Alliance's New Strategic Concept (Discussion Continues)ReviewedPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 3/2010, Vol. XIX. (LI.): 3-15 The NATO's New Strategic Concept is only starting point to open discussion on a wide range of security problems. At the beginning there is a description of Czech home politics, attitudes of Czech political parties toward NATO alliance. The author explores the history of NATO's identity crisis. In recent years, different security optics of the members splintered NATO. The US wants an expeditionary alliance with a global reach, the Western Europeans hold to a vision of a regional club of liberal democracies, the Central Europeans have a wish so that Washington would stand by them when they will find themselves pressured by Russia. NATO is divided on how to reform its decision-making processes and how to fund and resource its home and away missions. In Afghanistan, the Alliance faces the most difficult operational challenge to date, with a real possibility of strategic failure. The overarching problem is how to define the core business of NATO: cyber defence, energy security, WMD proliferation, stability and reconstruction missions, out-of-area missions, territorial security, enlargement, partnership-building. The discussion over the New Strategic Concept needs to reorder the question how to define NATO's appropriate roles and go from there. |
The Preparation of NATO's New Strategic ConceptNonreviewedJUDr. Miroslav TůmaVojenské rozhledy / Czech Military Review Nr. 1/2010, Vol. XIX. (LI.): 24-28 The article deals with the Declaration on Alliance Security issued in Strasbourg on 4 April 2009. The author enumerates its main items: reform of NATO structures, improving ability to meet the security challenges, strengthening cooperation with other international actors. Today we are facing global threats, such as terrorism, the proliferation of weapons of mass destruction; our security is increasingly tied to that of other regions. Deterrence, based on an appropriate mix of nuclear and conventional capabilities, remains a core element of Alliance overall strategy. NATO will continue to play its part in reinforcing arms control and promoting nuclear and conventional disarmament in accordance with the Nuclear Non-Proliferation Treaty, as well as non-proliferation efforts. The author is a strong supporter of Obama's idea of world without nuclear weapons; he hopes that this notion will be also reflected in preparing NATO strategic concept. They are also further points to be stressed, e.g., a cooperative partnership between NATO and Russia. |
Will Europe Defend Itself without Americans? Reflections over Europe Security "Twenty Years" AfterReviewedPhDr. Miloš Balabán, Ph.D., PhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 4/2009, Vol. XVIII. (L.): 61-70 There are many items in American foreign policy the Europeans do not agree, namely its tendency towards "strong world leadership". On the other hand, the Americans would prefer stronger Europe, namely in time of world's economic crisis when US defence expenditures are practically frozen, and when pre-emptive strategy by president Bush exhausted most of American sources. Even the Europeans feel that they should profile themselves as independent, strong power, but their Common Foreign and Security Policy is still more political declaration than really military strategy. Many security experts suggest that the Lisbon Treaty excludes NATO membership as far as questions concerning defence are concerned. NATO alliance still expects new strategy that ought to be approved in December 2010. The authors predict the necessity to strengthen the so-called Second Pillar of the EU, as the United States are going to be more oriented towards cooperation with Japan, South Korea and Australia. We must bear it in mind, drawing up long-term visions of Czech Security policy. |
A Look at Our Army Ten Years AgoHistory pagesPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 4/2009, Vol. XVIII. (L.): 173-184 At that time, the base for plural societies in Eastern Europe was founded. Poland, the Czech Republic and Hungary joined NATO defence alliance. Serious global threats of economic, military, ecology, social, ethnic, religious, criminal characters were lasting. The important question of proliferation of mass destruction weapons was raised. The analyses of security situations in Europe and the World respectively proved that armed conflicts were mostly internal, in a form of civic wars, but demographically endangering bordering countries. Those threats were only discussed, namely nobody fully realized the threat of terrorism. Defence budgets were reduced, all people wanted to profit from the so-called peace dividends. Czech army was loyal to the state; it was not misused in inner political conflicts, which was regarded as something normal by the majority of Czech public. But there were many problems left, especially the role and engagement of the ACR in the following century. |
The New Role of IntelligenceMilitary artPlk. Ing. Miroslav Šuhaj, Ph.D., doc. Ing. Oldřich Horák, CSc.Vojenské rozhledy / Czech Military Review Nr. 3/2009, Vol. XVIII. (L.): 37-42 The article points out the altered role of intelligence and counterintelligence under the conditions of new security threats and relevant problems of intelligence analysis. Authors compare the theories of the orthodox and revisionist intelligence schools dealing with the detection of surprise attacks and finally outlines solutions related to the training of intelligence analytics. Orthodox views are as follows: surprising attacks are inevitable, such attacks will succeed as they are unpredictable, complex and sophisticated; reformists say that too much attention is paid to various failures, there are many cases in which intelligence prevention was successful. Threat analyses are very complicated; hints are not clear, ambiguous. New threats must be examined and eliminated with cooperation with other force branches, police, integrated rescue system, and others. Last but not least, there is indispensable role of preparation and schooling of intelligence officers. |
Is Building a Weapons of Mass Destruction Free Zone in the Near East Feasible?Informational pagesJUDr. Miroslav TůmaVojenské rozhledy / Czech Military Review Nr. 3/2009, Vol. XVIII. (L.): 65-72 The establishment of nuclear-free zones in various regions covers roughly 110 countries and thus helps to the final aim--freeing of the world of nuclear, biological and chemical arms. Nuclear-free zones are suitable counterpart to other institutions to stop proliferation of nuclear weapons and the threat of its usage: Non-Proliferation Treaty, Biological and Toxin Weapons Convention, Chemical Weapons Convention, Comprehensive Test Ban Treaty. The risk of nuclear proliferation in the Near East is high, the main obstacle lies in different attitudes of key actors to the successive operations: whether to create peaceful arrangement among all involved states as a first step (proposed by Israel), or preferably to renounce atomic weapons (proposed by Arabic countries). The author suggests rethinking security interests in the Near East, to remove deployment of nuclear weapons from military doctrines, to concentrate on soft security to bolster up mutual trust, to create security guarantees and transparency in the region. |
Theoretical and Sociocultural Context of Suicide Attacks: The Proliferation of Martyr SubcultureInformational pagesDoc. Ing. Štefan Danics, Ph.D., PaedMgr. et ThMgr. Leoš TučekVojenské rozhledy / Czech Military Review Nr. 2/2009, Vol. XVIII. (L.): 52-69 Suicide bombing represents a low-cost, low-tech weapon that is readily available, requires little training, leaves little forensic trace, and strikes fear into the general population. Almost exclusively, suicide bombers emanate from distinct ethnicities and religions; furthermore, recent history indicates that they come from the Arab/Muslim or East Asian cultures. As important as the suicide bombers are the activists and sympathizers who offer them support and comfort. These activists may recoil from committing acts of violence themselves but may sympathize with those who do, and offer moral and material support. This article explores the psychosocial aspects and methods of suicide bombers in general, but with particular focus on those operating in Palestine, Moscow (Chechen guerrillas, 2002), Singar (Iraq 2007). |
Europe and Radical Islam: Islamisation of EuropeInformational pagesPavel KrčílekVojenské rozhledy / Czech Military Review Nr. 3/2008, Vol. XVII. (XLIX.): 68-80 The major topic of this article is the problem of radical Islam in the context of contemporary as well as historical development in Europe. In the course of several chapters the author describes basic facts of the modern phenomenon of Islamisation, impending over Europe. His study is supported from several sources, e.g. Gadhafi M., Islam taking over Europe (2006); or reports issued by the Netherlands Security and Intelligence Service (2005); Swiss Country Report on Islamisation (2007), etc. There are over 50 million Muslims in Europe, if Turkey is added to the EU, Europe will have another 50 million Muslims. When terrorism can be considered as a danger, Islam should be considered as a risk to generate such a danger. The democratic state is fully entitled to diagnose any kind of "side effects" as a result of Islamic preaching. This is not judging the religion but its effects on the system. The solution is long-lasting: to support cultural integration, because only a few European Muslims are involved politically, or take part in terrorist attacks. |
The Security as a Dimension of Sustainability and Quality of Life in Czech Perspectives (Reflections for the Year 2008)Nonreviewed - OtherPhDr. Libor StejskalVojenské rozhledy / Czech Military Review Nr. 1/2008, Vol. XVII. (XLIX.): 3-14 The security is not very often mentioned in direct relation to the quality of life and sustainable development. The author introduces the security as their substantial element; he would like to offer an interesting approach towards examining mutual ties between both concepts. In fact, it is not a new idea; common knowledge that peace is more comfortable for life and culture, for economic development, is certainly older than quality of life concept. But, after an easygoing attitude to international background in the 90's, today we again pay our attention to the security problems, even in a wider spectrum, in varied contexts: from changes in world's climate, to differences between rich North and poor South, over international terrorism, efforts for integrated European position towards Common Foreign and Security Policy, NATO, security policy of the Czech Republic, till the individual feelings of safety. |
Destruction of Syrian Chemical Weapons: The Next Step to the Global Chemical DisarmamentReviewed - OtherIng. Ladislav Středa, CSc.Vojenské rozhledy / Czech Military Review Nr. 4/2014, Vol. XXIII. (LV.): 88-101 | DOI: 10.3849/2336-2995.23.2014.04.088-101 This paper is above all a quick piece of information on current problem which could have provoked a large war in the Middle East. And also about a unique operation to resolve it. Syrian chemical weapons used to be a serious threat to the entire Middle East, mainly in the context of the ongoing civil war. This was confirmed by repeated use of nerve agent sarin during the conflict. The destruction of Syrian chemical weapons eliminated the threat of escalation of the conflict and its extension to other countries. |

The Cyber War ContinuesInformational pagesPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 73-89 The author summarizes present-day knowledge of this problem. Worms and viruses have transformed to serious security challenges and perfect instruments of cyber espionage. They have become a tool in information warfare. Cyberattacks transformed to risks calling only for technical responses. The growing awareness of the seriousness of the cyber-threat is enhanced by incidents, e.g. the malware "Stuxnet" attacking the Iranian nuclear programme. Actually, cyber space is regarded as a fifth dimension of military deployment, apart for land, air, water, and cosmos. Some nations are already investing massively in cyber capabilities that can be used for military purposes. Most Western nations have considerably stepped up their defences in recent years and are forming special units for cyber warfare. |
Strategic Culture: Concept PresentationReviewed - ReviewIng. Tomáš PospíšilVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 26-33 Studies of the importance of culture have gained greater attention in the post-Cold War era. In present world, there are many fenomena that can't be explained in terms of neorealism. There is the consensus in national security policy studies that culture may significantly affect grand strategy and state behaviour. It limits behavioural choices, from which we could derive predictions about our strategic choice. This study is based among others upon Johnston's strategic culture concept related to three generations. The study is divided into five parts: at first the author introduces general concept of strategic culture, the second, third and fourth parts correspond to individual generations. In closing part the author explains his own understanding to this concept. |
Complex Security Management in the Czech Republic: Starting Point for Upgrading (Themes for Security Review)Reviewed - ResearchPhDr. Antonín RAŠEKVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 21-41 | DOI: 10.3849/2336-2995.21.2012.01.021-041 Our new stance to comprehensive control of security in the international context is based upon the so-called "wider security concept". Despite various definitions, there is the consensus that a national state is not the only security subject, the classical paradigm was extended to other areas, outside military one: political, economy, financial, banking, environmental, and social. They are endorsed by security problems related to technology, energy, raw material sources, ethnical disputes, religion, together with humane rights and cultural aspects. To win the war is easy, to establish peace is difficult. Last but not least, we now have to fight and win the war of public opinion. |
Typology and Analysis of Armed ConflictsNonreviewed - OtherRichard StojarVojenské rozhledy / Czech Military Review Nr. MC/2017, Vol. XXVI. (LVIII.): 83-91 The text deals with the conflict analysis and the use of typology within its framework. The author sums up the most relevant methodological approaches and tries to highlight their limits in the analysis of the current conflicts, which have by far more different characteristic features than in the past. In modern military conflicts, the states often use private military companies and create illegal armed formations. Quite often, the conflict parties have a varied character and one can observe chaotic alliances of state and non-state actors with different interests and different views on the projection of power and the use of armed force. The text highlights the necessity of adaptation of the current methodological approaches or at least their components and the development and changes which take place in contemporary conflicts. |
Methodological Framework for Operational Risk AssessmentReviewed - ReviewJosef Procházka, Josef MelicharVojenské rozhledy / Czech Military Review Nr. 4/2017, Vol. XXVI. (LVIII.): 19-33 | DOI: 10.3849/2336-2995.26.2017.04.019-034 The article brings a "Condition-If-Then" construct as a proven protocol for writing risk statement and its application into assessing risks related to capability gaps identified during the defense planning processAuthors discuss utility of "Common approach" and "Impact averse approach" to risk rank ordering as a tool for ordering risks according to their importance. Using the discussed tools enables the planners to run risk assessment that sets preconditions for prioritizing the Force Development Options (FDOs) and for minimizing the impact of capability gaps on conduct of future operations. The ORAMF and the application of the given protocol for writing risks are some of the building blocks of the defense planning process, offering a toolset for reinforcement of the defense planning of the Czech Republic. |
Securing the Required Cyber Defence CapabilitiesReviewed - ReviewMiroslav Feix, Dalibor ProcházkaVojenské rozhledy / Czech Military Review Nr. 4/2017, Vol. XXVI. (LVIII.): 35-53 | DOI: 10.3849/2336-2995.26.2017.04.035-054 The paper deals with cyber security, cyber defence and operations in cyber space. It follows earlier performed analysis of cyber defence tasks and proposes distribution of competencies among key players. The required capabilities are derived from tasks determined by legislation, NATO and EU commitments and earlier developed strategic and operational scenarios. Comparing required capabilities and an actual state, a solution harmonizing defence in cyber space with defence of the Czech Republic and ensuring the cyber space defence and integration cyber capabilities into common operations conducting is proposed. |
Illegal Use of Child Soldiers - a Neglected Question in the Preparation of Professional SoldiersReviewed - ReviewJana BurešováVojenské rozhledy / Czech Military Review Nr. 4/2017, Vol. XXVI. (LVIII.): 55-67 | DOI: 10.3849/2336-2995.26.2017.04.055-068 Use of child soldiers by rebel armed forces has been growing in recent years. In comparison to preceding conflicts, main reasons for their use have changed significantly - at the present time, children have become highly efficient psychological weapon in battles against the military from developed countries. This may have momentous consequences not only for the given children but also for professional soldiers. Fighting against child soldiers can indisputably affect the soldiers' capability to discharge their duties. Furthermore, they have to cope with many individual moral dilemmas. The article will look into potential moral aspects regarding confrontation between child soldiers and members of professional armed forces. In the following section, training of professional soldiers and preparation of military mission will be explored. Subsequently, weaknesses which are crucial to forestall in the future will be outlined. |

Methodologic Framework for Military Capability Assessment of Armed Forces of the Czech RepublicReviewed - ReviewZdeněk PetrášVojenské rozhledy / Czech Military Review Nr. 2/2017, Vol. XXVI. (LVIII.): 3-17 | DOI: 10.3849/2336-2995.26.2017.02.003-017 The aim of the article is to present a synthesis of findings from both analyses and their application while conceiving a proposal of methodology for military capability assessment of Armed Forces of the Czech Republic. The proposed approach to capability assessment stems from principles of the NATO´s J-DARTS (Joint Defence Planning Analysis and Requirements Tool Set) and EU´s SAEP (Scrutinising, Assessing, Evaluating and Prioritising Process) when the main attention was focused on the phase of matching current capabilities of force units against capability requirements, follow-on identification of shortfalls and their prioritisation. The degree of priority should primarily qualify the level of operational risk stemming from potential engagement of force units in an operation. |
Neorealism and Contemporary US-Russian Military Competition in the Post-Soviet SpaceReviewed - ReviewJan EichlerVojenské rozhledy / Czech Military Review Nr. 2/2017, Vol. XXVI. (LVIII.): 89-105 | DOI: 10.3849/2336-2995.26.2017.02.089-105 In the light of neorealist theory, the Eastern enlargement of NATO satisfies basic feature of expansion: 9 former countries of the Warsaw Pact become members of NATO. USA as a Sea power reinforced its superiority at the detriment of the RF as a continental power. The annexation of Crimea, as a Russian answer, had intensified security fears of post - Soviet countries and of Poland and enlarged the space for external balancing of the USA. Author warns that a confrontational structure had become typical for the area or the Western part of the Post - Soviet space. It increases the number of military incidents, and, even, the threat of a direct military confrontation including a Russian use of tactical nuclear arms, being inspired by the Rogers plan from 1980´s. |
The Importance of Development Trends Analysis and its Military Implications for Defense PlanningNonreviewed - OtherVojenské rozhledy / Czech Military Review Nr. 2/2017, Vol. XXVI. (LVIII.): 106-119 Participation of experts form NATO member and partner countries in security situation development trends together with related military implications is meanwhile the newest mean of member states engagement onto NATO Defence Planning. In one hand this possibility is a way to gain findings from national experts and in other hand an opportunity enabling countries to enlarge knowledge and experience of national participants in order to development of similar activities at national level. Moreover there is an opportunity to present activities of nations´ institutions working in the similar field as well as national findings linked to security trends and defence planning. The author concludes that the Czech Republic has not yet formulated its own defence planning process, and suggests the possible effects of this condition |
Some Aspects of Biological Defence in the Czech Armed Forces ConditionsNonreviewed - OtherVojenské rozhledy / Czech Military Review Nr. 2/2017, Vol. XXVI. (LVIII.): 120-136 The paper deals with general aspects of problems of biological warfare agents and toxic industrial biologicals understanding from the point of view of protection against their effects and a possibility of specialists´ cooperation. The aim of the paper is to point to some problematic aspects of biological defense realization in connection to experiences from their historical usage. With the help of analysis of current strategical and operational documents and synthesis of available experiences from operational deployment of medical service and chemical corps units variants of optimization of current state have been proposed. These ones are main conclusion of the paper. |

The Consequences of the Bundeswehr Mission in Afghanistan for German Military Engagement AbroadReviewed - ReviewPhDr. Pavel DvořákVojenské rozhledy / Czech Military Review Nr. 1/2016, Vol. XXV. (LVII.): 24-43 | DOI: 10.3849/1210-3292.25.2016.01.024-043 This article focuses on answering the question to what extent did the German foreign and security policy change, based on the ISAF mission in Afghanistan, especially when it comes to military deployment abroad. The author identifies and analyses the consequences associated with the German experience in Afghanistan and their influence on the current and future deployment of German armed forces abroad. The attention is given to the German strategic culture of "civilian power" and the question, if Germany still fulfills the attributes connected with this theoretical concept. The author verifies this assumption by means of the role theory concept, which helps to understand the behavior of Germany on the international level. |
Scenarios in Capabilities Planning ProcessReviewed - ReviewIng. Josef Procházka, PhD., Ing. František Mičánek, Doc. Ing. Jozef Šmondrk, PhD., pplk. Ing. Josef MelicharVojenské rozhledy / Czech Military Review Nr. 1/2016, Vol. XXV. (LVII.): 44-60 | DOI: 10.3849/1210-3292.25.2016.01.044-060 The aim of the article is to bring inspiration and offer needed recommendations for implementing the scenarios in the defence planning process. The article addresses purpose, development and practical application of scenarios in a national defence planning process, utilizing capability based planning (National Capability Based Defence Planning - NCBDP). During the planning scenarios are used for identification and verification of capability requirements. Scenarios depict main features of the environment in which the armed forces will be employed to execute military missions. Scenarios reflect as well operational concepts in a sense of doctrinal use of armed forces. Furthermore, they offer a possibility to identify and quantify required capabilities in a volatile, difficult to predict, complex, permanently and dynamically changing environment, and reduce level of uncertainty and associated risks. In this regard, scenarios are significant analytical and supporting tool of defence planning with high value added. Correct application of scenarios allows defining a set of required capabilities necessary for success in potential future conflicts. Scenarios enable long-term planning of capabilities development and optimisation as a platform for qualified and well informed decisions at the MoD level on the armed forces character, structure and size with regard to the ambitions and international commitments of the country. In the conclusion the article brings recommendations for the defence planning process improvement by exploiting capability based planning and scenarios. Recommendations provided in the article include doctrinal changes, organizational changes within MoD and General staff, recommendations for updating the education plans for military personnel, recommendations for optimization of the defence planning process as well as for necessary changes in the approach of the defence managers and military leaders to the described method. |
The Czech Dilemma: Integration of National Security System and Transformation of Operational Capabilities of National Professional Security StructuresReviewedPplk. Ing. Bohuslav Pernica, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2009, Vol. XVIII. (L.): 50-60 The security environment is permanently changing. A national set of risks has increased after joining the EU and NATO and EU enlargement. The Czech Republic is obligated to integrate national security capabilities into NATO and the EU. To fulfil its responsibility, the Czech Republic ought to use the capabilities-based planning for further transformation of national security sector. This NATO concept ought to be in use not only within the MoD, but also at other ministries tied or responsible for national security. The national security sector must be planed, programmed, budgeted and transformed like a body. The article deals with the problem of unifying security concepts across Czech public administration. The author points out that our operational capabilities are influenced among others by the lack of labour force at the Czech national labour market. |
The Expanding Role of China and India in Word Security Prognosis (Prognostic Scenarios)Informational pagesPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 3/2009, Vol. XVIII. (L.): 54-64 The theme of this study is a prognostic reply to the anticipated rise of mentioned two Asian powers from the point of international relations. Their growing power will precipitate consecutive results-the end of American leading role and coming multiple world. Will it produce world's stability or security threats? The author presents several scenarios. All take note of 9/11 attacks and a possible crash of two form of capitalism, democratic in the West and authoritarian in China and Russia. India has a special position. The economic success of those systems is a great chance for humane rights and civil liberties. World's dominance will be divided among the U.S., China, partly the EU, with strong position of regional powers, India, Japan, Indonesia, Iran, South African Union, Egypt, Brazil, Mexico and others. Russia will lose his superpower position, its internal economic and ethnical problems make it weak, and therefore Russia will attempt to form military coalition with China, which will lead to new world's bipolarity. |
