How far can the Long Term Perspective for Defence 2030 Sees?Reviewed - ReviewPhDr. Libor Stejskal, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2015, Vol. XXIV. (LVI.): 5-15 | DOI: 10.3849/1210-3292.24.2015.04.005-015 The article deals with a strategic document that currently represents understanding of trends, which form the future security and operational environment, and that sets up the vectors for building-up and development of the Armed Forces of the Czech Republic. The first aim is to assess the Long Term Perspective for Defence 2030 and its significance in context of other strategic documents adopted in the Czech Republic. Another aim is to confront its contents with a structured analysis of large quantity of the state-of-the-art foresight studies, differentiated in geographical and thematic scope. The comparison allows identifying convergence and divergence between the Czech document and relevant findings from the foreign foresight documents. This approach enables the judgement whether the Long Term Perspective for Defence 2030 provides a relevant guideline for the defence sector development, and whether it does or does not miss some of the issues found significant in the foresight documents in the outer world. |

Jakub HaraštaVojenské rozhledy / Czech Military Review Nr. 2/2015, Vol. XXIV. (LVI.): 64-71 | DOI: 10.3849/1210-3292.24.2015.02.064-071 The paper presents the additive manufacturing method as a possible alternative to the current subtractive manufacturing methods. Based on literature survey, some of the problematic aspects of the discrepancy between the lengthy development cycles and rapidly changing operational demands responsive to current threats are identified. The paper also includes some thoughts on possibilities of solving inadequacies in the development cycles, as well as related logistical apparatus, by additive manufacturing. For the sake of objectivity, the last part is dedicated to deficits of additive manufacturing, being inherent to technology or possibly to be overcome by further development of the field. |

Recent development of Transnistrian conflict in the light of crisis on UkraineReviewed - ReviewMgr. Lukáš DyčkaVojenské rozhledy / Czech Military Review Nr. 1/2015, Vol. XXIV. (LVI.): 38-45 | DOI: 10.3849/1210-3292.24.2015.01.038-045 This article analyses frozen Conflict in separatist region of Transnistria in the light of recent crisis on Ukraine. Despite standing in the shade of Ukraine, the importance of Transnistria has been once again highlighted by Russian support to separatist movements in post-soviet area. Hence text also argues, that by precise analysis of important agents involved in Transnistrian conflict, such as Russia, Ukraine or Romania, we can better understand not only current development in this "de-facto state", but also put annexation of Crimea (or war in eastern Ukraine) into context. On the other hand, influence of Russian military presence in Transnistria on Ukraine war effort is also important and deserves to be closely studied. |
Targeting Process on the Example of the Libya CaseReviewed - Reviewmjr. Mgr. Terezie Němcová, MPAVojenské rozhledy / Czech Military Review Nr. 1/2015, Vol. XXIV. (LVI.): 61-71 | DOI: 10.3849/1210-3292.24.2015.01.061-071 Protection of the civilian population against the Gaddafi regime, it was a clear UN mandate for military intervention in Libya in 2011. Not only a new approach to leading the fight against terrorism after 11 September 2001, but also requires a change in approaches to conducting combat operations coalition forces, as shown by the recent armed conflict in Libya, inevitably required a new perspective on the concept and approach to the process of targeting as the process of selecting and prioritizing targets and responding to them in accordance with operational requirements and capabilities of units, synchronization of NATO forces, particularly with regard to collateral damage with an impact on the protection of civilians. And Unified Protector operation is a clear example. |

Local Wars 1996 and Tension Epicentres 2007 (Book Review and Comparative Study)Book reviewPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 2/2008, Vol. XVII. (XLIX.): 189-195 The author compares two scholarly books: World's Tension Epicentres by M. Šlachta (published in 2007) and Security Policy of the Czech Republic by the team of authors headed Jaroslav Janda. The latter study of 1996 uses different terminology: instead of today's favourite teams threat or security threats, they are civilizational risks, economical risks, military risks, environmental risks and so on. The special attention is paid to undemocratic, autocratic states, violating humane rights. Those who owned nuclear weapons are regarded as especially dangerous to peace. Those risks have multiplications effects, they could be solved only by collective effort of all interested states. The recent history confirms predictions made by the team of Jaroslav Janda. The analysis by Mojmír Šlachta contributes to deeper understanding present state of affairs, among others it covers rising Islamic word. |

(LIII.): 35-44 The defence environment is complex and dynamic. This is a result of the nature of modern conflict, rapid changes in technology, the need to deal with uncertainty in the face of limited sources, changed attitudes to risk and the sheer diversity of actors from different cultural backgrounds. Defence-decision makers are confronted with an increasing operational complexity that has strategic implications. Decisions on defence policy and strategy are characterized by uncertainty and risks. This Article describes differences in Hard and Soft Operational Analyses, and presents some examples and conclusions for military practice. |
Legal and Illegal Wars in Present-day WorldReviewed - ResearchDoc. PhDr. Jan Eichler, CSc.Vojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 17-29 | DOI: 10.3849/2336-2995.21.2012.03.017-029 After the year 1990 a total of 120 wars have taken place. The most appealing were those initiated by the USA, in which other friendly states´ve participated as well. No country has the right to invade its neighbour or over-run and annex another. There were many discussions in the world over the legacy of imposed interventions, under which conditions they are true and just. The study covers two dissimilar attitudes: the first one against Hussein's expansionist policy in 1991 and warfare after 9/11 2001. The legitimacy rests upon Resolutions of the United Nations Security Council that allow any nation to remove the aggressor by force. The author also mentions a series of wars, fought throughout the former Yugoslavia from 1991 to 1995, and then again from 1998 until 1999/2001. |
The Strategic Control of Czech Republic Defence: a Part of National SecurityReviewedIng. Vladimír KrulíkVojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 3-22 One of most discussed themes in this field is also a critique of unfinished, non-stable structure of master documents, e.g. Security Strategy of the Czech Republic. They are often told to be obsolete. The latest document, the White Paper on Defence, Critical responses are not quite justified. There are a lot of good ideas, innovations. Many things have been done, many set tasks have been met at the level of Defence Ministry. Positive effects of results reached are obvious. They are summarized in the White Paper mentioned above. The only danger lies in arbitrary decisions by political management, including employing variable means of their implementation, wanton interpretation of leading defence principles, low respect to approved strategical decisions. We must name mentioned handicaps as a first step towards the real and true remedy. |
Does China Conquer Also Europe? (Reflections over Security Analyses and Prognoses)Informational pagesPhDr. Miloš Balabán, Ph.D., PhDr.Antonín RašekVojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 94-102 The gravity of this article is laid down on the present-day state of affairs. China bought Spanish, Portuguese, and Greek obligations, i.e. China lent a hand to those countries (so did the European Union). In this way, China increased its influence in Europe. Stabilized Europe is necessary for Chinese export, it was not mere charity. Defence expenditures of People's China has reached 100 billions USED a year. Supposing the Chinese are intended to reach world's domination, they should stick to this kind of policy and they should not try to acquire the dominance by armed force. China behaves like an asymmetric power, knowing well that it can't surpass the U.S. by arms. China does not want to repent Russian mistake to be "over-armed" by America in futile arms race. Still, there is plenty of free space to compete with the U.S., e.g. cosmic or space competition, computer and Internet technologies. |
Two Monographs on Security from SlovakiaBook reviewVojenské rozhledy / Czech Military Review Nr. 1/2011, Vol. XX. (LII.): 137-143 Prof. Dr. Štefan Volner, CSc., is a very diligent and prolific author. He is the author of many monographs, books, papers and articles in the field of security and defence policy published worldwide. Now we have his latest two books: Security of Mankind (Bezpečnosť ĺudstva) and Security for the 21st Century (Bezpečnosť 21. storočí). In the former one, he comes out of a broad concept of security. Dr. Volner regards the theory of securitization as a lingual and socially determined construct, and so does analyses of security topics. The purpose of his first monograph is to familiarize experts and students with new theoretical concepts, ideas, methodological approaches and paradigms. The latter monograph has a classical structure tied with security studies; it contains theoretical fundaments, dealing with global risks and classifies wars of 21st century. He regards human security as a multifaceted phenomenon, at macro- and micro- levels. |
NATO is Preparing a New Strategical ConceptNonreviewedPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 2/2010, Vol. XIX. (LI.): 3-21 The primary purpose for NATO enlargement, covering first three countries of the so-called Visegrad Four and later Slovakia, was the necessity to fulfil "security vacuum" in Central and subsequently in Eastern Europe which came into existence after the fall of Soviet empire. Membership of those countries helped to fix criteria for admission of other states to the Alliance. Today, the NATO alliance stands in front of new important challenge: to work out a New Strategic Concept agreement in late 2010, based upon the idea saying that the security of Euro-Atlantic region is tied with and depends on the safety of the whole world. This safety concept will able to be realized only by means of global strategical governance. More then predicting expected security and defence ideas, the author reopens a broader discussion about the real meaning of NATO membership. He also repeats and enumerates risks and threats we are facing today. |
Obama's First Year in the White HouseReviewedPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 1/2010, Vol. XIX. (LI.): 3-23 President Barack Obama came to power at a difficult time in America's history. Home and foreign policies are hard to manage, among others, as we are on the threshold of post-ethnic society, and in the war with terrorisms. Obama does not give up American leadership, but he is seeking to find the balance between security and liberty, between power and freedom in the world, broadly speaking. As the consequence, Mr. Rašek presumes emerging the new global security situation: the rise of multipolar world, divided into several new political spheres. This author's opinion is backed by comments by reputable world's political analysts. As far as Euro-Atlantic relations are concerned, or relations with Russia, there are excellent prospects, namely there is the progress with Russia on arms control-part of Obama's determination to put the world on a path toward nuclear disarmament. The author ascribes the drop in Obama's popularity to failed healthcare reform; outside the US, to the fact that Obama is not able to define clear goals and missions in Afghanistan. |
An Amendment to the Environmental Policy of Czech Defence Department in 2007-2010Military professionalKpt. Ing. David Řehák, Ph.D., plk. prof. Ing. Aleš Komár, CSc.Vojenské rozhledy / Czech Military Review Nr. 3/2007, Vol. XVI. (XLVIII.): 167-172 An Amendment to the Environmental Policy of Czech Defence Department in 2007-2010 by Capt. Ing. David (Col. ret.) This short information is based upon articles widely published in 2005-06 in Western military magazines and newspapers. After September 11, 2001, NATO member states are discussing the deployment of nuclear weapons at non-strategical level. Among others, this is embarrassed by the Russian attitude and general demands of some European NATO nations to update Alliance strategy. What does it mean? There are voices to Řehák, Ph.D., Col. Prof. Ing. Aleš Komár, CSc. This proposal reflects challenges resulting from the professional assessment of departmental environmental policy. It is divided into three parts: (i) command and control; (ii) established practice; (iii) communication and education. The solution doesn't lie in the utilization of refuse, disposal of dangerous waste, passive environmental protection, but in earth-friendly attitude towards environment, active measures for damages prevention even during commanders' decision-making process. The basic principle rests on sustainable growth, backed by harmonization of economical, environmental and social aspects. Proposed environmental policy originates from State Environmental Principles and Czech membership in NATO alliance. |
Proper Economic Policy in MoD Department and Problems with Its ImplementationOpinions, controversyMjr. Ing. Bohuslav Pernica, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 2/2007, Vol. XVI. (XLVIII.): 89-94 The demands for transparency, economy, efficiency and effectiveness of public expenditures in the Czech Republic are increasing. In fact, this kind of economic policy in the forces has been followed since we joined the EU in 1994, but without much success. Its implementation has not achieved its goals. Some factors lying behind the failure of this policy are showed in this article, as well as some remedies proposed by the author, so that the readers could understand the topics and consequently they support implementation proper economic practice within the Czech Armed Forces. The author is a supporter of wide economy education in defence department, namely for key personnel (units commanders, chiefs of staffs, directors of institutions) and their subordinated personnel preparing materials for materiel allocation. Among others, Mr. Pernica underlines the underestimation of proper motivations of key personnel to behave economically on the part of MoD officials. |
Normative Base of Antidrugs Policy in the Armed Forces of the CRInformational pagesJUDr. Ing. Dalibor NovýVojenské rozhledy / Czech Military Review Nr. 1/2007, Vol. XVI. (XLVIII.): 108-118 The year 2005 is a breaking one from the perspective both state and military, as new law amendments were adopted, then abolishing compulsory military service (beginning of fully professional forces), and drafting new strategical and concept documents. The relevant document of antidrug policy in the military is constituted by the Order of Defence Minister No. 20/2005: The Prevention of Socially Undesirable Developments. The main stress is put on the prevention of drug addiction, which is framed into common complex fight against alcoholism, addiction, drug abuse in order to we could ensure full effectiveness of our forces. We can use several methods how to implement drugs prevention: by administrative and legal measures (dry laws), economical stipulations (budget means for anti-drugs policy), organizational means (supportive plans such as DROGUES system or LABS, DOGLEG programmes). The author proposes to introduce the so-called zero toleration into army recruiting policy. |

(LV.): 142-151 Strategy and strategic culture influence everyday lives of soldier and military units, as well as the system of their preparation for combats. In case of wars, they have a decisive impact on the destiny of civilian population. The strategic culture of every state has its national, international and historic dimensions. First and foremost, backed by the analysis of a dramatic development of the strategic culture of the US during the first decade of the 21st century, the article concludes and explains its core and importance for our contemporary world. |

Defining Militant Democracy in Central EuropeNonreviewed - OtherVojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 149-151 The authors analyze the implementation of militant democracy concept in Central Europe, i.e. Germany, Austria, the Czech Republic, Slovakia, Poland, Hungary, as those are nations having experiences both with Nazi and communist regimes. The opening part covers a short history of this concepts and mechanisms used to suppress extremist subjects; subsequently the book compares practical instruments of counter-extremist policies, their individual principles and arrangements. Armed Conflict and Relations of its Economic AnalysisReviewed - ReviewIng. Aleš Olejníček, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 2/2014, Vol. XXIII. (LV.): 22-40 | DOI: 10.3849/2336-2995.23.2014.02.022-040 The topic of this essay is an insight into the interrelations of the economic analysis of armed conflict. The author tries to explain its substance and importance and at the same time he warns against the difficulties with its implementation. Backed by several studies, we must conclude that there is a lot of confusion in terminology we use. It is therefore proposed to apply cost-benefit analysis, so that we could create a unified terminology and simultaneously to use this analysis to present armed conflict economy in terms of overall expenses vs. likely benefits aroused by respective armed warfare. |
Operation Sangaris 2013: French intervention in Central AfricaReviewed - ReviewDoc. PhDr. Jan Eichler, CSc.Vojenské rozhledy / Czech Military Review Nr. 2/2014, Vol. XXIII. (LV.): 41-52 | DOI: 10.3849/2336-2995.23.2014.02.041-052 The acts of violence have swept the whole Central African Republic (CAR) since March last year. When the Muslim fighters of Seleka rebel groups had deposed a Christian president Francois Bozize, the fighting between Christian militias and Muslim population broke out. The provisional government of the Muslim Michel Djotodia allegedly intentionally massacred civilians, including women, children and old people. In December 2013, under the resolution by the Security Council, UN, the French troops of 1600 men were sent to help to African Union soldiers to keep growing chaos at bay. But up to now, the violence has not been stopped. Nearly a million of people have been internally displaced in the country. A total of 935 thousand of Central Africans are currently sheltering in scrublands or living with their relatives. More than half of the city's population fled Bangui, some 60 per cent of those displaced are children, according to the UN refugee agency, UNHCR. |

Logistics Interoperability: A Prerequisite for the Optimal Building and Employment of Capabilities in Alliance Expeditionary OperationsReviewed - ReviewPlukovník Mgr. Roman Dufek, doc. Ing. Miroslav Pecina, CSc.Vojenské rozhledy / Czech Military Review Nr. 2/2014, Vol. XXIII. (LV.): 76-86 | DOI: 10.3849/2336-2995.23.2014.02.076-086 Changing security environment and the need to address conventional and especially asymmetric threats and risks, wherever they occur, establish clear requirements on the development of national capabilities. Armed forces are required to be fully deployable and sustainable in operations in austere conditions for an extended period of time. In NATO-led operations currently participate many nations of different sizes, force structures, equipment, training and capabilities. The only way to reach operational goals while achieving economies of scale is a mutual cooperation of all involved participants. Basic key prerequisite for such cooperation is interoperability. |
Common European Armed Forces: Reality, or Utopia?Reviewed - ReviewPlukovník gšt. Ing. Zdeněk PetrášVojenské rozhledy / Czech Military Review Nr. 2/2014, Vol. XXIII. (LV.): 101-108 | DOI: 10.3849/2336-2995.23.2014.02.101-108 The consequences of economic recession and their impact on national defence budgets can indeed heavily hamper the credibility of both NATO and the EU. A need for coping with budget restrictions and ongoing security crisis in the Ukraine re-opens the issue of common European armed forces as an effective tool for keeping security stability not only in Europe, but also around the world. However, the key issue is to what extent it is feasible to develop autonomous European armed forces operating independently of transatlantic allies, while there is a very strong NATO-EU interconnection in the area of military capability development. |
Water Potential for Conflicts and Confusion of Global HydropoliticsReviewed - ReviewProf. Ing. Josef Říha, DrSc.Vojenské rozhledy / Czech Military Review Nr. 2/2014, Vol. XXIII. (LV.): 128-140 | DOI: 10.3849/2336-2995.23.2014.02.128-140 This paper addresses a gap in the literature relating to the effects and implications of water scarcity and the potential for water wars. The theme has evident military consequences. Experts provide rather pessimistic forecasts about the situation with freshwater on the planet. The early warning models seem to be quite useful as well as early warning conflict indicators. The author deals with the problem from the level of the Czech Republic. |
The Czechoslovak Independent Brigade of Jan Žižka in Yugoslavia - Neglected Component of Anti-fascist ResistanceNonreviewed - OtherIng. Pavel Zona, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 2/2014, Vol. XXIII. (LV.): 146-153 | DOI: 10.3849/2336-2995.23.2014.02.146-153 During the Second World War, the Czechs and the Slovaks joined anti-fascist resistance on many fronts. The battlefield in the former Yugoslavia was in terms of numbers of combatants third most important. The relationship of politicians, historians and media, to various components of our resistance reflected changes in the political orientation of Czechoslovakia, or the Czech Republic. The share of the Czechs and the Slovaks, settled in Slavonia, in the liberation of Yugoslavia and the defeat of Germany was always "politically" complicated. But nobody can dispute its importance and scope, heroism of members the National Liberation Army of Yugoslavia, natives of Bohemia, Moravia and Slovakia. In October 2013, we marked the seventieth anniversary of this unit. |
