The author's prime motive is to explain this problem to a wide public and thus contribute to opening the discussion on this theme, well in advance, before the measurements originated in the White Paper on Defence would be put forward and implemented by some proposers, backed by subjective misconceptions and interpretations of actual state of affairs. |

In foreign policy it is used for promotion of its regional interests and it also serves as a guarantee against foreign actor's interference in Iranian domestic affairs. So far, the negotiations between Iran and the international community have not brought about any tangible results. Among other reasons, there are different expectations of both parties. The international community is ready to lift sanctions, supposing Iran accepts the UN resolutions. Iran, by contrast, demands to be recognized as an internationally recognized regional power, with legitimate rights and interests. |

He gives an apt, well-founded, and first hand description of key points of this very fresh military history. |
Some Aspects of Term of Decontamination Perception on Both National and Alliance LevelsReviewed - ReviewPodplukovník Ing. (LIV.): 67-75 | DOI: 10.3849/2336-2995.22.2013.03.067-075 The classification of a term of "decontamination" comes out not only from the Alliance norms, national military regulations and publications, but also from the documents that deal with the conception of decontamination for civilian purposes, i.e. from documents of the Fire Rescue Brigades of the Czech Republic. The study of both Alliance and national documents has proved that in many cases this term is being introduced in a different way which might cause not very homogenous interpretation and understanding to accomplished decontamination measurements and thus even overall disunity in a framework not only of Alliance, but also in selected basic and other parts of the Integrated Rescue System of the Czech Republic. The paper analyses approaches to the term of "decontamination"practically only by means of definitions in use nowadays. At the end of this document there are recommendations which ought be considered by the management of the Czech Armed Forces Chemical Corps within the area of its respective interest. |

(LIV.): 143-147 The polemic by Mr. Luboš Dobrovský in his essay in Military Review, No. 2, 2013, is based upon a critical idea that even though the Czech government approved conclusions and goals set by the White Paper on Defence, the MoD and the General Staff began to fulfil their duties, the government did not carry out its obligations. The author came to the same conclusion same time ago. But he didn't agree with the proposition that the army in a state of emergency. Such a verdict is rather exaggerating, the author believes, as Czech defence department is still able to fulfil both its Alliance commitments, missions abroad, or home assignments, e.g. support to integrated rescue system. What's missing is a critical reflection over economical management. Data, numbers, and facts are attached. |

(LIV.): 103-108 The article is a polemic reflection over the potential concept and vision of defence and EU combined armed forces, from the military point of view. It recalls previous efforts and present activities to implement common security and defence policy in practice. It is a short analysis of conditions under which the EU is situated, and in general contours it characterizes possible advantages of common European armed forces. It expresses author's opinion that by forming "European Pillar" in NATO, the transatlantic linkage between the EU and the USA will not be weakening, but on the contrary, it will be strengthen. The author uses the terms "European army" and "common armed forces of EU" that he takes as synonyms and therefore he asks the reader to take this fact in account. |

The body that did not keep its word was the Czech government. Defence budget was reduced and military officials had to look for further emergency solutions. The author thinks that we are in a point when it is necessary to open a wide debate over the responsibility for country defence, the state of armed forces, defence capabilities. He concludes that this Military Review should be the best place to start with. |

The Institutes of Force Ministry Secondary School: 20 Years of Endeavour to Preserve ItNonreviewed - OtherPodplukovník Ing. (LIV.): 148-163 As a consequence of shrinking military budget, secondary military schools in the Czech Republic were considerably reduced. Actually, there is only one left nowadays. Its future is rather dim, not only due to the Financial Outlook for 2018. The White Paper on Defence 2011 postulated educational scope offered by any secondary military school. But such mission could be easily transferred on other school institutions, without any impact on the national security. Even other Czech state institutions, dealing with national security, very soon will have to answer such to-be-or-not-to-be question. Namely the Ministry of Interior, struggling to economize, runs two secondary schools of its own. This article is a summary of the evolution of secondary schools needed for national security purposes, since 1993. It challenges the conservative point of view saying that in no case their educational capabilities could be substituted. |

The science of managing or controlling ought to be employed even in everyday life of the military. The skilful or resourceful use of materials, time, etc. are the main characteristics of command and control. The purpose of this article is to outline connections in management theory, namely managerial posts, coupled with command. How we can use management theory in shooting drills or marksmanship theory in commander's decisionmaking. The authors explain sequential managerial functions, planning, organizing, staffing, analysis and their implementation into shooting practice. The article is accompanied by several schemes. This exercise can be also used in modelling of combat clashes, as a part of simulations in computers and as a factor of the professional preparation of servicemen. |

(L.): 29-37 The basic question of Army transformation was the fact that it was not constituted upon the statehood principle that gives precedence to politicking individual parties. The ultimate goal of this transformation was to build forces loyal to democratic republic, but during the last ten years the top personnel at the Ministry of Defence changed several times, leaving the Army with restricted means, without precise laid down tasks and goals. Uncontrolled interventions into forces structure, reducing numbers of military personnel, lead to balance on the verge of collapse. The basic goal to develop Czech national security and defence policies did not fell short. Army was transforming itself, initially under the management of former generals and later under civilian control, especially after 1991. The division of the armed forces after the split-up of the state at the turn of 1992 went very smoothly, with good discipline. The transformation has been influenced above all by the newly adopted legislation, accession to NATO and to the European Union, participation in missions abroad and professionalization of the Czech armed forces. The whole process has been facilitated by the acceptance and implementation of a broader concept of security. |

(XLIX.): 20-24 Management consists of those continuing actions of planning, organizing, directing, coordinating, controlling, and evaluating the use of men, money, materials, and facilities to accomplish missions and tasks. Management is inherent in command, so the candidate officers are trained to execute their authority and responsibility in command. Management principles are lectured both at military graduate schools and application courses. But some themes are repeated, reduplicated; the study plans at the Military University and the Military Academy must be more coordinated, was said at the professional conference on management, held in November 2007, at the Defence University. Some proposals were put forward, e.g. stress on simulation of military functions on computers. The central goal of Army transformation is to reach the decisive information prevalence and operational effectiveness backed by NEC (Network Enabled Capability), established as an accredited study subject. |

It is a study dealing with first five years in which the Czech Republic transformed its forces from a conscription army to all-volunteer one. The author sees the necessity to go professional in context of changed global surrounding after the end of Cold War. The subject is treated mainly from economy point of view. He pays attention to three important issues related to this transformation: recruitment /retention, training /education, and substandard soldier's pay, which is one of roots of low service competitiveness on civil labour market. |

This article written by the Director of Defence Language Institute Vyškov will give a short overview of most common troubles. The problem here is that national armies mostly represent national cultures as well. Translations of titles of high-rank military personnel are not too complicated. More problematic is finding equivalents for less-known, more specific ranks or those of other national Armed Forces. NATO has agreed upon a common standard for their translation, the norm STANAG 2116, based on NATO codes representing levels of ranks according to their duties, responsibilities, and career requirements. |

Among others he was Deputy Defence Minister, then he assumed the position of the director of the Main Political Directorate, and finally he was elected Member of Parliament. In 1967-68 he opposed to military coup d'etat in favour of the former Czechoslovak president Novotný. In 1968 he became a head of Administrative Section, Central Committee, Communist Party. He had under his control all military and police activities in the country. The Soviets asked to be disposed from this position and finally he was even arrested. When released from prison, till his death, he was employed as a manual worker. He took part in military section of political dissent. |

However, this situation changed significantly when the global economic crisis challenged the national public expenditures and NATO defence policy became a matter of serious reflections. NATO should balance its requirements with limited resources and adjust its future activities within shrinking budgets. NATO must make hard decisions and implement reforms in order to ensure its ability to fulfil its mission and priority tasks in the long run. The reconfiguration of Common Funding is an inherent part of this process. The aim of this article is to introduce Common Funding as a management-supporting tool of the international organisation under currently mounting resource constrains. |

Training of military officers has four levels: qualifying (in relation to the performance of different professional roles), developing (in relation to the developing leader personality), motivational (in relation to recruitment) and accepting (in relation between public and army). The economics is of great importance here. It should be beneficial for responsible managers, for their decision-making that can lead to optimization of the results based on economic behaviour, linked to motivational factors. |

The published document reacted to circumstances after the end of Iraq conflict and planning withdrawal from Afghanistan in 2014. Pentagton's analysis underlined the fact that in the following years, US forces would not conduct wars similar to Afghanistan and Iraq. Defence secretary Leon Panetta told reporters that American forces were going to be smaller but more effective, innovative and technologically advanced. In spite of budget cuts, military expenditures were planned larger in volume then in the last year of G. W. Bush's presidential term. |

(LII.): 41-59 The overall purpose of this paper is to describe the ways the Alliance and the also the Czech Army will apply the operational art tenets, conducting operations in the future. The current military problems cannot be solved without a deep understanding and knowledge of operational art. In order to improve military thinking within the Czech Army, it is recommended to study and apply operational art. The operational art forms a bridge between strategy defining the political aims of war and tactics, fighting the battles. Commanders and staff officers should study operational art seriously, systematically and with all their efforts. The author deals with current state of present operational art to inform on new developments in this field of military art. The article broadens the vision and deepens the insights of its readers. (LI.): 46-71 This article illustrates the troubles encountered with development of the NRF. The NATO Response Force is a highly ready and technologically advanced force made up of land, air, sea and special operations forces components that the Alliance can deploy quickly wherever needed. The NRF is intended to be a transformational force that will not only be able to meet the security needs of NATO in 21st century but also serve as an agent of change whereby all the member nations of NATO will be able to bring capabilities, and concepts of operations into their national forces. Undoubtedly, the NRF will not provide a basis for solving all of complex challenges. But it does offer an opportunity for experimentation and testing-the essence of military transformation-and the forging of creative solutions. This article is a sequel to the study published in a previous issue of this Military Revue. The author discusses the fundamental pillars of operational art, upon which Alliance countries build their doctrinal and defence documents concerning operational art. A separate section deals with conditions and status of operational art in the Army of the Czech Republic in the last 20 years. The author calls for the need to introduce operational art in several key areas of Czech doctrines. He recalls the necessity to implement those issues in the prepared Doctrine of the ACR. |

The best deterrence against socially undesirable behaviour is its prevention. Legally this problem is defined in the Defence Minister Order No 53/2010, The Prevention of Socially Undesirable Behaviour. According to the author M. Hrbata, Deputy Defence Minister for Personnel, we must deal with this problem in a multidisciplinary manner, in the frame of effective organizational structure, run by competent commanders, chiefs, directors, with natural authority. |

They will be more directed to problems of extremism, property-related crimes, alcohol addiction, drug and non-drug abuse. |
