The new ten-year defence strategy of the Czech Republic has been approved. The document stresses that despite the continuing recession, our state should not allow the military being weakened by further reduction of resources. This could worsen the quality of the military and weaken the Czech Republic's credibility in the international community. There is also the risk of the financial, organisational and personnel destabilisation of the Czech defence system that would bring about a loss of the quality of military personnel, a decayed prestige of the military service, an erosion of the state military capabilities. This article focuses on answering the question to what extent did the German foreign and security policy change, based on the ISAF mission in Afghanistan, especially when it comes to military deployment abroad. The author identifies and analyses the consequences associated with the German experience in Afghanistan and their influence on the current and future deployment of German armed forces abroad. The attention is given to the German strategic culture of "civilian power" and the question, if Germany still fulfills the attributes connected with this theoretical concept. The author verifies this assumption by means of the role theory concept, which helps to understand the behavior of Germany on the international level.

The article is linked with two articles from 2013 (United Nations military observer and Preparation of Military Observers of ACR before Dispatch for Operation) and describes command structure of military observer in MINUSCA operation in Central African Republic. The article also deals with description of basic duties of the military observer team sites as well as some specifics of their live within the operation. The goal of the article is to provide information concerning structure and responsibilities of military observers in this operation. The paper is determined for future military observers, military observers deployed in MINUSCA operation as well as training purposes.

The fundamental regulation of governmental invests is Czech Act on Public Contracts. Its main objective is a financial saving in the procurement of goods and services by the state. In some specific cases, this objective may come into a conflict with other interests protected by a law. Several verdicts recently delivered by courts in criminal cases relating to a procurement of medical supplies bring a new and interesting insight into this issue. Some conflicts with social interest were identified on basis of these verdicts. These interests are the maintaining of the Czech Republic Armed Forces combat capability and its function in peace-time, fulfilment of international obligations of the Czech Republic and the requirement for the strict adherence to military orders. Some cases, in which different interests outweigh the interest protected by the Act on Public Contracts, were found.

After several years of reducing of the Czech defence budget there is a reversal and the Czech MoD begins to manage the increased budget especially for Czech Armed Forces capability development. The Czech Armed Forces is for many years actively involved in the process sharing multi-national capabilities of NATO. Among the former activities such as Smart Defence and Connected Forces Initiative, is also initiative Framework Nations Concept. This article analyzes the overall framework of this initiative, direction and development of this concept.

The paper deals with the issue of the purpose, creation and practical use of scenarios during operational concepts development. The scenar- ios reflect the fundamental characteristics of the environment in which the military missions will be conducted in the next 15-20 years. The paper defines the type of scenarios useful for creation of operational concepts and requirements that must be met for a successful process of scenarios development. Further, it describes the process of scenarios development, the main risks associated with this process while suggesting the possibility of reducing the rate of those risks.

On the introduction, the article focuses on clarifying the place and role of counterinsurgency in current military operations. It also deals with the principles of counterinsurgency and their doctrinal comparison within some advanced armies and the NATO. The aim is to highlight some findings related to principles that should be changed,added in doctrine and incorporated into the training of the ACR troops. The result of the analysis and comparison of individual principles with own experience of the author from the mission in Afghanistan are recommendations given for the troop training in the theatre. The implementation of the proposed measures in preparation of the Czech Army units may improve the effectivenessof counterinsurgency in military operations.

The article aims at highlighting the dangers of long underestimating the need to permanently improve the defense capabilities to deal with current and future security threats. Authors suggest propositions on where to direct the efforts to improve the competence of the Defense to meet the Act Of Defense Requirements. The first part of the article describes, after brief analysis, the options of collective defense and explains the need to solve demanding tasks on own territory under national responsibility in parallel. The second part of the article describes the main thoughts of the theory of "territorial defense", which is missing in current Doctrine of the Armed Forces of the Czech Republic. Theory of territorial defense makes a foundation, upon which the preparedness of the Armed forces of the Czech Republic should be built. In the third part of the article the authors discuss the alternative of implementing the collective defense principle by building multinational joint forces, independent of national armed forces, in transnational responsibility of the coalition of member states, dedicated to the territorial defense of member states and to crisis response expeditionary operations.

The text deals with current and future trends in the development and application of robotic systems suitable for military engineering. The first chapter deals with contemporary requirements for application of robotics into military engineering and furthermore it assesses current state of application of engineer robotic systems into military practice. The second chapter is dedicated to future possibilities of application of robotic systems into military engineering and mentions trends in development of robotic technologies with an emphasis on engineer robotic systems. This text is focused on current situation in Syria and Iraq and so called Islamic State, the one of the biggest threats of contemporary world. The rise of this quasi­state at background of civil war in Syria and still not fully solved conflict in Iraq is the result of involvement of many internal and external actors. The form of their involvement and especially their goals are very different from each other and despite sporadic and declaratory agreements in partial points the main reason the Islamic State still exists in very good shape is disunited attitude of local and external powers against it. The main aim of this text is to explain and to analyze main motives and goals of all relevant actors and sides of mentioned conflict and describe the way they affect its dynamics. Due to that it is possible to increase the knowledge of readers in such a chaotic, unclear and often misinterpreted situation in the Middle-East.

Long-term cuts in military expenditures of European allied countries caused growing differences within the Alliance which can be seen in uneven sharing of military burden and in behaviour called free-riding. The aim of this contribution is to define possible approaches to the freeriding identification and to analyse military expenditure development in relation to conclusions and recommendations declared at the NATO Summit in 2014. The results of military expenditure analysis identify only a small group of countries which, from a long-term point of view, follow the recommendations of the Alliance in the form of allocating a corresponding amount as percentage of GDP and in the form of a recommended structure of military expenditures.

The article informs about the state service of professional soldiers in the Armed Forces of the Czech Republic and the Slovak Republic. It compares the state service of professional soldiers in both countries mentioned and analyses the changes that took place in the Armed Forces of the Slovak Republic on January 1, 2016. With reference to the state service it deals with the career of professional soldiers in the Armed Forces of the Slovak Republic. It offers the list of current career courses in the Armed Forces of the Slovak Republic. It analyses and compares the career courses designed for officers of both countries.

Such exercises are regular part of European exercise process that in periodical cycles examines individual capacities of solving crisis situations, conducting crisis operations under methods developed by the EU. European training process does not cover only the preparation of military units, but also those of civil elements (police, rescue teams, diplomats). Since 2007 the exercises have been ran according to a common scenario "ALISIA", with the purpose to practise crisis operations control by commanders and staffs of EU nations, without any means and elements or support by NATO. European exercise process allows to the EUMS to organize and harmonize two exercises of solving crisis situations in a year. Five members of the Czech Army took part in the exercise MILEX 09 last year. They were involved in the operational planning process at the EU OHQ Specialist Staff, CJ2, CJ4, CJ5 and CJ7 departments. The article is mostly based on the experiences of Czech offi cers at the EU OHQ LARISSA.

The beginning of the second decade of 21st century is tied with distinctive dynamics and changes in global security environment. Among those changes belong security re-orientations of the United States from Transatlantic area to that of Pacific, East and Southeast Asia resulting from a new American military strategy proclaimed in January 2012. The US drew down from Iraq and Afghanistan, political and security movement in Arab world, after decades of "status quo" were awaking. The author concludes that the EU should be prepared for negative scenarios in the development of security situation, or to have at its disposal effective police and military forces with proper humanitarian background to counter possible instability, e.g. massive migration influxes, economy disorders.

The paper presents the additive manufacturing method as a possible alternative to the current subtractive manufacturing methods. Based on literature survey, some of the problematic aspects of the discrepancy between the lengthy development cycles and rapidly changing operational demands responsive to current threats are identified. The paper also includes some thoughts on possibilities of solving inadequacies in the development cycles, as well as related logistical apparatus, by additive manufacturing. For the sake of objectivity, the last part is dedicated to deficits of additive manufacturing, being inherent to technology or possibly to be overcome by further development of the field.

This paper deals with a geospatial support at a strategic level, especially with the production of rapid map products, presenting at this level the most required product type. Backed by their own working experiences from both NATO and EU command structures, the authors describe requirements for geospatial products created at a strategy level, emphasizing the importance of respecting the general cartographic principles. The authors compare the general technology of thematic map production, making use of Geographic Information System, technology, with the technology specific to the strategic level. They also describe the specifics of production at that level, presenting examples both similarities and differences between geospatial support in NATO and the EU.

During the first half of 2010, many Internet sites in the Czech Republic and abroad published a number of alarming articles about the platform, called the European Gendarmerie Force (EUROGENDFOR, EGF). Their authors refer to this unit as the basis for a new "Holy Alliance", when the gendarmerie from one member state will be going to suppress unrests in another member state - if the local task forces refuse to do so. This paper is trying to correct such speculations and summarizes available information about the respective unit.

The CPX Battle Group 2007 was the Strategic and Operational Studies Institute key exercise in the field of CZe/sVK Battle Group EU. It was aimed at increasing operational capability of the Higher Officers Courses attendants in conducting integrated expeditionary and network centric operations in asymmetric environment, in a rapid, mobile, flexible and versatile manner. The exercise was held in May and June, 2007, at the University of Defence Campus, Brno. The aim of this article is to present the latest developments of the rapidly deployable EU Battle Groups and provide better understanding to the complexities of setting up a multinational high-readiness unit for peace-support and crisis management. The author discusses some issues and problem of the concept, similarities and differences between the Battle Group Concept and the NRF, Headline Goal 2010, and some tactical issues related to the operations. Some alternative options on how to further develop this Battle Group Concept are proposed at the end of the study.

This article deals with challenges for the defence policy and strategy of the Czech Republic and their further adaptation and. It outlines set of recommendations for ensuring its armed forces relevance and their long term sustainability. The article reflects debate during the international conference Defence and Strategy organised by the Centre of Security and Military Strategic Studies of the Defence University and held on 15-16 June 2015 in Brno.

The magazine Europäische Sicherheit No. 5/2007 published the article "1st die NATO fur die Zukunft gerustet?" by NATO Secretary General Jaap de Hoop Scheffer. This article summarizes his main ideas. The logic of cooperation in security is timeless. That is why NATO did not end when the Cold War ended. The security environment has changed. The Alliance's missions have little in common with the territorial defence and deterrence functions that characterized the Cold War, namely the terrorist attacks of 11 September 2001. The need to cooperate in meeting common security challenges has not changed. The new NATO programme is very ambitious: the Alliance must broaden the forum for political consultations; military transformation must continue, we have to develop modern military capabilities, among the most important developments in this respect is the NATO Response Force, which gives NATO an entirely new rapid reaction capability. We cannot afford a two-tier Alliance with some countries doing only the peacekeeping and reconstruction and others doing the high intensity and occasionally combat operations. Solidarity and equitable burden sharing means that Allies must be willing and able to do both-and have the military forces to back up their political commitments. NATO must both cooperate with Russia and at the same time be opened to new members.

The main goal of the article is to present the activities of members of the Slovak Armed Forces in the military operation ISAF and familiarize the reader with the main facts involving the Slovak Republic as a member of the Alliance in this operation. The text outlines the genesis of the ISAF and structure of the components of the Slovak contingent. SAF members during their tenure at ISAF gain valuable experiences that make up their professional competence and achieve greater compatibility with other members of the Alliance. In conclusion, the most important awards are presented by the coalition partners for professional use, so competence and commitment of the SAF to assist and defend basic human rights and freedom of the Afghan people, to help them take responsibility for themselves and their country.

EU Battle Group CZE/SVK was formed as the part of a long-term strategy to turn the Czech Army from static defence, garrison force, to mobile, expeditionary formations capable to participate in EU common security and defence policy operations. In June 2003, the first EU autonomous military crisis management operation Artermis was launched. It successfully demonstrated EU ability to operate with quite a small Interim Emergency Multinational Force (IEMF) in a highly hostile environment. The IEMF, dispatched 6,500 km from Brussels, operated under the UNSC mandate, in cooperation with UN forces (MONUC) in the Ituri District, Democratic Republic of the Congo. Operation Artermis demonstrated the need for further development of rapid response capabilities. Subsequently, it has become a reference model for the development of Battle Groups, with rapid response capability. Lessons learned are valuable for Czech army planners being involved in force planning, or building the first EU Battle Group CZE/SVK. Following article deals with the Kurdish diaspora in Middle-Europe at the background of current conflict with so called Islamic State. Kurds are one of the main actors of this strong regional conflict and their diaspora in Germany and Austria are forced to react to such a situation. The text is focused not only on actual situation in Syria and Iraq, but mainly on Kurdish reaction towards it. Not only for Czech reader there is interesting part dealing with Kurdish community in Czech Republic, although this diaspora is not as numerous and strong as in Germany or Austria. One of the important outcomes of the article is an attempt to predict future scenarios of Kurds situation development. But it is necessary to mention the high dynamics of conflict with Islamic State complicates any such an attempt of prediction.

Recent developments in security environment in the last two years re-opened crucial European debates such as the reform of the NATO architecture to address resurgent Russia to the East and as finding common European solution to migratory pressures that test both national capabilities and European solidarity. Even through the Visegrád countries do not always share common interests, the V4 manifests that it can play indispensable role in reaction to these developments. However, V4 still lacks actually proactive regional approach that would accommodate polish interests in order to keep informal leader Poland invested in this cooperation format. Polish elections mean one more challenging test for the V4 to coordinate positions before the crucial NATO Warsaw summit. Should this endeavor be unsuccessful, Poland could look to other formats that mirror its interests and threat perception more closely meaning that V4 would take a back seat with regard to NATO agenda. The task for the Czech V4 presidency is to produce practical results in ongoing ambitious project in defence cooperation so that is demonstrates the cooperation's 'added value.'

There are many reasons to start learning French. With the involvement of our professionals in missions in Mali, it has also become desirable to improve their language skills before their departure. We interviewed those who attended the language courses at the Language Centre of the University of Defence. They confirm that the knowledge of English is not always sufficient. This interview can be inspiring for those who are going to fulfil their duties in the missions in the African continent. We also present statistical data related to the number of French-speaking Czech soldiers and some tips how to maintain the level of French after completing a course.

This article analyses frozen Conflict in separatist region of Transnistria in the light of recent crisis on Ukraine. Despite standing in the shade of Ukraine, the importance of Transnistria has been once again highlighted by Russian support to separatist movements in post-soviet area. Hence text also argues, that by precise analysis of important agents involved in Transnistrian conflict, such as Russia, Ukraine or Romania, we can better understand not only current development in this "de-facto state", but also put annexation of Crimea (or war in eastern Ukraine) into context. On the other hand, influence of Russian military presence in Transnistria on Ukraine war effort is also important and deserves to be closely studied.
