He didn't succeed in solving troubles with nuclear programme in Iran. His moderate success in foreign policy was the consequence of his concentration on home politics, health care reform, economy and financial crises. At the end the essay evaluates the Chicago summit that among others officially affirmed that NATO activities in Afghanistan would be concluded by 2014 and declared the so-called smart defence. |

Washington is balancing what it perceives to be the greatest threat to American leadership in the world. Threats are presented by emerging power of People's China, the situation in Middle East. Europe is not less important; it is still an important American ally. |

(LII.): 22-36 The Document ESS 2003 laid down foundations of our present-day security and strategy culture. It was formed as a summary of several historical and political factors that are introduced in two starting chapters, followed by the more detailed analysis into ESS 2003, its main characteristics influencing EU security and strategic culture. The ESS 2003 is compared with the American doctrinal document NSS 2002. The European security strategy of 2003 is not compared with following American strategical documents, as they were unknown in time of its drafting. The author comes into the conclusion that in spite of indisputable differences, the EU shares the same values as the US, and the EU as an American strategical ally is facing the same threats and challenges as the US does, and in case of need, there is a possibility of combined military actions. |

(LVII.): 86-99 On the introduction, the article focuses on clarifying the place and role of counterinsurgency in current military operations. It also deals with the principles of counterinsurgency and their doctrinal comparison within some advanced armies and the NATO. The aim is to highlight some findings related to principles that should be changed,added in doctrine and incorporated into the training of the ACR troops. The result of the analysis and comparison of individual principles with own experience of the author from the mission in Afghanistan are recommendations given for the troop training in the theatre. The implementation of the proposed measures in preparation of the Czech Army units may improve the effectivenessof counterinsurgency in military operations. |

De-escalation of the War at Ukraine, and Its Resolution by International Security Organisations.Reviewed - ReviewIng. (LVII.): 3-20 The article is aimed on the identification of the tools of the international security organisations (NATO, European Union, Organisation for security and Cooperation in Europe) for de-escalation and resolution of the violent conflict in Ukraine. It is based on the liberal institucionalism. It characterizes and systematises tools and divides it into "soft power" and "hard power" tools. It is analysed the possibility of the use of armed forces as a coercive tool or in peacekeeping or monitoring missions. The NATO and the EU became involved in coercive diplomacy, the OSCE as a "soft power" becomes involved in mediation of the conflict in eastern Ukraine and dispatched long time missions. All three analysed organisations used the tools without placing of armed forces. |

(LVI.): 62-80 Islamist territorially anchored violent non-state actors (ITAVNSAs) seeking to change the status quo of the current international system constitute one of the greatest challenges the international order based on mutual respect of equal sovereign states. These actors in areas without the presence of power states use explicit cross-border violence to achieve their objective in accordance with universal Islamist ideology - the construction of a caliphate. The paper presents in the theoretical and modern historical perspectives methods of reduction of anarchy in the international system - power, economic, legalistic and normative - and highlights the reasons why face to face of these actors, these heretofore functional ways, be it on a regional or system level of analysis, fail. |

(LVII.): 21-32 This article aims to reflect a digression into the history of selected strategic documents, which processed the Ministry of Defence or was in the processing involved - in connection to the planning of acquisitions. The ambition of the article is not a comprehensive evaluation process, but only the selected aspects. After many years of decreasing Czech defence budget, is here the opposite situation. In connection with the new situation it is necessary to rethink the current approach to this topic; to ensure maximal security of the Czech Republic and in a figurative sense NATO and the European Union also. The fact, that the Czech strategy document was among the best in the EU, does not mean that defence spending is automatically efficient. |

Will Urgent Appeals of Former US Politicians Raise Support?Opinions, controversyJUDr. Miroslav TůmaVojenské rozhledy / Czech Military Review Nr. 3/2008, Vol. XVII. (XLIX.): 52-57 Two retired American foreign ministers (state secretaries) G. P. Shultz, Henry Kissinger, former defence secretary William Perry, former chairman of the Senate Armed Services Committee Sam Nunn, signed the proclamation calling for freeing the world of nuclear weapons, eliminating nuclear weapons. The author of this article presents himself as their strong supporter. Among others, for two years, they have been explaining their views on pages Wall Street Journal. Several proclamations were issued in conjunction with the conference remembering Top Summit at Reykjavik where the INF treaty was signed by Mr. Gorbachev and Mr. Reagan. Their appeals contain practical measurements: lowering numbers of atomic warheads, START I prolongation, extended time of atomic warning, revoking plans for mass retaliation, common multilateral antiballistic defence, measures against the proliferation of nuclear weapons, opening dialog between the US and Russia to create a joint alert system and to work together to prevent catastrophic nuclear terrorist attacks. |

(LVII.): 3-19 The objective of this article is to answer the question to which extent a respective concentration on Alliance approaches is really indispensable. A substance of the answer is to be found in the outcomes of analysis made on defence planning processes of NATO nations and EU member states. This analysis indicates to which extent national planning processes correlate with principles of NDPP and EU capability development. The analysis outcomes point out a significant diversity of approaches to national defence planning processes, the fact which stems from different interests of their national security and defence policies and, at the same time, the outcomes substantiate that the centre of gravity of national approaches does not lean on implementing principles of NDPP but on achieving outputs of the NDPP. |

The fact that nuclear weapons has not been employed for more over 60 years doesn't mean that they are of no use. On the contrary, they still serve as the most effective tool of determent. At present, we do not face some superpower, but a multitude of various small, namely Islamic groups. The nuclear threat has returned in the form of terrorists who, unlike Soviet Union leaders, would not hesitate to use such weapons. We face a very real possibility that the deadliest weapons ever invented could fall into dangerous hands. No treaty, no ban on such weapons, no international law will guarantee that they won't be used by the so-called "non-state actors," potential "rogue states", or messianic groups expecting the end of the world. The author recollects the case of A. Q. Khan, who sold his country's nuclear secrets, helping to increase the proliferation of nuclear technology on a wide scale. |

(LVII.): 20-34 The article brings results of the analysis of 14 national documents and 14 Czech Ministry of Defence internal documents. Document analysis showed the lack of traceability and verifiability of the methods, and that the methods of strategic analysis were usually used incorrectly, or incompletely. A proposal that can improve the situation is following: creation of a repository of processed strategic information, and the establishment of a specialized department, which will deal with the processing of strategic information and data, and will also create conditions for the creation of institutional knowledge. Another part of the proposed solution is also the inclusion of the topic of aggregating and processing complex analyses into the education system for all the staff presumed in participation in the strategic planning. |

The ammendment to the conscription act will be briefly introduced along with its effects on the function of Active reserve, its perspectives and on the requirements on the recruits. Then the possible issues that may arise during the implementation of reforms will be analyzed. These lay mainly in the personal level and training. Several possible solutions for these issues will be put forward. |

(LVII.): 114-124 The article discusses the process of risk management introduced in 2015 as a result of inconsistent implementation of law no. 320/2001. The authors show the way to identify and analyze a risk, using identification and analysis of assets, followed by threats, thanks to their influence on the assets. They demonstrate the approach to defining risks with second and first level targets in the department of Ministry of Defence, while using risk shifting and aggregation of dependent risks. They describe the application of the risk management process outcomes during goal managers' decision-making in the process of medium-term and annual planning of the department of Ministry of Defence in relation to changes in these processes. |

Firstly, it is influenced by knowledge, experience and skills of all stakeholdersresponsible for preparation of strategic decisions and decision taking. Secondary and no less importantly, it depends on the quality of internal business processes dealing with all aspects of defence policy formulation and execution. Outputs from strategic management are strategic, conceptual, planning and evaluating documents. This article offers hierarchy of strategic documents defines their purpose and content and outlines responsibilities for their elaboration. Recommendations reflect assessment of current legal and procedural framework, strategic management theory and best practise. Ambition is to propos for consideration one of many possible solutions in order to reinforce strategic defence management. |

(LIII.): 79-88 The essay deals with the concept of total force policy concept and its implementation. Some facts related to the history, implementation and development of this construct are presented in context of the Czech White Paper on Defence released in 2011. In order to improve capabilities of the national armed forces system, and as well as to diminish risks related to lack of human and financial sources in face of impeding population ageing, the author suggests a return to total force concept in the Czech Republic. He admits that the experiences with this policy before 1990 will be inoperative, as there is no chance of reintroducing of compulsory military service or the re-establishing of such paramilitary institutions such as e.g. the SVAZARM used to be. |

(LI.): 15-30 This concept has been preparing since the early 2009. In short, the North Atlantic Treaty Organisation must be increasingly prepared to intervene far beyond its borders. In the coming decade, NATO will have four central inter-related military missions. The first requirement is to "deter, prevent and defend" against aggression, so as to ensure the political independence and territorial integrity of NATO member states. The report insists on the need to send out military missions beyond the treaty area "when required to prevent an attack on the treaty area or to protect the legal rights and other vital interests of Alliance members". Any expeditionary mission must be based on the principles of the UN charter. Another key item is to cooperate better with those partners, and others worldwide, in order to tackle the new threats posed by cyber attacks, piracy, arms proliferation and energy supply insecurity and climate change. However, in order to achieve the new goals, NATO "must halt the precipitous decline in national defence spending", and to introduce reforms to make spending more efficient. |

(LI.): 3-21 The primary purpose for NATO enlargement, covering first three countries of the so-called Visegrad Four and later Slovakia, was the necessity to fulfil "security vacuum" in Central and subsequently in Eastern Europe which came into existence after the fall of Soviet empire. Membership of those countries helped to fix criteria for admission of other states to the Alliance. Today, the NATO alliance stands in front of new important challenge: to work out a New Strategic Concept agreement in late 2010, based upon the idea saying that the security of Euro-Atlantic region is tied with and depends on the safety of the whole world. This safety concept will able to be realized only by means of global strategical governance. More then predicting expected security and defence ideas, the author reopens a broader discussion about the real meaning of NATO membership. He also repeats and enumerates risks and threats we are facing today. |

(LII.): 160-168 People commonly imagine terrorist attack as hijacking or improvised explosive device hidden in crowded place. However terrorists can also attack against food, cattle, farm crops or water resources. These kinds of attacks can be ranked among agroterrorism or food terrorism, whereas agroterrorists attack against cattle, farm crops or water resources; food terrorists attack against foodstuffs. This paper is intended to provide information about agroterrorism and food terrorism as possible forms of wilful violence. Food security became discussed issue especially after anthrax incidents in 2001. There are many authorities that deal with these issues, for example EU, NATO or World Health Organization. |
Critical Looks at Hybrid Wars ConceptMilitary artIng. Pavel Zůna, MSSVojenské rozhledy / Czech Military Review Nr. 3/2010, Vol. XIX. (LI.): 33-45 The term "hybrid war" is frequently used today within the military community, but the term does not bring something new in the view of the terminology of the stability operations, comprehensive approach or compound wars. This concept is based on the destructive threats to the military components of international community. It does not help in delimiting reasons of violent confl ict and from that point it is harmful, as it does not explain soldiers why they are fi ghting the "just war", why they should sacrifi ce their lives in confl icts far away from their homeland. We should not use terms of hybrid wars, hybrid confl icts, hybrid enemies or forces. Only "hybrid warfare" could find some legitimacy, but only when used with the correct definition of the conflict typology, backed by the political objectives of the war. Confl icts typology, as used, forms the framework for the mission analysis orientation at all command & control levels and it guides the informational support to the military decision making processes. |

(LIII.): 132-147 Space applications and use of satellite data became an important tool for production and development of many companies and institutions, as well as indispensable part of our daily lives, when using e.g. satellite navigation or TV broadcasting. Proper functioning of those services, however, requires the security of space assets at the orbits, their ground stations and the transmition links. The basic threat for space assets is the growing number of debris at the orbits. Space Situation Awareness has a growing importance and sharing information among all main space actors becomes a pre-requisite. Efforts to agree on common guidelines to mitigate possible risks related to outer space activities are made both within the UN and the EU as well as among all space agencies. |

(LI.): 47-64 Official objectives of war on terrorism are as follows: we must face theorist threats, prevent terrorist strikes; suppress the power of terrorist groups such as al-Qaeda. War on terrorism is not a classical or conventional warfare; the term is wide-ranging, covering longterm strategies of national importance. The war on terrorism and employed means are also a source of controversy. It is a question of adequacy of used tools. It is necessary to implement the new strategy of improving conditions in Muslim countries to eliminate their background supporting negative religious and political attitudes towards democracy. Outlined ways of "smoothing edges" in economical, social spheres can noticeably change hateful attitudes of Muslim population towards values of Western democratic society. |

(LVI.): 159-171 The following thesis focuses on the issues regarding deployment of medical forces within the shifting operational environment. It analyzes its development stages and considers their meaning and influence on current and forecasted developments of military health capabilities in the long run. The authors' fundamental research question is to be whether the changes to the operational environment's dynamics and scope will substantiate as the defining factors for ensuring interoperability with Alliance partners, for the purposes of developing new type of medical capabilities needed. Moreover, the importance of a rarely emphasized role of operational art in military medicine is discussed. Such tool seems to be a key element for the harmonization of strategic objectives with long-term tactical activities. |
