Active Measures Concept Deconstruction Through the Lenses of Information Influence

Vojenské rozhledy / Czech Military Review Nr. 1/2024, Vol. XXXIII. (LXV.): 40-62 | DOI: 10.3849/2336-2995.33.2024.01.040-062

This study deconstructs the concept of active measures through the prism of information influence. It understands it as sophisticated methods of influencing public opinion and political decisions, originally used by the Soviet Union and now adapted to cyberspace by the Russian Federation. In the analysis, the concept is contrasted with the general abstraction of information influence. This helps to better understand the proximity of active measures to similar concepts. We conclude that abstractions of information influence are also valid for conceptual understanding and practical examples of contemporary Russian active measures. Active measures are subsidiary to information influence, serving as tactical means to achieve the latter's strategic goals. Furthermore, the author states that the information environment is the operational theatre for active operations, cyber operations can be its manifestation, information operations support as a key component of a broader information operations strategy, and psychological operations are its critical element.

The article focuses on the concept of crowdsourcing in the social networking environment as a new phenomenon involving civilians in the intelligence process, enabling the use of their intelligence potential during armed conflict. Crowdsourcing of the civilian population is introduced by the example of NATO intervention during the first civil war in Libya. The article presents its use during the intelligence process at the strategic-operational level of command and control of the armed forces. It establishes its possible definition as a collection method of the intelligence process, and as a collection method which is disjunctively separable from similar intelligence collection methods.

The article holistically assesses the US application of security-development nexus (SDN) through the most known example of SDN in practice - provincial reconstruction teams (PRTs) - to elucidate what lessons learned can be drawn from there. The PRT's unique small footprint approach aimed to skip combat phases and focus on development in Panjshir. The research detected fourteen lessons learned from PRT's Panjshir wrongdoings and relatively successful initiatives. Lessons learned include defining mission objectives, early identification of instability sources, unified funding, emphasis on security sector reform, cultural awareness, empowering locals, and continuity in leadership and mission. PRT Panjshir's approach is debated, emphasizing managing, not fully resolving, complex conditions. Depending on contextual factors and learned lessons, the model's duplicability in future conflicts remains uncertain.

This article delves into multi-domain operations in the context of future warfighting. A multi-domain approach to operations is being progressively implemented in allied nations and within NATO, as well. It should also become a core interest for the Czech Republic, even if the sea and space domains do not represent the crucial area of potential operational engagement of the Army of the Czech Republic. The complexity of operations in a complex operating environment requires mutual interaction across all operational domains. The integration of the physical and virtual spheres of operations suggests that operations planning cannot be strictly oriented to individual operational domains. The interaction between operational domains must be perceived as a sine qua non for effective planning and conducting military operations. This is also a fundamental prerequisite for the successful activity of forces in a complex operating environment.

The aim of this paper is to contribute to scientific research in the field of examining the shortcomings in the use of strategic communication for armaments. A comprehensive approach that rationalises the political, military, economic and technical decision-making process, as well as appropriate strategic communication with stakeholders, is required for the procurement of military equipment for the armed forces. The paper first analyses the existing shortcomings in the use of strategic communication in support of armaments, and then recommends a model for the adequate use of it. The results of a questionnaire survey and structured interviews with specialists in strategic communication and armaments show a high level of support for the use of strategic communication. However, the selected case studies on the Pandur and BVP modernization projects did not confirm the assumption of an improvement in the ability of the Czech Ministry of Defence to acquire new military equipment.

This study analyzes the involvement of external actors in Ethiopia's civil war between 2020 and 2022, categorizing their behaviors and discourses based on the dominance of instrumental and affective motives. It argues that the convergence of objectives between instrumental motive-dominant actors, who seek to protect the stability and survival of the Ethiopian government, and affective motive-dominant actors, who address humanitarian crises, reached a point of overlap and consent which led the war to end in relatively short duration.

Russia has always had a keen interest in the Western Balkans. It was historically realised in the context of geopolitical continuities of the expansion of its territory and influence. Russia has tried to gain influence in this region for political, economic, identity and strategic reasons. However, after the start of military aggression against Ukraine in 2014, Russia opted for a confrontation in the Western Balkans where it opposes the EU and NATO expansion policies and influence of the West in this region. Key Russian leverage for spreading its influence in the region is the Serbian geopolitical design of military neutrality and the convergence of strategic interests of the two countries. Russia wants to exert a strong influence on the Western Balkans, and thus on the security of the EU. On the other hand, Serbia wants to position itself as the main actor of power in the region with simultaneous support from both Russia and the West.

The article examines the impact of recent geopolitical, economic, and security changes on logistics support capabilities in EU and NATO member states. The study analyzes the effects of the COVID-19 pandemic and the armed conflict in Ukraine on logistics supply chains, considering environmental, social, and security concerns. The research questions focus on identifying the main changes and assessing their implications for commercial, military, and humanitarian logistics. The prolongation of the conflict in Ukraine and the economic sanctions imposed on Russia have been found to have a significant impact on logistics capabilities, perceptions of the structure of supply chains and the risks arising from this. The impact of these events is also producing third-country poverty and dehumanizing the UN SDG goals. On the other hand, improvements in NATO troop readiness and weaponry have been noted. The study highlights the need for further research to investigate specific threats for different types of supply chains and to consider the complex and evolving nature of the issue. Ultimately, this research provides insights into the challenges and opportunities facing logistics capabilities in the context of ongoing geopolitical and environmental changes.

He tried to improve relations with Russia. The centre of gravity was moved to the Pacific area, which got complicated ties with People's China. He didn't succeed in solving troubles with nuclear programme in Iran. The civil war in Myanmar has been going on for more than seven decades. After the military coup in February 2021, it has undergone significant structural changes and gained new momentum. The causes of the conflict lie in the inability of different ethnic and political groups to find a way to coexist within a single state entity and the autonomisation of the military. The main actors in the war in Myanmar today are the military junta and its supporters, the democratic opposition and ethnic organisations. After the coup, the strength of the resistance movement and its operational capabilities are growing. However, this growth has its limits, given the continued disunity of opposition forces, the technical superiority of the Myanmar army and the strengthening of its numbers through compulsory conscription.

The results show that the methods are used, but informally or in a modified form - adapted to the specifics of the department. Barriers to the use of methods, are primarily the varying level of competence of the creators, the inappropriateness of certain methods for certain types of documents, time pressure or the preference for an intuitive approach. The ideal strategy seems to be a combination of the intuitive and rational approach.

The manner of conducting modern large-scale combat operations (LSCOs) is characterized by the increasingly frequent and diverse use of unmanned aerial vehicles (UAVs) integrated into the Command, Control, Computers, Communications, Intelligence, Surveillance and Reconnaissance (C4IRS) system. These aircraft are one of the most important types of weapons in modern LSCOs. Anyone that has the technology can process the latest information from the field and safely passes that information to the command center has a great advantage and a chance to cause great damage to units whose goal is to prevent further operational work. What is important is that UAVs must have some degree of self-protection through site selection action to reconnaissance and retreat routes. The paper presents the possibility of using UAVs for various missions in LSCOs, as well as a case study of their use in previous modern armed conflicts.

The participation of women in the armed forces creates many challenges to their integration in a masculine-dominated mechanism. Traditionally, military service embodies the macho culture where a certain type of physical strength is required, attainable only through the male frame. The traditional military personnel model represents a young male force that is supported by spouses who stay at home but modern warfare and the inclusion of technology have opened many chances for women to be included in the armed forces. Therefore, the aim of this paper is to highlight various fields of armed forces where women in Pakistan may or may not be suitable to be integrated. The paper descriptively analyzes the participation of women in armed forces in general and in the Pakistan Armed Forces in particular. The Bucha massacre raises the question of whether the Russian army predisposes its soldiers to unlawful violence against civilians. This article assumes that regardless of superior orders, perpetrators of violence must overcome the psychological barriers developed during socialisation. The psychological mechanism of "moral disengagement" allows soldiers to kill in combat and act violently on civilians. The duty of the armed forces is not only to prepare soldiers to fight and kill but also to prevent illegal violence. The case of the Russian army demonstrates how formal activities to prevent moral disengagement and violations of the International Humanitarian Law (IHL) face insurmountable obstacles in the form of institutional culture and insufficient human capital.

The article presents a summary of analytical outcomes aimed at mapping current NATO and EU approaches to capability planning and their impact on national planning processes, which were carried out by security and defence institutions. The outcomes point out the fact that significant number of NATO nations and EU member states are using approaches to capability planning which reflect specifically national strategic objectives. It is of note that no country has implemented procedures that could be considered as standardised in terms of a single planning process within NATO or the EU. On the other side, analyses point out the fact that NATO and EU planning processes can be hardly expected to be unified in the short term. Nevertheless, NATO and EU member countries should pay close attention to the outputs of their national planning processes in order to comply with the single set of capability requirements as implemented in the relevant NATO and EU planning processes.
