Seeking Foundations of Economy Methods and Savings in MoD SectorInformational pagesProf. PhDr. František Ochrana, DrSc.Vojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 91-101 | DOI: 10.3849/2336-2995.21.2012.02.091-101 This paper deals with theoretical and practical correlations of "additional" savings in defence sector. Referring to conclusions of White Paper of Defence, the author differencites between rational savings and irrational ones, i.e. the false savings. Rational savings lead us to higher economy, effecitivy and usefulness. Irrational savings present non-system measures when respective "cuts" are only for for appearance's sake, the savings are only for show. In reality, in terms of long-term prospects they will bring even higher social expenditures before those "cuts" were introduced. The author proposes several recommendations concerning effective saving to eliminate wasting defence sources. |
Multinational Operations and NAMSA Agency: Visions till the Year 2020Military professionalIng. Vladislav Vincenec, Ph.D., doc. Ing. Miroslav Cempírek, CSc.Vojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 111-119 | DOI: 10.3849/2336-2995.21.2012.02.111-119 The invariable and constant task of logistics planners is the most effective utilization of sources. One of the methods incorporates NAMSA agency into operational and logistics planning. The NAMSA is regarded as a very effective provider of services covering the whole area of logistics. It is estimated that in the near future the agency will conduct logistics support to Alliance member nations. In 2020 the NAMSA will make use of energy and fuel mainly from sources friendly to our environment, therefore employing NAMSA agency for our army will be both economical and environmental. |
Accoutrements Support of Selected Uniformed Units of the CRMilitary professionalKpt. Ing. Michal Zelenák, doc. Ing. Miroslav Pecina, CSc.Vojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 137-142 | DOI: 10.3849/2336-2995.21.2012.02.137-142 The article focuses on comparing the current legal requirements of the provision of authorized accoutrements uniformed forces and identifies their differences. Security and Strategic Culture of USA, EU and CRBook reviewVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 168-174 It is the title of homonymous publication by Jan Eichler from the Institute of Foreign Relations. The author depicts basic characteristics of main features of security and strategic culture of present world. He tries to answer the following three questions: What are historical and political factors of security /strategical culture of respective actors, what are main features of their doctrinal documents, and their impacts on the development of global international relations in the early 21st century? He deduces that the participation of the CR in military interventions in third world countries could generate a risk of terrorist's attacks against not only members of armed forces abroad, but also installations in our state territory. |
Arab Word and its Security ConnectionsBook reviewVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 175-179 This article deals with selected security aspects of Israeli maritime border lines. It briefly depicts current organizational structure of the Israeli Navy. It gives an overview of equipment used to safeguard Israeli sovereignty from seaborne threats, including search and secure operations performed against anti-Israeli insurgent organizations and their trafficking lines. In connection to the Gaza Strip blockade, the article examines legitimacy of this controversial approach and its current international consequences. Last but not least, the article looks beyond the security extent of maritime borders and examines Israeli approach as a mean of spreading the national sovereignty over newly explored gas reserves in the eastern Mediterranean area. |
President as the Commander-in-ChiefInformational pagesDoc. JUDr. Zdeněk Koudelka, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 122-131 | DOI: 10.3849/2336-2995.21.2012.01.122-131 This paper depicts the position of the Czech President as the head of state and the commander-in-chief of the Czech Armed Forces, including his special relation to Defence Minister who actually runs defence department. The President is superior to all members of armed forces of the Czech Republic; the Chief of General Staff is superior to all members of the Army of the Czech Republic. The President formally and officially controls all the military organizations in a country. But we have no tradition of independent of armed deployment in war conflicts. Our forces operated always as a part of higher multinational coalitions, in joined combined groupings, operationally subordinated to friendly, but alien highest command. |
The Current State and Trends in Space SecurityInformational pagesIng. Vladimír Šilhan, CSc., MSc.Vojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 132-147 | DOI: 10.3849/2336-2995.21.2012.01.132-147 Space applications and use of satellite data became an important tool for production and development of many companies and institutions, as well as indispensable part of our daily lives, when using e.g. satellite navigation or TV broadcasting. Proper functioning of those services, however, requires the security of space assets at the orbits, their ground stations and the transmition links. The basic threat for space assets is the growing number of debris at the orbits. Space Situation Awareness has a growing importance and sharing information among all main space actors becomes a pre-requisite. Efforts to agree on common guidelines to mitigate possible risks related to outer space activities are made both within the UN and the EU as well as among all space agencies. |
Public Sector Economy in Management PracticeMilitary professionalIng. Svatopluk KuncVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 155-161 There is an ambiguous relation as far as management and economy in public sector are concerned. Using the example of British army, the author explains the roots and consequences of changes in the field of source management and compares collected results with the situation in the CR. Both public sector and the Army of the Czech Republic (ACR) are administratively ordered and controlled and meeting the army goals that are not conditioned by economy results. The accounting books do not offer true picture of army possession and properties, among others because the current accountancy system that is not able to classify individual operations, military goals are not measurable. He proposes to set an array of fixed rules to identify ACR economical effectivity. |
Emerging New Threats in Unstable WorldReviewedPhDr. Miloš Balabán, Ph.D., prof. PhDr. Martin Potůček, CSc., MSc., PhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 3-21 The article identifies new threats of global character influencing global security and quality of life. The inspiration is drawn from the debate over proposed updated Czech security strategy 2011, where several security scenarios were drafted. It is a free sequel to the study "Wild Cards in Future Development of World Security" published in this review in No. 2, 2008. The titles of some chapters are as follows: The Collapse of World's Monetary System and Global Economic Warfare, Crisis of Global Government, The Shortage of Key Commodities (oil, gas, coal, raw materials, water, foodstuffs), Migration, Organized Crime, European Union prior to Disintegration, The Crisis of NATO, New Religions, Will Rich People Live Longer?, etc. |
Public Procurements: Themes for Further Developing backed by White Paper on Defence in Connection with Governmental Assessment of Public ProcurementsInformational pagesProf. PhDr. František Ochrana, DrSc.Vojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 105-117 The White Paper on Defence is a frame document that only points out main directions of military activities that further must be worked up in detail at all levels of defence department. This study presents all possible themes in the field of public procurements. As he set principles in the Whiter Paper correspond to those set in governmental document Public Procurements, it depends only on MoD experts to what measure they meet governmental requirements and implement them into drafted concept materials, incorporating rules for placing, assignment, rating, examination and audit. |
A History of the Use of Private Military ForcesInformational pagesDoc. Mgr. Oldřich Bureš, M.A., Ph.D., PhDr. Vendula NedvědickáVojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 76-93 Although private military companies like the former Blackwater were regarded as a relatively new phenomenon in international security, their history is not new. The participation of private individuals, and /or groups of private individuals, soldiers of fortune, in "foreign" armed conflicts is at least as old as the history of wars by itself. It is impossible to open a debate about the scope and possible impact of the current use of private military and security companies without knowing and evaluating their long-term historical developments. The goal of this study is therefore to map the history of the use of private military forces, their involvement in various conflicts, services they offer, among others, from the point of international law. |
Starting Points for the Preparation of Updated Security Strategy of the Czech Republic 2011ReviewedPhDr. Miloš Balabán, Ph.D., PhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 2/2011, Vol. XX. (LII.): 3-19 In our country, existing strategical documents related to security used to be compiled very carefully, but proved to be not very effective, as they did not fit to practical everyday security policy, they did not comply with day-to-day requirements. The only exception was the 1991 doctrine dealing with the creation of Integrated Rescue System and the implementation of professional armed forces. At present, there is a tendency to rewrite those strategy documents again, namely in the field of security. The preparation of a new version of Czech security strategy is taking place in time marked with new trends in world politics and economy. The main attention is attracted by crisis management, arms control, disarmament, WMD non-proliferation, cooperation with non-NATO nations, and international organizations, last but not least counterterrorism and cyberspace security strategy. In short the study mentions Czech political-military ambitions, defence strategy, defence capacity and resources, it appreciates in value knowledge gained by the Centre of Security Policy, Faculty of Social Science, Charles University Prague, and it contains conclusions and recommendations for the preparation the 2011 Czech National Security Strategy. |
The Participation of Civilians in Military Activities: Military-Governmental and Military-Industrial ComplexInformational pagesPodplukovník Ing. Bohuslav Pernica, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 2/2011, Vol. XX. (LII.): 101-113 The article deals with the problem of a certain militarization of a society, supposing country's military establishment is expanding its scope of activities to government or economy. From this point of view, the military and their civilian counterparts could be seen as "imperium in imperio" and such a model of military as a state within a state. There are a military-governmental complex and a military-industrial one in each state and both ought to be under civilian authorities' control, in order to prevent the democratic state from being fallen under influence of this complex. Although the notion was sketched more than fifty years ago, the military-industrial complex theory has been still living, and author gives some examples of the evolution of military-governmental and military-industrial complex. |
NATO is Preparing a New Strategical ConceptNonreviewedPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 2/2010, Vol. XIX. (LI.): 3-21 The primary purpose for NATO enlargement, covering first three countries of the so-called Visegrad Four and later Slovakia, was the necessity to fulfil "security vacuum" in Central and subsequently in Eastern Europe which came into existence after the fall of Soviet empire. Membership of those countries helped to fix criteria for admission of other states to the Alliance. Today, the NATO alliance stands in front of new important challenge: to work out a New Strategic Concept agreement in late 2010, based upon the idea saying that the security of Euro-Atlantic region is tied with and depends on the safety of the whole world. This safety concept will able to be realized only by means of global strategical governance. More then predicting expected security and defence ideas, the author reopens a broader discussion about the real meaning of NATO membership. He also repeats and enumerates risks and threats we are facing today. |
Cataclysm Scenario 2050-Imagining the UnthinkableNonreviewed - OtherProf. Ing. Josef Říha, DrSc.Vojenské rozhledy / Czech Military Review Nr. 3/2008, Vol. XVII. (XLIX.): 3-10 The purpose of this report is to imagine the unthinkable of the worst case scenario for the global future post-modern society. The analysis addresses the main features of global risk society, human suffering, and loss of life from natural catastrophes, man-made catastrophes, economic losses, peak-oilcrises impacts, threat of terrorism, radical Islam, fragile states, etc. Important are the consequences of the end of the Vestfal system and global climate change. There is substantial evidence to indicate that significant global warming will occur during the 21st century. The research suggests that once temperature rises above some threshold, adverse weather conditions could develop relatively abruptly. Drought persists for most of the decade in critical agricultural regions and in the water resource regions for major population centres in Europe. As fertility shrivels, societies get older-and much of Europe are set to get older than any functioning societies have ever been. To avoid collapse, European nations will need to take immigrants at a rate no stable society ever attempted. Europe will be significantly more Islamic. |
Forces of the 21st Century: from Notion to Reality (Force XXI)Military artIng. Jan KotalaVojenské rozhledy / Czech Military Review Nr. 1/2008, Vol. XVII. (XLIX.): 29-34 This article deals with the birth of a new concept in the field of the warfare-FORCE XXI, the long-terms vision that influenced all advanced militaries, among others the author introduces a list with names of programmes: USA (Land Warrior), Great Britain (FIST - Future Integrated Soldier Technology), Canada (ISSP - Integrated Soldier System Platform), Germany (IdZ - Infanterist der Zukunft), France (FELIN - Fantssin a Equipement et Liaison Intégrés), the Netherlands (SMP - Soldier Modernisation Programme), Norway (NORMANS - Norwegian Modular Artic Network Soldier), Denmark (Danish Soldier Modernisation), Belgium (BEST - Belgium Soldier Technology), Italy (Soldato Futuro), Portugal (Sodado do Futuro), Slovakia (PIBS - advanced combat individual system) Poland (Tytan). The author underlines fundamental changes within this course of study, both technical-implementation of new technologies and weaponry-and doctrinal. He also describes current situation within the Armed Forces of the Czech Republic. |
The Hazard of Humane Capital Losses during the Transformation of our Security System: An Example of Czech Intelligence ServicesOpinions, controversyMjr. Ing. Bohuslav Pernica, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 1/2008, Vol. XVII. (XLIX.): 64-67 Among others, the transformation of an institution is determined by its human capital. Gains and losses of this transformation depend on the acceptation of organisational changes in the institution by its employees, working staffs that behave above all economically (expediency). The salary and benefit system, compensation packages, play a key role in transformation. The underestimation of this role could precipitate the situation that employees simply quit the institution, and thus endanger the whole process of transformation. The state of affairs in Czech Intelligence Services proves this author's view. Its adaptability is lowered, there is a danger the system will become less effective in key domains of their activities. |
Security Future within the Foreign Policy Context (Risky 21st Century)Reviewed - ResearchPhDr. Miloš Balabán, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 1/2006, Vol. XV. (XLVII.): 3-24 The subject of this comprehensive study: the main features of global risk society can be embodied by ecology crises, global financial crises, threat of terrorism. The article is presented as a report to military community and audience, with the underlying focus on terrorism. The author is mapping the global future in the first two decades of this century. As a small country we must pay attention to the developments in the worlds leading powers: the U.S., China, Russia, last but not least, within the EU. Those themes also present individual headings of this study. He treats energy, demography, peace, security, good neighbourly relations, cooperation between states that are most desirable goals we want to reach. In a way, as the main actor of worlds security situation till 2020 is identified Islamist terrorism (radical Islamists, Al Qaeda). At the end Mr. Balabán recalls the former "Security Policy of the Czech Republic" released ten years ago, reminding us the necessity to be prepared for the worst scenarios. |
Forming Security Culture of the European Union (European Security Strategy)Reviewed - ResearchDoc. PhDr. Jan Eichler, CSc.Vojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 22-36 The Document ESS 2003 laid down foundations of our present-day security and strategy culture. It was formed as a summary of several historical and political factors that are introduced in two starting chapters, followed by the more detailed analysis into ESS 2003, its main characteristics influencing EU security and strategic culture. The ESS 2003 is compared with the American doctrinal document NSS 2002. The European security strategy of 2003 is not compared with following American strategical documents, as they were unknown in time of its drafting. The author comes into the conclusion that in spite of indisputable differences, the EU shares the same values as the US, and the EU as an American strategical ally is facing the same threats and challenges as the US does, and in case of need, there is a possibility of combined military actions. |
The Security System of the CR and the Necessity of its Adaptation to Cumulative Effects of ThreatsReviewed - ReviewPhDr. Libor StejskalVojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 37-47 The term of "growing complex of threats" covers higher and higher probability of concatenation of various intercommoned, mutually tied factors reflecting structured technological and informational reality of global society, making their solving by traditional means of security system extremely difficult. "Crisis situation" represents more general problem of natural disasters or technology breakdowns that are influencing one another, that cause great distress or destruction, in an unexpected manner, activating subsequent threats of so far unforeseen threats. For that reason we must adapt Czech security system to new liquid, instant and indivisible complex threats. |
The White Paper and the Security of the Czech RepublicOpinions, controversyPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 86-92 The existence of the Czech Army is at state. We need to get over present cut in military budget, ill-advised savings, without searching for new appropriate financial and material sources. To save something important means always to sacrifice or to give up something. Some security and military experts wish to dissociate themselves with approved methods. They think that the White Paper doesn't express opinions on many important things. It assumed that after five years there will be need to revise this White Book. So, proposes the author, wouldn't be better for us to regard the White Book only as an analytical document containing certain proposals for the following Defence Strategy of the CR, as originally intended? |
WikiLeaks Case and Its Reflections in World's Security CommunityInformational pagesPhDr. Antonín RAŠEKVojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 129-137 Czech dailies and weeklies publicised their analyses of the diplomatic dispatches released by WikiLeaks. Some were concerned in world's politics, but higher attention was paid to 1,271 dispatches from Prague. According to the dispatches, the U.S. Navy wanted to purchase 23 Russian anti-ship missiles to obtain the weapons from Belarus through Ukraine, with a Czech arms dealer. However, the Czech government decided to derail the plan by not granting the Czech middleman the needed permission to export weapons from a dictatorship like Belarus. Various cables also detailed a dispute in the area of arms technology. Some observations from the dispatches dealing with characteristics of Czech prominent politicians are amusing. Overall, the United States evaluated the CzechRepublic positively, as an economically mature country and as an ally. |
Food Terrorism and AgroterrorismMilitary professionalIng. Hana Vlachová, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 160-168 People commonly imagine terrorist attack as hijacking or improvised explosive device hidden in crowded place. However terrorists can also attack against food, cattle, farm crops or water resources. These kinds of attacks can be ranked among agroterrorism or food terrorism, whereas agroterrorists attack against cattle, farm crops or water resources; food terrorists attack against foodstuffs. This paper is intended to provide information about agroterrorism and food terrorism as possible forms of wilful violence. Food security became discussed issue especially after anthrax incidents in 2001. There are many authorities that deal with these issues, for example EU, NATO or World Health Organization. |
Geopolitics: A New OpticsBook reviewPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 190-194 In his new book, Geopolitics, its author Štefan Volner examines geopolitical theories as if through the prism of new images. It is in fact a free sequel to his previous books on political science. He puts geopolitics somewhere in between natural and social sciences, which is rather ambivalent attitude, namely in cases of using terms thermodynamics, chaos theory and so on. He mentions names such as Huntington, Brzezinski, Friedman, but surprisingly he pays his attention also to less known - at least in our country - Aleksandr Dugin, as a representative of 'new Eurasianism', a new ideology of present-day Russian 'national patriots'. In the second part of his book, Štefan Volner lays down theoretical and methodical foundations for forming geopolitics as scholarly discipline; the third part of this book is concentrated on the EU. |
Discovering Future as a ChallengeBook reviewVojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 195-200 The identification of security threats and subsequent risks is the base on which we form security and military strategies. It is also the core of all security scenarios. That's why we must welcome all books dealing with futurology predictions, like The Cognition of Future as a Challenge by Martin Potůček at al, Karolinum, Charles University. He summarizes knowledge and experiences done by CESES, the only scholarly lab dealing systematically with drafting up visions and strategies the Czech state might be confronted with. The CESES is a Czech acronym, which stands for the Centre for Social and Economic Strategies, at the Faculty of Social Sciences, Charles University, Prague. |
New Approaches to Long-term Defence Planning: Scenarios and Operational Concepts in the Future Security EnvironmentReviewed - ReviewIng. Vlastimil Galatík, CSc., pplk. gšt. Ing. Ivo Pikner, Ph.D., pplk. Ing. Miroslav KrčmářVojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 23-28 The article explains defence planning of armed forces deployment that ought to by the base for all long haul visions and concept texts for army development and its operational employment. Operational scenarios and concepts form together key elements of defence planning process, both factors enable to military organizations not only to identify future security challenges but also to react to challenges in being. It is not contrary to the so-called capability planning process as this is a manly armed force potential backing our ability to face threads and risks in the future. The example of the United States involved in three asymmetric conflicts is a warning example showing the necessity of the complex and coordinated strategical approaches. |
Decisive Points Concept (Part I)Military artIng. Ján SPIŠÁKVojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 34-40 The article familiarizes readers with theoretical fundamentals of the key element of operational design, i.e. decisive point that is described as "a point from which a hostile or friendly centre of gravity can be threatened". It may exist in time, space or the information environment. As a tool of operational art, it helps commander and his staff to unlock the path to the centre of gravity. The concept is further evolved via example of peace support military operation planning process. The close understanding to terms decisive points, lines of operations, centre of gravity, kinetic effects, non-kinetic operations, doctrine is for military planners fundamental. The aim of this article is therefore to explain this basic terminology, to describe connections with other element of operational planning that could be used during all steps of operational planning. Basic theoretical Jomini's implications are introduced and their doctrinal interpretations are highlighted. |
Present-day Notions on Military DeceptionsMilitary artDoc. Ing. Milan Kubeša, CSc.Vojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 60-65 In the previous Military Review we introduced the article "Will Military Deception Pass Away?" by the same author. In the Army of the Czech Republic we have no manual dealing with military deception (MILDEC). The only manual concerning MILDEC was abolished without any substitute. But military art can't be further developed without similar documents. Today we take MILDEC as a complex set of provisions misleading enemy's commanders and staff, by means of false information and counterfeit data that deliberately deceive adversary decision-makers and planners. Use of MILDEC during any phase of an operation also helps to mislead adversaries as to the strength, readiness, locations, and intended missions of friendly forces. The MILDEC could contribute to the successful accomplishment of the assigned mission by many ways. |
Does China Conquer Also Europe? (Reflections over Security Analyses and Prognoses)Informational pagesPhDr. Miloš Balabán, Ph.D., PhDr.Antonín RašekVojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 94-102 The gravity of this article is laid down on the present-day state of affairs. China bought Spanish, Portuguese, and Greek obligations, i.e. China lent a hand to those countries (so did the European Union). In this way, China increased its influence in Europe. Stabilized Europe is necessary for Chinese export, it was not mere charity. Defence expenditures of People's China has reached 100 billions USED a year. Supposing the Chinese are intended to reach world's domination, they should stick to this kind of policy and they should not try to acquire the dominance by armed force. China behaves like an asymmetric power, knowing well that it can't surpass the U.S. by arms. China does not want to repent Russian mistake to be "over-armed" by America in futile arms race. Still, there is plenty of free space to compete with the U.S., e.g. cosmic or space competition, computer and Internet technologies. |
