(LVI.): 62-80 | DOI: 10.3849/1210-3292.24.2015.03.062-081 Islamist territorially anchored violent non-state actors (ITAVNSAs) seeking to change the status quo of the current international system constitute one of the greatest challenges the international order based on mutual respect of equal sovereign states. These actors in areas without the presence of power states use explicit cross-border violence to achieve their objective in accordance with universal Islamist ideology - the construction of a caliphate. The paper presents in the theoretical and modern historical perspectives methods of reduction of anarchy in the international system - power, economic, legalistic and normative - and highlights the reasons why face to face of these actors, these heretofore functional ways, be it on a regional or system level of analysis, fail. |

It characterizes the key actors of the war in Ukraine, which is a result of a long-term geopolitical competition between the USA and RF in the Black Sea region. The NATO enlargement in the area is classified as a non-coercive Expansion by Invitation (articulated by the elites of the former member states of the USSR and Warsaw Pact), which has provoked growing irritation of Russian political and military elites and the following hybrid war with dramatic international consequences. Last but not least, the article analyses military incidents and resulting security threats and challenges. |

(LI.): 3-21 The primary purpose for NATO enlargement, covering first three countries of the so-called Visegrad Four and later Slovakia, was the necessity to fulfil "security vacuum" in Central and subsequently in Eastern Europe which came into existence after the fall of Soviet empire. Membership of those countries helped to fix criteria for admission of other states to the Alliance. Today, the NATO alliance stands in front of new important challenge: to work out a New Strategic Concept agreement in late 2010, based upon the idea saying that the security of Euro-Atlantic region is tied with and depends on the safety of the whole world. This safety concept will able to be realized only by means of global strategical governance. More then predicting expected security and defence ideas, the author reopens a broader discussion about the real meaning of NATO membership. He also repeats and enumerates risks and threats we are facing today. |

(LI.): 3-15 The NATO's New Strategic Concept is only starting point to open discussion on a wide range of security problems. At the beginning there is a description of Czech home politics, attitudes of Czech political parties toward NATO alliance. The author explores the history of NATO's identity crisis. In recent years, different security optics of the members splintered NATO. The US wants an expeditionary alliance with a global reach, the Western Europeans hold to a vision of a regional club of liberal democracies, the Central Europeans have a wish so that Washington would stand by them when they will find themselves pressured by Russia. NATO is divided on how to reform its decision-making processes and how to fund and resource its home and away missions. In Afghanistan, the Alliance faces the most difficult operational challenge to date, with a real possibility of strategic failure. The overarching problem is how to define the core business of NATO: cyber defence, energy security, WMD proliferation, stability and reconstruction missions, out-of-area missions, territorial security, enlargement, partnership-building. The discussion over the New Strategic Concept needs to reorder the question how to define NATO's appropriate roles and go from there. |

The document stresses that despite the continuing recession, our state should not allow the military being weakened by further reduction of resources. This could worsen the quality of the military and weaken the Czech Republic's credibility in the international community. There is also the risk of the financial, organisational and personnel destabilisation of the Czech defence system that would bring about a loss of the quality of military personnel, a decayed prestige of the military service, an erosion of the state military capabilities. (LI.): 15-30 This concept has been preparing since the early 2009. In short, the North Atlantic Treaty Organisation must be increasingly prepared to intervene far beyond its borders. In the coming decade, NATO will have four central inter-related military missions. The first requirement is to "deter, prevent and defend" against aggression, so as to ensure the political independence and territorial integrity of NATO member states. The report insists on the need to send out military missions beyond the treaty area "when required to prevent an attack on the treaty area or to protect the legal rights and other vital interests of Alliance members". Any expeditionary mission must be based on the principles of the UN charter. Another key item is to cooperate better with those partners, and others worldwide, in order to tackle the new threats posed by cyber attacks, piracy, arms proliferation and energy supply insecurity and climate change. However, in order to achieve the new goals, NATO "must halt the precipitous decline in national defence spending", and to introduce reforms to make spending more efficient. |

Various forms and typologies of contemporary terrorism which occurs in different geographical and cultural areas and uses large scale of methods and tactical and strategic approaches are introduced as well.The main goal of this article is to describe psychological aspects of terrorism with the emphasis on the motivation and group dynamics of terrorist organizations. The staircase metaphor which allows thinking about the process of recruitment of terrorists is introduced as well. The article derives especially from theoretical socio-psychological and political findings. |

(XLVIII.): 148-152 Officially, we barred authorities from discriminating against people because of their race or gender. Women's rights guarantee that women will not face discrimination on the basis of their sex. The Armed Forces have opened up traditionally male roles to female recruits, but it became apparent that many women did not possess the strength necessary for their work. In military practice, some problems have arisen: especially during hard military drill and training. Injuries among female army personnel are increasing; they are several times higher than among male personnel. In author's opinion, this 'gender fair' policy has to be changedto a policy respecting gender differences. Even though in some cases physicalfitness both servicemen and servicewomen are identical, the tables of comparison M/F physical capabilities confirms and quantifies the excess risk for women when they undertake the same arduous training as male soldiers, and highlights the conflict between health and safety legislation and equal opportunities legislation. |

In the final part of article, you can find the proposal of the strategic document management system within the security development system. (LV.): 41-52 | DOI: 10.3849/2336-2995.23.2014.02.041-052 The acts of violence have swept the whole Central African Republic (CAR) since March last year. When the Muslim fighters of Seleka rebel groups had deposed a Christian president Francois Bozize, the fighting between Christian militias and Muslim population broke out. The provisional government of the Muslim Michel Djotodia allegedly intentionally massacred civilians, including women, children and old people. In December 2013, under the resolution by the Security Council, UN, the French troops of 1600 men were sent to help to African Union soldiers to keep growing chaos at bay. But up to now, the violence has not been stopped. Nearly a million of people have been internally displaced in the country. A total of 935 thousand of Central Africans are currently sheltering in scrublands or living with their relatives. More than half of the city's population fled Bangui, some 60 per cent of those displaced are children, according to the UN refugee agency, UNHCR. |

(LV.): 50-80 | DOI: 10.3849/2336-2995.23.2014.01.050-080 This article tries to analyse the employees of central state administration, who are involved in analytical, conception, planning and strategy activities. We organized a research at eleven ministries in 2013, to familiarize themselves with their roles. Only three ministries refused to take part in this research (home office, regional development ministry and agriculture ministry). The results reached describe how examined groups evaluated various factors influencing their analytic and conception performances. The identified state at the Defence Ministry is compared with overall situations at other ministries of the Czech Republic. At the end of this article the author expresses certain suggestions and recommendations how to improve current state of affairs. |

(LVI.): 35-47 | DOI: 10.3849/1210-3292.24.2015.03.035-047 The article presents partial conclusions of the questionnaire survey on "Problem Solving in the Defence Department of the Czech Republic". First, possible types of the addressed problems and methods for solving the ill-structured problems are characterized. The aim of the empirical research, whose findings are presented, was to identify the ill-structured problems that are solved in the CR Defence Department, and to find out the extent of the use of the methods for problem solving within the mentioned organization. In order to collect data, a semi-structured questionnaire was developed. The total of 135 questionnaires provided data for evaluation. The respondents from the researched organization mostly meet the problems which are related to a planning process, also to a change of an organizational structure, training preparation and processing of internal regulations. The methods, which are used to solve the quoted problems in the Defence Department, are expert panel discussion, interview, brainstorming, wargaming (pros and cons analysis), SWOT analysis, analysis of concerned parties and an objective tree.The rules and recommendations for solving ill-structured problems in the CR Department of Defence are defined, based on the found out information, toward the end of the article. |

(LVI.): 48-61 | DOI: 10.3849/1210-3292.24.2015.03.048-061 Defense planning and research has to engage with questions about future developments quite often. Solutions to these questions tend to be hazy due to (I) the missing data, or due to (II) the necessity to build long-term prognoses, which are - by their very nature - only remotely related to any current or historical empirical cases. Under these conditions counterfactuals and their specific - future- oriented - form: scenarios, offer a valuable tool. Nevertheless, counterfactuals and scenarios, due to their limited empirical embeddedness, demand explicit and rigorous application of a theory. The article highlights often overlooked resemblance of scenarios and counterfactuals and derives from this fact some methodological implications for scenario building enterprise. Beyond that, it aims at demonstrating possible contributions as well as obstacles inherent for the use of scenarios and counterfactuals in our defense policy debates. |

(LVI.): 68-78 The article aims at highlighting the dangers of long underestimating the need to permanently improve the defense capabilities to deal with current and future security threats. Authors suggest propositions on where to direct the efforts to improve the competence of the Defense to meet the Act Of Defense Requirements. The first part of the article describes, after brief analysis, the options of collective defense and explains the need to solve demanding tasks on own territory under national responsibility in parallel. The second part of the article describes the main thoughts of the theory of "territorial defense", which is missing in current Doctrine of the Armed Forces of the Czech Republic. Theory of territorial defense makes a foundation, upon which the preparedness of the Armed forces of the Czech Republic should be built. In the third part of the article the authors discuss the alternative of implementing the collective defense principle by building multinational joint forces, independent of national armed forces, in transnational responsibility of the coalition of member states, dedicated to the territorial defense of member states and to crisis response expeditionary operations. |

(LVI.): 46-60 There has never been so much primary data on al-Qa'ida publicly available. Nevertheless primary data are still not used enough, despite the fact that their omission had a clearly detrimental effect on the quality of research on al-Qa'ida. The article's goal is twofold: to lay out an overview of the publicly available sources of primary data on al-Qa'ida and by highlighting interesting aspects of their content to demonstrate their usefulness for the research in general. The article deals particularly with outputs of public institutions, al-Qa'ida's members' publications, al-Qa'ida's members' communication that has been made public and leaked classified information. The topic how to use the sources of primary data will be discussed briefly. The article aims at encouraging the academic and expert community to use primary data more broadly when researching al-Qa'ida. |

Military and Public Expenditures and Fiscal Policy of the CR in the 90sReviewed - ResearchDoc. dr. Jiří Nedbal, CSc.Vojenské rozhledy / Czech Military Review Nr. 1/2006, Vol. XV. (XLVII.): 25-34 The purpose of the paper is to explain some of the connections among military and public spendings and its influence on forming fiscal policy in the 90s. Security doctrines influence national military concepts, level of defence expenditures, and developments of other spheres of public spending. Defence and other items are parts of spending budget, constituting government's fiscal policy, and vice versa; the economy in respective countries influences defence policy. The author treats the question how Czech expansive fiscal policy reached the limits of its growth, how it was reflected in defence policy. The key military reform proved to be inevitable; the reform of armed forces demanded the reform of civil administration. He comes to the conclusion that in our country, government spendings are not a stimulus of economy growth, even not in a short time period, that it is economy growth that determines public spendings, so does the defence budget. |

(L.): 5-22 This study is based on a paper presented at the conference with the same heading taking place on January 8, 2009. First, the authors enumerate starting points of Czech defence and security polity together with key factors influencing their developments. The whole scale of new threats-from WMD and ballistic proliferation to cyber attack and even non intentional threats like climate change and pandemia-are to be addressed not only in NATO but also in the EU. Existing states of affairs are gradually reflected by Czech security and defence documents: Security Strategy 1999, 2001, 2003; Military Strategy 1999, 2002, 2004, 2008. In this historical context we joined NATO defence alliance and took part in peacekeeping missions abroad. Previous twenty years when we lived in peace could be regarded as a challenge to build Czech statehood. There is no time like a present. Only the future will show us whether we mastered it as much as we could. |

(LI.): 38-48 The new American doctrinal document called National Security Strategy (NSS 2010) was released in May 2010. Generally, NSS documents outline major national security concerns and plans. The NSS 2010 lays out a strategic approach for advancing American interests, including the security of the American people, growing U.S. economy, and international order that can address 21st century challenges. President Obama is stressing global leadership, dependent on strong and responsible American leadership directing it to ensure other nations follow. He urged Americans to revitalize their own economic, moral and innovative strength to continue to lead the world. The essay by Mr. Eichler is divided into two parts: first one deals with Bush's security policy, and second one deals with documents issued during Obama's presidency. There is a departure from Bush's security strategy that had led to two asymmetric wars in Afghanistan and Iraq. There are interesting nuances. The NSS 2010 for example declares the intention to build deeper and more effective partnerships with key centres of influence-including China, India, which represents among others Obama's retreat from policy of unilateralism. |

(L.): 148-158 The complex security strategy must pay attention not only to outer threats, but also to inner security risks. Social and cultural impacts of globalisation produced even to our country a rise of several extremist right-wing political groups inspired by or following the tenets of Hitler's Nazi Party, referred to as neo-Nazis, because they modify Nazi doctrine and because the original Nazi movement inspires them. Some forms of fascism are also anti-Semitic or xenophobic. On the contrary, Anarchism is a political theory opposed to all forms of government. Anarchists believe that the highest attainment of humanity is the freedom of individuals, unhindered by any form of repression or control. To accept matching strategy, we must know those theories, their international background, as those movements are usually tied with organized crime and terrorism. |

(LI.): 101-113 The article deals with persistent problems of Czech military policy within 1993-2009, its achievements and failures. A new managerial concept, system planning, programming and budgeting, which superseded a communist central control, was not implemented fully because of governance instability. The office of Defence Minister was held by 11 persons within 1993-2009 (Czech Republic). Among others, it aroused the return of a concept of central planning in 2004, which was not successful, because it was not supported by institutions outside the MoD. The authors propose more transparency in military matters and better cooperation with academic community to prevent the repetition of concepts supporting short-term goals instead of long-term visions. |
Proper Economic Policy in MoD Department and Problems with Its ImplementationOpinions, controversyMjr. Ing. Bohuslav Pernica, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 2/2007, Vol. XVI. (XLVIII.): 89-94 The demands for transparency, economy, efficiency and effectiveness of public expenditures in the Czech Republic are increasing. In fact, this kind of economic policy in the forces has been followed since we joined the EU in 1994, but without much success. Its implementation has not achieved its goals. Some factors lying behind the failure of this policy are showed in this article, as well as some remedies proposed by the author, so that the readers could understand the topics and consequently they support implementation proper economic practice within the Czech Armed Forces. The author is a supporter of wide economy education in defence department, namely for key personnel (units commanders, chiefs of staffs, directors of institutions) and their subordinated personnel preparing materials for materiel allocation. Among others, Mr. Pernica underlines the underestimation of proper motivations of key personnel to behave economically on the part of MoD officials. |
Does China Conquer Also Europe? China bought Spanish, Portuguese, and Greek obligations, i.e. China lent a hand to those countries (so did the European Union). In this way, China increased its influence in Europe. Stabilized Europe is necessary for Chinese export, it was not mere charity. Defence expenditures of People's China has reached 100 billions USED a year. Supposing the Chinese are intended to reach world's domination, they should stick to this kind of policy and they should not try to acquire the dominance by armed force. China behaves like an asymmetric power, knowing well that it can't surpass the U.S. by arms. China does not want to repent Russian mistake to be "over-armed" by America in futile arms race. Still, there is plenty of free space to compete with the U.S., e.g. cosmic or space competition, computer and Internet technologies. |

The impacts of Russian actions on Latvian defence policy are discussed in the paper by Mr Janis Berzinš,Managing Director of the Centre for Security and Defence Research, National Defence Academy of Latvia, in Policy Paper, No. 2, 2014. The second strand reflects the marginalisation of security and defence policy agenda, influencing the instability of armed forces. The last strand focuses on the growing role of international organisations during the provision of security and defence of the Czech Republic. In summary, the author identifies main challenges ahead for Czech political and military leadership. |

(LV.): 40-50 | DOI: 10.3849/1210-3292.23.2014.04.040-050 The motivation and professional values of soldiers involved in Other People's Wars is one of the most important knowledge necessary for effective command and control. Those were main reasons for an extensive questionnaire survey among soldiers, deployed in PRT ISAF in 2010-2011. One of the key topics was motivation to leave for Afghanistan, professional expectations and evaluations of external and internal environment of the mission. The purpose of this paper is to present the basic outlines of values of today's Czech soldiers, their professional motives and expectations. The results are interpreted in the context of Moskos' theory of the contradiction between institutional and occupational orientations of present armed forces and adapted to the actual social and political state of affairs. |

The author tries to explain its substance and importance and at the same time he warns against the difficulties with its implementation. Backed by several studies, we must conclude that there is a lot of confusion in terminology we use. It is therefore proposed to apply cost-benefit analysis, so that we could create a unified terminology and simultaneously to use this analysis to present armed conflict economy in terms of overall expenses vs. likely benefits aroused by respective armed warfare. |
