The change of security situation in the world, international ties and last but not least changes in operational environment, exploitation of new technologies are reflected by changes in defence planning, military organization, forces engagement and operational assessment. Time, flexibility, cooperation in coalition operations, interoperability in technology spheres play incommutable roles together with trained personnel. Command and control (C2) is self-contained system depending on many factors provided by the so-called System of Communication and Information. At present it is the very base for information collection, decision-making process, preparing variants of operation for both commander and his staff. Among others the author writes about Network Enabled Capability system introduced into Czech armed forces. C2 programme is also a part of educational curriculum at Defence University Brno.

Many people in the world lead intolerably insecure lives. In many cases insecurity is the consequence of armed conflicts in which civilians are deliberately targeted, sometimes, their insecurity has natural causes, like earthquakes, hurricane, tsunami or disease, they suffer from famine. Security is a broader term, covering not only military threats. Human rather than nation-state security should be at the heart of European policy. Instead of defeating enemies or pacifying warring parties, EU missions should focus on protecting civilians, through law enforcement with the occasional use of force. EU member states ought to support a new framework for the European Security and Defence Policy (ESDP). The following seven principles are underlined: (i) the primacy of Human Rights, (ii) clear political authority, (iii) multilateralism, (iv) a bottom-approach, (v) regional focus; (vi) the use of legal instruments, (vii) the appropriate use of force. In fact, underlines Mr. Karaffa, humane security concept forms the very base of common European culture and identity.

In recent history, German armed forces have been transformed into a modern, international recognized force, so has its logistics. Readiness became a major issue and soldiers suddenly had to be prepared for a broad variety of international missions, predictably supported by military logistics that newly cooperates with a private sector. The main logistics control and management centre is situated in the port city Wilhelmshaven. The Centre is responsible for planning logistics operations, their coordination both home and abroad. The newly created department for supply chain management is going to streamline supplies, to increase efficiency of the whole supply process. By means of several schemes the authors explain flows of materiel and supply routes tied with civilian companies (e.g. HIL GmbH).

In October 2008, under the auspices of the First Deputy Chief of the ACR General Staff Maj.Gen. Josef Prokš and Col. Jiří Gajdoš, Chief of Czech Armed Forces Chemical Corps, 3rd International CBRN Commandant and Commanders Conference took place in Liberec, dealing with the CBRN threats and variants of protection against them. The Conference was organized by Force Development Division-Operations Section Chemical Corps Department in cooperation with Centre of Excellence in Vyškov, 31st CBRN brigade in Liberec, NBC Defence Institute in Vyškov, Centre of Biological Protection at Těchonín, Chemical Corps Department of Joint Forces in Olomouc, Czech NBC Team, and last but not least VOP-026 in Šternberk. This highly critical article, the author opens with a statement that 15 years of changes, implementation of rules, professional career advances do not fulfil expectations. The problem is more serious as the armed forces do not compete effectively in labour marked, with the implication of wasting public money (from defence budget). The whole situation is demonstrated on pay and career stratification of career officers and soldiers. Among others, in comparison with civil sector, military pays have low level of competitiveness. The article is supported by several graphs and tables.

The Military Technical Institute of Ground Forces (VTÚPV) Vyškov was established in 1978 as a research authority and its activities have covered both requirements of the Army of the Czech Republic as well as the civilian sector. The VTÚPV Vyškov Division specializes in equipment, material and technologies of the ground forces. It solves tasks ranging from theoretical analyses and applied research and development to the prototype production phase, testing and validation, and small series production. It is an accredited testing laboratory for testing products and systems; it operates as an accredited certifying body for a large number of products. Since 2003 it is a part of the military repair shop VOP-026 Šternberk, s.p. (state enterprise) founded by the Ministry of Defence. The article enumerates its activities, namely just finishing semi-anechoic hall EMC (electromagnetic compatibility), the most important and most expensive investment project since the late 80s.

This article deals with the EU command and control functions and provides basic information on the structure and capabilities of the EU CCS in Battle Group EU operations. The author describes political and strategical levels CCS (COREPER, GAERC, COPS, CivCom, EUMC, EUMS, BDE HQ, prospective EU FHQ). Only US, EU and E3 (Britain, France, Germany) are capable to realize integrated expeditional operations. The ACR can work only with cooperation with them. The Czech Republic as a small EU member state is actively engaged in the building of the Battle Group EU. The Czech Army is going to increase its expeditionary capabilities as demanded and be prepared for a broader range of conflicts and crises in the vital area of the EU concerns. At present, the ACR is able to carry out a self-supported, integrated expedition operation only on the edge of all its strength. The political leaders must bear this fact in mind, as the army mustn't be overburdened, otherwise it might lose its credibility. This opening study is written by two authors, members of Centre for Social and Economic Strategies, Faculty of Social Sciences, Charles University Prague, which is an interdisciplinary research and education unit engaged in the development of theory, methodology and practice of exploring possible futures, and the application of analyses and forecasts in decision making. The authors propose to supplement prognostic scenarios by the so-called wild cards that represent something unpredictable, extra players or actors taking part in a global politics. They compare wild cards of 2001 with the present-day situation, and then predict state of affairs till 2040, among others, the islamisation of Europe and hispanisation of the United States. The purpose of this is to promote dialogues between military and security experts, politicians, civil servants, civil sector activists, as well as individual citizens.

This operation was led by Germany, and made up of elements contributed by twenty EU nations; as well as Turkey and Switzerland. The EU deployed FHQ in Kinshasa and simultaneously kept the over-the-horizon force in Gabon, in order to ensure a deterrent capacity and to avoid unnecessary heavy military presence in Kinshasa. After Operation Althea in Bosnia and Herzegovina, the EUFOR RD Congo was a second EU largest military operation, involving a total of almost 3,000 soldiers and officers). The co-operation with MONUC was decisive in containing the potential spread of violence at a particularly sensitive moment in the election process. The operation demonstrated the EU ability to successfully conduct medium scale autonomous multinational operations within a planned time frame under the UN mandate. The new ten-year defence strategy of the Czech Republic has been approved. The document stresses that despite the continuing recession, our state should not allow the military being weakened by further reduction of resources. This could worsen the quality of the military and weaken the Czech Republic's credibility in the international community. On May 15, 2012, the Czech Defence Minister decided to establish the Centre for Security and Military Strategic Studies. The institution of this type has been long awaited, with great expectations. The author, director of this institute, presents the survey of similar scholarly institutions founded and finally cancelled in this country after 1989. This article introduces the original intent of its founders, namely Centre's future role in the development of strategic studies as a starting point for strategic management, its place in the system of Czech military education and training. The results reached by this institute ought to be truly utilized by MoD leaders and government officials.

The defence environment is complex and dynamic. The aim of the article is to provide the readers information related to the theory of fundamental elements and tools of operational art, which are for the preparation and conduct of military operations, particularly at the operational level of war, critical. The operational level of war depends on methods that will create appropriate conditions to achieve the closing state, set by a superior commander, in accordance with the complex strategy of military and non-military instruments of state power. Although the methods of application of specific operational art components rest mainly in the mind of the English Annotations and with several acts tied with civil emergency preparation.

The objective of this article is to analyse the security and foreign policy of the Russian Federation in 2008-2012, in terms of security culture. The article is based on the assumption that the Russian security and foreign policy during Medvedev's presidency was characterized by four features: promoting multilateralism, exaggeration Russian national security threats, emphasizing the possibility of the use of nuclear deterrence, and using energy as a political tool. The article is based on three Russian strategic documents, i.e. Foreign Policy Concept of the Russian Federation, National Security Strategy of the Russian Federation to 2020 and the Military Doctrine of the Russian Federation. It also examines some events of Russian internal and external policy, especially Russian-Georgian conflict, Medvedev's proposal to create new security architecture in Europe, or the security relations between Russia and the EU, NATO and the U.S.

The aim of this work is to explain readers the so-called sociomapping method that is among others used in Czech peacekeeping units employed abroad, e.g. in Kosovo, Bosnia-Herzegovina, Iraq or Afghanistan. Sociomapping came into being in 1994, when a young scientist Radovan Bahbouh came up with the idea of this special analytical-graphical method. The method reflects the description of human activities and ways in which we could (in the positive sense) affect human lives. With Sociomapping, we can even predict the most suitable staffing of the crew. Sociomapping is shown as proper instrument, which helps to determine the problem and most important areas to focus on.

The article deals with the evaluation of military expenditures of European Union's four selected countries in the period of 2001-2008. Among examined countries belong the Czech Republic, Austria, Slovakia and Slovenia. The term military expenditures is used by many users, so the article defines first this term and also sources from which the authoress collected data for evaluation. The main source of statistical data about military expenditures is the Stockholm international institute, namely its research yearbooks.

This year, the Hlávka Economy Institute published a book "Professional Army in the Czech Republic: First Five Years", by Bohuslav Pernica. It is a study dealing with first five years in which the Czech Republic transformed its forces from a conscription army to all-volunteer one. The author sees the necessity to go professional in context of changed global surrounding after the end of Cold War. The subject is treated mainly from economy point of view. He pays attention to three important issues related to this transformation: recruitment /retention, training /education, and substandard soldier's pay, which is one of roots of low service competitiveness on civil labour market.

In our country we can meet various publications on intelligence activities, nevertheless we feel the lack of expert books with wider overreach. Among those publications that fulfil such demands belongs the work by Ladislav Pokorný "Secret Agencies", Prague: Auditorium, 2012. The book covers intelligence organizations of all kinds, including military ones. In military section the reviewer cites the famous ironic sentence "Under the Czech Law, we have three intelligence services, in fact there are four of them, with five directors". The publication is of high information value and could also serve as a university textbook.

Mr. Prchlík would have been ninety years this year. He started his career as a professional soldier. Among others he was Deputy Defence Minister, then he assumed the position of the director of the Main Political Directorate, and finally he was elected Member of Parliament. In 1967-68 he opposed to military coup d'etat in favour of the former Czechoslovak president Novotný. In 1968 he became a head of Administrative Section, Central Committee, Communist Party. He had under his control all military and police activities in the country. The Soviets asked to be disposed from this position and finally he was even arrested. When released from prison, till his death, he was employed as a manual worker. He took part in military section of political dissent.

The results of American foreign, security, defence and military policies are ambiguous. The war in Iraq ends, troops are going to leave both Iraq and Afghanistan. Obama was held up in Arab spring. He tried to improve relations with Russia. The centre of gravity was moved to the Pacific area, which got complicated ties with People's China. He didn't succeed in solving troubles with nuclear programme in Iran. His moderate success in foreign policy was the consequence of his concentration on home politics, health care reform, economy and financial crises. At the end the essay evaluates the Chicago summit that among others officially affirmed that NATO activities in Afghanistan would be concluded by 2014 and declared the so-called smart defence.

Operational art is the use of creative thinking by commanders and staffs to design strategies, campaigns, and major operations and organize and employ military forces. This article is a sequel to the study published in a previous issue of this Military Revue. The author discusses the fundamental pillars of operational art, upon which Alliance countries build their doctrinal and defence documents concerning operational art. A separate section deals with conditions and status of operational art in the Army of the Czech Republic in the last 20 years. The author calls for the need to introduce operational art in several key areas of Czech doctrines. He recalls the necessity to implement those issues in the prepared Doctrine of the ACR.

In spite of the fact that the security tensions are not so high as during the cold war, with impending nuclear conflict, the global security situation is far from ideal. Fundamental changes in a global security environment have brought except a lot of positives also many negatives, in a form of various asymmetric security threats. The rise of new military and nonmilitary dangers, under the influence of globalization and contemporary worldwide economic crisis, is directly related to the need of conflict prevention, crisis management, peace missions, law enforcement, or support to humanitarian assistance.

In conclusion of article in Military Review No 3, 2011, the authors gave notice about a sequel to this article. Today they describe military deception form another point of vies. They depict the creation of false picture, deception in the frame of operational planning. The authors accentuate that not only Asian countries, but also western ones look back to classical works on military art, e.g. Sun Tzu, The Art of War (around 2,000 years ago). Sun Tzu's philosophy recommended a strategic method to win that rarely required actual war. Spies, diplomats, deception, and a correctly organised internal structure were his main tools. If it came to war, he recommended among others to use detailed and elaborated military deception.

The French "Centre de Doctrine d'Emploi des Forces" (CDEF) has published new doctrine FT-05 The Tactical Commander's Guide to Command and Control in Operations. The global action of land forces is now carried out within a strategic environment that has dramatically changed for 15 years. In this new environment, the French Army asserts and implements a double requirement: that of power and the control of force. The article presents the fundamental conclusions of this doctrine and compares them with the Czech national doctrinal documents. Author concludes that in comparison with the French doctrine, Czech doctrines are much more focused on the procedural and technological part of the Command and Control Systems than the ability of commanders to command.

Existing military medical service and health care in armed forces is tied by many official legislative norms by Ministry of Health that are difficult to follow by military structures, military manuals and inner rules. The authors trace current legislative framework that limits medical treatment and respective institutions of military medical care. They identify possible problems and suggest solutions how to overcome emerging troubles. The present MoD regulation No. 285/1999 does not meet reality and must be updated.

This article describes the question of CBRN and their possible abuses in civil aviation. The problem includes security analysis identified by the Civil Aviation as the most significant class of this group-biological agents. The authors pay them special attention. The second part of paper contains model situation in case of emergency: virus variola (smallpox) attack in a terminal of medium-size international airport. Depending on the detailed properties of virus, transport hub and afflicted area, there are two versions of attack- for summer and winter timetable, according to expected progress of virus extension, and follow-up arrangements.

The beginning of the second decade of 21st century is tied with distinctive dynamics and changes in global security environment. Among those changes belong security re-orientations of the United States from Transatlantic area to that of Pacific, East and Southeast Asia resulting from a new American military strategy proclaimed in January 2012. The US drew down from Iraq and Afghanistan, political and security movement in Arab world, after decades of "status quo" were awaking. The author concludes that the EU should be prepared for negative scenarios in the development of security situation, or to have at its disposal effective police and military forces with proper humanitarian background to counter possible instability, e.g. massive migration influxes, economy disorders.

The purpose of this article is to inform on elements of military deception in NATO armies and overarching principles that make military deception successful. Deception Planning is an iterative process that should be considered as an inextricable part of the operational planning. The knowledge in the field of military deception in the Czech military is low; no operational deception plan has been prepared for foreign operations or any military exercise. Deception is widely appreciated as a powerful instrument of military operations, yet it is surprisingly neglected by both the Czech Army and Military Educational System. The author tries to encourage officers and members of higher staffs to study this subject.

The information revolution is affecting the whole spectrum of conflict. Here the authors advance an ambicous idea of "swarming" that may emerge as a definitive doctrine that will encompass and enliven both cyberwar and netwar. Swarming is seemingly amorphous, but it is a deliberately structured, coordinated, strategic way to strike from all directions, by means of a sustainable pulsing of force and/or fire, close-in as well as from stand-off positions. Swarming depends on a devolution of power to small units and a capacity to interconnect those units that has only recently become feasible, due to the information revolution. The idea of swarming stands for engaging an adversary from all directions simultaneously, either with fire or in force.

This paper deals with problem of education in a military college on the background of military-economic reality. It shows the requirements of the Bologna Declaration in the relation to economic education. Training of military officers has four levels: qualifying (in relation to the performance of different professional roles), developing (in relation to the developing leader personality), motivational (in relation to recruitment) and accepting (in relation between public and army). The economics is of great importance here. It should be beneficial for responsible managers, for their decision-making that can lead to optimization of the results based on economic behaviour, linked to motivational factors.
