Leadership and Professionalization from the View of Officers in the Research Retrospection of the Years 2004-2008

Presented analysis of interviews with officers at various level of command from 2004 - 2008 is aimed on their view of the process of command. On the basis of qualitative research we consider the recent way of command of the Czech officers intuitive and individual. It characterizes most common way to command, based just on experience. We consider differentiation in the way of leading and motivation of subordinates among types of forces and military specializations. The reflection of the professionalization, the training system, the perception of learned/natural ability to command and their career is offered to discussion in the context of changes in direction of education of Czech officers and commanders.

This text is focused on current situation in Syria and Iraq and so called Islamic State, the one of the biggest threats of contemporary world. The rise of this quasi­state at background of civil war in Syria and still not fully solved conflict in Iraq is the result of involvement of many internal and external actors. The form of their involvement and especially their goals are very different from each other and despite sporadic and declaratory agreements in partial points the main reason the Islamic State still exists in very good shape is disunited attitude of local and external powers against it. The main aim of this text is to explain and to analyze main motives and goals of all relevant actors and sides of mentioned conflict and describe the way they affect its dynamics. Due to that it is possible to increase the knowledge of readers in such a chaotic, unclear and often misinterpreted situation in the Middle-East.

This paper aims to enrich professional discussion on future shape of the Armed Forces of the Czech Republic (AFCR) and is linked to the preceding research and publishing activities of members of the Centre for Security and Military Strategic Studies (CBVSS) at the University of Defence. In its first part, it performs a historical tour to the year 2012 and highlights the reasons that the former leadership of the ACR led to the start of construction work on the concept of AFCR (KVAČR). Briefly describes the interconnection and the hierarchy of individual conceptual and strategic documents, the procedure works on them and summarizes the arguments supporting the need of KVAČR as such. The next section brings potential methodological approaches to the preparation of this document, using the method of the "9S", including practical examples, it renumbers basic strategic assumptions and priorities in various stages, bordered by years 2020 and 2025 as a prerequisite for formulating strategies for achieving this specific goal. Within the document, there is a short excursion into the field of long-term planning for major areas of skills, using their description of DOTMLPFI functional areas, including an example of using this methodology in project preparation of program funding. The recommendations formulated in the article are based on the authors' best experiences with the preparation of documents of a similar type in the years 2003-2013, the recommendations of experts from the broader security community of the Czech Republic, and recommendations of the Alliance. As such, it has been passed to the KVAČR processors at level of the General Staff of AFCR over the years 2013-2014.

This article analyses frozen Conflict in separatist region of Transnistria in the light of recent crisis on Ukraine. Despite standing in the shade of Ukraine, the importance of Transnistria has been once again highlighted by Russian support to separatist movements in post-soviet area. Hence text also argues, that by precise analysis of important agents involved in Transnistrian conflict, such as Russia, Ukraine or Romania, we can better understand not only current development in this "de-facto state", but also put annexation of Crimea (or war in eastern Ukraine) into context. On the other hand, influence of Russian military presence in Transnistria on Ukraine war effort is also important and deserves to be closely studied.

This essay is focused upon the concept of Perpetual Peace (1795) by the German Philosopher Immanuel Kant. To reach this goal, he advocated the establishment of a word federation of republican states. But some key prerequisites (s.c. preliminary and definitive articles) must be completed. The authoress compares the Kant's concepts with the ideas of solidarity by the Czech philosopher Jan Patočka. The readers themselves must pass the judgement whether Kant's prerequisites of eternal peace-even for more then two centuries-are fulfilled, or not. This subject matter belongs to a relatively young field of study dealing with war and peace, the so-called paxology, the theory how peace can be maintained in the world.

Space Policy through the Prism of the Concept of Strategic Culture

The article deals with the issue of creation and realization of space policy. Space programs of individual states are closely connected to decision-making processes of the (general) state (public) policy. Therefore we can raise a question which factors influence these processes and the formulation of space policy and also if they are so unique that could be related only to one particular state. The aim of this article is to focus on one of the factors influencing space policy-strategic culture. Its influence is analysed through case studies of seven nations. Each case study is divided into two parts. First, we identify relevant characteristics of the state's strategic culture. Then, we analyse whether and how the identified characteristics of the respective strategic culture influence the space policy of a state in question. This article seeks to contribute to the growing debate about space as "the next" strategic area and highlights rather overlooked reasons of space exploration.

Russia's actions in the Ukraine have changed the security situation in the Baltic region, which makes NATO's long-term presence in Latvia essential for the Latvian Republic. The impacts of Russian actions on Latvian defence policy are discussed in the paper by Mr Janis Berzinš,Managing Director of the Centre for Security and Defence Research, National Defence Academy of Latvia, in Policy Paper, No. 2, 2014. It is a new way of intervention, new-generation warfare, without the employment of armed combats, using mostly influence and coercion, by means of covert operations. Abridged and adapted. Each officer is obligated to meet his or her qualification requirements, identified in the job description. In order to obtain a required military qualification, officers are usually send to a training course, which is either provided or organized under the auspice of the Ministry of Defence. The discussion within the Armed Forces of the Czech Republic about the system of military courses has been ongoing for the last two decades. Although the system of officers´ development is periodically reviewed, a certain economic paradox still remains. While the number of officers without adequate qualification is not diminishing, at the same time there is a segment of officers who exceed their qualification requirements, but they do not make any progress in their military careers. Despite the situation, these officers are required to take additional training and educational activities.

On the one hand, Russia is among the countries which often criticize the Western-led military intervention. On the other hand, in the last twenty years, Russia has repeatedly approved using military force by the West against an individual state, endorsed by the United National Security Council. The main purpose of this article is therefore to describe and analyse Russian position towards four Western military interventions 1999-2011. Specifically, the article is focused on two military interventions without UN Security Council mandates (Federal Republic of Yugoslavia in 1999 and Iraq in 2003), the intervention with the expanded UN Security Council resolution (Afghanistan 2001) and the military intervention that was partially approved by the UN Security Council resolutions (Libya 2011).

As a consequence of shrinking military budget, secondary military schools in the Czech Republic were considerably reduced. Actually, there is only one left nowadays. Its future is rather dim, not only due to the Financial Outlook for 2018. The White Paper on Defence 2011 postulated educational scope offered by any secondary military school. But such mission could be easily transferred on other school institutions, without any impact on the national security. Even other Czech state institutions, dealing with national security, very soon will have to answer such to-be-or-not-to-be question. Namely the Ministry of Interior, struggling to economize, runs two secondary schools of its own. This article is a summary of the evolution of secondary schools needed for national security purposes, since 1993. It challenges the conservative point of view saying that in no case their educational capabilities could be substituted.

The re-election of Barrack Obama implies that the President preferring political solutions to military ones will have remained for the next four years in the White House. As far U. S. strategy culture is concerned, without doubts American armed forces are going to be prepared to be modern, strong, agile and capable to meet the U.S. National Security strategy goals whatever and wherever they might be. Simultaneously, Obama´s programme for his second term presupposes to close down several military bases all around the world, together with reductions in the size of forces, manpower. Only the most important will be preserved. The further development will be therefore predestined by necessary quantitative reductions, but at the same time by qualitative updating American armed forces, and by the stress on power projection capabilities to take an active approach to counter any threats worldwide.

The period of the beginning of the 21st century is typical for the situation characterized by minimization of a global conflict and by decreasing risks of a direct aggression among neighbouring countries. Nonetheless, the occurrence and permanent existence of mass destruction weapons and industrial accidents caused by human beings, natural disasters produced by leakages of toxic industrial materials, are considered as a global problem that determinates not only the activities of national armies, but also activities of civil population. The danger of WMD deployment is especially high at time of danger, when forces are to be used or misused, and terrorist activities might multiply in some world's regions, even in technologically underdeveloped countries.

There is an urgent need to recognize changed priorities and evolve new approaches to non-proliferation and disarmament objectives for a sharper focus on the real and present dangers to international peace and stability. The focus must now shift to more effective monitoring and verification of compliance at various levels. The proposed ROOT system (Responsible Ownership of Technology) might be one of such means to meet above mentioned challenges that could eliminate present-day dangers and contribute to international peace and stability. It is the technology for security in the 21st century.

The paper deals with the data were obtained from the set of variables published in the International Country Risk Guide. The variables were as follows: Government Stability, Socio-economic Conditions, Investment Profile, Internal Conflict, External Conflict, Corruption, and Military in Politics, Religious Tensions, Law and Order, Ethnic Tensions, Democratic Accountability, Bureaucracy Quality. To analyse the current situation in selected 140 countries, authors employ multivariate statistical techniques. They classify the analysed countries by means of cluster analysis to prove the existence of differentiated groups. The results were evaluated with the help of a dendrogram. The conclusions indicate that traditional NATO member countries achieve above-average values in the selected variables.

The article presents the theory of information operations on the background of contemporary armed conflicts in Ukraine, Iraq and Syria. In the introduction, information is presented as a phenomenon and the accelerator of social development. It outlines basic information channels that deliver security information to their recipients. Furthermore, the article discusses security and operational environment and also vulnerabilities being caused by increasing dependence on information. The core of the article are information operations presented in theory with the author's commentary on real application in military practice and in terms of the Czech Armed Forces. As part of information operations are subsequently introduced psychological operations, computer network operations and electronic warfare. The article ends with real examples of information and psychological operations in modern warfare, and conditions of their management in the Czech Armed Forces. The conclusion summarizes the general idea of the security environment and information operations, and stresses the importance of information operations in current and future conflicts.

This specialised article deals with Big Data and the exploitation of this current day phenomenon in the field of intelligence disciplines, based on technical methods of data gathering and its relevant assessments. The following chapter analyses the main trends, especially the digitalisation of the battlefield, rise in data volume and the development of new technologies. The paper is focused on the area of defence sources in the Czech Republic. At present, it can be seen a tangible progress in the NATO-EU common approach to deal with challenging security issues. Paradoxically, it has been economic recession in combination with growing danger of arising armed conflicts, specifically on the European continent territory, to start up the closer cooperation between NATO and the EU. Logically, the current security situation ended in conclusions that the complementarity between NATO and the EU became a real necessity and only interaction between the Alliance and Union?s security and defence policies could bring required effects, while upholding global and local security stability. The Russian armed forces are influenced by a new concept of possible armed conflict. At present, Russian forces are not preparing themselves to one massive conflict, as in the period of bi-polar world, but the main stress is put on power-projection, into the spheres of Russian interests, i. e. into post-soviet republics. The Russian armed forces ought to be able partake in three regional conflicts simultaneously. That's why organizational and technological changes are presently in motion. The acquisition of French first Mistral-class vessels is an organic part of this process. The theme is particularly topical in the context of the current Ukrainian crisis.

The First World War was a global war centred in Europe that began on 28 July 1914 and lasted until 11 November 1918. From the time of its occurrence until the approach of World War II, it was called simply the World War or the Great War. In America, it was initially called the European War. The immediate trigger for war was the assassination of Archduke Franz Ferdinand of Austria, heir to the throne of Austria-Hungary. This set off a diplomatic crisis. Within weeks, Europe was at war and the conflict soon spread around the world. It was one of the deadliest conflicts in history, paving the way for major political changes, including revolutions in many of the nations involved.

NATO has been permanently adapting to new outside and inside challenges. Lisbon summit in 2010 is one of the very important milestones in this transformation endeavour. Since 2010, the Alliance has embarked on meaningful structural reforms with the aim to enhance effectiveness, improve efficiency of all NATO entities and make the Alliance fit for its purpose. The main objective of this article is to introduce the scope of NATO reforms and their expected outcomes. The accession of the Czech Republic to NATO is reflected in the Czech security system, especially in the political, institutional, organizational and legislative areas. The article describes the ways to achieve the NATO key requirements: political, institutional, legislative, defence, resources, as well as information security and public support. In order to become fully capable to consume benefits of NATO membership and fulfil its obligations, appropriate legislative changes must be adopted. Four North Atlantic Treaty Organization pillars had to be integrated: Washington Treaty, defence planning, information security, mutual solidarity.

Indonesia has a larger Muslim population than any other country in the world, with approximately 202.9 million identified as Muslim (88,2 % of Indonesia´s population). It is generally regarded as a tolerant country, in which various religions living side by side without larger problems. Nevertheless even here the danger of violent Islamic terrorism has arisen. The theme is treated in a proper historical context, with regards to possible impacts on security situation in the world.

This article tries to analyse the employees of central state administration, who are involved in analytical, conception, planning and strategy activities. We organized a research at eleven ministries in 2013, to familiarize themselves with their roles. Only three ministries refused to take part in this research (home office, regional development ministry and agriculture ministry). The results reached describe how examined groups evaluated various factors influencing their analytic and conception performances. The identified state at the Defence Ministry is compared with overall situations at other ministries of the Czech Republic. At the end of this article the author expresses certain suggestions and recommendations how to improve current state of affairs.
