European Naval Strategy: Analysis of Selected Issues in EU Member StatesReviewed - ReviewMgr. Tereza ŠafářováVojenské rozhledy / Czech Military Review Nr. 4/2014, Vol. XXIII. (LV.): 25-39 | DOI: 10.3849/1210-3292.23.2014.04.025-039 Europe is a maritime continent whose economic concerns and security could be backed only by the power of navy forces. The Czech Republic is not a maritime state, but it is a member country of both NATO and the EU, it participates in the formation of common security policy. Czech soldiers could take part in combined joint military operations, where one of forces is also a Navy. Dozens of Czech citizens are employed in common international institutes and staffs; they all need a broader view, including the knowledge of Integrated European Naval Strategy. Their activities promote the status of the Czech Republic at international level. |
The Famous Czechoslovak LegionNonreviewed - OtherJUDr. et PhDr. Jaroslav Padrnos, CSc.Vojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 152-169 The Czechoslovak Legion was a revolutionary armed force formed abroad that had come into being during World War I. It is said that without this force, there would be no independent Czechoslovakia. Without a foreign political, diplomatic and military resistance of the Czechoslovak National Council, headed by Prof. Dr. Tomáš Garrigue Masaryk, Doc. Dr. Edvard Beneš, and Brig. Gen. Milan Rastislav Štefánik, there would be no Czechoslovak Legion. Even in the hard times, the large majority of legionnaires were always true to the Czech and the Slovak nation during World War II, and after the war. But after the February 1948, those nations, officially represented by the Communist Party of Czechoslovakia, were not true to them. |
Czech White Paper of Defence: Shall We Learn from History?NonreviewedIng. Vlastimil Galatík, CSc., Mgr. Richard Stojar, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2010, Vol. XIX. (LI.): 31-37 At the beginning of August, Defence Minister Alexander Vondra announced his intention to give rise to the White Report of Defence as a document constituting clear vision of country's defence. The Paper will constitute a major overhaul of Czech defence and security policy and will set out the path to more modern, compact and reactive security and defence forces. By cutting the overall number of defence personnel, restructuring the defence estate will achieve cost reductions allowing to address more effectively the challenges and threats of the globalized world. It will allocate a substantial budget for defence, in line with the priorities and choices made for her defence capabilities. It will further reflect themes not mentioned before, such as relations between Common European Defence Policy and NATO alliance, new dimensions of civic security in cases of natural disasters, pandemic, or last but not least - terrorist attacks. The Czech White Report is going to make good use of similar documents of Allied nations. |
Main Principles of International Humanitarian LawMilitary lawRNDr. Marek Jukl, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 178-184 Contemporary International Humanitarian Law (IHL) is the law of armed conflict or law of war and their effects. The goal of IHL is to limit the effects of warfare on people and property and to protect particularly vulnerable persons. The IHL does not exclude war activities as it acknowledges the principle of the so-called war necessity. Humanitarian law is the branch of public international law that comprises the rules, which, in times of armed conflict, seek to protect persons who are not or are no longer taking part in the hostilities, restrict the methods and means of warfare employed, and resolve matters of humanitarian concern resulting from war. This article is intended to help to soldiers to understand better IHL rules and principles. |
Does China Conquer Also Europe? (Reflections over Security Analyses and Prognoses)Informational pagesPhDr. Miloš Balabán, Ph.D., PhDr.Antonín RašekVojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 94-102 The gravity of this article is laid down on the present-day state of affairs. China bought Spanish, Portuguese, and Greek obligations, i.e. China lent a hand to those countries (so did the European Union). In this way, China increased its influence in Europe. Stabilized Europe is necessary for Chinese export, it was not mere charity. Defence expenditures of People's China has reached 100 billions USED a year. Supposing the Chinese are intended to reach world's domination, they should stick to this kind of policy and they should not try to acquire the dominance by armed force. China behaves like an asymmetric power, knowing well that it can't surpass the U.S. by arms. China does not want to repent Russian mistake to be "over-armed" by America in futile arms race. Still, there is plenty of free space to compete with the U.S., e.g. cosmic or space competition, computer and Internet technologies. |

Prospective Horizons of Further Cooperation between NATO and the EUReviewed - Reviewplukovník gšt. Ing. Zdeněk PetrášVojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 22-30 | DOI: 10.3849/1210-3292.23.2014.03.022-030 At present, it can be seen a tangible progress in the NATO-EU common approach to deal with challenging security issues. Paradoxically, it has been economic recession in combination with growing danger of arising armed conflicts, specifically on the European continent territory, to start up the closer cooperation between NATO and the EU. Logically, the current security situation ended in conclusions that the complementarity between NATO and the EU became a real necessity and only interaction between the Alliance and Union?s security and defence policies could bring required effects, while upholding global and local security stability. Did the Allied Victory in World War I Comprise Also Winning the Peace?Nonreviewed - OtherPhDr. Karel Straka, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 170-176 The First World War was a global war centred in Europe that began on 28 July 1914 and lasted until 11 November 1918. From the time of its occurrence until the approach of World War II, it was called simply the World War or the Great War. In America, it was initially called the European War. The immediate trigger for war was the assassination of Archduke Franz Ferdinand of Austria, heir to the throne of Austria-Hungary. This set off a diplomatic crisis. Within weeks, Europe was at war and the conflict soon spread around the world. It was one of the deadliest conflicts in history, paving the way for major political changes, including revolutions in many of the nations involved. |

Common European Armed Forces: Reality, or Utopia?Reviewed - ReviewPlukovník gšt. Ing. Zdeněk PetrášVojenské rozhledy / Czech Military Review Nr. 2/2014, Vol. XXIII. (LV.): 101-108 | DOI: 10.3849/2336-2995.23.2014.02.101-108 The consequences of economic recession and their impact on national defence budgets can indeed heavily hamper the credibility of both NATO and the EU. A need for coping with budget restrictions and ongoing security crisis in the Ukraine re-opens the issue of common European armed forces as an effective tool for keeping security stability not only in Europe, but also around the world. However, the key issue is to what extent it is feasible to develop autonomous European armed forces operating independently of transatlantic allies, while there is a very strong NATO-EU interconnection in the area of military capability development. |

The Cold War: Look back in Peace (Parallel History Project on NATO and the Warsaw Pact)Book reviewIng. Josef NastoupilVojenské rozhledy / Czech Military Review Nr. 1/2007, Vol. XVI. (XLVIII.): 180-183 The former warriors from opposing sides are recounting their version of events have always been important in understanding history. In studying the Cold War, The Parallel History Project on NATO and the Warsaw Pact (PHP) has undertaken the mission of preserving the history of the two alliances that faced each other for decades on the continent of Europe during the Cold War. It has been collecting, analyzing and interpreting previously secret government documents and making them available via their unrestricted website [www.isn.ethz.ch/php/index. htm]. Documents alone cannot define the thinking behind events, so PHP is now gathering key players from both sides to discuss their perspectives on events. The first meeting in this series took place in Sweden, in April 2006. Similar conferences should add to the historical accuracy and understanding of that very long and dangerous period when the two large groups of armies stood ready against each other. Scientific Support of Strategical Decision-Making not only in Department of DefenceOpinions, controversyIng. Vlastimil Galatík, CSc., doc. Ing. Milan Kubeša, CSc.Vojenské rozhledy / Czech Military Review Nr. 2/2010, Vol. XIX. (LI.): 82-87 The article is a polemical expression of authors' opinion over this problem. It is related to the orientation of society, political coalitions, and single states towards higher goals. If we admit that the sustainable development of society is the base for securing a peace and stability, then we can state that the question of security or consecutively country defence cover problems of the whole social system, subsystems and system elements. Strategical decision-making ought to be the highest priority in our society. It is indisputable that such decisionmaking deserves scientifi c support. At the end of this article the authors propose a short algorithmic program for Czech military strategy that is planned for the year 2014 and the concept of Czech army development planned for 2015. |
Armament of Mechanized Force: Keeping on BVP-2 and the Vision of DevelopmentReviewed - ReviewNadporučík Mgr. et Mgr. Karel Zetocha, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2013, Vol. XXII. (LIV.): 81-90 | DOI: 10.3849/2336-2995.22.2013.04.081-090 The article is an analysis of the further development of mechanized battalions of Czech forces (ACR). The defence department will have to take a major decision how to replace old tracked infantry combat vehicles (ICVs) BVP-2. Several years ago, it was decided to acquire those vehicles for one brigade, so the best option could be to keep this project on. The acquisition and simultaneous operations of two similar vehicles, wheeled and tracked ones, are not effective for forces of ACR size. The extra costs of operation would not produce an adequate increase in capabilities of mechanized units. The author presents dozens of arguments to support this conclusion and at the end he makes recommendations for the future acquisition strategy in Czech defence department. |

(LIV.): 143-147 The polemic by Mr. Luboš Dobrovský in his essay in Military Review, No. 2, 2013, is based upon a critical idea that even though the Czech government approved conclusions and goals set by the White Paper on Defence, the MoD and the General Staff began to fulfil their duties, the government did not carry out its obligations. The author came to the same conclusion same time ago. But he didn't agree with the proposition that the army in a state of emergency. What's missing is a critical reflection over economical management. Data, numbers, and facts are attached. |
