the CEVRO institute or the CESES centre, Charles University Prague. The author familiarizes readers with its contents and the history of its genesis by means of polemics with individual items of this document. In addition to general statements, there should be concrete proposals, the authors supposes, for tangible precautions, which might help readers to comprehend proposed measures, and thus to open way to deeper understanding among wide public to security problems, i.e. impending threats and dangers. |

Factors Influencing Veracity of Midterm PlanningOpinions, controversyPplk. Ing. František RůžičkaVojenské rozhledy / Czech Military Review Nr. 4/2008, Vol. XVII. (XLIX.): 70-78 Some of the published critiques dealing with midterm planning are not true, as they were created without detailed knowledge of practice and methods how our midterm plan was created. Nevertheless, there are some real faults in midterm planning. According to the author, they are divided into two groups: external-they depend on quality of assignment; and internal-they are connected to the application of theory. Main external fault is the absence of long-term plan. In fact, it was introduced by the Order of Defence Minister, but it has not been worked up thoroughly. We lack adjusting main goals, tasks and priorities for MoD. Next problem are unstable and lacking financial sources. Internal mistakes are as follows: absence of mechanism for balanced changes between cycles of planning; implementation of life cycle cost and level of education of staff preparing data for planning. |

The institution of this type has been long awaited, with great expectations. The author, director of this institute, presents the survey of similar scholarly institutions founded and finally cancelled in this country after 1989. This article introduces the original intent of its founders, namely Centre's future role in the development of strategic studies as a starting point for strategic management, its place in the system of Czech military education and training. The results reached by this institute ought to be truly utilized by MoD leaders and government officials. |
Legitimate and Illegitimate Wars after 1990 (Persian Gulf, Afghanistan, the Balkans)Reviewed - ResearchDoc. PhDr. Jan Eichler, CSc.Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 12-24 | DOI: 10.3849/2336-2995.21.2012.04.012-024 This treatise is a follow-up to an article by the same author in Military Review No. 2, 2012, dealing with legal and illegal war after 1990. Now the author concentrates on another key question: the legitimacy and the unlawfulness of force deployments in internationalrelations. The paper is grounded on fundamental works by the former Australian foreign secretary Gareth Evans, setting international rules or criteria determining when it is right to fight. The effectiveness of the global security system is not only on the legality of its security decisions, military actions, but the common perception of their legitimacy-whether they are made on solid evidentiary grounds, for the right reasons, morally as well as legally. |

Czech Professional Army: Initial Five YearsBook reviewVojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 129-135 This year, the Hlávka Economy Institute published a book "Professional Army in the Czech Republic: First Five Years", by Bohuslav Pernica. Legal and Illegal Wars in Present-day WorldReviewed - ResearchDoc. PhDr. Jan Eichler, CSc.Vojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 17-29 | DOI: 10.3849/2336-2995.21.2012.03.017-029 After the year 1990 a total of 120 wars have taken place. The most appealing were those initiated by the USA, in which other friendly states´ve participated as well. No country has the right to invade its neighbour or over-run and annex another. There were many discussions in the world over the legacy of imposed interventions, under which conditions they are true and just. The study covers two dissimilar attitudes: the first one against Hussein's expansionist policy in 1991 and warfare after 9/11 2001. The legitimacy rests upon Resolutions of the United Nations Security Council that allow any nation to remove the aggressor by force. The author also mentions a series of wars, fought throughout the former Yugoslavia from 1991 to 1995, and then again from 1998 until 1999/2001. |

The Fragmentarization of Europe as a Security Threat Europe 2010: Predictions and RealityMilitary sociologyPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 148-164 Unlike the real state of affairs, the scenarios for Europe 2010 did not presuppose the rise of financial and economy crises. Political scientists did not perceive the series of terrorist attacks, namely in Great Britain, Spain and Russia. Security questions, home security and defence, came to the foreground more then was originally expected. There are hubs of future power blocks of divided Europe. It is impossible to incorporate all the results and consequences of our presuppositions. Since we want to look into individual, particularly interesting developments, the author recommends to create several teams for individual scenarios, instead of drawing several scenarios by one scholarly team. |
The Organizational Set up of MoD Sector and the Implementation of White Paper IntentionsReviewed - ReviewIng. Vladimír KrulíkVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. The author's prime motive is to explain this problem to a wide public and thus contribute to opening the discussion on this theme, well in advance, before the measurements originated in the White Paper on Defence would be put forward and implemented by some proposers, backed by subjective misconceptions and interpretations of actual state of affairs. |
Up-to-date Trends and Shifts in Global Security EnvironmentReviewed - ReviewPhDr. Miloš Balabán, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 17-25 | DOI: 10.3849/2336-2995.21.2012.02.017-025 The beginning of the second decade of 21st century is tied with distinctive dynamics and changes in global security environment. Among those changes belong security re-orientations of the United States from Transatlantic area to that of Pacific, East and Southeast Asia resulting from a new American military strategy proclaimed in January 2012. The US drew down from Iraq and Afghanistan, political and security movement in Arab world, after decades of "status quo" were awaking. The author concludes that the EU should be prepared for negative scenarios in the development of security situation, or to have at its disposal effective police and military forces with proper humanitarian background to counter possible instability, e.g. massive migration influxes, economy disorders. |
Accoutrements Support of Selected Uniformed Units of the CRMilitary professionalKpt. Ing. Michal Zelenák, doc. Ing. Miroslav Pecina, CSc.Vojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 137-142 | DOI: 10.3849/2336-2995.21.2012.02.137-142 The article focuses on comparing the current legal requirements of the provision of authorized accoutrements uniformed forces and identifies their differences. The article proposes the change in payment of compensation for unused authorized accoutrements. It is not only a matter of Army of the Czech Republic and other uniformed forces of the Czech Republic, e.g. Police of the Czech Republic or Prison Service of the Czech Republic. Uniformed forces ought to receive adequate material support, as they have to distinguish themselves from civilians with the regard to the nature and specifics of their duties. |
Security Threats from Inside: Scenario "Extremism in Being and Coexistence with Romany Ethnic Group and Migrants"Military sociologyPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 143-154 | DOI: 10.3849/2336-2995.21.2012.02.143-154 At first, we are familiarised with terms of extremism, Romanies (Gypsies), anarchists, neo-Nazis, then the author introduces possible picture of security situation at the turn of second and third decades of 21st century. He believes that in every country there is a limited ability to integrate ethnic groups by majority. As soon as the limits are exceeded, problems begin. His scenario ends with a pessimistic vision: increasing tensions will ask army deployment, but even local armed forces are not able to enforce law and order, therefore the government must ask for help neighbouring states. |
Security and Strategic Culture of USA, EU and CRBook reviewVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 168-174 It is the title of homonymous publication by Jan Eichler from the Institute of Foreign Relations. The author depicts basic characteristics of main features of security and strategic culture of present world. He tries to answer the following three questions: What are historical and political factors of security /strategical culture of respective actors, what are main features of their doctrinal documents, and their impacts on the development of global international relations in the early 21st century? He deduces that the participation of the CR in military interventions in third world countries could generate a risk of terrorist's attacks against not only members of armed forces abroad, but also installations in our state territory. |

One World, Many Problems (Obama in the Second Half of his Term)Reviewed - ReviewPhDr. Antonín RAŠEKVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 3-20 | DOI: 10.3849/2336-2995.21.2012.01.003-020 In the middle of Obama's first presidency, several waves of criticism turned up. According to some analysts, Barrack Obama's first presidency introduces the beginning of new world's era, the so-called "post-ethnical society". The latest discussions prove that the United States have been no longer the only world's superpower, they will remain in the position of world's leader, but still aregoing to substantionally influence global arrangement. Unsuccessful and protracted wars, reflecting serious economic depression with successive debts, effect military budget cuts, even though the American Armed forces are still powerful, potent and mighty power, all around the world, influencing word's events as a stabilising force. The study depicts political and security layout against American domestic political background. |
Complex Security Management in the Czech Republic: Starting Point for Upgrading (Themes for Security Review)Reviewed - ResearchPhDr. Antonín RAŠEKVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 21-41 | DOI: 10.3849/2336-2995.21.2012.01.021-041 Our new stance to comprehensive control of security in the international context is based upon the so-called "wider security concept". Despite various definitions, there is the consensus that a national state is not the only security subject, the classical paradigm was extended to other areas, outside military one: political, economy, financial, banking, environmental, and social. They are endorsed by security problems related to technology, energy, raw material sources, ethnical disputes, religion, together with humane rights and cultural aspects. To win the war is easy, to establish peace is difficult. Last but not least, we now have to fight and win the war of public opinion. |
The Problems of Prevention of Socially Undesirable BehaviourNonreviewed - ReviewIng. Michael HrbataVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 42-55 Armed forces, civilian employees, are extremely exposed to unwanted effects of socially undesirable behaviour, as they live and meet their assignments under difficult conditions, e.g. in mission abroad, separated from their relatives, spouses, wives. The best deterrence against socially undesirable behaviour is its prevention. Legally this problem is defined in the Defence Minister Order No 53/2010, The Prevention of Socially Undesirable Behaviour. According to the author M. Hrbata, Deputy Defence Minister for Personnel, we must deal with this problem in a multidisciplinary manner, in the frame of effective organizational structure, run by competent commanders, chiefs, directors, with natural authority. |
